32.28 Privileges of Skipper restricted limits
The privileges of a certificate of competency as SRL are to perform the functions of a master on a ship
of less than 12 metres length overall carrying 12 passengers or less within restricted limits.
32.29 Skipper coastal/offshore less than 24m (SCO)
(1) This is a certificate of competency.
(2) The eligibility requirements relating to Skipper coastal/offshore less than 24m (SCO) are the
provision of proof of the matters set out in column 3 of the following table that correspond to
an item in column 2:
Requirement for proof that an applicant
(a) Prior certification holds a certificate or competency as SRL
endorsed to 24 metres or equivalent.
(b) Core Competencies has demonstrated, at management level, the
following core competencies by an accepted
means of demonstrating competence under rule
32.180 or equivalent:
(a) planning and conducting a coastal or
offshore passage and determine position:
(b) management of safety aboard a coastal and
offshore ship.
(c) Final examinations has passed any final examinations that the
Director may require, or equivalents.
(d) Sea service has completed approved sea service involving, at
a minimum, seagoing service of at least 12
months on a ship of 12 metres or more within any
operational limit while holding a certificate as
Skipper restricted limits.
(e) Ancillary competencies and
ancillary certificates
has demonstrated the following ancillary
competencies:
(a) fire prevention and fire-fighting:
(b) survival craft and rescue boats other than
fast rescue boats.
(f)
Medical and eyesight
requirements
holds the following ancillary certificates or
equivalents:
(a) first aid certificate:
(b) general radio telephone operator’s
certificate.
meets the applicable requirements of Part 34.
32.30 Privileges of Skipper coastal/offshore less than 24m
The privileges of a certificate of competency as SCO are to perform the functions of a master
within coastal and offshore limits on a ship of less than 24 metres overall.
