<strong>32</strong>.28 Privileges of Skipper restricted limits<br />

The privileges of a certificate of competency as SRL are to perform the functions of a master on a ship<br />

of less than 12 metres length overall carrying 12 passengers or less within restricted limits.<br />

<strong>32</strong>.29 Skipper coastal/offshore less than 24m (SCO)<br />

(1) This is a certificate of competency.<br />

(2) The eligibility requirements relating to Skipper coastal/offshore less than 24m (SCO) are the<br />

provision of proof of the matters set out in column 3 of the following table that correspond to<br />

an item in column 2:<br />

Requirement for proof that an applicant<br />

(a) Prior <strong>certification</strong> holds a certificate or competency as SRL<br />

endorsed to 24 metres or equivalent.<br />

(b) Core Competencies has demonstrated, at management level, the<br />

following core competencies by an accepted<br />

means of demonstrating competence under rule<br />

<strong>32</strong>.180 or equivalent:<br />

(a) planning and conducting a coastal or<br />

offshore passage and determine position:<br />

(b) management of safety aboard a coastal and<br />

offshore ship.<br />

(c) Final examinations has passed any final examinations that the<br />

Director may require, or equivalents.<br />

(d) Sea service has completed approved sea service involving, at<br />

a minimum, seagoing service of at least 12<br />

months on a ship of 12 metres or more within any<br />

operational limit while holding a certificate as<br />

Skipper restricted limits.<br />

(e) Ancillary competencies and<br />

ancillary certificates<br />

has demonstrated the following ancillary<br />

competencies:<br />

(a) fire prevention and fire-fighting:<br />

(b) survival craft and rescue boats other than<br />

fast rescue boats.<br />

requirements<br />

holds the following ancillary certificates or<br />

equivalents:<br />

(a) first aid certificate:<br />

(b) general radio telephone operator’s<br />

certificate.<br />

meets the applicable requirements of <strong>Part</strong> 34.<br />

The privileges of a certificate of competency as SCO are to perform the functions of a master<br />

within coastal and offshore limits on a ship of less than 24 metres overall.<br />
