Janne Sollie, <str<strong>on</strong>g>the</str<strong>on</strong>g> Director General <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Directorate for<br />

Nature Management, opened <str<strong>on</strong>g>the</str<strong>on</strong>g> symposium and<br />

reminded us that while <str<strong>on</strong>g>the</str<strong>on</strong>g> topics <strong>on</strong> our programme this<br />

week were similar to those at <str<strong>on</strong>g>the</str<strong>on</strong>g> previous symposia held<br />

in 1990 and 1997, <str<strong>on</strong>g>the</str<strong>on</strong>g> situati<strong>on</strong> has changed. She referred<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> significant growth <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> industry since 1990 and to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinuing decline in wild stocks despite major<br />

reducti<strong>on</strong>s in fishing effort and a wide variety <str<strong>on</strong>g>of</str<strong>on</strong>g> measures<br />

to address habitat issues in fresh water. She noted that<br />

our understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> interacti<strong>on</strong>s between cultured and<br />

wild salm<strong>on</strong> has increased markedly since 1990 and that it<br />

is now recognised that salm<strong>on</strong> farming can pose a serious<br />

threat to <str<strong>on</strong>g>the</str<strong>on</strong>g> wild stocks. However, she noted that<br />

progress is being made - <str<strong>on</strong>g>the</str<strong>on</strong>g>re is now improved<br />

cooperati<strong>on</strong> between <str<strong>on</strong>g>the</str<strong>on</strong>g> salm<strong>on</strong> farming industry, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

authorities and various stakeholders. Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>rmore, new<br />

management measures designed to minimise impacts have<br />

been introduced, not least <str<strong>on</strong>g>NASCO</str<strong>on</strong>g>’s Oslo/Williamsburg<br />

Resoluti<strong>on</strong>. She noted, however, that we cannot afford to<br />

be complacent and to highlight <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g> our<br />

work she referred to two very significant escapes <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

farmed salm<strong>on</strong> in Norway this year, which amounted to<br />

about 600,000 fish. She c<strong>on</strong>cluded that additi<strong>on</strong>al<br />

measures are still required and she stressed <str<strong>on</strong>g>the</str<strong>on</strong>g> need for<br />

soluti<strong>on</strong>s to <str<strong>on</strong>g>the</str<strong>on</strong>g> challenges that remain, in order to move<br />

closer towards sustainable culture <str<strong>on</strong>g>of</str<strong>on</strong>g> Atlantic salm<strong>on</strong>.<br />

We were <str<strong>on</strong>g>the</str<strong>on</strong>g>n reminded <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> topic<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> this symposium to both <str<strong>on</strong>g>NASCO</str<strong>on</strong>g> and <str<strong>on</strong>g>ICES</str<strong>on</strong>g>. The<br />

representative <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>ICES</str<strong>on</strong>g>, Dr Niall Ó Maoiléidigh, told us that<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> subject <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> symposium was highly relevant to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

<str<strong>on</strong>g>ICES</str<strong>on</strong>g> work programme and <str<strong>on</strong>g>the</str<strong>on</strong>g> President <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>NASCO</str<strong>on</strong>g>, Dr<br />

Ken Whelan, challenged us to urgently find soluti<strong>on</strong>s to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> real problems that remain in managing interacti<strong>on</strong>s<br />

between cultured and wild salm<strong>on</strong>.<br />

We <str<strong>on</strong>g>the</str<strong>on</strong>g>n had four excellent keynote presentati<strong>on</strong>s, which<br />

set <str<strong>on</strong>g>the</str<strong>on</strong>g> scene for <str<strong>on</strong>g>the</str<strong>on</strong>g> week.<br />

Pat O’Reilly highlighted, most eloquently, <str<strong>on</strong>g>the</str<strong>on</strong>g> social and<br />

ec<strong>on</strong>omic values <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> wild Atlantic salm<strong>on</strong>. In additi<strong>on</strong><br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> very significant values associated with <str<strong>on</strong>g>the</str<strong>on</strong>g> fisheries<br />

and eco-tourism, he reminded us that <str<strong>on</strong>g>the</str<strong>on</strong>g> general public<br />

care about <str<strong>on</strong>g>the</str<strong>on</strong>g> wild Atlantic salm<strong>on</strong>, an indicator <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

envir<strong>on</strong>mental well-being, and are prepared to pay very<br />

substantially to c<strong>on</strong>serve it. He described, in military<br />

terms, <str<strong>on</strong>g>the</str<strong>on</strong>g> vulnerability <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> resource - assault from <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

air, land battles, attacks <strong>on</strong> freshwater habitat - and<br />

referred to <str<strong>on</strong>g>the</str<strong>on</strong>g> progress being made <strong>on</strong> many fr<strong>on</strong>ts to<br />

address <str<strong>on</strong>g>the</str<strong>on</strong>g>se problems through cooperati<strong>on</strong> am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

interested parties. While many problems can be tackled<br />

at a nati<strong>on</strong>al or local level, he stressed <str<strong>on</strong>g>the</str<strong>on</strong>g> need for<br />

internati<strong>on</strong>al cooperati<strong>on</strong> in addressing <str<strong>on</strong>g>the</str<strong>on</strong>g> problem <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

salm<strong>on</strong> survival at sea. With regard to salm<strong>on</strong> farming, he<br />

stressed <str<strong>on</strong>g>the</str<strong>on</strong>g> need for fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r progress <strong>on</strong> implementing<br />

<str<strong>on</strong>g>NASCO</str<strong>on</strong>g>’s Williamsburg Resoluti<strong>on</strong> to minimise impacts <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

aquaculture, and <str<strong>on</strong>g>the</str<strong>on</strong>g> need to apply a Precauti<strong>on</strong>ary<br />

Approach. He noted that progress is being made, but<br />

c<strong>on</strong>tainment is not adequate, given present levels <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

farmed producti<strong>on</strong>. This, he believed, was not in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

industry’s l<strong>on</strong>g-term interests, not least because <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

genetic diversity present in <str<strong>on</strong>g>the</str<strong>on</strong>g> wild stocks is <str<strong>on</strong>g>the</str<strong>on</strong>g>ir future<br />

seed-corn. However, he believed that enhanced<br />

cooperati<strong>on</strong> between wild and farmed salm<strong>on</strong> interests<br />

can address <str<strong>on</strong>g>the</str<strong>on</strong>g> remaining challenges. He cauti<strong>on</strong>ed that<br />

while sound science can inform political decisi<strong>on</strong>-making,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> real power lies with <str<strong>on</strong>g>the</str<strong>on</strong>g> general public. The message<br />

was clear: if <str<strong>on</strong>g>the</str<strong>on</strong>g> salm<strong>on</strong> farming industry was perceived to<br />

be damaging <str<strong>on</strong>g>the</str<strong>on</strong>g> wild stocks, c<strong>on</strong>sumers may reject its<br />

products. He c<strong>on</strong>cluded with a powerful rallying call to us<br />

all: Mo<str<strong>on</strong>g>the</str<strong>on</strong>g>r Nature has thrown down <str<strong>on</strong>g>the</str<strong>on</strong>g> gauntlet; we<br />

must not wait until she has thrown in <str<strong>on</strong>g>the</str<strong>on</strong>g> towel.<br />

Our sec<strong>on</strong>d keynote speaker was Helge Midttun, who<br />

referred to <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> salm<strong>on</strong> farming<br />

industry since <str<strong>on</strong>g>the</str<strong>on</strong>g> 1960s, an important source <str<strong>on</strong>g>of</str<strong>on</strong>g> income<br />

for coastal and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r communities around <str<strong>on</strong>g>the</str<strong>on</strong>g> North<br />

Atlantic and elsewhere. Worldwide producti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> last<br />

decade has trebled, reaching 1.2 milli<strong>on</strong> t<strong>on</strong>nes in 2004,<br />

and he c<strong>on</strong>sidered that <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinued success <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

industry will require that it is c<strong>on</strong>ducted in harm<strong>on</strong>y with<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment, and that where c<strong>on</strong>flicts arise, <str<strong>on</strong>g>the</str<strong>on</strong>g> way<br />

forward is through cooperati<strong>on</strong> and planning. He referred<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> fact that <str<strong>on</strong>g>the</str<strong>on</strong>g> world’s fish stocks are fully exploited<br />

so aquaculture has a vital role to play in meeting future<br />

demand for seafood. He suggested that effluents <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

nutrients and organic matter from salm<strong>on</strong> farming no<br />

l<strong>on</strong>ger represent a major envir<strong>on</strong>mental problem, and<br />

antibiotic usage has been dramatically reduced. He<br />

accepted that while almost 98% <str<strong>on</strong>g>of</str<strong>on</strong>g> all farmed salm<strong>on</strong> are<br />

c<strong>on</strong>tained in cages, <str<strong>on</strong>g>the</str<strong>on</strong>g> level <str<strong>on</strong>g>of</str<strong>on</strong>g> escapes is still too high<br />

relative to <str<strong>on</strong>g>the</str<strong>on</strong>g> abundance <str<strong>on</strong>g>of</str<strong>on</strong>g> wild stocks. He stressed that<br />

for <str<strong>on</strong>g>the</str<strong>on</strong>g> salm<strong>on</strong> farming industry to c<strong>on</strong>tinue its growth,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> product must be perceived to be safe and healthy, it<br />

must not be associated with any form <str<strong>on</strong>g>of</str<strong>on</strong>g> deteriorati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> natural envir<strong>on</strong>ment and <str<strong>on</strong>g>the</str<strong>on</strong>g> industry should be seen<br />

to be open and transparent, and willing to focus <strong>on</strong> animal<br />

welfare and envir<strong>on</strong>mentally sustainable practices.
