ELIGIBILITY<br />
To be eligible to commence your course with a government-subsidised<br />
place under the Victorian Training Guarantee (VTG) in 2014, you must<br />
be a domestic student, and meet a range <strong>of</strong> eligibility criteria:<br />
Citizenship/Residency You must be one <strong>of</strong> the following:<br />
Australian citizen Permanent Resident<br />
New Zealand Citizen (visa 444)<br />
Asylum seeker/victim <strong>of</strong> human trafficking (must have ARC/ASRC referral)<br />
and<br />
residing in Victoria for the duration <strong>of</strong> their studies; and<br />
commencing or concurrently studying a maximum <strong>of</strong> 2<br />
government-subsidised courses in 2014 (for apprentices where one <strong>of</strong> the<br />
other courses commenced is a pre-apprenticeship course, this is excluded from count);<br />
be commencing no more than 2 government-subsidised courses<br />
at the same AQF level in your lifetime (excluding Foundation courses); &<br />
be commencing no more than 2 government-subsidised<br />
accredited courses with the title ‘Course In…’ in your lifetime; and<br />
meet age/prior qual. eligibility criteria as detailed below; and<br />
not be in one <strong>of</strong> the eligibility exclusion categories (see below); and<br />
have presented citizenship/residency pro<strong>of</strong> at enrolment.<br />
Acceptable citizenship/residency pro<strong>of</strong> you must bring to enrolment<br />
include (original or certified photocopy):<br />
a current green Medicare card a current Australian Passport<br />
an Austr. Birth Certificate (not Birth Extract) a current New Zealand Passport<br />
Formal DIAC papers conf. perm residn’c. a naturalisation certificate<br />
Pro<strong>of</strong> <strong>of</strong> age must also be presented for students aged under 20.<br />
(Temporary residents and international students are self funded and must pay full fees).<br />
Age / Prior Qualifications<br />
Subject to meeting the citizenship/residency, maximum <strong>of</strong> 2 funded<br />
courses criteria and ‘2 at level’ course rules above, to be entitled to<br />
commence a course as a government-funded student (Cert I - Grad<br />
Dip level), you may need to meet further up-skilling requirements:<br />
If you are enrolling in a Foundation Skills course (all ages) you are<br />
only eligible providing you do not already hold a Diploma+ level<br />
qualification, and are not in a SEE program;<br />

Government Subsidised Domestic Students 2014 (effective 16 June 14)<br />
If you are aged 15-19 and enrolling in any non-Foundation<br />
course, you are automatically eligible for a government<br />
subsidised place under the VTG (no up-skilling applies);<br />
If you are aged 20+ and enrolling in VCE/VCAL, or an<br />
Apprenticeship, you are automatically eligible for a<br />
government subsidised place (no up-skilling applies);<br />
If you are aged 20+ and enrolling in any other level course<br />
(Traineeship, Skills Creation, Skills Building or Skill Deepening<br />
level course), you must be up-skilling (i.e. moving up the qualification<br />
scale) to be eligible for a government subsidised place. This<br />
means you must be enrolling in a qualification that is at a higher<br />
level than any Australian qualification you already hold.<br />
If you are aged 20+ and have already completed an Australian<br />
qualification at an equivalent or higher level in the past, then you<br />
are not eligible for a government subsidised place in the course in<br />
2014, and must pay full fees*. (*The following prior completed qualifications<br />
are excluded for the purposes <strong>of</strong> assessing the highest prior qualification attained:<br />
Courses completed as part <strong>of</strong> a VETIS program during secondary school;<br />
overseas/non-Australian qualifications; Foundation courses; VCAL (all levels); VCE,<br />
Interstate Yr 12 and Internat. Baccalaureate; Students referred under the Automotive<br />
Supply Chain Training Initiative).<br />
Eligibility Exclusions: Not eligible for a government-subsidised place in 2014:<br />
Secondary school students studying at a government, non-government, independent or<br />
Catholic sec. school, or registered for home-schooling (excl school-based app/tr); or<br />
Persons detained under the Mental Health Act at the Thomas Embling Hospital; or<br />
Prisoners detained in a prison or youth justice facility (excluding individuals on a<br />
community-based order or from the Judy Lazarus Transition Centre – see overleaf).<br />
FEES<br />
<strong>Fee</strong>s for a government subsidised place are made up <strong>of</strong> 4 main<br />
components:<br />

3. Materials <strong>Fee</strong>s (Course Teaching Materials/Retained Course Items fees)<br />
4. Pre-training Review <strong>Fee</strong> (ACER test fee)<br />
1. TUITION FEE<br />
1.1) New and continuing students<br />
You will pay the tuition fee rates detailed in Table A, or similar to those<br />
in Table A, depending on your course category and band, and<br />
eligibility for a government subsidised place. (Please check the <strong>Box</strong> <strong>Hill</strong> <strong>Institute</strong><br />
website to see which rate/band applies to your specific course. www.boxhill.edu.au )<br />

1.2) Tuition <strong>Fee</strong> Concessions<br />
For Certificate I-IV level courses, the relevant category concession<br />
rate will apply to both new and continuing students, if you are a holder<br />
<strong>of</strong> or listed as a dependent on one <strong>of</strong> the following:<br />
Commonwealth Health Care Card<br />
Pensioner Concession Card<br />
Veterans’ Gold Card<br />
are an Aboriginal or Torres Strait Islander* (indigenous)<br />
are under the Single and Teenage Parents Initiative for<br />
enrolment at the Certificate II, III, IV levels only (Single &<br />
Teenage Parents Training Initiative referral must be presented).<br />
You must bring an original plus a photocopy to submit, <strong>of</strong> the<br />
above card/evidence, to enrolment. Concession cannot be granted<br />
otherwise, and will not be granted retrospectively.<br />
New students commencing in a Skills Deepening level course are not<br />
eligible for the concession fee rate*, however VET-FEE-HELP does<br />
apply to Australian citizens, and Payment Plans for those unable to<br />
access VET FEE-HELP (see overleaf).<br />
Continuing Skills Deepening level students aged under 25 at 1<br />
January 2012, who commenced their course prior to 1 July 2012, are<br />
eligible for the concession fee rate in 2014, subject to presentation <strong>of</strong><br />
above evidence at enrolment. Must be continuing in same course.<br />
Continuing Skills Deepening students who commenced their course<br />
on/after 1 July 2012 are not eligible for the concession fee rate*<br />
* Indigenous students are eligible for a concession at all course levels.<br />
* Job Seeker concessions are subject to certain rules – (see overleaf).<br />

1. At the Skills Deepening level, the concession fee rate is only available to: Continuing students who were<br />
aged under 25 at 1 January 2012, and who commenced their course prior to 1 July 2012; plus indigenous<br />
students. Skill Deepening Concession Hourly Rates – Band: 6B - $0.95/6C - $1.68/6D - $1.89/6E - $2.00<br />
2. VET FEE-HELP not available to government subsidised Vocational Graduate Certificate students, only fullfee<br />
Vocational Graduate Certificate students<br />
3. Where a student has an apprenticeship at the Diploma/Advanced Diploma course level they are able to<br />
access VET FEE-HELP at that level, subject to meeting VET FEE-HELP eligibility criteria<br />
4. Age is calculated as at 1 January 2014<br />
5. Tuition fees are $0.00 in 2014 for the Diploma <strong>of</strong> Children’s Services due to a special commonwealth<br />
initiative which ends on 31/12/14. Tuition fees will apply for this course in 2015.<br />
6. For Foundation courses, only students who do not hold a prior completed Diploma or higher, and, are not<br />
also enrolled in a Skills for Education & Employment (SEE) program are eligible for a government –<br />
subsidised place in 2014<br />
Please note: A small number <strong>of</strong> specific VET courses have slightly different rates to those quoted above. Certain<br />
specialised cohort fees may also apply to some cohorts. See the BHI website for all course fee rates
1.3) Job Seekers – Concession subject to<br />
authority letter Job Seekers presenting with a referral from<br />
their employment services provider, are only entitled to the concession<br />
fee rate providing they also present with a letter <strong>of</strong> authority from the<br />
employment services provider (ESP) confirming that that the ESP will<br />
pay the fee difference between the concession and standard rate. If no<br />
authority letter is presented, the concession fee rate cannot be<br />
granted.<br />
1.4) Tuition <strong>Fee</strong> Waiver ($0) – special cohorts:<br />
A full tuition fee waiver applies to the following students:<br />
Students enrolling in the Diploma or Advanced Diploma in<br />
Children’s Services (under special commonwealth initiative that ends 31.12.14)<br />
Students under the Young People Transitioning from Care<br />

initiative (must present with a Young People Transitioning from Care referral form)<br />
Students on a community based order (must provide a letter confirming<br />
your status from the Youth Justice Unit <strong>of</strong> the Department <strong>of</strong> Human Services)<br />
Students from the Judy Lazarus Transition Centre (must provide a<br />
letter confirming your status from the management <strong>of</strong> the Judy Lazarus Transition<br />
Centre)<br />
1.5) Financial Hardship<br />
If you are experiencing severe financial hardship, you should contact<br />
<strong>Box</strong> <strong>Hill</strong> <strong>Institute</strong>’s Welfare Officer on (03) 9286 9891 to make an<br />
appointment to further discuss your tuition fee options.<br />
2. SERVICE & AMENITY FEE<br />
$105 (0-404 hours)<br />
$150 (405+hours)<br />
3. MATERIAL FEES<br />
Course Teaching Materials fees and/or Retained Course Items fees<br />
are charged per course, and cover materials used in the course, plus<br />
some items that you are issued and retain beyond the life <strong>of</strong> the<br />
course. <strong>Fee</strong>s will vary from course to course, and can range from<br />
$100-$2500.<br />
4. ACER TEST FEE<br />
All students are required to undertake a Pre-training Review. A $15 fee<br />
applies for the ACER testing component.<br />
5. FEE-FOR-SERVICE (FULL FEE) FEES<br />
If you are not eligible for a government subsidised place, or have only<br />
been <strong>of</strong>fered a full-fee place in a course, you are charged fee-forservice<br />
tuition fees that cover the cost <strong>of</strong> your study in that course for<br />
the calendar year. Further fees apply in subsequent years. Please note:<br />
Full fee paying courses are not subsidised by the government in<br />
any way<br />
Full fee course fee rates vary, depending on the length and<br />
nature <strong>of</strong> the course. (See www.boxhill.edu.au for fee-for-service fee rates)<br />
6. VET FEE-HELP<br />
VET FEE-HELP is an Australian government loan scheme enabling<br />
Australian citizens and permanent humanitarian visa holders to defer<br />
part or all <strong>of</strong> your tuition fees, and re-pay them via the Australian<br />
taxation system, once your income reaches a certain threshold<br />
($51,309 in 2013-2014 financial year).<br />
<strong>Box</strong> <strong>Hill</strong> <strong>Institute</strong> can <strong>of</strong>fer you VET FEE-HELP providing you meet<br />
VET FEE-HELP eligibility, and, you are enrolling as a government<br />
subsidised or full fee student in a Diploma or Advanced Diploma<br />
course. VET FEE-HELP is also available to full fee students enrolling<br />
in vocational graduate certificate courses, or to gov-subsidised<br />
students in 4 specific Certificate IV courses only (see website).<br />
Government subsidised students – no loan fee applies ($0)<br />
<strong>Fee</strong>-for-service students - a 20% loan fee applies and is added to<br />
your VET FEE-HELP debt.<br />
To apply you must bring your citizenship evidence, and either your Tax<br />
File Number or a ‘Certificate <strong>of</strong> Application for a Tax File Number’<br />
to enrolment (this is obtained from the Australian Taxation Office, and should be provided<br />
either at enrolment or to Student Administration no later than 2 weeks after your enrolment)<br />
7. PAYMENT PLANS<br />
For Certificate I-IV students, or Diploma+ students unable to access<br />
VET-FEE-HELP, a Payment Plan via Debit Success is available to<br />
spread fee costs over the year, where your fees are $250 or more. It<br />
enables you to make weekly or fortnightly repayments from your<br />
nominated bank account via direct debit, to repay fees. For study in<br />
2014, at least $100 tuition must be paid upfront, and final instalment is<br />
due by one month prior to your 2014 course finish date. If you are<br />
under 18, you must also have an extra guarantor form signed by your<br />
parent/guardian. (Tuition, amenity, materials and ACER fee can be included).<br />
To apply you must bring your Australian bank account details to<br />
enrolment. If it is not your account, the account holder must also<br />
present in person with you.<br />
Payment Plan <strong>Fee</strong> - $10 initial fee applies, plus a 4.6% billing fee.<br />
