We will then meet with the steering
committee meeting to present the draft plan
recommendations before bringing them to the
community. Additionally, together we will plan
the content and logistics of the forthcoming
Workshop.
PLAN WORKSHOP
At this workshop, participants will be asked to
review the draft recommendations prepared
by Hillier based on their input at the Strategies
Workshop and recommend priorities for
implementation of the plan elements. Our focus
will be on short and long-term public policies as
well as development actions (projects) that can
be implemented by West Windsor and its public
and private partners. These projects would include
the full range of infrastructure investments,
development projects (large site, infill, and
adaptive reuse), and open space enhancements in
the neighborhood.
Workshop agenda will include presentations by
the Hillier team, a hands-on work session for
participants working in teams of 8 to 10 persons
each, and brief presentations by a representative
of each team.
The Hillier team will prepare informational maps,
visioning tools for the teamwork session, and a
workshop summary of findings memorandum
after the workshop.
PHASE 3: DEVELOPING REGULATORY
CONTROLS & DESIGN GUIDELINES
Using the feedback from the community
and the steering committee, we will revise
each of the plans and prioritize or phase the
recommendations. This will organize the plan
elements to prepare for creating the Action Plan.
Following the plan refinements, Hillier will prepare
a strategic action plan, which will identify a series
of activities West Windsor and its partners would
conduct to implement the plan. Breaking down
the plan recommendations into “action steps”
makes the process of accomplishing larger
projects more manageable.
To the extent possible in the duration of the
planning process, Hillier will document public
and private sector entities that would typically be
responsible for conducting the activities identified
in the strategic action plan. This exercise
will assist West Windsor in ensuring that the
recommendations become feasible projects and
that the plan document becomes a tool to support
the community to fulfill the vision.
We will meet with the steering committee to
review this work, and to receive input prior
to developing the final report. This meeting
will confirm the implementation strategies,
roles/responsibilities, and prepare for the report
production and the final plan presentation.
PHASE 4: PREPARATION OF FINAL
DOCUMENT FOR SUBMISSION
At the conclusion of the planning process and
upon acceptance of all preliminary products
prepared in the prior phases of work, Hillier will
prepare a concise report to document the plan.
The draft report will be provided in hard copy (5
color copies), and as an electronic (.pdf) file on
CD. This draft document will be reviewed with the
steering committee and presented to the public
and Township Planning Board.
