Although <strong>the</strong>se in-person interviews yielded a great deal of useful in<strong>for</strong>mation, AIR found at<br />
<strong>the</strong>ir conclusion that additional detail regarding specific topics, particularly those related to <strong>the</strong><br />
NextGen 2018 Drivers, was needed. The Drivers are complex and rapidly changing. Often,<br />
little <strong>for</strong>mal documentation regarding <strong>the</strong>m was available. Consequently, in addition to <strong>the</strong><br />
<strong>for</strong>mal in-person interviews, AIR conducted many in<strong>for</strong>mal communications over <strong>the</strong> telephone,<br />
via email, and during NextGen and human factors meetings in order to describe and define <strong>the</strong><br />
Drivers in more detail. These communications took place in late 2010 and early 2011 with<br />
SMEs who were initially interviewed as well as with o<strong>the</strong>r individuals recommended by <strong>the</strong> <strong>FAA</strong><br />
and o<strong>the</strong>r stakeholders.<br />
Review Academic Literature<br />
The last stage in <strong>the</strong> data collection process involved conducting a targeted review of <strong>the</strong><br />
academic literature on various topics, including human per<strong>for</strong>mance and automation and <strong>the</strong><br />
effects of <strong>the</strong> loss of party line in<strong>for</strong>mation associated with <strong>the</strong> use of Data Communications<br />
(Data Comm).<br />
DATA SYNTHESIS AND PROJECTION<br />
The analysis of <strong>the</strong> current <strong>job</strong>, NextGen documents, SME interviews, and academic literature<br />
yielded a large volume of in<strong>for</strong>mation regarding NextGen and <strong>the</strong> <strong>job</strong> of <strong>the</strong> ATCS. Once <strong>the</strong>se<br />
data collection steps were complete, <strong>the</strong> next step was to syn<strong>the</strong>size <strong>the</strong> in<strong>for</strong>mation into a<br />
coherent package that could be used as <strong>the</strong> foundation <strong>for</strong> evaluating and describing how <strong>the</strong><br />
ATCS <strong>job</strong> will change by 2018. The primary consideration in this process was de<strong>term</strong>ining how<br />
to syn<strong>the</strong>size and present <strong>the</strong> multiple sources of in<strong>for</strong>mation, which were written or ga<strong>the</strong>red at<br />
different stages in <strong>the</strong> NextGen timeline, by different stakeholders, and at varying levels of<br />
specificity, into a framework that could guide <strong>the</strong> writing of <strong>the</strong> <strong>job</strong> <strong>description</strong> <strong>for</strong> <strong>the</strong> future <strong>job</strong>.<br />
Several specific challenges came to light during this process. These included questions<br />
concerning <strong>the</strong><br />
• mapping of NextGen in<strong>for</strong>mation to facility type,<br />
• comprehensiveness of <strong>the</strong> draft list of Drivers,<br />
• differences in tower facilities,<br />
• conceptualization of <strong>the</strong> future <strong>job</strong>, and<br />
• presentation of <strong>job</strong> changes.<br />
