FREEHOLDER DIRECTOR JOHN P. CURLEY was sworn in<br />
to a three-year term on the <strong>Monmouth</strong> <strong>County</strong> Board<br />
of Chosen Freeholders on Jan. 7, 2010. Currently in his<br />
third year in office, he oversees the county’s Department of<br />
Human Services. Prior to his election as a freeholder, Mr.<br />
Curley served as a councilman in Red Bank for more than<br />
five years. During that time he also served as a member of<br />
the Red Bank Zoning Board of Adjustment and was council<br />
liaison to the local Planning Board, the Historic<br />
Preservation Commission, Special Improvement District<br />
and the Public Works Committee.<br />
As a Red Bank councilman, Mr. Curley won passage<br />
of a resolution to place a cap on all municipal spending<br />
accounts. He also challenged placement of a helipad on the<br />
Navesink River, and worked tirelessly to stop a bulky solid waste station abutting a residential<br />
neighborhood. Additionally, he organized a grass-roots effort to prevent a<br />
financially flawed parking garage proposal from creating a potential liability for Red<br />
Bank taxpayers.<br />
Concerned about transparency in government, he also fought to change the time<br />
of the Red Bank council meetings to increase the public’s participation, and throughout<br />
his career as a councilman, he was a strong advocate of zero-based budgeting and spearheading<br />
the adoption of strict anti-pay-to-play ordinances. To maintain Red Bank’s tax<br />
base, he advocated redevelopment and rejected overdevelopment projects that would<br />
place stress on the borough’s infrastructure.<br />
Mr. Curley is a graduate of Christian Brothers Academy and Thomas Edison State<br />
College. A lifelong, fourth-generation resident of <strong>Monmouth</strong> <strong>County</strong>, he grew up in<br />
Shrewsbury and lives in Middletown and is currently a trustee of the Christian Brothers<br />
Academy Alumni Association and a former trustee of the Juvenile Diabetes<br />
Foundation, Central Jersey Chapter.<br />
Mr. Curley is vice president of his family’s car dealership located in Lakewood, Jim<br />
Curley GMC, Buick and Kia.<br />
Currently, Mr. Curley is Director of the Board of Chosen Freeholders and liaison<br />
to the following: Aging, Disabilities & Veterans Services, Board of Health, Brookdale<br />
Community College, <strong>County</strong> Adjuster, Fire Marshall/Fire Academy, Health Care<br />
Facilities, Mental Health & Addiction Services, Social Services, Planning & Contracting,<br />
Transportation and JDAI Program.<br />
DEPUTY DIRECTOR THOMAS A. ARNONE was sworn<br />
in to a three-year term on the <strong>Monmouth</strong> <strong>County</strong><br />
Board of Chosen Freeholders on Jan. 6, 2011.<br />
Currently in his second year in office, he oversees<br />
the county’s Department of Public Works and<br />
Engineering.<br />
Prior to his election as a freeholder, Mr. Arnone<br />
served as an elected official in Neptune City. As mayor,<br />
from 2004 through 2010, he was instrumental in the<br />
acquisition of more than $1.5 million in grants and the<br />
successful revitalization of underutilized areas in the<br />
community. As a council member from 1997 through<br />
2003, Mr. Arnone held positions as Police<br />
Commissioner, Public Works Commissioner and the<br />
Finance committee chairman.<br />
During his tenure in Neptune City, Mr. Arnone also served as the director of<br />
the Neptune City Office of Emergency Management. He also served the Neptune<br />
City community as a member of the Land Use, Planning, and Recreation boards as<br />
well as the Shade Tree Commission, Environmental Committee, Community<br />
Development Block Grant Committee and the Alliance to Prevent Alcohol and<br />
Drug Abuse.<br />
Mr. Arnone has been active in statewide professional organizations. He became<br />
president of the New Jersey Conference of Mayors in 2010 after serving a term as<br />
the Vice President. He is also an active member of the New Jersey League of<br />
Municipalities as a member of the State Resolutions Committee and Nominating<br />
Committee.<br />
Mr. Arnone is a graduate of Neptune High School and attended Brookdale<br />
Community College. He currently is Vice President of PRC Management Company<br />
as well as owner of T. Arnone’s Landscaping.<br />
As a freeholder, Mr. Arnone is the liaison to the following: Division of Bridges,<br />
Buildings & Grounds, Economic Development, Engineering, Fleet Management,<br />
Highway, Mosquito Estermination Commission, Public Information & Tourism,<br />
Shared Services and Workforce Development.<br />
Mr. Arnone and his wife, Catherine, reside in Neptune City with their daughter,<br />
Lauren.<br />
