1. Welcome and Apologies<br />
All welcomed to the meeting. Apologies were<br />
accepted (above). Jenny Rathbone was<br />
congratulated on her election as AM for<br />
Cardiff Central.<br />
2. Minutes of Last <strong>Meeting</strong> 7.4..11 and<br />
Matters Arising<br />
9 – Terms of Reference – copies were made<br />
available by NB. JR requested a digital copy –<br />
AD to make enquiries with Governor Services.<br />
11b) “There was one abstention” – to be<br />
changed to “There was one vote against from<br />
Gareth Lotwick”.<br />
The <strong>minutes</strong> of last meeting were accepted as<br />
being correct.<br />
3. Gohebiaeth<br />

ysgol hon.<br />
ii] Llythyr gan riant parthed llyfrau darllen<br />
disgyblion - cyfeiriwyd ato yn y cyfarfod<br />
diwethaf, a’i gyfeirio at yr is-bwyllgor<br />
cwricwlwm. Mae JR wedi anfon ymateb<br />
cychwynnol fel cadeirydd yr is-bwyllgor<br />
hwnnw. Maent wedi gofyn i’r cyngor ysgol i<br />
drafod y mater ac i gynnig sylwadau. Mae’r<br />
is-bwyllgor cwricwlwm wedi trafod y mater,<br />
ac yn mynd i ymgynghori ymhellach gyda’r<br />
staff a’r tîm rheoli, er mwyn gwneud<br />
archwiliad trylwyr o’r mater cyn adrodd yn ôl<br />
ymhellach i’r llywodraethwyr. Diolchwyd i<br />
JR am ei gwaith.<br />
3. Correspondence<br />
i] LEA - re: teacher redeployment. At<br />
present there are no teachers on the register<br />
with Welsh language skills, therefore it isn’t<br />
relevant to this school.<br />
ii] Letter from parent regarding school<br />
reading books – referred to at last meeting,<br />
and referred on to curriculum sub-committee.<br />
JR, as chair of the committee has sent an<br />
initial reply. The committee have asked the<br />
school council to discuss the matter and to<br />
respond. The curriculum committee will<br />
further discuss the issue with staff and senior<br />
management, in order to make a thorough<br />
investigation, and will then respond back to<br />
governors. JR was thanked for her work.
4. Dogfen Hunanarfarnu<br />
[Wedi ei ddosbarthu ar e-bost]. Caiff y<br />
ddogfen ei thrafod mewn manylder gyda’r<br />
is-bwyllgor cwricwlwm yn ystod yr wythnos<br />
nesaf. Mae’r ddogfen wedi ei gwyntyllu<br />
gyda Hywel Jones, Ymgynghorydd Cyswllt.<br />
Gwahoddwyd sylwadau. Nodwyd bod y<br />
cyfieithiad Saesneg yn darllen braidd yn<br />
ddifflach, ond mai’r fersiwn Gymraeg a<br />
ddefnyddir fel dogfen gan yr ysgol.<br />
Gwerthfawrogwyd yr holl waith diwyd sydd<br />
yn amlwg y tu cefn i’r ddogfen. Roedd y<br />
fersiwn flaenorol yn hirach, ond o ganlyniad<br />
i gyngor HJ mae wedi ei gwtogi ychydig.<br />
Mae’r ddogfen wedi ei gysylltu’n agos i’r<br />
Cynllun Gwella <strong>Ysgol</strong>. Gwerthfawrogwyd ei<br />
bod hi’n hawdd adnabod yr ardaloedd oedd<br />
angen gwella a bod y ddogfen yn nodi’n glir<br />
sut mae’r ysgol yn mynd ati i ddelio gyda<br />
hynny. Canmolwyd gonestrwydd yr<br />
adroddiad sy’n rhoi darlun cywir o ble rydyn<br />
ni fel ysgol ar hyn o bryd.<br />
Nodwyd bod y broses o lunio’r ddogfen<br />
wedi esgor ar drafodaeth hynod o fuddiol,<br />
ac wedi bod o help i’r ysgol i adnabod lle<br />
rydyn ni yn wyneb y twf sydyn ym maint yr<br />
ysgol yn y blynyddoedd diwethaf.<br />
Cynhaliwyd trafodaeth adeiladol a deallus.<br />
Nodwyd bod y fframwaith sgiliau yn elfen<br />
werthfawr, a bod bob blwyddyn dysgu wrthi<br />
yn creu portffolio sgiliau.<br />
5. Cyllideb 11/12<br />
Adroddodd IT ei fod wedi bod mewn<br />
trafodaeth gyda swyddog ariannol yr AALl<br />
i’r ysgol. Cywirwyd manion ar y fantolen o<br />
ganlyniad. Rhoddwyd crynodeb o’r sefyllfa<br />
ariannol, ac adroddwyd bod yr is-bwyllgor<br />
cyllid wedi ei drafod mewn manylder.<br />
Gwelwyd bod y sefyllfa ariannol yn iach ar<br />
hyn o bryd. Argymhellwyd bod y corff<br />
llywodraethu yn arwyddo’r gyllideb, a<br />
4. Self Evaluation Document<br />
[Emailed to governors before meeting]. The<br />
document will be discussed in detail by the<br />
curriculum subcommittee during the next<br />
week. The document has been discussed with<br />
Hywel Jones, Link Advisor.<br />
Governors were invited to comment. It was<br />
noted the English translation is rather bland,<br />
but that the Welsh copy will be used as a<br />
document by the school. There was<br />
appreciation of the hard work that had<br />
obviously gone into the document. The<br />
previous draft was longer, but it has been<br />
shortened as a result of feedback from HJ.<br />
The document is closely linked to the School<br />
Improvement Plan. There was appreciation<br />
of the fact that it was immediately possible to<br />
see which areas need improvement and how<br />
the school will address these areas. The<br />
honesty of the report was praised, since it<br />
gives a true reflection of where this school is<br />
at the moment.<br />
It was noted that valuable discussions have<br />
taken place in the process of writing this<br />
document, which has enabled the school to<br />
evaluate its position in light of the sudden<br />
increase in the size of the school in recent<br />
years.<br />
A constructive and informed discussion took<br />
place.<br />
It was noted that the skills framework is a<br />
valuable element, and that year groups are in<br />
the process of creating skills portfolios.<br />
5. Budget 11/12<br />
IT reported that he had spoken to the LEA<br />
financial officer to this school. Minor<br />
adjustments had been made to the budget as<br />
a result. A summary of the financial situation<br />
was given, and it was reported that the<br />
finance sub-committee had discussed the<br />
budget in detail. The financial situation was<br />
deemed to be healthy at present. It was<br />
recommended that the governors sign the

Angen trefnu cyfarfod<br />
Polisïau<br />
Mae’r llywodraethwyr cyswllt wedi bod yn<br />
ymweld â chydlynwyr pwnc ac yn arwyddo’r<br />
polisïau pynciau. Mae’r Corff Llawn yn delio<br />
gyda’r polisïau eraill. Lluniwyd rhaglen<br />
dros y blynyddoedd nesaf i adolygu<br />
polisïau. Awgrymwyd bod adran i<br />
lywodraethwyr yn cael ei osod ar wefan yr<br />
ysgol, er mwyn i lywodraethwyr gael<br />
mynediad at bolisïau, cofnodion, adroddiad<br />
pennaeth ac ati. Cytunwyd ein bod yn anelu<br />
at ddatblygu hyn yn y dyfodol.<br />

Looked at letter about reading books [see<br />
above], and looked at Maths results Yr 3 and<br />
the strategies in place in order to deal with<br />
this.<br />

Policies<br />
The link governors have been meeting with<br />
subject co-ordinators and signing subject<br />
policies. The FGB deal with other policies. A<br />
rolling programme has been created in order<br />
to review policies over the next years. It was<br />
suggested that a governor only section could<br />
be created on the school website, so that<br />
governors could have access to policies,<br />
<strong>minutes</strong>, headteacher’s report etc. It was<br />
agreed that this should be aimed at in future.<br />
7. Llywodraethwyr Pwnc<br />
RB – Gwyddoniaeth – hapus iawn gyda’r<br />
dystiolaeth a welodd.<br />
KPh - Saesneg: ymweliad cadarnhaol gyda<br />
Siân Ward. Canmolodd yr agwedd fywiog a<br />
lliwgar. Edrychwyd ar y cynlluniau darllen<br />
a’r monitro Bl 3/4/5. Ymhlith y<br />
blaenoriaethau oedd portffolio disgyblion<br />
mewn llythrennedd. Adroddodd bod<br />
disgyblion Bl6 yn gweithio ar hunan<br />
asesiad.<br />
KPh - AddGref: Ymweliad gyda Spencer<br />
Jones. Portffolio yn cael ei baratoi.<br />
Canmolodd yr unoliaeth wrth i Angharad<br />
Walpole ddysgu ar draws CA2. Mae nifer o<br />
ymweliadau addysgiadol crefyddol wedi eu<br />
cynnwys yn y rhaglen tripiau, o ganlyniad i<br />
adborth o’r arolwg diwethaf. Roedd yn<br />
hapus iawn gyda’r hyn welwyd.<br />
7. Subject Governors<br />
RB – Science – more than happy with the<br />
evidence he was shown.<br />
KPh – English – A positive visit with Sian<br />
Ward. She praised the vibrant and lively<br />
approach. They looked at reading schemes<br />
and monitoring in Yrs 3/4/5. Amongst the<br />
priorities was developing a pupil portfolio in<br />
literacy. She reported that Yr 6 pupils are<br />
working on self assessment.<br />
MPh – RE; visit with Spencer Jones. A<br />
portfolio is being prepared. There was praise<br />
for the cohesion brought by the fact that<br />
Angharad Walpole teaches across KS2. A<br />
good number of religious visits have been<br />
included in the trips programme, as a result<br />
of feedback from the last inspection. She was<br />
very happy with what she observed.<br />
NB – Music; Visit with Sian Giles. She was
NB - Cerdd: Ymweliad gyda Siân Giles.<br />
Roedd yn hapus iawn gyda nifer o<br />
agweddau da a welwyd, ac a’r gwaith a<br />
wnaethpwyd eisoes mewn blwyddyn.<br />
Roedd yr ystafell gerdd yn cael defnydd da.<br />
Gwneir defnydd da o wefannau fel ‘Can<br />
Sing’. Roedd cerdd yn cael ei gynnwys<br />
mewn nifer o ardaloedd o’r cwricwlwm.<br />
Nodwyd bod cynllun ar droed i greu<br />
cerddorfa. Digwyddodd ymweliadau a<br />
gweithdai gan Goleg Brenhinol Cerdd a<br />
Drama Cymru a’r Cwmni Opera<br />
Cenedlaethol Cymru . Mae portffolio wrthi’n<br />
cael ei greu.<br />
GL - Mathemateg: Ymweliad gydag Eleri<br />
Browning. Cyflwynwyd strategaethau da er<br />
mwyn cwrdd â’r gwendidau a adnabuwyd<br />
eisoes. Teimlwyd bod gwaith cydwybodol<br />
iawn yn cael ei wneud. Mae’r staff wedi<br />
derbyn hyfforddiant ar strategaethau Datrys<br />
Problemau. Mae Mathemateg hefyd yn cael<br />
ei gyflwyno mewn ardaloedd eraill o’r<br />
cwricwlwm pan fydd hynny’n briodol. EB<br />
wedi bod yn monitro ac arsylwi a rhoi<br />
adborth. Ymhlith y cryfderau amlwg roedd<br />
datblygiad sgiliau mathemateg pen, a<br />
datblygu adnoddau. Mae canlyniadau Bl 6<br />
yn well na’r cyfartaledd cenedlaethol.<br />
SU – Cymraeg (Siwan Dafydd): Credai SU<br />
bod yma bolisi arbennig o dda, yn arbennig<br />
i athrawon newydd i osod sylfaen. Mae<br />
wedi ei gysylltu’n agos gyda’r Cyfnod<br />
Sylfaen a’r Fframwaith Sgiliau. Edrychwyd<br />
ar strategaethau darllen ac ysgrifennu.<br />
Mae’r ysgol yn defnyddio ystod o<br />
strategaethau – POPAT, Dyfal Donc,<br />
Diwrnod y Llyfr, Clwb Darllen. Trafodwyd y<br />
pontio rhwng CA2 a 3. Mae SD wedi bod<br />
yn rhan o ddatblygiad cynllun sy’n<br />
canolbwyntio ar ddatblygu sgiliau yn yr<br />
Iaith Gymraeg ar draws y blynyddoedd, sy’n<br />
glod iddi ac yn beth gwych i’r ysgol.<br />
happy with many good aspects of the<br />
evidence observed, and with the strides<br />
already taken in a year. The music room has<br />
good use. Good use is also made of websites<br />
such as ‘Can Sing’. Music is included in many<br />
other curriculum areas. It was noted that<br />
there are plans afoot to start an orchestra.<br />
Visits and workshops occurred with Royal<br />
Welsh College of Music and Drama and The<br />
Welsh National Opera. A portfolio is being<br />
created.<br />
GL – Mathematics: Visit with Eleri Browning.<br />
Good strategies are in place to deal with<br />
weaknesses that have already been identified.<br />
It was felt that conscientious work is being<br />
undertaken. The staff have received training<br />
in Problem Solving strategies. Maths is also<br />
introduced in other curriculum areas when<br />
appropriate. EB has been monitoring and<br />
observing and giving feedback. Amongst the<br />
apparent strengths were mental mathematics<br />
skills and development of resources. The Yr 6<br />
results are above the national average.<br />
SU – Welsh (Siwan Dafydd): SU felt that there<br />
was an especially strong policy, especially as<br />
a foundation for newly qualified teachers. It<br />
is closely linked to the Foundation Phase and<br />
the Skills Framework. They looked at reading<br />
and writing strategies. The school uses a<br />
variety of strategies – POPAT, Dyfal Donc,<br />
Book Day, and Reading Club. The link<br />
between KS2 and 3 was discussed. SD has<br />
been involved with others in creating a a<br />
scheme on development of skills throughout<br />
the years in Welsh Language, which is a<br />
credit to her and an excellent thing for the<br />
school.<br />
Governors were thanked for their feedback.<br />
The general feeling was that staff are<br />
obviously familiar with the strengths and<br />
weaknesses of their subjects. They have the

staff yn amlwg yn gyfarwydd â chryfderau a<br />

yn y cyfarfod hwn, gan fod un wedi ei rhoi<br />
yn ddiweddar iawn mewn <strong>Cyfarfod</strong> Corff<br />
Llawn, a bod cyfarfod arall cyn diwedd y<br />
flwyddyn academaidd.<br />

Nodwyd bod rhyddid i rieni fynd at y<br />
Pennaeth i gael sgwrs os oes problem<br />
parthed talu am weithgarwch mewn<br />
amgylchiadau arbennig. Gofynnir am<br />
gyfraniad i dripiau ac ati – nid oes codi tâl<br />
fel y cyfryw. Mae’r pwyllgor cyllid wedi<br />
trafod y ddarpariaeth ar gyfer gwneud i fyny<br />
am ddiffyg mewn cyfraniadau i dripiau ac<br />
ati. Pwysleisiwyd bod pob plentyn yn<br />
haeddu cyfle cyfartal i fanteisio ar holl<br />
ddigwyddiadau’r ysgol, beth bynnag eu<br />
cefndir. Cytunwyd ar y polisi.<br />
b) Polisi Cydaddoli<br />
Tynnwyd sylw at rai pwyntiau. Y sefyllfa<br />
statudol yw bod disgwyl i’r ysgol ddarparu<br />
addoliad cyhoeddus a bod disgwyl i blant<br />
fynychu. Mae gan rieni hawl i eithrio eu<br />
plant, ond nid oes unrhyw rieni wedi<br />
gwneud cais am hynny yn yr ysgol.<br />
Cytunwyd ar y polisi.<br />
10. Unrhyw Fater Arall<br />
a) RB – wedi cwrdd gyda swyddogion y<br />
ffyrdd. Mae cynlluniau i greu mynedfa<br />
newydd i ysgol St Teilo, ac mae posibl y<br />
bydd modd cynnwys gwelliannau i’r ysgol<br />
hon hefyd, e.e. llwybr cerdded newydd.<br />
Trefnir ymweliad safle. Diolchwyd i RB am<br />
hyn, ac roedd y corff llywodraethu yn gweld<br />
hyn fel cam cadarnhaol iawn.<br />

8. Headteacher’s Report<br />
There was no headteacher’s report at this<br />
meeting, because a report was given in a very<br />
recent FGB meeting, and there will be another<br />
meeting before the end of term<br />
9. Policies<br />
Two policies were sent to governors via email<br />
prior to the meeting.<br />
a) Charging<br />
It was noted that parents are free to have a<br />
word with the headteacher if there are<br />
problems with paying for a particular activity<br />
in exceptional circumstances. A contribution<br />
is asked for trips etc – there is no charge as<br />
such. The finance committee has looked at<br />
provision for making up for shortfall in<br />
contributions for trips etc. It was emphasised<br />
that all children deserve an equal opportunity<br />
to benefit from all school activities, whatever<br />
their background. The policy was passed.<br />
b) Worshipping Policy<br />
Attention was drawn to some points. The<br />
statutory position is that the school is<br />
expected to provide public worship and that<br />
pupils are expected to attend. Parents have<br />
the right to exclude their children, but at<br />
present the school hasn’t received any such<br />
requests. The policy was passed<br />
10. AOB<br />
a) RB – has met with highway officers. There<br />
are plans afoot to create a new entrance for<br />
St Teilo’s, and there is a possibility that<br />
further improvements may also be included<br />
for this school e.g. new footpath. A site visit<br />
to be arranged. RB was thanked for this, and<br />
the governing body saw this as a very positive<br />
step.

c) Cytunwyd i gynnwys cymal newydd yn y<br />
Cytundeb <strong>Ysgol</strong> a Chartref (i gyd-fynd â’r<br />
CGY), yn sôn am bwysigrwydd<br />
cydweithredu o ran cynnal ethos Gymraeg<br />
yr ysgol a siarad Cymraeg yn yr ysgol.<br />
Trafodwyd y posibilrwydd o gynnwys cymal<br />
yn sôn am bwysigrwydd cydweithredu o ran<br />
sicrhau bod plant yn cael digon o oriau o<br />
gwsg. Roedd llywodraethwyr yn cytuno ei<br />
bod hi’n bwysig iawn bod plant yn cyrraedd<br />
yr ysgol mewn cyflwr sy’n eu galluogi i<br />
weithio a chanolbwyntio. Ond nid oedd<br />
teimlad ei bod hi’n briodol cynnwys hynny<br />
yn y Cytundeb <strong>Ysgol</strong> a Chartref. Os yw<br />
athrawon yn ymwybodol o achosion<br />
arbennig o blant yn cyrraedd yr ysgol yn<br />
amlwg yn flinedig iawn, anogwyd hwy i<br />
godi’r mater gyda’r Pennaeth er mwyn<br />
cymryd camau pellach os ystyrir hynny’n<br />
briodol.<br />

11. Dyddiadau / Dates<br />
c) It was agreed to include a new sentence in<br />
the Home School Agreement (to support the<br />
SIP), referring to the importance of cooperation<br />
in maintaining the school’s Welsh<br />
ethos and in speaking Welsh in school.<br />
The possibility of including another sentence<br />
referring to co-operation in ensuring children<br />
have enough hours sleep was also discussed.<br />
Even though governors agreed that it was<br />
very important that children attend school in<br />
a condition that enables them to work and<br />
concentrate, the general feeling was that it<br />
wouldn’t be appropriate to include this in the<br />
Home School Agreement. If teachers are<br />
aware of a particular case of children<br />
arriving in school without having enough<br />
sleep, they were encouraged to raise the<br />
matter with the Headteacher in order to take<br />
further steps if considered appropriate.<br />
