NADI RIVER BASIN INTEGRATED FLOOD RISK
MANAGEMENT , FIJI ISLANDS
“Attaining partnership through policy integration-
Sustainable Land Management”
Second Meeting of the Regional Project Steering Committee
19 th ‐23 rd of July, 2010
Republic of Palau
BACKGROUND -NADI RIVER BASIN
• Nadi area one of the two largest populated centre
• Important Economic hub‐ Tourist centre
Constraints
• Increasing population , rapid urbanization and
development – increased land & water activity,
Increased stress on infrastructure (Esp. water)
• High Vulnerability to flooding

INTEGRATED WATER RESOURCE MANAGEMENT (IWRM) -
NADI RIVER BASIN
Project Components :
• Rainfall – the establishment of hydro‐meteorological networks to develop better
prediction tools of when and where an intense rain flood will occur
• Runoff – the analysis of rainfall and surface run off to develop rainfall‐runoff models
to give predictions of the main flood flow contributing areas in the catchment
• River network and flood plains – analysis of a range of natural and human influenced
factors that affect or control the ability of the channel and flood plains to convey flood
flows.
• River water health – different flood management measures have varying impacts on
the ecosystem and at the same time changes in the ecosystem have consequential
impacts on the flood situation and river behaviour.
COMPONENT 4
• Coastal Health – coastal waters are heavily impacted by flood generated Flood sediments Risk
with implications for ecosystems, coastal biodiversity and the tourism industry. Management
Tools Developed
to support the
• Integrated Basin Flood Management Plan –guide future catchment management Flood in
Process‐ “Getting the SLM going”
• Formation of Nadi Basin Catchment Committee
• Stakeholder Analysis carried out.
• Identification of strengths / capacity of stakeholders.
• Complementing these strengths with the project
objectives / components.
• Deliberations /Discussions/ consultation /
‘Negotiation’ with the stakeholder
• Initiation of the project activity
Stakeholder Analysis ‐ LRPD
• Division of Land Resource Planning and Development
(Member of the NBCC) of Department of Agriculture
• Capacity –Specialized and experienced staff in SLM
analysis , equipment
• Strength –number of on‐going and successful SLM
projects , mandated by the Rural Landuse policy /
regulatory instrument /Operating under UNCCD.
• Line division of the Lead Agency

Review of Land Conservation and Improvement
Act of Fiji (LCIA)‐ Land & Water Resources
Management Act.
Recommendations:
• Needs to be expanded from Land only to Land &
Water Resource Planning & Management.
• Functional Structure‐ Land Care Groups with
Integrated Catchment Management Plan, Flood plain
• Urgent need to commence ‐pilot demo project for
Land & water use planning in the Nadi Catchment .
INITIATION OF SUSTAINBLE
LAND MANAGEMENT (SLM) IN
THE NADI CATCHMENT

Objectives
Broad
An integrated approach to mitigate flooding and
land degradation in the catchment
Specifics
• The project aims to generate greater awareness
and knowledge on sustainable land management
amongst the public and targeted audience.
• The project works toward strengthening skills
and abilities of officers, farmers and land users on
adoption of SLM.
Strategies
1. Conduct Biophysical Survey
• Present Land Use
• Soils
• Land Use Capability
• Land Tenure (Ownership)
2. Conduct Awareness and Training on targeted
communities
• Land degradation‐Causes and its effects both on‐site and
off‐site
• Soil conservation‐SLM technologies (contouring, contour
hedgerows, agroforestry etc.)

3.Participatory Land Use Planning
• To enable the rural population and relevant
institutions develop an integrated land use
plan using participatory approaches
• Establish a land use planning procedure that
comprises the view of all concerned actors
(women, men, rural villagers, local decision
makers)
• To facilitate the rural population in the
management of their local resources
4. Establishment of SLM Demo Farms
• Demonstration plots are to be established in the Nadi Basin as
models and assists in the training and awareness activities in
promoting sustainable land management practices.
• These demonstration plots or model farms shows the different
types of good adoptable land husbandry practices suitable for
the Nadi catchment and will assist in training the communities
in promoting such practices.
• The project will try to establish as many as possible in different
locations accessible to the communities. It will publish and
distribute a number of brochures, leaflets, posters, and conduct
field days, training and workshops for all land users.
