1 INTRODUCTION<br />

1.1 Background<br />

1.1.1 There exists immense potential in tourism and travel sector in pilgrim tourism,<br />

monument based tourism, cultural and heritage tourism, spiritual tourism, business<br />

tourism, medical tourism, and eco-tourism in the State <strong>of</strong> <strong>Uttar</strong> <strong>Pradesh</strong>.<br />

1.1.2 <strong>Uttar</strong> <strong>Pradesh</strong> has the largest road density in the country. It is estimated that the<br />

major transport corridors carry 40% <strong>of</strong> the tourist traffic. Provision <strong>of</strong><br />

passenger/tourist oriented <strong>wayside</strong> <strong>amenities</strong> along National Highway and State<br />

Highways is essential since both the passengers and drivers need certain minimum<br />

<strong>wayside</strong> facilities to make their travel safe, com<strong>for</strong>table and convenient in order to<br />

reduce fatigue in a long distance journey. There is a significant shortage <strong>of</strong><br />

organised <strong>wayside</strong> <strong>amenities</strong> along the major corridors <strong>of</strong> the State. Hence to enjoy<br />

the multifarious benefits <strong>of</strong> promoting tourism along with provision <strong>of</strong> better<br />

tourist infrastructure, the Department intends to develop tourist <strong>amenities</strong> along<br />

the major transportation corridors <strong>of</strong> the State.<br />

1.1.3 Despite the fact that <strong>Uttar</strong> <strong>Pradesh</strong> has large network <strong>of</strong> National and State<br />

Highways, there is a significant shortage <strong>of</strong> organised Wayside <strong>amenities</strong> on these<br />

roads/highways. There are many good hotels, resorts, dhabas, petrol pumps along<br />

these highways where the quality <strong>of</strong> existing <strong>public</strong> <strong>amenities</strong> need improvement<br />

or where they are lacking it need to be developed. Those who have land along the<br />

Highways and are interested in developing Hotel/hospitality related set up can also<br />

apply against this Expression <strong>of</strong> Interest.<br />

1.1.4 <strong>Uttar</strong> <strong>Pradesh</strong> ranked second in the country in attracting maximum number <strong>of</strong><br />

domestic tourists. In 2011, 196 million domestic tourists visited <strong>Uttar</strong> <strong>Pradesh</strong>.<br />

This marks an increase <strong>of</strong> 7.37% over 2009. Further, the State appears in the top<br />

five in attracting international visitors (with 1.8 million in year 2011) i.e. New<br />

Delhi, Maharashtra, Tamilnadu, <strong>Uttar</strong> <strong>Pradesh</strong> and Rajasthan.<br />

1.1.5 Government <strong>of</strong> <strong>Uttar</strong> <strong>Pradesh</strong> (GoUP) acknowledges the tourism growth potential<br />

in the State and has declared tourism as a major engine <strong>of</strong> economic growth and<br />

employment. Accordingly, to reap the benefits <strong>of</strong> tourism, Government <strong>of</strong> <strong>Uttar</strong><br />

<strong>Pradesh</strong> (GoUP) is aggressively pursuing the <strong>development</strong> <strong>of</strong> tourism in the State.<br />

1.2 Objectives to be achieved<br />

1.2.1 The overriding objective would be to:<br />

Provide a facility <strong>of</strong> clean and well maintained toilet and potable drinking<br />

water.<br />

Serve as info-gateway <strong>for</strong> tourism industry<br />

Encourage the existing establishments on Highways <strong>for</strong> maintaining high<br />

standard <strong>of</strong> <strong>public</strong> <strong>amenities</strong>, hygiene and sanitation.<br />

Encourage ownership <strong>of</strong> tourism products by local partners and local<br />

communities<br />

<br />

Build greater visibility to the proposed tourist circuits and creates a positive<br />

<strong>public</strong> image <strong>of</strong> the Partner and the Department.<br />

1.3 Minimum facilities to be provided<br />

1.3.1 Depending on the location and size <strong>of</strong> the site, the <strong>wayside</strong> <strong>amenities</strong> may contain<br />

the following:<br />

Potable Drinking Water<br />

Approach Road<br />

Parking<br />

Signage (to be provided by the Department)<br />

Tourist info centres (to be provided by the Department)<br />

1.4 Assistance from Department/ UPSTDC<br />

1.4.1 Recognising them as a Tourism Unit/ Product and advertising it on the website <strong>of</strong><br />

the Department<br />

1.4.2 Providing five signage i.e. two on either side <strong>of</strong> the road and one near the facility<br />

which will mention about the name <strong>of</strong> the Unit and facility available along with the<br />

sponsorship <strong>of</strong> the Department. These signages will be at 1000 m and 500m on<br />

either side <strong>of</strong> the Unit and one at the Unit. The detail <strong>of</strong> the signage is given at<br />

Annexure 1.<br />

1.4.3 The Department/UPSTDC will provide training to the staff and management <strong>of</strong> the<br />

Unit in hygiene, sanitation and hospitality.<br />

1.4.4 The Department/ UPSTDC will provide UP Tourism <strong>public</strong>ity material at<br />

in<strong>for</strong>mation kiosk free <strong>of</strong> cost <strong>for</strong> distribution to tourists/ visitors.<br />

1.4.5 The Department/UPSTDC will provide souvenir on local art and craft which can<br />

be sold by the owner on commission basis.<br />

1.4.6 The Department/UPSTDC will facilitate in getting all connections (water supply<br />

and electricity) from Competent Authorities.<br />

1.5 Selection Criteria<br />

1.5.1 These facilities are proposed to be developed through private participation.<br />

1.5.2 A committee headed by Director General Tourism/Managing Director <strong>Uttar</strong><br />

<strong>Pradesh</strong> State Tourism Development Corporation Ltd. will screen the proposals <strong>for</strong><br />

final selection.<br />

1.5.3 Based on the selection parameter and joint inspection <strong>of</strong> the site, the Committee<br />

shall identify the suitable Applicants.<br />

1.5.4 The proposed scheme is extended to the properties i.e. Dhabas, Motels,<br />

Restaurants, Petrol Pumps, Resorts, vacant land etc. along the major National<br />

Highway/ State Highways/ Major District Roads. A little detour is also acceptable<br />

if it has approach road and site is scenic.<br />

1.5.5 Upon selection, the Department shall enter into a MoU with the private party <strong>for</strong><br />

period as mutually agreed upon. As a part <strong>of</strong> the Agreement the Operator shall be<br />

responsible <strong>for</strong> operation and maintenance <strong>of</strong> the toilet and drinking water facilities<br />

based on the Maintenance standard as described in the Agreement and extends the<br />

use <strong>of</strong> facilities to the users free <strong>of</strong> any charges.<br />

1.5.6 The operator shall be at his liberty to add other facilities like Snack Bar, Pay<br />

phone, Wi-fi etc. to recover the cost <strong>of</strong> maintenance <strong>for</strong> the facilities.<br />

1.6 Salient features<br />

1.7 Broad Guidelines <strong>for</strong> selection <strong>of</strong> sites <strong>for</strong> Wayside Amenities<br />

1.7.1 The Owner <strong>of</strong> the Property should have clear land title<br />

1.7.2 The land/site area <strong>of</strong> the Property shall not be less than 1,000 m 2 .<br />

1.7.3 The intended location should have good potential <strong>for</strong> usage by road users/tourists<br />

1.7.4 The owner has to provide the basic infrastructural facilities i.e. Water supply,<br />

Electricity etc.<br />

2 EOI INVITATION<br />

2.1 General<br />

2.1.1 With the objective <strong>of</strong> providing better facilities to the road users, better management<br />

and promoting tourism, Director General, Department <strong>of</strong> Tourism, GoUP<br />

(“Authority”) is inviting Expression <strong>of</strong> Interest (EoI) from individual/private<br />

sector/Government authorities/NGOs/Trust owning roadside properties ( a little<br />

detour is acceptable as per conditions mentioned in Para 1.5.4) along routes and<br />

willing to develop Wayside Amenities.<br />

2.2 General Eligibility Criteria<br />

2.2.1 The Applicant shall be either an Individual or Proprietorship/Partnership Firm, or a<br />

Company or a NGO/ Trust / Society<br />

2.2.2 Already owning and operating a roadside Property along the desired route with an<br />

area not less than 1000 sq.mts.<br />

2.2.3 The EOI shall include:<br />

a) A brief Pr<strong>of</strong>ile giving details <strong>of</strong> current activities (As per Annexure 1)<br />

b) Copy <strong>of</strong> the PAN<br />

2.3 Selection process<br />

2.3.1 Selection <strong>of</strong> Private Parties <strong>for</strong> implementation <strong>of</strong> <strong>wayside</strong> <strong>amenities</strong> will be on the<br />

basis <strong>of</strong> General Eligibility Criteria in response to the EOI invited by the<br />

Authority.<br />

2.3.2 Authority reserves the right to reject any or all EoIs received without assigning any<br />

reasons.<br />

2.4 EOI submission<br />

2.4.1 EOI shall be submitted along with the filled in <strong>for</strong>mats provided as Appendices.<br />

The EOI envelope shall be super scribed as “EOI <strong>for</strong> Development <strong>of</strong> Wayside<br />

Amenities”, <strong>Uttar</strong> <strong>Pradesh</strong>”. The EoI shall be submitted on or be<strong>for</strong>e 15.00 Hrs<br />

(IST) on August 14, 2012.<br />

2.4.2 Submission <strong>of</strong> EOI by fax, email or other electronic means will also be accepted. It<br />

is the responsibility <strong>of</strong> the interested party alone to ensure that its EOI is delivered<br />

at prescribed address by the stated deadline. The Authority shall not be held<br />

responsible <strong>for</strong> any delay in delivery or lost in transit cases.<br />
