AIDE MEMOIRE<br />

1. Background information and Objective:<br />

The regional project “Demonstration of BAT and BEP in the Fossil fuel-fired Utilities and Industrial<br />

Boilers in response to the Stockholm Convention on POPs” is an integral sectoral project of the<br />

ESEA BAT/BEP FORUM. The Forum is a programmatic regional initiative of UNIDO on the<br />

introduction of the BAT/BEP measures on priority sectors defined by participating countries.<br />

Formally launched on October 5, 2007, the main objective of the Forum is to serve as a platform for<br />

information dissemination and exchange of experiences between countries in the region on different<br />

aspects of implementation of BAT/BEP and provide regular reporting on the impact of these in the<br />

industrial sectors cited in Annex C of the Convention.<br />

In accordance with the relevant resolutions of the third session of the Conference of the Parties<br />

(COP3) of the Stockholm Convention (SC), the overall objective of the regional project aims at<br />

reducing and, where feasible, eliminating unintentionally produced POPs (UP-POPs) releases by<br />

enhancing guidelines and guidance on best available techniques and best environmental practices<br />

(BAT/BEP) for fossil fuel-fired utilities and industrial boilers through addressing specific features of<br />

industry, common practices in the region and related socio-economic considerations. In addition, the<br />

project also targets the identification of possible options for the simultaneous reduction of dioxins<br />

and C0 2 from fossil fuel-fired utility and industrial boilers in response to Stockholm Convention and<br />

Climate Change requirements. While it focuses on the introduction of BAT/BEP measures, it also<br />

considers increasing energy efficiency, as required in Annex C Part V B (a)(iv) of the Convention.<br />

The project was officially approved for full implementation by the Global Environmental Facility<br />

(GEF) in May 2010. Thus, the meeting will provide a venue for the holding of the Inception<br />

Workshop for the project and a technical lecture on boiler operations to be provided by an accredited<br />

boiler company.<br />

As a back to back activity, UNIDO will also convene the new POPs team to provide an update on<br />

the inventory on new POPs and discuss destruction/disposal technologies and alternatives.<br />

4. Dates and Venue<br />

The workshop will take place on 27-<strong>30</strong> July 2010 at the Amari Watergate Hotel, Bangkok, Thailand.<br />

5. Participants<br />

Participants for the Inception Workshop and technical lecture are: one (1) national coordinator of the<br />

ESEA project on fossil fuel-fired utilities and industrial boilers and; two (2) nominated<br />

technicians/engineers from the selected industry/company where the pilot demonstration activity for<br />

the boiler project will be conducted. Preferably, the technicians/engineers to be nominated have<br />

hands-on experience on boiler operations.<br />

For the Experts Group Meeting on new POPs, experts will be invited by UNIDO and will be<br />

requested to deliver relevant technical lecture and updates on new POPs.<br />

6. Language requirements<br />

The official working language of the meeting and lecture is English. All documentation and<br />

background materials will also be available in English.<br />

7. Management arrangements for the meeting<br />

Financial and administrative arrangements for the officially nominated candidates will be made<br />

according the rules and regulations of UNIDO.<br />

UNIDO will provide the financial support for the following:<br />

• Travel costs roundtrip economy class home country/ Bangkok /home country by the most<br />

direct route.<br />

• A daily subsistence allowance (DSA) at current United Nations rate covering board,<br />

lodging and incidentals for the period of attendance at the meetings and to be paid upon<br />

arrival in Bangkok.<br />

• For participants outside Thailand only (not UN staff), one day additional DSA will be<br />

paid as a contribution towards the expenses in incidental to travel abroad, such as<br />

expenditure for passport, visa, medical examination, inoculations and other such<br />

miscellaneous items as well as travel to and from the airports.<br />

• Rent for meeting space/facilities, printing materials, photocopying and other<br />

miscellaneous expenditures.<br />

• Visa assistance and Visa issuance (letters to Embassies only but will not pay for the cost<br />

of the Visa).<br />

Neither UNIDO nor the host country will assume responsibility for any other costs,<br />

including but not limited to:<br />

a) Cost incurred by the participants with respect to travel insurance, accidental insurance,<br />

medical bills and hospitalization fees in connection with their attendance of the workshop;<br />

b) Compensation in the event of death, disability or illness of the participants in connection with<br />

their attendance of the workshop;<br />

c) Incidental costs incurred in connection with travel abroad, e.g. passport, visas, vaccinations,<br />

stop-over, travel to and from the airport;<br />

d) Loss or damage of personal property of the participants while attending the workshop;<br />

e) Purchase of personal belongings and compensations in the event of damage caused by<br />

climatic or other conditions; and<br />

f) Other unforeseen expenditures.<br />

8. Visa/ Passport<br />

Before leaving their home country, the participants should complete all formalities regarding entry<br />

and transit visas, which they may require for the journey to Bangkok.<br />

9. Travel Arrangements<br />

Participants should make flight reservations according to the following schedule:<br />

i) Participants to the Inception Workshop and Technical Lecture are requested to arrive in<br />

Bangkok not later than Monday <strong>26</strong> July and to depart on 29 July 2010 or as close to that<br />

date as airline schedule permits.<br />

ii) Participants to the Expert Group Meeting on new POPs are requested to arrive on 28 July<br />

and to depart on 31 July or as close to that date as airline schedule permits.<br />

The detailed itinerary with exact dates of departure from home country and arrival and departure<br />

from Thailand should be emailed to Ms. Prema Wertitsch in UNIDO.<br />

This will enable us to authorize travel through the UNDP or UNIDO Office in the home<br />

country for issuance or purchase of air ticket. Please note that UNIDO cannot assume financial<br />

responsibilities for earlier arrivals/later departures for personal reasons. UNIDO will not pay<br />

additional costs such as DSA due to failure to make such reservations and notify UNIDO of<br />

them.<br />
