duly notified and the requirements of posting of notices have been met.

F. PUBLIC PARTICIPATION<br />

<strong>Freehold</strong> Board of Education Policy 0167, a copy of which is on the <strong>District</strong> website and is<br />

available for you tonight, governs public participation at Board meetings. The presiding officer<br />

may terminate a participant’s statement when the statement is too lengthy, abusive, obscene, or<br />

irrelevant and may ask a person to leave the meeting when that person does not observe reasonable<br />

decorum. The policy authorizes the presiding officer to call for a recess or adjournment if needed<br />

and even to request law enforcement assistance.<br />

We also remind citizens who wish to speak those public comments are to be addressed to the Board<br />

as a whole, through the President/Chair. Dialogue with board members or administrators during<br />

public comment will not be permitted.<br />

We remind citizens that they have other avenues to be heard and may address letters to the Board,<br />

through the Board President.<br />

Answers to all questions will be provided at the conclusion of the public participation session.<br />

Public participation will be limited to a maximum of forty (40) minutes in length unless designated<br />

otherwise by the Board President. Each speaker will have a maximum of four (4) minutes per<br />

person to address the Board in order to allow several individuals to speak.

Everyone present is reminded to turn off all electronic devices (e.g. cell phones, etc) in an effort to<br />

maintain the meeting decorum. Any request to audio and/or videotape Board of Education meetings<br />

should be submitted in writing to the Board Secretary prior to the meeting.<br />

During the course of the Board meeting the <strong>Freehold</strong> <strong>Regional</strong> <strong>High</strong> <strong>School</strong> <strong>District</strong> Board of<br />

Education offers members of the public an opportunity to address issues regarding the operation of<br />

the <strong>Freehold</strong> <strong>Regional</strong> <strong>High</strong> <strong>School</strong> <strong>District</strong> Public <strong>School</strong>s. The Board reminds those individuals<br />

who take this opportunity to identify themselves by name and address and to limit their comments<br />

to items listed on the agenda and/or items directly related to the operation of the <strong>School</strong> <strong>District</strong>.<br />

Issues raised by members of the public may or may not be responded to by the Board. All<br />

comments will be considered and a response will be forthcoming if and when appropriate. The<br />

Board asks that members of the public be courteous and mindful of the rights of other individuals<br />

when speaking. Specifically, comments regarding students and employees of the Board are<br />

discouraged and will not be responded to by the Board. Students and employees have specific legal<br />

rights afforded to them by the laws of New Jersey. The Board bears no responsibility nor will it be<br />

liable for any comments made by members of the public. Members of the public should consider<br />

their comments in light of the legal rights of those affected or identified in their comments and be<br />

aware that they are legally responsible and liable for their comments.<br />

I-10 ANNUAL AGREEMENT: FOOD DISTRIBUTION (COMMODITIES)<br />

Motion to adopt the following resolution:<br />

RESOLVED to authorize 2010-2011 application – agreement to the New Jersey State Department<br />

of Agriculture for Food Commodities donated by the U.S. Department of Agriculture, and<br />

FURTHER BE IT RESOLVED that upon State approval of the application – agreement, the Board<br />

of Education guarantees that the food received will be used for the benefit of high school students<br />

and in accordance with the conditions of the application agreement.<br />

I-11 RESOLUTION ELIMINATING THE POSITION OF TREASURER OF SCHOOL MONEYS<br />

Motion to adopt the following resolution:<br />

WHEREAS, Chapter 39, P.L. 2010 makes the position of treasurer of school moneys optional and<br />

WHEREAS, it is the wishes of the <strong>Freehold</strong> <strong>Regional</strong> <strong>High</strong> <strong>School</strong> <strong>District</strong> Board of Education to<br />

not engage a treasurer of school moneys and<br />

WHEREAS, the <strong>School</strong> Business Administrator possesses the proper certifications and<br />

qualifications to assume the duties of the treasurer of school moneys<br />

NOW, THEREFORE, BE IT RESOLVED, BY THE FREEHOLD REGIONAL HIGH SCHOOL<br />

DISTRICT BOARD OF EDUCATION IN THE COUNTY OF MONMOUTH, AS FOLLOWS:<br />

1. The school business administrator shall receive, deposit, and hold in trust all school moneys<br />

belonging to the district from whatever source derived free of any control by the governing body of<br />

any municipality comprised in the district.

2. The school business administrator shall deposit the school moneys or such part thereof as may<br />

be designated in any bank or banking institution of this State designated by it as a depository of<br />

school moneys, which may include the State of New Jersey Cash Management Fund, MBIA Cash<br />

Management Fund and NJARM Cash Management Fund.<br />

3. The school business administrator shall, upon depositing the same therein, be relieved from<br />

liability for any loss thereof which may be caused by reason of the deposit.<br />

4. The school business administrator shall be bonded in such amount and with such surety as the<br />

board shall direct.<br />

5. The school business administrator shall keep a record of the sums received and paid out by<br />

him/her in accordance with the uniform system of bookkeeping prescribed by the State Board.<br />

6. The school business administrator shall upon ceasing to hold the office of school business<br />

administrator, pay over the balance of school funds remaining in his/her hands to his/her successor<br />

in office.<br />

7. The school business administrator shall comply with all provisions of the law.<br />
