<strong>Multan</strong> City is fortunately situated on<br />
the left bank of river Chenab and its<br />
acquifers are recharged by the fresh water.<br />
Shujababd Canal is located at west<br />
whereas Nau Bahar distributory is located<br />
at East side of the city, both recharging the<br />
acquifers. Hence fresh water is abundantly<br />
available in the underground with TDS<br />
ranging from 500 to 900 mg/l at a depth of<br />
35 to 45 ft. However shallow water is<br />
contaminated in most of the areas of this<br />
city. About 60% area is covered with piped<br />
water supply system whereas 40% area is<br />
still unserved.

The complaints received are rectified through the morning<br />
gangs. Emergency squad also exists in the Division to rectify<br />
the complaints received in the day time. The balance<br />
complaints are rectified through the other gang, which is also<br />
used for leakage and punctured lines

Lack of master planning of <strong>Water</strong> supply system.<br />
The old pipe lines 177 Km in length are more than 30 years<br />
old and has been rusted and damaged badly.<br />
<strong>Water</strong> quality problem due to out lived distribution lines.<br />
More than 38 tube wells are abundant after completing their<br />
design life, needs rehabilitation or replacement.<br />
Detection of illegal connections due to shortage of staff<br />
resulting in less revenue as compared with electricity<br />
charges.<br />
Poor maintenance due to less collection of revenue.<br />

PROPOSED SOLUTION<br />
Preparation of <strong>Multan</strong> Master Plan to assess current and future needs of<br />
the expanding city is planned.<br />
177 km outlived <strong>Water</strong> supply lines is being replaced under CM<br />
Gastroenteritis Program.<br />
All the legal water supply connections at the consumer end are being<br />
replaced under CM Programme to avoid contamination of water.<br />
OHRs are being rehabilitated under CM programme to maintain the<br />
pressure during peak hours.<br />
<strong>Water</strong> bouzers (4) are being procured for water supply in case of any<br />
emergency.<br />
All the connection are being metered to stop the wastage of drinking<br />
water.<br />
Almost 40% city area is un-served, planned to be covered under CM big<br />
cities package in next 3 years.<br />
According to lab test conducted by WASA, the Arsenic contents in<br />
Golden Pumps installed by the Public at their own at the depth of 80’ ft<br />
are beyond the permissible limits set by WHO where as the TW installed<br />
by WASA 350-450 ft are with in permissible limits of WHO. However re<br />
testing is being carried out by using the arsenic kit.<br />
<strong>Water</strong> testing lab is being setup for quality assurance.<br />
<strong>Water</strong> supply from the TW is being chlorinated to make the drinking

MULTAN CITY
The <strong>Water</strong> Supply and Sewerage facilities have not<br />
been developed according to increase in population<br />
due to constraint of resources. As such the gap<br />
between supply and demand has been widened.<br />
As Sewerage System was not developed and<br />
renovated properly in the past, hence Sewerage<br />
problems went on intensifying day by day resulting in<br />
overflowing of sewers in covered area. Waste <strong>Water</strong><br />
ponding was created in covered as well as uncovered<br />
area. In uncovered area people are using soakage<br />
pits. All these factors have contaminated the sub soil<br />
water lying at depth of 35 to 45 ft and hence all<br />
shallow water sources being used by people are<br />
contaminated, giving rise to water borne deceases.<br />
Present sewerage coverage is 55% of the city.

SORE POINTS/ PROBLEMS IN NORTH ZONE<br />
Design period of laid trunk sewer of Bosan road was upto<br />
1990. Presently it is surcharged and require rehabilitation<br />
and due to surcharged sewer following abadies are<br />
effected;<br />
New Gulghasht, extension Gulghast, Sadiqia Road,<br />
Kahkshan Street, Shalimar Colony, Sabza Zar Colony<br />
and Nasheman Colony etc.<br />
The Chungi No.9 Disposal is over charged and affects the<br />
following roads and adjoining areas.<br />
Masoom shah road sewer is being trapped at Chungi #9<br />
through Hamayun Road which is partially operated due to<br />
crown failure.<br />
Hafiz Jamal Road is also over charged due to partial flow<br />
of Humayun road<br />
Similarly Shah Shamas road, Hussain Agahi Road, Circular<br />
Road are also over charged along with adjoining areas i-e<br />
Ashraf Abad, Bawa Safra & Hathar Road etc.
SORE POINTS/ PROBLEMS IN NORTH ZONE<br />
Sewer at Nawab Pur Road was laid in 1975-76 and it has<br />
completed its design life.<br />
Sewer at Jameel Abad road from Chungi No. 1 to pull Wasil<br />
is not properly functioning which cause over flow at Kotla<br />
Waris Shah and Bismillah Colony etc.<br />
Sewer at Suraj Miani Road from UBL Chowk to Pull Wasil<br />
has completed its design life and due to crown failure at<br />
Suraj Miani road near Shia Miani, affecting Basti Dhore<br />
Kot.<br />
In the eastern side, Khadim Abad and Mehria Colony at<br />
LMQ road near Pak Arab Factory are affected due to under<br />
size sewer (9” & 12” i/d) and require replacement.<br />
Sameejabad Abad sewerage system was laid by PHED 20<br />
year back but due to improper functioning of D/Station, the<br />
system is chocked and require replacement of trunk sewer<br />
due to increase in population.
SORE POINTS/ PROBLEMS IN NORTH ZONE<br />
Some streets of Katchi Abadies with in New <strong>Multan</strong> like<br />
Chah Kotwal Wala, Basti Faiz Abad and Ghaus Pura are not<br />
working properly causing overflow of sewer.<br />
Sewerage system laid by MCM, Local Govt<br />
in National<br />
Colony, Kazmi Colony and Chah Korey Wala has been silted<br />
up due to improper slopes & haphazard extension of sewer<br />
causing over flows.<br />
Areas like Tareen Colony, Al Noor Colony, Al-flah Colony in<br />
North –West side are still unserved.
SORE POINTS/ PROBLEMS IN SOUTH ZONE<br />
Sewerage system from Kalma Chowk to Aziz Hotel<br />
Chowk via Dera Adda including Hassan Perwana Road,<br />
Azmat Wasti Road, Abnad Road is over charged due to<br />
under size sewers.<br />
From Kirri Jamandan Disposal Station to Chowk<br />
Shaheedan including Shaheen Market, Sotri Wat road,<br />
Ganna Mandi, Tipu Sultan Colony, areas are surcharged<br />
due to excessive flow of sewage.<br />

Khatkana road, Ghulam Abad, Bhatta Jan Muhammad<br />
Road, Mehboob Colony, Bhuta Colony near Timber<br />
Market, Chah Ganja Wala, Abbas Pura, Hassan Pura,<br />
madina Colony, Nazim Abad, Chah Ghulam Muhammad<br />
Wala, Fiaza Abad, Pir Colony No.1, Boad Pur Road from<br />
Chungi No.22 to Bilal Chowk are also under surcharge<br />
condition<br />
Mumtazabad, Chah Chali Wala, Gulzeb Colony, Mehmood<br />
Abad, Al-Qayyum Town, Peer Bukhari colony are in<br />
surcharged condition.<br />
Rukne Alam Block E, H, L, K are also over loaded.
PROPOSED SOLUTION<br />
Overcharging of Bosan road , New Gulgasht and adjoining area of<br />
Bosan Road will be solved by const: of New Disposal Station at<br />
Bosan / Nawab Pur Road under SPBUSP with in 2 years.<br />
Overcharging of Masoom Shah Road, Hafiz Jamal road, Shah Shams<br />
Road, Hussain Agahi will be solved by laying of sewer from Chungi<br />
#.9 to Manzoor Abad Chowk and Tareen Colony, which is in<br />
progress & will be completed by June 2008.<br />
Problems in Sameejabad, New <strong>Multan</strong>, Qaiser Abad, Hassan Abad,<br />
Mehria Colony etc will be solved by Construction of Disposal<br />
Station at Sameejabad & replacement of old sewers under SPBUSP.<br />
Work allotted recently and shall be completed by Dec. 2008.<br />
The sewer problem in National Colony, Kazmi Colony, Chah Korey<br />
Wala will be solved under CM Package for Large Cities Priority -II<br />
which has been principally approved.

PROPOSED SOLUTION<br />
The basic sewerage problem in <strong>Multan</strong> City is Intermediate<br />
pumping stations i.e., Kirri Jamandan & Chungi No.9, as the<br />
sewage is lifted from these stations re-pumped to Vehari Road<br />
and Suraj Miani Disposal Works causing ponding of sewage<br />
during rainy season as the catchment area of main disposal is<br />
drained out 1 st and after that catchment areas of Intermediate<br />
pumping stations are drained out. This problem is being solved<br />
by making the Intermediate pumping stations independent<br />
under the Scheme “ Rehabilitation /Improvement /Up gradation<br />
of existing pumping stations. Following areas will be benefited<br />
Masoom Shah Road, Hafiz Jamal road , Bosan Road, Nwab Pur<br />
Road, Shaheen Abad, Bohar Gate, Haram Gate, Tipu Sultan<br />
Colony, Khuni Burj etc. About 0.4 million population shall be<br />
benefited after implementation of this scheme after June, 2008<br />
provided funds for CM Big city package are released as per<br />
commitment.<br />
Problem of New Shadab Colony, Tareen Colony, Al Noor Colony,<br />
Al Falah colony is being solved by laying of sewer(18” to 54”)<br />
from Chungi #.9 to Manzoor Abad Chowk and Tareen Colony by<br />
June 2008.
WATER & SANITATION AGENCY MULTAN<br />
27 Nos schemes are principally approved under<br />
Chief Minister’s package for Large cities, in which<br />
Rs.3.5 Billions are provided for the improvement<br />
of <strong>Multan</strong> city. This will help in-improving the<br />
Environment conditions.<br />

REASONS FOR LOW RECOVERY.<br />
‣ Non establishment of proper recovery cell. Now the directorate<br />
has been established as per decision of Governing body dated<br />
30-7-2005 but new recruitment is still to be made. Case is<br />
pending with the Government for lifting of ban through summery<br />
for CM vide dated 29-9-2005.<br />
‣ The only way to bring the defaulters in network is to touch the<br />
maximum defaulters through disconnection teams. For this<br />
purpose four vehicles / disconnection teams were already<br />
working in the field.<br />
‣ To improve the recovery and to touch maximum defaulters, eight<br />
more Disconnection Teams have been established. To mobiles<br />
the Disconnection Teams eight vehicles have been hired on daily<br />
basis. WASA is facing shortage of vehicles and staff.
REASONS FOR LOW RECOVERY.<br />
‣ Post of fulltime Tehsildar Recovery is vacant since 7-1-2004. All<br />
arrears of WASA dues are required to be recovered through<br />
Tehsildar recovery. Full time Tehsildar Recovery in WASA may be<br />
posted immediately.<br />
‣ Post of Senior Special Magistrate is vacant since 1-7-2005. Full<br />
time Senior Special Magistrate may be posted immediately in the<br />
interest of recovery.<br />
‣ NESPAK conducted survey of WASA consumers in 1998-99 which<br />
has become out dated. A lot of changes in the activities have<br />
taken place. To overcome this situation survey after every three<br />
years is required but due to shortage of staff and funds it could<br />
not be done by WASA.<br />
‣ Indulgence / Interference of Nazimeens / Naib Nazimeens in the<br />
recovery process from the defaulters.<br />
‣ Non co-operation by WASA consumers to pay user charges.
‣ Shortage of Police force for Summons, Challans and<br />
Disconnection teams.<br />
‣ WASA experienced privatization of recovery in the year<br />
2004 on following terms: -<br />
