Application Process for Mobile Food Concessions
within City Parks and Playing Fields
SUMMARY OF INITIATIVE
The City of Kamloops is accepting ongoing applications from vendors wanting to operate mobile
food concessions as defined in the Business Licence Bylaw at City parks and playing fields.
Interested vendors may submit their application to the Parks, Recreation, and Cultural Services
Department for review and inclusion on a list of approved mobile food concessions. This list will
be made available to tournament and event organizers who are hosting events at City parks
and playing fields. Only those vendors who have applied and are invited by the event hosts
will be permitted to vend at the event. Approved vendors must also have a valid Parks,
Recreation, and Cultural Services mobile food concession permit.
Vendors may apply for one of three designations: "Healthy Vendor", "Regular Vendor", or
"Non-profit Society". This designation is in relation to Council Policy No. GGA-29 (Healthy Food
and Beverages in City-owned Facilities). Vendors wishing to serve healthy food options and
comply with policy guidelines 2.2 through 2.9 will achieve the Healthy Vendor designation and
will be able to acquire a mobile concession permit for $75 per day. Other vendors will be
designated Regular Vendor and be required to obtain a mobile concession permit for $150 per
day. Registered Non-profit Societies approved for reduced business licence fees are able to
acquire a seasonal permit for $100 for the season.
TIME FRAME
To be considered for inclusion as a Healthy or Regular Vendor, applications should be submitted
in writing in a sealed envelope to:

GENERAL INFORMATION AND INSTRUCTIONS TO INTERESTED VENDORS
The City of Kamloops requires the following documentation be included in a sealed envelope
with your application:
• Photograph of vending unit(s) you would use to vend in City venues;
• Copy of necessary health permits;
• Copy of valid City of Kamloops business licence;
• Copy of a current certificate of insurance listing the City of Kamloops as an additional
insured with a minimum $2,000,000 third party liability clause;
• Copy of current menu items, including pricing and serving size of each item;
• Disclosure of which designation you hope to attain (Healthy, Regular Vendor, or
Non-profit Society); and
• Telephone and email contact information of the applicant.

APPLICATION REVIEW PROCESS
Applications must be submitted in writing. Applicants should allow two weeks for review, and
follow-up phone calls may be required to clarify any questions that might arise from your
submission. Review of your application, including the appropriate vendor designation, will be
made within the two-week time frame. Applications will be reviewed by Wending Snelling,
Business Operations Supervisor (250-828-3696 or wsnelling@kamloops.ca).
MANDATORY COMPLIANCE
It is the responsibility of the vendor to ensure that all licences, certificates of insurance, menus,
and permits are up-to-date. Expiration of any of the required documents will result in the
removal of the vendor from the approved list. Vendors that allow permits, licences, or
insurance to lapse will have to resubmit current documentation in order to be considered
and/or re-designated. If vendors have been designated as Healthy Vendors, they must
continue to offer healthy food options and comply with guidelines 2.2 through 2.9 of the
Healthy Food and Beverages in City-owned Facilities policy or will be relegated to the Regular
Vendor designation. The City of Kamloops reserves the right to conduct random menu audits
and check for event permits to ensure compliance. Failure to obtain a specific event vending
permit will result in the vendor being removed from the list of approved vendors. Permits will
be available at the Tournament Capital Centre, 910 McGill Road, Kamloops, BC. Permits will
not be available after 12:00 noon on the Friday leading up to the specific event. Permits must
be clearly displayed on the vending unit and made available to any City of Kamloops
representative.
• Only those vendors who have been invited by the event hosts will be permitted
to vend at the event.
• Catering and concessions on McArthur Island are exclusive to the Compass
Foods, excluding Norbrock Stadium.
• Catering and concessions in Riverside Park and Interior Savings Centre Plaza
are exclusive to Compass Foods.
• Approved mobile food vendors selling pre-packaged beverages must only sell
Pepsi products and purchase from the Pepsi Bottling Group, 250-852-4087.
SUPPORT FOR NEW AND EXISTING VENDORS
The City of Kamloops will make available to vendors, either individually or in a group setting,
the opportunity to meet with a Registered Holistic Nutritionist to learn about online and local
resources to acquire the Healthy Vendor designation. The City will also support Healthy
Vendors by providing Healthy Vendor signage to all approved Healthy Vendors.
