Croesawyd pawb i’r cyfarfod. Derbyniwyd

1. Welcome and Apologies
All welcomed to the meeting. Apologies were
accepted (above). Jenny Rathbone was
congratulated on her election as AM for
Cardiff Central.
2. Minutes of Last Meeting 7.4..11 and
Matters Arising
9 – Terms of Reference – copies were made
available by NB. JR requested a digital copy –
AD to make enquiries with Governor Services.
11b) “There was one abstention” – to be
changed to “There was one vote against from
Gareth Lotwick”.
The minutes of last meeting were accepted as
being correct.
3. Gohebiaeth

disgyblion - cyfeiriwyd ato yn y cyfarfod
diwethaf, a’i gyfeirio at yr is-bwyllgor
cwricwlwm. Mae JR wedi anfon ymateb
cychwynnol fel cadeirydd yr is-bwyllgor
hwnnw. Maent wedi gofyn i’r cyngor ysgol i
drafod y mater ac i gynnig sylwadau. Mae’r
is-bwyllgor cwricwlwm wedi trafod y mater,
ac yn mynd i ymgynghori ymhellach gyda’r
staff a’r tîm rheoli, er mwyn gwneud
archwiliad trylwyr o’r mater cyn adrodd yn ôl
ymhellach i’r llywodraethwyr. Diolchwyd i
JR am ei gwaith.
3. Correspondence
i] LEA - re: teacher redeployment. At
present there are no teachers on the register
with Welsh language skills, therefore it isn’t
relevant to this school.
ii] Letter from parent regarding school
reading books – referred to at last meeting,
and referred on to curriculum sub-committee.
JR, as chair of the committee has sent an
initial reply. The committee have asked the
school council to discuss the matter and to
respond. The curriculum committee will
further discuss the issue with staff and senior
management, in order to make a thorough
investigation, and will then respond back to
governors. JR was thanked for her work.

4. Dogfen Hunanarfarnu
[Wedi ei ddosbarthu ar e-bost]. Caiff y
ddogfen ei thrafod mewn manylder gyda’r
is-bwyllgor cwricwlwm yn ystod yr wythnos
nesaf. Mae’r ddogfen wedi ei gwyntyllu
gyda Hywel Jones, Ymgynghorydd Cyswllt.
Gwahoddwyd sylwadau. Nodwyd bod y
cyfieithiad Saesneg yn darllen braidd yn
ddifflach, ond mai’r fersiwn Gymraeg a
ddefnyddir fel dogfen gan yr ysgol.
Gwerthfawrogwyd yr holl waith diwyd sydd
yn amlwg y tu cefn i’r ddogfen. Roedd y
fersiwn flaenorol yn hirach, ond o ganlyniad
i gyngor HJ mae wedi ei gwtogi ychydig.
Mae’r ddogfen wedi ei gysylltu’n agos i’r
Cynllun Gwella Ysgol. Gwerthfawrogwyd ei
bod hi’n hawdd adnabod yr ardaloedd oedd
angen gwella a bod y ddogfen yn nodi’n glir
sut mae’r ysgol yn mynd ati i ddelio gyda
hynny. Canmolwyd gonestrwydd yr
adroddiad sy’n rhoi darlun cywir o ble rydyn
ni fel ysgol ar hyn o bryd.
Nodwyd bod y broses o lunio’r ddogfen
wedi esgor ar drafodaeth hynod o fuddiol,
ac wedi bod o help i’r ysgol i adnabod lle
rydyn ni yn wyneb y twf sydyn ym maint yr
ysgol yn y blynyddoedd diwethaf.
Cynhaliwyd trafodaeth adeiladol a deallus.
Nodwyd bod y fframwaith sgiliau yn elfen
werthfawr, a bod bob blwyddyn dysgu wrthi
yn creu portffolio sgiliau.
5. Cyllideb 11/12
Adroddodd IT ei fod wedi bod mewn
trafodaeth gyda swyddog ariannol yr AALl
i’r ysgol. Cywirwyd manion ar y fantolen o
ganlyniad. Rhoddwyd crynodeb o’r sefyllfa
ariannol, ac adroddwyd bod yr is-bwyllgor
cyllid wedi ei drafod mewn manylder.
Gwelwyd bod y sefyllfa ariannol yn iach ar
hyn o bryd. Argymhellwyd bod y corff
llywodraethu yn arwyddo’r gyllideb, a
4. Self Evaluation Document
[Emailed to governors before meeting]. The
document will be discussed in detail by the
curriculum subcommittee during the next
week. The document has been discussed with
Hywel Jones, Link Advisor.
Governors were invited to comment. It was
noted the English translation is rather bland,
but that the Welsh copy will be used as a
document by the school. There was
appreciation of the hard work that had
obviously gone into the document. The
previous draft was longer, but it has been
shortened as a result of feedback from HJ.
The document is closely linked to the School
Improvement Plan. There was appreciation
of the fact that it was immediately possible to
see which areas need improvement and how
the school will address these areas. The
honesty of the report was praised, since it
gives a true reflection of where this school is
at the moment.
It was noted that valuable discussions have
taken place in the process of writing this
document, which has enabled the school to
evaluate its position in light of the sudden
increase in the size of the school in recent
years.
A constructive and informed discussion took
place.
It was noted that the skills framework is a
valuable element, and that year groups are in
the process of creating skills portfolios.
5. Budget 11/12
IT reported that he had spoken to the LEA
financial officer to this school. Minor
adjustments had been made to the budget as
a result. A summary of the financial situation
was given, and it was reported that the
finance sub-committee had discussed the
budget in detail. The financial situation was
deemed to be healthy at present. It was
recommended that the governors sign the

Mae’r llywodraethwyr cyswllt wedi bod yn
ymweld â chydlynwyr pwnc ac yn arwyddo’r
polisïau pynciau. Mae’r Corff Llawn yn delio
gyda’r polisïau eraill. Lluniwyd rhaglen
dros y blynyddoedd nesaf i adolygu
polisïau. Awgrymwyd bod adran i
lywodraethwyr yn cael ei osod ar wefan yr
ysgol, er mwyn i lywodraethwyr gael
mynediad at bolisïau, cofnodion, adroddiad
pennaeth ac ati. Cytunwyd ein bod yn anelu
at ddatblygu hyn yn y dyfodol.

Curriculum
Looked at letter about reading books [see
above], and looked at Maths results Yr 3 and
the strategies in place in order to deal with
this.
H &S
Need to arrange to meet.
Policies
The link governors have been meeting with
subject co-ordinators and signing subject
policies. The FGB deal with other policies. A
rolling programme has been created in order
to review policies over the next years. It was
suggested that a governor only section could
be created on the school website, so that
governors could have access to policies,
minutes, headteacher’s report etc. It was
agreed that this should be aimed at in future.

KPh - Saesneg: ymweliad cadarnhaol gyda
Siân Ward. Canmolodd yr agwedd fywiog a
lliwgar. Edrychwyd ar y cynlluniau darllen
a’r monitro Bl 3/4/5. Ymhlith y
blaenoriaethau oedd portffolio disgyblion
mewn llythrennedd. Adroddodd bod
disgyblion Bl6 yn gweithio ar hunan
asesiad.
KPh - AddGref: Ymweliad gyda Spencer
Jones. Portffolio yn cael ei baratoi.
Canmolodd yr unoliaeth wrth i Angharad
Walpole ddysgu ar draws CA2. Mae nifer o
ymweliadau addysgiadol crefyddol wedi eu
cynnwys yn y rhaglen tripiau, o ganlyniad i
adborth o’r arolwg diwethaf. Roedd yn
hapus iawn gyda’r hyn welwyd.
7. Subject Governors
RB – Science – more than happy with the
evidence he was shown.
KPh – English – A positive visit with Sian
Ward. She praised the vibrant and lively
approach. They looked at reading schemes
and monitoring in Yrs 3/4/5. Amongst the
priorities was developing a pupil portfolio in
literacy. She reported that Yr 6 pupils are
working on self assessment.
MPh – RE; visit with Spencer Jones. A
portfolio is being prepared. There was praise
for the cohesion brought by the fact that
Angharad Walpole teaches across KS2. A
good number of religious visits have been
included in the trips programme, as a result
of feedback from the last inspection. She was
very happy with what she observed.
NB – Music; Visit with Sian Giles. She was

Sing’. Roedd cerdd yn cael ei gynnwys
mewn nifer o ardaloedd o’r cwricwlwm.
Nodwyd bod cynllun ar droed i greu
cerddorfa. Digwyddodd ymweliadau a
gweithdai gan Goleg Brenhinol Cerdd a
Drama Cymru a’r Cwmni Opera
Cenedlaethol Cymru . Mae portffolio wrthi’n
cael ei greu.
GL - Mathemateg: Ymweliad gydag Eleri
Browning. Cyflwynwyd strategaethau da er
mwyn cwrdd â’r gwendidau a adnabuwyd
eisoes. Teimlwyd bod gwaith cydwybodol
iawn yn cael ei wneud. Mae’r staff wedi
derbyn hyfforddiant ar strategaethau Datrys
Problemau. Mae Mathemateg hefyd yn cael
ei gyflwyno mewn ardaloedd eraill o’r
cwricwlwm pan fydd hynny’n briodol. EB
wedi bod yn monitro ac arsylwi a rhoi
adborth. Ymhlith y cryfderau amlwg roedd
datblygiad sgiliau mathemateg pen, a
datblygu adnoddau. Mae canlyniadau Bl 6
yn well na’r cyfartaledd cenedlaethol.
SU – Cymraeg (Siwan Dafydd): Credai SU
bod yma bolisi arbennig o dda, yn arbennig
i athrawon newydd i osod sylfaen. Mae
wedi ei gysylltu’n agos gyda’r Cyfnod
Sylfaen a’r Fframwaith Sgiliau. Edrychwyd
ar strategaethau darllen ac ysgrifennu.
Mae’r ysgol yn defnyddio ystod o
strategaethau – POPAT, Dyfal Donc,
Diwrnod y Llyfr, Clwb Darllen. Trafodwyd y
pontio rhwng CA2 a 3. Mae SD wedi bod
yn rhan o ddatblygiad cynllun sy’n

glod iddi ac yn beth gwych i’r ysgol.
happy with many good aspects of the
evidence observed, and with the strides
already taken in a year. The music room has
good use. Good use is also made of websites
such as ‘Can Sing’. Music is included in many
other curriculum areas. It was noted that
there are plans afoot to start an orchestra.
Visits and workshops occurred with Royal
Welsh College of Music and Drama and The
Welsh National Opera. A portfolio is being
created.
GL – Mathematics: Visit with Eleri Browning.
Good strategies are in place to deal with
weaknesses that have already been identified.
It was felt that conscientious work is being
undertaken. The staff have received training
in Problem Solving strategies. Maths is also
introduced in other curriculum areas when
appropriate. EB has been monitoring and
observing and giving feedback. Amongst the
apparent strengths were mental mathematics
skills and development of resources. The Yr 6
results are above the national average.
SU – Welsh (Siwan Dafydd): SU felt that there
was an especially strong policy, especially as
a foundation for newly qualified teachers. It
is closely linked to the Foundation Phase and
the Skills Framework. They looked at reading
and writing strategies. The school uses a
variety of strategies – POPAT, Dyfal Donc,
Book Day, and Reading Club. The link
between KS2 and 3 was discussed. SD has
been involved with others in creating a a
scheme on development of skills throughout
the years in Welsh Language, which is a
credit to her and an excellent thing for the
school.
Governors were thanked for their feedback.
The general feeling was that staff are
obviously familiar with the strengths and
weaknesses of their subjects. They have the

Llawn, a bod cyfarfod arall cyn diwedd y
flwyddyn academaidd.

Anfonwyd dau bolisi i’r llywodraethwyr ar e-
bost cyn y cyfarfod.
a) Codi Tâl
Nodwyd bod rhyddid i rieni fynd at y
Pennaeth i gael sgwrs os oes problem
parthed talu am weithgarwch mewn
amgylchiadau arbennig. Gofynnir am
gyfraniad i dripiau ac ati – nid oes codi tâl
fel y cyfryw. Mae’r pwyllgor cyllid wedi
trafod y ddarpariaeth ar gyfer gwneud i fyny
am ddiffyg mewn cyfraniadau i dripiau ac
ati. Pwysleisiwyd bod pob plentyn yn
haeddu cyfle cyfartal i fanteisio ar holl
ddigwyddiadau’r ysgol, beth bynnag eu
cefndir. Cytunwyd ar y polisi.
b) Polisi Cydaddoli
Tynnwyd sylw at rai pwyntiau. Y sefyllfa
statudol yw bod disgwyl i’r ysgol ddarparu
addoliad cyhoeddus a bod disgwyl i blant
fynychu. Mae gan rieni hawl i eithrio eu
plant, ond nid oes unrhyw rieni wedi
gwneud cais am hynny yn yr ysgol.

10. Unrhyw Fater Arall
a) RB – wedi cwrdd gyda swyddogion y
ffyrdd. Mae cynlluniau i greu mynedfa
newydd i ysgol St Teilo, ac mae posibl y
bydd modd cynnwys gwelliannau i’r ysgol
hon hefyd, e.e. llwybr cerdded newydd.
Trefnir ymweliad safle. Diolchwyd i RB am
hyn, ac roedd y corff llywodraethu yn gweld
hyn fel cam cadarnhaol iawn.

8. Headteacher’s Report
There was no headteacher’s report at this
meeting, because a report was given in a very
recent FGB meeting, and there will be another
meeting before the end of term
9. Policies
Two policies were sent to governors via email
prior to the meeting.
a) Charging
It was noted that parents are free to have a
word with the headteacher if there are
problems with paying for a particular activity
in exceptional circumstances. A contribution
is asked for trips etc – there is no charge as
such. The finance committee has looked at
provision for making up for shortfall in
contributions for trips etc. It was emphasised
that all children deserve an equal opportunity
to benefit from all school activities, whatever
their background. The policy was passed.
b) Worshipping Policy
Attention was drawn to some points. The
statutory position is that the school is
expected to provide public worship and that
pupils are expected to attend. Parents have
the right to exclude their children, but at
present the school hasn’t received any such
requests. The policy was passed
10. AOB
a) RB – has met with highway officers. There
are plans afoot to create a new entrance for
St Teilo’s, and there is a possibility that
further improvements may also be included
for this school e.g. new footpath. A site visit
to be arranged. RB was thanked for this, and
the governing body saw this as a very positive
step.

c) Cytunwyd i gynnwys cymal newydd yn y
Cytundeb Ysgol a Chartref (i gyd-fynd â’r
CGY), yn sôn am bwysigrwydd
cydweithredu o ran cynnal ethos Gymraeg
yr ysgol a siarad Cymraeg yn yr ysgol.
Trafodwyd y posibilrwydd o gynnwys cymal
yn sôn am bwysigrwydd cydweithredu o ran
sicrhau bod plant yn cael digon o oriau o
gwsg. Roedd llywodraethwyr yn cytuno ei
bod hi’n bwysig iawn bod plant yn cyrraedd
yr ysgol mewn cyflwr sy’n eu galluogi i
weithio a chanolbwyntio. Ond nid oedd
teimlad ei bod hi’n briodol cynnwys hynny
yn y Cytundeb Ysgol a Chartref. Os yw
athrawon yn ymwybodol o achosion
arbennig o blant yn cyrraedd yr ysgol yn
amlwg yn flinedig iawn, anogwyd hwy i
godi’r mater gyda’r Pennaeth er mwyn
cymryd camau pellach os ystyrir hynny’n
briodol.

c) It was agreed to include a new sentence in
the Home School Agreement (to support the
SIP), referring to the importance of cooperation
in maintaining the school’s Welsh
ethos and in speaking Welsh in school.
The possibility of including another sentence
referring to co-operation in ensuring children
have enough hours sleep was also discussed.
Even though governors agreed that it was
very important that children attend school in
a condition that enables them to work and
concentrate, the general feeling was that it
wouldn’t be appropriate to include this in the
Home School Agreement. If teachers are
aware of a particular case of children
arriving in school without having enough
sleep, they were encouraged to raise the
matter with the Headteacher in order to take
further steps if considered appropriate.
