INTRODUCTION<br />
The <strong>New</strong> <strong>York</strong> <strong>Metropolitan</strong> <strong>Transportation</strong> Council (NYMTC) is an association of governments and transportation<br />
providers, which serves as the <strong>Metropolitan</strong> Planning Organization (MPO) for <strong>New</strong> <strong>York</strong> City, the Long Island<br />
counties of Nassau and Suffolk, and in the lower Hudson Valley counties of Putnam, Rockland and Westchester. In its<br />
role as MPO, the Council is mandated to develop and regularly update a Regional <strong>Transportation</strong> Plan for its area. The<br />
current Plan was adopted in July, 2004. A downloadable version of the Plan can be obtained at the web site<br />
www.nymtc.org. The Plan identifies nine critical issue areas, as well as goals and objectives for addressing the issues.<br />
The Plan’s issue areas include specific performance measures to monitor the progress toward achieving the relevant<br />
goals and objectives. The safety issue area requires an assessment of <strong>crashes</strong> on the roadway and transit portions of<br />
the transportation system, utilizing designated transportation plan safety performance measures and other indicators.<br />
The <strong>New</strong> <strong>York</strong> State Department of Motor Vehicles (DMV) provides <strong>motor</strong> <strong>vehicle</strong>, bicycle and pedestrian <strong>crashes</strong> data,<br />
and the <strong>New</strong> <strong>York</strong> State Public <strong>Transportation</strong> Safety Board (PTSB) provides transit accident data for the 12 county<br />
downstate <strong>New</strong> <strong>York</strong> metropolitan area, which includes the 10 counties of the NYMTC region plus Dutchess and Orange<br />
counties in the Hudson Valley.<br />
This <strong>Transportation</strong> Safety Report is a comprehensive publication of transportation crash statistics for the 12 county<br />
downstate metropolitan areas and is arranged in three sections:<br />
Part One presents written analyses and comparisons of <strong>New</strong> <strong>York</strong> City, <strong>New</strong> <strong>York</strong> suburbs and the <strong>New</strong> <strong>York</strong><br />
State crash data. An overview of fatalities and nonfatal injuries resulting from vehicular <strong>crashes</strong> is also<br />
included in this section of the report.<br />
Part Two features charts depicting transportation safety data trends.<br />
Part Three displays in tabular form the data from which the presentations in Parts One and Two were derived.<br />
These data are presented for the benefit of readers who may want to examine the basic data more closely.<br />
