News about the OP IE The Monitoring Committee’s most important task is now approving the criteria of project selection. The OP IE approved On 30th October 2007 the Council of Ministers adopted the negotiated with the European Commission and approved on 2nd October 2007 Operational Programme Innovative Economy. Works on the shape of the most important documents enabling the launch of the Programme and the opening of contests: the Particularizing, instructions and documentation templates are just about to finish. The launch of the first contests is planned for 2007. The Monitoring Committee On 30th October 2007 the ministry of regional development issued an ordinance on appointing the Monitoring Committee for the Operational Programme Innovative Economy. The basic tasks of the Monitoring Committee include analyzing and approving criteria of selection of financial projects within six months from the day of adopting the OP IE by the European Union, as well as modifying of the criteria pursuant to programming needs. The Committee analyzes the progress in achieving goals defined for every priority axis, assesses the compliance of measures with regulations relating to the European Fund of Regional Development, analyzes and approves periodical, annual and final reports of the Programme’s realization. Level of innovativeness of Polish enterprises During meetings related to the OP IE entrepreneurs ask the most frequently about the definition of innovation. Innovation – pursuant to Oslo Manual – means the introduction in an enterprise a new or significantly improved solution with regard to a product (an object or service), process, marketing or organisation. The essence of innovation is putting newness into practice. Why is so much emphasis put on innovativeness in the Programme? As it belongs to one of the most important factors stimulating economy. And so far the index of innovativeness of the sector of industrial enterprises in Poland has been one of the lowest in the European Union. The share of innovative enterprises in the sector of industrial enterprises amounted to 17.1% in the years 1998-2000 and was lower compared to the average of UE-15 from the years 1994-1996 amounting to 51%. It is worth mentioning that in the years 2002-2004 the share of innovative companies among all industrial enterprises increased to 26.6%. Much lower than in other developed countries was the share of private means in the outlay on R&D works (constituting one of the most significant sources of innovation). It amounted only to 9.6%. The OP IE should encourage companies to bigger investments in research and development. A map of projects The Ministry of Regional Development has launched a new web portal „The map of the European Union’s subsidies”. It includes descriptions of selected projects co-financed by the European funds. In the section “The gallery of projects” one can find about 300 descriptions of projects. There are also photographs, movies, broadcast or other informative materials in the form of files to be downloaded. For potential beneficiaries the projects may be inspiring for one’s own enterprises. In a while the means from the pool of almost 67.5 billion euros will be launched; our country has received them for development goals in many realms within the cohesion policy of the European Union in the years 2007-2015. In the part “News” the newest MRR’s information will appear presenting the level and progress of using by Poland the structural funds accessible in the years 2004-2008, as well as other information related to the funds and the portal itself. What are they? Individual projects Key individual projects are investment enterprises whose realization is important and justified from the point of view of the realization of a strategy of a given sector or area, and that will significantly add to the achievement of the goals of a priority axis within which a given project is realized. Placing a project in the list is only a conditional declaration of its subsidizing and is related to the reservation of means within the budget. Projects will not be subject to the contest procedure anymore and they will not compete for the means. It does not however mean that they will be automatically accepted – the realization of a project will depend on meeting the requirements related to documentation and the readiness, as well as the approval of a subsidy application together with attachments required by MA. The individual projects have been placed in the „Indicative list of OP IE key individual projects”. 24
Good practices Thanks to the EU projects EMAG- Serwis has made its production abilities more flexible for the market needs and has increased the quality of its products. The OP IE is not a continuation of the Sectoral Operational Programme – Improvement of the Competitiveness of Enterprises but it is worth presenting the most innovative enterprises realized within the latter Programme. How has the company EMAG-Serwis from Katowice profited from it? The company specializes in producing models, prototypes, job shop of appliances of electronics, electrotechnology and industrial automation. It manufactures above all appliances for the improvement of security in mining industry, such as: methanometers, sensors of atmospheric parameters and seismic apparatus. Money from measure 2.3 of SPO-WKP allowed EMAG-Serwis to build a production line for projecting and installing electronic devices and purchase CNC lathe treatment centre, the technical software CAD/ CAM together with a measuring system. Now the company uses the newest technologies and innovative solutions (goal-targeted projects, licenses), which attracts more and more new demanding clients. “Thanks to the projects we have increased our competitiveness on the market and gained the opinion of a reliable partner,” says the president Jan Szczucki, „We have started broad-based cooperation both in the realm of electronic installation and distribution.” The company finds new clients also outside mining industry. It has made its offer more flexible – it can accept orders even for small production chains. The company is going to invest more in research and development. Now the OP IE is at gunpoint. Fot.
