Program Overview<br />

• Background<br />

‣ Article 6 – Sewer Repair, Replacement and<br />

Rehabilitation Program (SR3)<br />

‣ SR3 Program to meet a Federal Consent Decree<br />

‣ Projects to restore assets must be completed on<br />

schedule<br />

‣ Priority 1 Assets must be completed by December 7,<br />

2015<br />

WSSC Sewer Service Area<br />

‣WSSC Service Area has 29 major<br />

sewer drainage basins within<br />

Montgomery and Prince George’s<br />

Counties.<br />

‣Our task is to rehabilitate sewer assets<br />

within 24 of those basins.<br />

‣ Recent studies of the basins have<br />

shown that pipe rehabilitation is<br />

necessary to avoid failure of the sewer<br />

lines that could create environmental<br />

emergencies in streams tributary to the<br />

Potomac River and the Chesapeake<br />

Bay.<br />

Overview of <strong>IDIQ</strong> Contracts<br />

• Estimated 60% of the existing sewer<br />

assets will be rehabilitated using<br />

trenchless technologies<br />

• Pipe bursting, open cut, and manhole<br />

replacement will also be required<br />

• Work will be assigned by means of task<br />

orders against master contracts<br />

approaching the end of their useful life and<br />

local firms located in Prince George’s County<br />

and Montgomery County. The SLBE Program is<br />

a race-and-gender neutral program.<br />

‣ WSSC approves all SLBE firms<br />

‣There are five (5) criteria that a firm MUST<br />

meet to be approved as an SLBE with the<br />

Commission.<br />
