Japanese Ministry of Economy, Trade and<br />
Industry (METI) signed a memorandum<br />
of cooperation on the peaceful uses of<br />
nuclear energy.<br />
According to the memorandum,<br />
Japan will assist Poland with its nuclear<br />
power development plans, aiming at<br />
operating the first nuclear power plant<br />
(NPP) in that country around 2020.<br />
From the viewpoints of maintaining a<br />
stable supply of energy and implementing<br />
measures against global warming, Poland<br />
recently resumed its consideration of<br />
starting up a new reactor by 2020. The<br />
country has already decided to adopt a<br />
nuclear energy program this year, in order<br />
to identify the NPP’s construction site.<br />

Vietnam<br />
During his recent stay in Washington,<br />
D.C., to attend the <strong>Nuclear</strong> Security<br />
Summit, Prime Minister Yukio Hatoyama<br />
met Vietnamese Prime Minister Nguyen<br />
Tan Dung, conveying the Japanese<br />
government’s strong support for Vietnam’s<br />
plan to introduce nuclear power for the<br />
first time. He also expressed Japan’s hope<br />
to begin negotiations with Vietnam on a<br />
nuclear cooperation agreement between<br />
the two countries in the near future.<br />

South Texas Project<br />
<strong>Nuclear</strong> Innovation North America<br />
LLC (NINA), the nuclear development<br />
company jointly owned by NRG <strong>Energy</strong>,<br />
Inc. and Toshiba Corporation announced<br />
an agreement for the Building and Construction<br />
Trades Department (BCTD) of<br />
the AFL-CIO to provide skilled union labor<br />
to construct the two new nuclear units<br />
at the South Texas Project (STP).<br />
Approximately 6,000 people will<br />
work up to 25 million hours to build the<br />
new units, STP 3&4, which are located<br />
about 100 miles southwest of Houston in<br />
Matagorda County, Texas. Construction<br />
of the new units is expected to begin in<br />
2012, once NINA receives its Combined<br />
Operating License from the <strong>Nuclear</strong><br />
Regulatory Commission, and should last<br />
five years with unit 3 coming online in<br />
2016 and unit 4 in 2017.<br />

Turkey<br />
Russia and Turkey signed an international<br />
agreement concerning the cooperation<br />
in construction and operation of a<br />
four-reactor nuclear power plant planned<br />
for Akkuyu site in Mersin Province.<br />
The draft agreement was approved by<br />
a resolution by the Russian government of<br />
May 9, 2010. According to the document,<br />
the Russian party within three months<br />
commencing the agreement entering into<br />
force will start procedures to set up an<br />
engineering company to implement the<br />
project, including the Akkuyu N-plant<br />
operation.<br />
