<strong>Application</strong> Process for <strong>Mobile</strong> <strong>Food</strong> <strong>Concession</strong>s<br />

within <strong>City</strong> Parks and Playing Fields<br />

SUMMARY OF INITIATIVE<br />

The <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong> is accepting ongoing applications from vendors wanting to operate mobile<br />

food concessions as defined in the Business Licence Bylaw at <strong>City</strong> parks and playing fields.<br />

Interested vendors may submit their application to the Parks, Recreation, and Cultural Services<br />

Department for review and inclusion on a list <strong>of</strong> approved mobile food concessions. This list will<br />

be made available to tournament and event organizers who are hosting events at <strong>City</strong> parks<br />

and playing fields. Only those vendors who have applied and are invited by the event hosts<br />

will be permitted to vend at the event. Approved vendors must also have a valid Parks,<br />

Recreation, and Cultural Services mobile food concession permit.<br />

Vendors may apply for one <strong>of</strong> three designations: "Healthy Vendor", "Regular Vendor", or<br />

"Non-pr<strong>of</strong>it Society". This designation is in relation to Council Policy No. GGA-29 (Healthy <strong>Food</strong><br />

and Beverages in <strong>City</strong>-owned Facilities). Vendors wishing to serve healthy food options and<br />

comply with policy guidelines 2.2 through 2.9 will achieve the Healthy Vendor designation and<br />

will be able to acquire a mobile concession permit for $75 per day. Other vendors will be<br />

designated Regular Vendor and be required to obtain a mobile concession permit for $150 per<br />

day. Registered Non-pr<strong>of</strong>it Societies approved for reduced business licence fees are able to<br />

acquire a seasonal permit for $100 for the season.<br />

TIME FRAME<br />

To be considered for inclusion as a Healthy or Regular Vendor, applications should be submitted<br />

in writing in a sealed envelope to:<br />

GENERAL INFORMATION AND INSTRUCTIONS TO INTERESTED VENDORS<br />

The <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong> requires the following documentation be included in a sealed envelope<br />

with your application:<br />

• Photograph <strong>of</strong> vending unit(s) you would use to vend in <strong>City</strong> venues;<br />

• Copy <strong>of</strong> necessary health permits;<br />

• Copy <strong>of</strong> valid <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong> business licence;<br />

• Copy <strong>of</strong> a current certificate <strong>of</strong> insurance listing the <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong> as an additional<br />

insured with a minimum $2,000,000 third party liability clause;<br />

• Copy <strong>of</strong> current menu items, including pricing and serving size <strong>of</strong> each item;<br />

• Disclosure <strong>of</strong> which designation you hope to attain (Healthy, Regular Vendor, or<br />

Non-pr<strong>of</strong>it Society); and<br />

• Telephone and email contact information <strong>of</strong> the applicant.<br />

Within <strong>City</strong> Parks and Playing Fields<br />

APPLICATION REVIEW PROCESS<br />

<strong>Application</strong>s must be submitted in writing. Applicants should allow two weeks for review, and<br />

follow-up phone calls may be required to clarify any questions that might arise from your<br />

submission. Review <strong>of</strong> your application, including the appropriate vendor designation, will be<br />

made within the two-week time frame. <strong>Application</strong>s will be reviewed by Wending Snelling,<br />

Business Operations Supervisor (250-828-3696 or wsnelling@kamloops.ca).<br />

MANDATORY COMPLIANCE<br />

It is the responsibility <strong>of</strong> the vendor to ensure that all licences, certificates <strong>of</strong> insurance, menus,<br />

and permits are up-to-date. Expiration <strong>of</strong> any <strong>of</strong> the required documents will result in the<br />

removal <strong>of</strong> the vendor from the approved list. Vendors that allow permits, licences, or<br />

insurance to lapse will have to resubmit current documentation in order to be considered<br />

and/or re-designated. If vendors have been designated as Healthy Vendors, they must<br />

continue to <strong>of</strong>fer healthy food options and comply with guidelines 2.2 through 2.9 <strong>of</strong> the<br />

Healthy <strong>Food</strong> and Beverages in <strong>City</strong>-owned Facilities policy or will be relegated to the Regular<br />

Vendor designation. The <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong> reserves the right to conduct random menu audits<br />

and check for event permits to ensure compliance. Failure to obtain a specific event vending<br />

permit will result in the vendor being removed from the list <strong>of</strong> approved vendors. Permits will<br />

be available at the Tournament Capital Centre, 910 McGill Road, <strong>Kamloops</strong>, BC. Permits will<br />

not be available after 12:00 noon on the Friday leading up to the specific event. Permits must<br />

be clearly displayed on the vending unit and made available to any <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong><br />

representative.<br />

• Only those vendors who have been invited by the event hosts will be permitted<br />

to vend at the event.<br />

• Catering and concessions on McArthur Island are exclusive to the Compass<br />

<strong>Food</strong>s, excluding Norbrock Stadium.<br />

• Catering and concessions in Riverside Park and Interior Savings Centre Plaza<br />

are exclusive to Compass <strong>Food</strong>s.<br />

• Approved mobile food vendors selling pre-packaged beverages must only sell<br />

Pepsi products and purchase from the Pepsi Bottling Group, 250-852-4087.<br />

SUPPORT FOR NEW AND EXISTING VENDORS<br />

The <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong> will make available to vendors, either individually or in a group setting,<br />

the opportunity to meet with a Registered Holistic Nutritionist to learn about online and local<br />

resources to acquire the Healthy Vendor designation. The <strong>City</strong> will also support Healthy<br />

Vendors by providing Healthy Vendor signage to all approved Healthy Vendors.<br />
