1 INTRODUCTION
1.1 Background
1.1.1 There exists immense potential in tourism and travel sector in pilgrim tourism,
monument based tourism, cultural and heritage tourism, spiritual tourism, business
tourism, medical tourism, and eco-tourism in the State of Uttar Pradesh.
1.1.2 Uttar Pradesh has the largest road density in the country. It is estimated that the
major transport corridors carry 40% of the tourist traffic. Provision of
passenger/tourist oriented wayside amenities along National Highway and State
Highways is essential since both the passengers and drivers need certain minimum
wayside facilities to make their travel safe, comfortable and convenient in order to
reduce fatigue in a long distance journey. There is a significant shortage of
organised wayside amenities along the major corridors of the State. Hence to enjoy
the multifarious benefits of promoting tourism along with provision of better
tourist infrastructure, the Department intends to develop tourist amenities along
the major transportation corridors of the State.
1.1.3 Despite the fact that Uttar Pradesh has large network of National and State
Highways, there is a significant shortage of organised Wayside amenities on these
roads/highways. There are many good hotels, resorts, dhabas, petrol pumps along
these highways where the quality of existing public amenities need improvement
or where they are lacking it need to be developed. Those who have land along the
Highways and are interested in developing Hotel/hospitality related set up can also
apply against this Expression of Interest.
1.1.4 Uttar Pradesh ranked second in the country in attracting maximum number of
domestic tourists. In 2011, 196 million domestic tourists visited Uttar Pradesh.
This marks an increase of 7.37% over 2009. Further, the State appears in the top
five in attracting international visitors (with 1.8 million in year 2011) i.e. New
Delhi, Maharashtra, Tamilnadu, Uttar Pradesh and Rajasthan.
1.1.5 Government of Uttar Pradesh (GoUP) acknowledges the tourism growth potential
in the State and has declared tourism as a major engine of economic growth and
employment. Accordingly, to reap the benefits of tourism, Government of Uttar
Pradesh (GoUP) is aggressively pursuing the development of tourism in the State.
1.2 Objectives to be achieved
1.2.1 The overriding objective would be to:
Provide a facility of clean and well maintained toilet and potable drinking
water.
Serve as info-gateway for tourism industry
Encourage the existing establishments on Highways for maintaining high
standard of public amenities, hygiene and sanitation.
Encourage ownership of tourism products by local partners and local
communities

Build greater visibility to the proposed tourist circuits and creates a positive
public image of the Partner and the Department.
1.3 Minimum facilities to be provided
1.3.1 Depending on the location and size of the site, the wayside amenities may contain
the following:
Public Toilet (clean and well maintained)
Potable Drinking Water
Approach Road
Parking
Signage (to be provided by the Department)
Tourist info centres (to be provided by the Department)
1.4 Assistance from Department/ UPSTDC
1.4.1 Recognising them as a Tourism Unit/ Product and advertising it on the website of
the Department
1.4.2 Providing five signage i.e. two on either side of the road and one near the facility
which will mention about the name of the Unit and facility available along with the
sponsorship of the Department. These signages will be at 1000 m and 500m on
either side of the Unit and one at the Unit. The detail of the signage is given at
Annexure 1.
1.4.3 The Department/UPSTDC will provide training to the staff and management of the
Unit in hygiene, sanitation and hospitality.
1.4.4 The Department/ UPSTDC will provide UP Tourism publicity material at
information kiosk free of cost for distribution to tourists/ visitors.
1.4.5 The Department/UPSTDC will provide souvenir on local art and craft which can
be sold by the owner on commission basis.
1.4.6 The Department/UPSTDC will facilitate in getting all connections (water supply
and electricity) from Competent Authorities.
1.5 Selection Criteria
1.5.1 These facilities are proposed to be developed through private participation.
1.5.2 A committee headed by Director General Tourism/Managing Director Uttar
Pradesh State Tourism Development Corporation Ltd. will screen the proposals for
final selection.
1.5.3 Based on the selection parameter and joint inspection of the site, the Committee
shall identify the suitable Applicants.
1.5.4 The proposed scheme is extended to the properties i.e. Dhabas, Motels,
Restaurants, Petrol Pumps, Resorts, vacant land etc. along the major National
Highway/ State Highways/ Major District Roads. A little detour is also acceptable
if it has approach road and site is scenic.
1.5.5 Upon selection, the Department shall enter into a MoU with the private party for
period as mutually agreed upon. As a part of the Agreement the Operator shall be

responsible for operation and maintenance of the toilet and drinking water facilities
based on the Maintenance standard as described in the Agreement and extends the
use of facilities to the users free of any charges.
1.5.6 The operator shall be at his liberty to add other facilities like Snack Bar, Pay
phone, Wi-fi etc. to recover the cost of maintenance for the facilities.

1.7 Broad Guidelines for selection of sites for Wayside Amenities
1.7.1 The Owner of the Property should have clear land title
1.7.2 The land/site area of the Property shall not be less than 1,000 m 2 .
1.7.3 The intended location should have good potential for usage by road users/tourists
1.7.4 The owner has to provide the basic infrastructural facilities i.e. Water supply,
Electricity etc.
2 EOI INVITATION
2.1 General
2.1.1 With the objective of providing better facilities to the road users, better management
and promoting tourism, Director General, Department of Tourism, GoUP
(“Authority”) is inviting Expression of Interest (EoI) from individual/private
sector/Government authorities/NGOs/Trust owning roadside properties ( a little
detour is acceptable as per conditions mentioned in Para 1.5.4) along routes and
willing to develop Wayside Amenities.
2.2 General Eligibility Criteria
2.2.1 The Applicant shall be either an Individual or Proprietorship/Partnership Firm, or a
Company or a NGO/ Trust / Society
2.2.2 Already owning and operating a roadside Property along the desired route with an
area not less than 1000 sq.mts.
2.2.3 The EOI shall include:
a) A brief Profile giving details of current activities (As per Annexure 1)
b) Copy of the PAN

2.3 Selection process
2.3.1 Selection of Private Parties for implementation of wayside amenities will be on the
basis of General Eligibility Criteria in response to the EOI invited by the
Authority.
2.3.2 Authority reserves the right to reject any or all EoIs received without assigning any
reasons.
2.4 EOI submission
2.4.1 EOI shall be submitted along with the filled in formats provided as Appendices.
The EOI envelope shall be super scribed as “EOI for Development of Wayside
Amenities”, Uttar Pradesh”. The EoI shall be submitted on or before 15.00 Hrs
(IST) on August 14, 2012.
2.4.2 Submission of EOI by fax, email or other electronic means will also be accepted. It
is the responsibility of the interested party alone to ensure that its EOI is delivered
at prescribed address by the stated deadline. The Authority shall not be held
responsible for any delay in delivery or lost in transit cases.
2.4.3 The EOI shall be submitted to:
