sewer drainage basins within
Montgomery and Prince George’s
Counties.
‣Our task is to rehabilitate sewer assets
within 24 of those basins.
‣ Recent studies of the basins have
shown that pipe rehabilitation is
necessary to avoid failure of the sewer
lines that could create environmental
emergencies in streams tributary to the
Potomac River and the Chesapeake
Bay.
7
Overview of IDIQ Contracts
• Estimated 60% of the existing sewer
assets will be rehabilitated using
trenchless technologies
• Pipe bursting, open cut, and manhole
replacement will also be required
• Work will be assigned by means of task
orders against master contracts
local firms located in Prince George’s County
and Montgomery County. The SLBE Program is
a race-and-gender neutral program.
‣ WSSC approves all SLBE firms
‣There are five (5) criteria that a firm MUST
meet to be approved as an SLBE with the
Commission.
34
Let’s Speak the Same Language
• Subcontracting Requirement: Required to
have a plan in place for subcontracting a
percentage towards specific statistically underutilized
business classifications and/or Small
Local Businesses (Requirement). Regardless of
the bidder/respondent/proposer business
classification this requirement has to be
addressed at the time of proposal or bid
submission.
35
Let’s Speak the Same Language
• Other Certifying Agencies:
• MBE firms that are not certified by one of the five recognized
certifying bodies but with another certifying agency may request
in writing the approval of WSSC’s SLMBE Office to participate in
the Program.
• Use of other certifying agency certifications must be preapproved
prior to submitting a bid!
• ALL Bidders and Subcontractors claiming to
be a certified MBE and/or a WSSC-approved
SLBE must be certified and/or approved at
the time of bid in WSSC’s SLMBE Program.
