REQUEST FOR INFORMATION (<strong>RFI</strong>) FOR CONSTRUCTION OF
ONE TRAINING SHIP
1. The Ministry <strong>of</strong> Defence, Government <strong>of</strong> India, intends to acquire
One <strong>Training</strong> <strong>Ship</strong> <strong>for</strong> the Indian Coast Guard.
2. This Request <strong>for</strong> In<strong>for</strong>mation (<strong>RFI</strong>) consists <strong>of</strong> two parts as indicated
below:-
(a) Part I. The first part <strong>of</strong> the <strong>RFI</strong> incorporates operational
characteristics and features that should be met by the <strong>Training</strong> <strong>Ship</strong>.
Few important technical parameters <strong>of</strong> the proposed <strong>Training</strong> <strong>Ship</strong>
are also mentioned.
(b) Part II. The second part <strong>of</strong> <strong>RFI</strong> states the methodology <strong>of</strong>
seeking response <strong>of</strong> <strong>Ship</strong>yards.
PART –I
3. The Intended Use <strong>of</strong> <strong>Training</strong> <strong>Ship</strong> (Operational Requirements).
These are specified in the Broad Parameters placed at Appendix A to this
document.
4. Important Technical Parameters. These are specified in the Broad
Parameters placed at Appendix A to this document.
PART-II
5. Procedure <strong>for</strong> Response
(a) <strong>Ship</strong>yard must fill the <strong>for</strong>m <strong>of</strong> response as given in Appendix B,
Appendix C (Appendix E <strong>of</strong> Chapter I <strong>of</strong> DPP-08), and Appendix D <strong>of</strong>
this document. Apart from filling details about <strong>Ship</strong>yards, details about the
exact vessel meeting our generic technical specifications should also be
carefully filled. Additional literature on the vessel can also be attached
with the <strong>for</strong>m. Further following details are to be submitted:-
(i) Feasibility to build the <strong>Training</strong> <strong>Ship</strong> with the enclosed
specifications.
(ii)
Build Period.
(iii) Experience in Building similar Vessel along with client
details.
(iv)
(v)
MOU, if any, with respect to design aspects.

6. The Government <strong>of</strong> India invites responses to this <strong>RFI</strong> only from capable
<strong>Ship</strong>yards. The end user <strong>of</strong> the <strong>Training</strong> <strong>Ship</strong> is the Indian Coast Guard.
7. This in<strong>for</strong>mation is being issued with no financial commitment and the
Ministry <strong>of</strong> Defence reserves the right to change or vary any part there <strong>of</strong> at any
stage. The Government <strong>of</strong> India also reserves the right to withdraw it should it be
so necessary at any stage. The acquisition process would be carried out under
the provision <strong>of</strong> DPP- 2008.

Appendix- A

OPERATIONAL/TECHNICAL SPECIFICATIONS FOR
ONE TRAINING SHIP FOR INDIAN COAST GUARD
1. Primary Role. To provide basic sea training to Coast Guard Officer
Cadets.
2. Secondary Role. Search and Rescue. To detect and prosecute hostile
craft in area <strong>of</strong> operations
3. Length. To commensurate to tonnage and draught .
4. Displacement. Not more than 3500 Tons.
5. Draught. Hull draught not exceeding 4 mtrs in fully laden state.
6. Speed.
(a) Maximum speed at full load displacement to be not less than
20 knots at 92% MCR.
(b)
Cruising Speed (on single shaft) – 15 knots.
7. Endurance. Not less than 5000 NM at cruising speed.
8. Mission Duration. 60 days
9. Sea worthiness. Sea worthy <strong>for</strong> transit on all headings upto sea state 7
and survivability in all weather conditions.
10. Complement. About 281 personnel
11. Expected Life 25 years @ 3000 hrs <strong>of</strong> annual exploitation.
12. Rules and Regulations Classification society rules, International load
line regulation, IMO/MARPOL-73/78, COLREG 72, International tonnage 1969,
SOLAS 1992, Naval Magazine Explosive Regulations (NMER), Helo deck
Regulation as per warship standards.
13. Noise and Vibration Control Noise criteria laid down by IMO
resolution A 468(XII).
14. Hull Structure. Built to appropriate Class notation.
15. Material <strong>of</strong> Construction. Class approved shipbuilding steel <strong>for</strong> a life
span <strong>of</strong> 25 years.

19. Davits. Dedicated single arm integrated boat/davit system with Constant
Tension, Anti Pendulation, Anti Heave Compensation system <strong>for</strong> handling boats.
20. Main Propulsion System. Twin diesel engines with two CPP systems.
21. Ventilation & Air-conditioning Combination <strong>of</strong> central air-conditioning
system and <strong>for</strong>ced ventilation and mechanical exhaust arrangement.

23. Fire Main and Fire Fighting System. Fire main system with sprinklers
<strong>for</strong> magazine, helo hanger, helo deck and shipside, A Fire and Flood Alarm
System. Suitable fire extinguishing system <strong>for</strong> machinery spaces as per
classification rules.
24. NBCD Headquarters. NBCD headquarters at an appropriate location +
one training DCHQ.
25. Diesel Alternators (DAs). Four Diesel Alternators (DAs), each capable
<strong>of</strong> being paralleled with others. Two DAs capable <strong>of</strong> meeting ship’s complete load
under worst load condition at max. 80-85% rating to enable 100% redundancy.
One DA capable <strong>of</strong> meeting harbour load and normal cruising load.
26. Power Supplies <strong>of</strong> 415 Volts, 3 phase 50 Hz & 240 Volts single phase
50 Hz AC regulated to ± 0.5% and 24 volts DC.
27. Galley/Dining Hall. Separate Galley/Dining hall <strong>for</strong> Officers, Officer
Cadets, Subordinate Officers and Enrolled Personnel. Hot plates with standard
Fittings, oven and grill and standard galley equipment to cater <strong>for</strong> cooking
requirement <strong>of</strong> 282 personnel. Adequate Cold Room and Cool rooms with
sufficient capacity.
28. Radar & Nav Aids. Two COTS Radars, <strong>01</strong> <strong>Training</strong> Radar, 02 Laser/Fibre
Optic Gyros with repeaters, Echo Sounder, EM Log, Magnetic Compass, DGPS,
Auto Pilot, Integrated Bridge System (IBS) as per NIBS rule requirement, AIS.
29. Communication. Composite communication system integrating all
external and internal communication equipment.
30. Fixed Radio Sets. 04 HF Transreceiver, 03 VLF/HF receiver, 03 V/UHF
Transreceiver, 04 Portable HF Tx Rx PRC 6020 A, 02 Portable V/UHF Tx/Rx
sets, 12 Nos Motorola GP 338 etc.
31. Satellite Communication Mobile satellite system, SATCOM Terminal
and INMARSAT Terminal.
32. Gun Armament (CG Supply) Two 30/40 mm Gun (approx. weight
2500 kgs) and Two nos. 12.7mm HMG with Optronic Fire Control System. .
33. Helicopter Deck Vessel should be capable to operate integral helo AUW
6.5 Tons and stage through helo upto AUW 10 Tons.
34. Fresh Water RO and WHR plants <strong>for</strong> fresh water generation from
seawater. Tank capacity to commensurate to crew strength.
