3. C<strong>on</strong>clusi<strong>on</strong>s by <str<strong>on</strong>g>the</str<strong>on</strong>g> C<strong>on</strong>veners<br />
3.1 Introducti<strong>on</strong><br />
It is clear that since <str<strong>on</strong>g>the</str<strong>on</strong>g> first symposium in Loen in 1990,<br />
scientific understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> interacti<strong>on</strong>s between<br />
cultured and wild salm<strong>on</strong> has increased c<strong>on</strong>siderably and<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> science c<strong>on</strong>firms that cultured salm<strong>on</strong> can have<br />
significant negative impacts <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> wild stocks. Real<br />
progress has been made in managing interacti<strong>on</strong>s but<br />
some significant challenges remain, particularly with regard<br />
to fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r reducing <str<strong>on</strong>g>the</str<strong>on</strong>g> impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> escapees and sea lice.<br />
These two topics dominated <str<strong>on</strong>g>the</str<strong>on</strong>g> symposium<br />
presentati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> discussi<strong>on</strong>s and <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘take-home<br />
messages’ and are, in part, related to <str<strong>on</strong>g>the</str<strong>on</strong>g> large scale <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
industry. A fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r positive development since <str<strong>on</strong>g>the</str<strong>on</strong>g> last<br />
symposium relates to <str<strong>on</strong>g>the</str<strong>on</strong>g> extent <str<strong>on</strong>g>of</str<strong>on</strong>g> cooperati<strong>on</strong> between<br />
wild and farmed salm<strong>on</strong> interests and it is clear that this<br />
process needs to be fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r enhanced in future.<br />
Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>rmore, <str<strong>on</strong>g>the</str<strong>on</strong>g> industry now acknowledges that its<br />
activities can have damaging impacts <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> wild stocks<br />
and we believe that this acceptance provides a basis for<br />
making real progress in finding cooperative soluti<strong>on</strong>s to<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> remaining challenges.<br />
In developing our c<strong>on</strong>clusi<strong>on</strong>s, we have c<strong>on</strong>sidered <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
keynote speeches, <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r informati<strong>on</strong><br />
presented at <str<strong>on</strong>g>the</str<strong>on</strong>g> symposium, <str<strong>on</strong>g>the</str<strong>on</strong>g> summaries made by <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Chairmen, <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘take-home messages’ and <str<strong>on</strong>g>the</str<strong>on</strong>g> discussi<strong>on</strong><br />
sessi<strong>on</strong>s. We have also taken into account <str<strong>on</strong>g>the</str<strong>on</strong>g> findings<br />
from <str<strong>on</strong>g>the</str<strong>on</strong>g> recent Tr<strong>on</strong>dheim Workshop (An<strong>on</strong>, 2006) and<br />
o<str<strong>on</strong>g>the</str<strong>on</strong>g>r relevant informati<strong>on</strong>.<br />
We have had to evaluate a great deal <str<strong>on</strong>g>of</str<strong>on</strong>g> material and to<br />
make judgements about it and about how much weight to<br />
give it in coming to c<strong>on</strong>clusi<strong>on</strong>s. We want to make it clear<br />
that to do this inevitably involves a great deal <str<strong>on</strong>g>of</str<strong>on</strong>g> pers<strong>on</strong>al<br />
judgement. The reader will be aware that this is <str<strong>on</strong>g>the</str<strong>on</strong>g> case<br />
in coming to many pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al or o<str<strong>on</strong>g>the</str<strong>on</strong>g>r judgements. Just<br />
as two different juries might well have come to different<br />
verdicts after hearing evidence from <str<strong>on</strong>g>the</str<strong>on</strong>g> same trial, two<br />
different c<strong>on</strong>veners might have come to somewhat<br />
different c<strong>on</strong>clusi<strong>on</strong>s from this symposium. However, we<br />
are comforted that in coming to our c<strong>on</strong>clusi<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g>re<br />
was a degree <str<strong>on</strong>g>of</str<strong>on</strong>g> unanimity at this meeting that was not<br />
present at <str<strong>on</strong>g>the</str<strong>on</strong>g> two earlier symposia, which helps us greatly.<br />
We want to reassure <str<strong>on</strong>g>the</str<strong>on</strong>g> readers <str<strong>on</strong>g>of</str<strong>on</strong>g> this report that we<br />
have tried hard to be objective.<br />
We also need to make it clear that although <str<strong>on</strong>g>NASCO</str<strong>on</strong>g> and<br />
<str<strong>on</strong>g>ICES</str<strong>on</strong>g> co-c<strong>on</strong>vened, and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r organizati<strong>on</strong>s sp<strong>on</strong>sored, and<br />
supported, <str<strong>on</strong>g>the</str<strong>on</strong>g> Bergen symposium, <str<strong>on</strong>g>the</str<strong>on</strong>g> views expressed<br />

here are entirely those <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> two C<strong>on</strong>veners.<br />
We have come to a number <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>clusi<strong>on</strong>s. It should be<br />
noted, however, that while <str<strong>on</strong>g>the</str<strong>on</strong>g> title <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> symposium<br />
referred to interacti<strong>on</strong>s between wild and cultured salm<strong>on</strong><br />
and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r diadromous fish species, <str<strong>on</strong>g>the</str<strong>on</strong>g> vast majority <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
papers c<strong>on</strong>cerned interacti<strong>on</strong>s between wild and farmed<br />
Atlantic salm<strong>on</strong> and our c<strong>on</strong>clusi<strong>on</strong>s <str<strong>on</strong>g>the</str<strong>on</strong>g>refore relate<br />
principally to <str<strong>on</strong>g>the</str<strong>on</strong>g>se interacti<strong>on</strong>s and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir management.<br />
3.2 The Salm<strong>on</strong> Farming Industry<br />
A major change, and a most welcome <strong>on</strong>e, since <str<strong>on</strong>g>the</str<strong>on</strong>g> last<br />
<str<strong>on</strong>g>ICES</str<strong>on</strong>g>/<str<strong>on</strong>g>NASCO</str<strong>on</strong>g> symposium in Bath in 1997, is that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
salm<strong>on</strong> farming industry, certainly those representatives<br />
present in Bergen, now fully accept that <str<strong>on</strong>g>the</str<strong>on</strong>g>ir industry can<br />
have damaging impacts <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> wild stocks. We very much<br />
welcome this because it is a prerequisite to cooperative<br />
acti<strong>on</strong>. We realize that, for various reas<strong>on</strong>s, this has not<br />
been easy for <str<strong>on</strong>g>the</str<strong>on</strong>g>m to accept, but this acceptance can<br />
have major dividends for cooperati<strong>on</strong> to mutual benefit in<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> future. In Bath and before, <str<strong>on</strong>g>the</str<strong>on</strong>g>re had been a climate<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> blame, public accusati<strong>on</strong> and counter-accusati<strong>on</strong>. Today,<br />
we feel that <str<strong>on</strong>g>the</str<strong>on</strong>g> climate has greatly improved, as was<br />
dem<strong>on</strong>strated at <str<strong>on</strong>g>the</str<strong>on</strong>g> symposium.<br />
As c<strong>on</strong>crete evidence, we look not <strong>on</strong>ly at statements<br />
made by representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> industry at <str<strong>on</strong>g>the</str<strong>on</strong>g> Bergen<br />
symposium, but at <str<strong>on</strong>g>the</str<strong>on</strong>g> newly energized <str<strong>on</strong>g>NASCO</str<strong>on</strong>g>/North<br />
Atlantic salm<strong>on</strong> farming industry Liais<strong>on</strong> Group which, for<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> first time, held a joint meeting earlier in <str<strong>on</strong>g>2005</str<strong>on</strong>g>, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Tr<strong>on</strong>dheim Workshop, which not <strong>on</strong>ly discussed and<br />
debated some c<strong>on</strong>troversial issues (such as use <str<strong>on</strong>g>of</str<strong>on</strong>g> sterile<br />
fish in aquaculture) but sought new ways to cooperate<br />
(An<strong>on</strong>, 2006). The goodwill and frankness that<br />
characterized both that meeting and <str<strong>on</strong>g>the</str<strong>on</strong>g> Bergen<br />
symposium should encourage us all to build <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
cooperati<strong>on</strong> that is developing.<br />
It will be evident from this report that we, <str<strong>on</strong>g>the</str<strong>on</strong>g> C<strong>on</strong>veners,<br />
believe that it is vital that acti<strong>on</strong>s be taken to protect and<br />
c<strong>on</strong>serve <str<strong>on</strong>g>the</str<strong>on</strong>g> integrity <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> wild stocks. But we would<br />
argue that it is clearly very much in <str<strong>on</strong>g>the</str<strong>on</strong>g> interests <str<strong>on</strong>g>of</str<strong>on</strong>g> our<br />
colleagues in industry, too. It protects <str<strong>on</strong>g>the</str<strong>on</strong>g>ir ‘seed corn’,<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>ir future, it protects <str<strong>on</strong>g>the</str<strong>on</strong>g>m from bad publicity and in<br />
today’s climate we expect that that aspect is vital for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />
future marketing, sales and ec<strong>on</strong>omic success.<br />
Both C<strong>on</strong>veners have been involved in <str<strong>on</strong>g>the</str<strong>on</strong>g>se issues <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
interacti<strong>on</strong>s between farmed and wild salm<strong>on</strong> for many<br />
years but, for <str<strong>on</strong>g>the</str<strong>on</strong>g> first time, we feel encouraged by a new<br />
atmosphere <str<strong>on</strong>g>of</str<strong>on</strong>g> cooperati<strong>on</strong>, frankness and <str<strong>on</strong>g>the</str<strong>on</strong>g> will to<br />
succeed. We hope that this will characterize <str<strong>on</strong>g>the</str<strong>on</strong>g>
