4 Final SHLAA Report (December 2009) 2 SHLAA Methodology and Findings Stage 1: Planning the Assessment 2.2 Government Guidance suggests that a SHLAA should preferably be carried out at the sub regional level for separate housing market areas. With 6 local authorities in Berkshire, to undertake a joint study would be a difficult logistical exercise, particularly given that each authority is at a different stage in the development of their Local Development Framework. Consequently an officer level Working Group was set up with other Berkshire Unitary Authorities to enable the development of a common approach that would be used for the development of the SHLAA Methodology for each authority. It was accepted however that there would remain some differences between each authority as each individual SHLAA was progressed and developed. It was anticipated that such an approach will enable the aggregation of the output from each authority at a later date to form a strategic overview for the larger market area. 2.3 A draft SHLAA methodology for RBWM was published in November 2007 and key stakeholders were consulted at that time to allow them to comment on it. A copy of the draft methodology was placed on the Council’s website. At the same time a wide range of landowners and agents were also contacted in order to help identify sites that might become available for development up to 2026. A newspaper advert in the local press was also used to help identify potential sites. During March to May 2009 consultation took place on both the RBWM SHLAA and the Local Development Framework Options Paper. Comments were requested from developers, landowners and local groups and these have been included where appropriate. During the consultation process a number of additional sites were promoted for inclusion in the SHLAA by landowners. The new sites received were assessed and included in the SHLAA where appropriate. 2.4 During early November 2009 a workshop was held with representatives from the development industry and planning agents to discuss the density matrix for the SHLAA and also examine the specific types of development that would be considered to be most appropriate for each site. The discussion has helped to validate the density matrix and also inform the housing yields attributed to individual sites. Stage 2: Determining the Sources of Sites Included in the Assessment 2.5 The assessment seeks to maximise the identification of potential housing sites and a rigorous search was undertaken to identify as many opportunities as possible. A number of sources were used in this search and included sites both within the planning process as well as those outside it. These are detailed below: 2.6 Sites within the planning process: Sites with planning permission or that are under construction Sites with outstanding planning permission but are not yet started Local Plan Allocations without permissions Land allocated (or with permission) for employment or other land uses which is no longer required for those uses 2.7 Sites not currently in the planning process Vacant / derelict land and buildings Surplus public sector land Land in non-residential use but which may be suitable for redevelopment for housing Additional housing opportunities in established residential areas Large scale redevelopment and re-design of existing residential areas Sites in rural settlements and rural exception sites Urban extensions and new free standing settlements Sites submitted for consideration as part of the LDF process 2.8 Particular types of land or areas may be excluded and these specific exclusions are detailed in Figure 2 overleaf. It should be noted that the exclusion criteria used have been agreed amongst the 6 Berkshire Authorities. In order to make the consideration of sites manageable, a minimum threshold size of 0.25ha was applied to the site search. However sites falling below this minimum threshold do represent a significant source of supply of development sites for the Borough. Consequently these smaller sites have been considered under Stage 9 (Broad locations) of the SHLAA process.
