PRS User Communities
Characterisation
Commonalities
• Interferences & Jamming are possible and increasing threats
• Consequence of the loss of GNSS capabilities is critical
Positioning
Navigation
Timing
• Coordination centre no longer
receive the position of units
Degraded capabilities (e.g.
voice communication)
Automated coordination
process not possible
Degraded or No capability
• No reliance on GNSS only for
critical applications
• Degraded mode for other
applications
Degraded capability
• Probably the most critical
• Some networks synchronised
with GNSS stop within hours
• Spoofing of GNSS Rx is critical
for ground stations
No capability

PRS User Communities
Characterisation
PRS performances & features
• Accuracy:
– GPS/SPS performances fulfil current requirements
– Augmentation services used in particular cases.
• Integrity:
– Overall, no particular requirements expressed by the UCs
– Defence platforms: level of integrity requirements to be
studied on a case-by-case basis
– Space applications: lack of integrity limits the use of
GNSS sole means.
• Continuity:
– Not fully satisfactory today, main issue being in urban &
mountain canyons
• Availability:
– Poor availability of the GPS satellites is an issue at high
latitudes and in urban environment
• Time to First Fix:
– Improvement would be welcome in case of cold and
even hot start of the receiver in particular in urban
environments.
• Robustness/Security:
– Interferences/jamming not been clearly experimented
so far -> Not a strong requirement today
– Security of GNSS will be a critical issue in the future due
to increasing threats
– Some Defence UCs have highlighted that as civilian
User Communities will access to PRS signals, Need for a
better definition of the PRS receiver’s denial policy
• Interoperability:
– NATO Nations Defence UCs could use Galileo PRS as a
useful civil system in combination with GPS/PPS.
• Position & time-stamping:
• Need to provide proof in front of court of justice, e.g.
proving time of rescue.

Cost Aspects
•Expected cost of a PRS receiver
PRS User Communities
Characterisation
•1rst generation receiver : Target is 1000€ for Low end PRS receiver
5000
Example of price of GNSS civil based
equipments today and the expected
increase due to PRS (€)
• Most critical part of the receiver is the security module (SM), which is
of the highest priority for EC. A high knowledge and a long process of
development (+- 3 years) are needed. The SM is a driver in the cost of
the receiver (mid term target : +- 100 € for production of 10 000/ year
in 2016)
• Security Module studies will be welcomed and analysed carefully in
FP7 3 rd call (+- 3 to 5 M€), depending on the quality of the proposals
Security Aspects
• Management of keys and control of access:
– shall be compatible with existing procedures (in particular for PMR users or
Defence organisations) therefore as “invisible” as possible for the users.
1000
500
0
• Accountability of receivers
– Accountability/Report of loss is in most cases an usual procedure
– Interest for a “kill” capability such as used for communication Receiver
Note: The considerations presented on this slide are based on inputs from users.
PRS Cost of Service & Security Management are still to be defined at European and Member State level.
PRS Market
Key drivers for PRS Penetration
• PRS Market Boosters:
– Defence
– PMR users (Law Enforcement &
Emergency Services)
• Main criteria for PRS Use:
– Increase of cost is limited
– Combination of PMR & PRS will be of great benefit for many users (police, custom…)
who will use a secured communication and a secured navigation
– For PPS users, increase capability to 60 satellites instead of 30 (even if GALILEO is a civil
system under civil control, MS will be sovereign to decide for its use).
