Government Auditing Standards (i.e., Yellow Book) issued by the Government Accountability Office (GAO) The 2011 revision of Government Auditing Standards supersedes the 2007 revision. The 2011 revision should be used by government auditors until further updates and revisions are made. An electronic version of this document can be accessed on GAO's Yellow Book Web page at http://www.gao.gov/yellowbook. The 2011 revision of Government Auditing Standards is effective for financial audits and attestation engagements for periods ending on or after December 15, 2012, and for performance audits beginning on or after December 15, 2011. 15. Standards effective in future years: • June 30, 2014 and June 30, 2015 • GASB 70, Accounting and Financial Reporting for Nonexchange Financial Guarantees Effective Date: The provisions of Statement 70 are effective for financial statements for reporting beginning after June 15, 2013. Earlier application is encouraged. • GASB 69, Government Combinations and Disposals of Government Operations Effective Date: The provisions of Statement 69 are effective for government combinations and disposals of government operations occurring in financial reporting periods beginning after December 15, 2013, and should be applied on a prospective basis. Early application is encouraged. • GASB 68, Accounting and Financial Reporting for Pensions—an amendment of GASB Statement No. 27 Effective Date: The provisions of Statement 68 are effective for fiscal years beginning after June 15, 2014. Earlier application is encouraged. Note: During the production process, an incorrect cross-reference was inadvertently introduced into paragraph 134 of Statement 68, which addresses circumstances in which a nonemployer entity’s legal obligation for contributions directly to a defined contribution plan does not meet the definition of a special funding situation. In paragraph 134, the cross-reference should be to paragraphs 127 and 128. The document now available for download (as of August 6, 2012) and the soon to be released printed document include the correct cross-reference. • GASB 67, Financial Reporting for Pension Plans—an amendment of GASB Statement No. 25 APP.B-13
