A. LEAGUE FORMAT<br />

Division: The league will be divided into two divisions.<br />

5–6 <strong>Grade</strong> <strong>Boys</strong><br />

7–8 <strong>Grade</strong> <strong>Boys</strong><br />

Contacts: Teams are allowed 2-3 contacts per week, which includes practices and<br />

games. There will not be any practices or games scheduled on Sundays, holidays or<br />

during holiday breaks.<br />

B. GENERAL LEAGUE RULES<br />

Facility <strong>Rules</strong>: It is important that your team players, parents and spectators respect<br />

the following facility rules. We will be using <strong>Woodland</strong> Park Middle School. If needed,<br />

CSCS and the <strong>Woodland</strong> Park High School.<br />

When using any facility, adults are responsible for supervising children.<br />

Use the west entrance into the <strong>Woodland</strong> Park Middle School.<br />

Park in designated parking areas. Do not park in the red or yellow zones.<br />

Facilities are reserved for specific times, please leave the facility at you<br />

scheduled time.<br />

Please respect other groups using the facilities at the same time.<br />

Water is the only beverage allowed in the gym. Food, gum and any other<br />

beverages are not permitted.<br />

Everyday street shoes are not allowed on the gym floor. All gym shoes must<br />

be non-marking. To help eliminate tracking <strong>of</strong> dirt, mud or snow into the gym;<br />

please carry gym shoes into the facility.<br />

Ball handling is only allowed on the gym floor. Keep balls in the equipment bag<br />

until your team is in the gym.<br />

Please stay in the gym during all practices and games. People are not allowed<br />

in the hallways or any other area <strong>of</strong> the building except to use the restrooms or<br />

drinking fountain. If children need to use the restroom or drinking fountain,<br />

they must be accompanied by an adult.<br />

Siblings are welcome to attend, however they must be supervised by an adult,<br />

other than the coach, at all times. Bring quiet games for children to play with.<br />

Chasing, running, climbing or throwing objects is not allowed in the hallways or<br />

gym.<br />

End <strong>of</strong> season parties are not to be held inside school facilities. Please find an<br />

alternate location.<br />

Dispose <strong>of</strong> any trash appropriately and help clean up the gym and hallways<br />

before leaving.<br />

Tobacco, alcohol and drugs are not permitted on school property.<br />

Equipment: Coaches and parents are responsible for ensuring the players have the<br />

proper equipment for the sport.<br />

Coaches will be issued equipment bags with basketballs, cones, practice<br />

jerseys, a ball pump and a first aid kit. Coaches are responsible for all<br />

equipment until returned to the Parks and Recreation Office.<br />

The Parks and Recreation Department will provide players and coaches with a<br />

jersey. Players and coaches must wear the provided jersey for all games.<br />

Players are not allowed to make any alterations to their jersey.<br />

Jerseys must be tucked in during all games.<br />

Non-marking gym shoes are mandatory. Coaches and players must wear<br />

appropriate shoes for the program. Flip flops, clogs, boots, etc. are not<br />

allowed.<br />

All jewelry must be removed prior to participating in practices or games.<br />

Taping is not permitted. Players shall not wear rings, earrings, watches,<br />

bracelets, necklaces or any hard objects on their person or clothing.<br />

(Exception – medical identification bracelets or chains are allowed and must be<br />

taped down).<br />

It is highly recommended that players keep their fingernails shortened for the<br />

season.<br />

Players with casts, s<strong>of</strong>t or hard, will not be allowed to participate. Casts<br />

padded or not, may cause injury to the player or others.<br />

Player Information Sheets (available on the <strong>City</strong> website): To know your players goals<br />

and objectives for the season; have players complete this form. Coaches may create<br />

their own questionnaire if they would like.<br />

Schedule: All teams must follow the <strong>Woodland</strong> Park Parks and Recreation practice<br />

and game schedule. Every team is scheduled for the same number <strong>of</strong> practices and<br />

games throughout the season. Practices that are cancelled will not be rescheduled. If<br />

time allows, and facilities are available, games that were cancelled may be<br />

rescheduled.<br />

Practices: Please have consideration for other teams and leave the gym at your<br />

scheduled time.<br />

Facility Open/Close: If a team does not plan to use a scheduled practice time, the<br />

coach must notify the Parks and Recreation Department no later than 3:00 p.m. on the<br />

day <strong>of</strong> the practice.<br />

Game Clock: The game clock will start at scheduled game time and teams will start<br />

play with whoever is there. No forfeits.<br />

Players: Teams will play 5 on 5 full court. There shall be no minimum number <strong>of</strong><br />

players required to play a game during the season.<br />

Short Players: Teams are allowed to borrow players. However, in order to borrow<br />

players from the other team, both coaches must agree. Teams will only be allowed to<br />

borrow players from the team they are playing against.<br />

Playing Time: Every child shall receive fair playing time. Each child must play in each<br />

quarter and no more than 7 minutes more than any other player each game.<br />

Baskets: Set at 10 feet.<br />

Pre-game Meeting: Referees and Site Supervisors are required to conduct a pre-game<br />

with team coaches prior to each game. Items to be discussed are:<br />

1) Number <strong>of</strong> players each team has for the game. If a team is short, discuss the<br />

possibility <strong>of</strong> borrowing players.<br />

2) Playing time limitations for any players (illness, injury, discipline, etc.).<br />

3) Questions on rules.<br />

4) Sportsmanship.<br />

5) Any other concerns.<br />

First Scheduled Game: 15-minutes prior to the first game, the coach must turn in a<br />

complete roster to the scorekeeper. The roster needs to include the player’s first name,<br />

last name and jersey number. The game clock will start on time; however the game will<br />

not start until lineups are documented in the <strong>of</strong>ficial roster book.<br />

Player Check-in: Prior to the each game, coaches are required to notify the<br />

scorekeepers which players are absent. Before starting the game and each quarter,<br />

coaches need to notify the scorekeepers who will be starting. The <strong>of</strong>ficials will not start<br />

or resume the game until this process is complete.<br />

Substitutions: When a game is in progress, the <strong>of</strong>ficials will allow substitutions to enter<br />

the game only if they are at the score table before the stoppage <strong>of</strong> play. Substitutions<br />

will need to check in with the score table prior to entering into the game. Be sure the<br />

scorekeeper acknowledges the player, and then have the player sit in front <strong>of</strong> the score<br />

table and wait for the <strong>of</strong>ficials to call them into the game.<br />

Approaching an Official: Only coaches are allowed to approach or ask questions on an<br />

<strong>of</strong>ficial’s call. If clarification is needed on a call, the appropriate time to approach the<br />

<strong>of</strong>ficial is:<br />

1) before the game,<br />

2) during a time out,<br />

3) during a quarter break or half time,<br />

4) or after the game.<br />

If clarification on a call is needed immediately, a coach must take a time-out; otherwise<br />

keep comments and gestures to themselves.<br />

Changes to <strong>Rules</strong>: Coaches are to follow the league rules as printed. If a coach would<br />

like to recommend a rule change, they must contact the Sports Coordinator. If a<br />

change to the rules is warranted for the benefit <strong>of</strong> the program, the Parks and<br />

Recreation Department will notify each team <strong>of</strong> this change.<br />

Positions: Keeping safety in mind, each player will receive the opportunity to play<br />

different positions throughout the season. During no pressure situations, allow each<br />

player the opportunity to bring the ball up the court.<br />

Warm Up: To ensure player safety, all players need to stretch prior to participating in<br />

practices and games. Coaches are encouraged to meet their teams 15 minutes prior to<br />

scheduled practice or game to conduct stretching exercises. If there is practice or<br />

game in the gym, the hallway may be used. Players must be supervised by a coach<br />

and all facility rules must be followed.<br />

Team Bench Area: Coaches shall keep their teams in an area to one side <strong>of</strong> the half<br />

court line in the area <strong>of</strong> the team bench. Coaches are not allowed to step onto the<br />

playing court or leave their bench area during a game in progress.<br />

Referees: Two (2) referees and (2) scorekeepers will be provided for all games during<br />

the season. If there are no referees or scorekeepers, the Site Supervisor will obtain<br />

qualified individuals to referee and keep score for the game.<br />

Time-Outs: Teams are allowed 3 – full (60 second) and 2 – ½ (30 second) time outs<br />

per game.<br />

Show Sportsmanship: If a team is ahead <strong>of</strong> their opponent by 15 points at anytime the<br />

defense must fall back behind the “3-point” line. Instead <strong>of</strong> running up the score,<br />

coaches are required to adjust their <strong>of</strong>fense and defense strategies (i.e. slow the ball<br />

down, no fast breaks, set up <strong>of</strong>fensive plays, pass the ball 5 times before shooting, get<br />

the ball to a lesser skilled player and have them score, etc). Once the point spread is<br />

less than 15 points, teams may full court press and/or play back court defense as<br />

stated in the specific division rules.<br />

Injuries: Injured players may be substituted as soon as the <strong>of</strong>ficial stops play.<br />

Defense: Teams are allowed to play man-to-man and/or zone defense.<br />

Defensive Techniques: Players need to play defense by moving their feet and keeping<br />

their arms up. Slapping at the ball, reaching in or smothering players will cause a foul<br />

to be called.<br />

Inappropriate Behavior: Any taunting or negative chanting or talking towards players,<br />

referees or scorekeepers will not be allowed. Coaches are expected to substitute<br />

players that are behaving inappropriately and speak to anyone that displays<br />

unsportsmanlike conduct.<br />

Technical Fouls: The <strong>of</strong>fended team will automatically be awarded two points plus the<br />

ball at the half-court line. If the Official or Site Supervisor considers the technical foul to<br />

be flagrant, if unsportsmanlike behavior or foul language was used, the ejection rule will<br />

apply.<br />

Ejection Rule: An ejected player, coach or spectator will need to leave the facility<br />

immediately and will need to meet with the Parks and Recreation Director or Sport<br />

Coordinator prior to being allowed to participate in the next practice or game.<br />

Snacks and Drinks: It is recommended that snacks and drinks be provided at the end<br />

<strong>of</strong> each game. Please leave snacks and drinks in the hallway or your car until after the<br />

game is over. Snacks and drinks may be distributed in the hallway, please dispose <strong>of</strong><br />

any trash appropriately.<br />

C. SPECIFIC DIVISION RULES<br />

1) 5 th & 6 th <strong>Grade</strong><br />

Official High School <strong>Basketball</strong> rules will apply with exceptions.<br />

Ball Size: Intermediate, 28.5<br />

There will be 4 – 7 minute quarters with 1 minute between each quarter and a 3-<br />

minute break at half-time. The game clock will stop for all dead balls. There will<br />

be no overtime for any game during league play. Games ending in a tie score<br />

will remain a tie.<br />

Teams are allowed 5 seconds in the lane on <strong>of</strong>fense.<br />

3-point shots will not be awarded.<br />

Free-Throws: All players will have the opportunity to shoot their first free throw<br />

attempt, <strong>of</strong> the season, from the original free throw line. If this distance is too far<br />

for a player, the player will be allowed to move up 2 steps and shoot again.<br />

Scorekeepers will document, next to the players’ name in the roster book, the<br />

player needs to move up for free throws. All players need to work towards being<br />

able to shoot from the original free throw line by the end <strong>of</strong> the season.<br />

Backcourt Defense/Full Court Press: Only allowed in the 4 quarter. For all other<br />

quarters, when the defensive player secures a backcourt rebound, the other<br />

team cannot make an attempt at the ball until the player in possession crosses<br />

the <strong>of</strong>fensive “red” line (located 2-3 feet from the midcourt line, imaginary line<br />

extended straight across from one sideline to the other). If backcourt defense<br />

occurs, when it is not allowed, the <strong>of</strong>ficials will make the following call:<br />

1 st Infraction The <strong>of</strong>ficial will warn the player/s that executed<br />

backcourt defense and explain the rule.<br />

2 nd Infraction The <strong>of</strong>ficial will notify the coach that this will be the last<br />

warning.<br />

3 rd Infraction The <strong>of</strong>ficial will call a team technical foul, 2 points will<br />

be awarded to the opponents score and the opponent<br />

will get possession <strong>of</strong> the ball at half court.<br />

The backcourt defense line is in effect until the <strong>of</strong>fense makes its first<br />

penetration for an <strong>of</strong>fensive play. After the first penetration, players may defend<br />

the ball in the entire front court for the remainder <strong>of</strong> that <strong>of</strong>fensive possession.<br />

Trapping/Double Teaming: Is allowed when an <strong>of</strong>fensive player is dribbling the<br />

ball. Once the <strong>of</strong>fensive player stops dribbling, the defense must return to their<br />

defensive position. No more than 2 defensive players may guard the <strong>of</strong>fensive<br />

player dribbling the ball, triple teaming is not allowed.<br />

Delay <strong>of</strong> Game / Closely Guarded: Once the <strong>of</strong>fensive team brings the ball<br />

across the half court line, they have 5 seconds to move the ball inside the “red”<br />

line or the <strong>of</strong>ficial will call a delay <strong>of</strong> game violation and give possession <strong>of</strong> the<br />

ball to the opposing team.<br />

2) 7 th & 8 th <strong>Grade</strong><br />

Ball Size: Official, 29.5<br />

Official High School <strong>Basketball</strong> rules will apply with exceptions.<br />

There will be 4 – 7 minute quarters with 1 minute between each quarter and a 3-<br />

minute break at half-time. The game clock will stop for all dead balls. There will<br />

be no overtime for any game during league play. Games ending in a tie score<br />

will remain a tie.<br />

Backcourt Defense/Full Court Press: Is allowed the entire game.<br />

Trapping/Double Teaming: Allowed at any time. No more than 2 defensive<br />

players may guard an <strong>of</strong>fensive player with the ball, triple teaming is not allowed.<br />

Post Season Tournament: If time allows a tournament will be <strong>of</strong>fered. Teams<br />

are not allowed to borrow players for the tournament. Teams must have 4<br />

players to start a tournament game and 3 players to finish the game; otherwise<br />

the game will be deemed a forfeit. If a tournament game ends in a tie, there will<br />

be a 2-minute overtime until a winner is determined.<br />
