Dear Mr. Marion:
On behalf of Hillier and our full consultant team, it is my great pleasure to present this
proposal in response to your Request for Qualifications and Proposal, as issued on 29
March 2006.
We believe that the redevelopment area in West Windsor can be a model not only of
innovative design, but also a model of how to build community consensus and create
sustainable communities. This is the opportunity for West Windsor to shine on a national
stage, to create a new identity while celebrating the Township’s history, to remedy longstanding
infrastructural problems, connect divided communities, and become an even
