High School is set for 6 p.m., at
Fall River High School beginning
at 8 p.m., and at Big Valley High

has changed the location

A 2007 Fall River High
School graduate is recovering
in a German hospital
from bomb blast injuries he
sustained last week while
serving in Afghanistan.
Marine Cpl. Rick Colts
shared unclassified information
in an email to The
News Tuesday morning.
Colts was on a day
patrol with his explosive
detection dog (ODDS)
Torry when the canine
alerted his handler of
an improvised explosive
device on the side of the
road.
“When I went to investigate
the spot, I saw the
IED,” Colts stated. “It was
a DFC (directional fragmentation
charge, which
is a highly sensitive explosive
that will explode
easily).”
Colts was at the side of
the road while Torry was at
the front of the patrol.
“It (IED) was pointed
toward the patrol so I gave
the warning to get back,”
Colts stated.
“As I started to move
away, it was detonated.

died in the explosion.
“No one else was
injured bad thanks to Torry.
He did his job well,” Colts
stated in an email to Stuart
Neblett of Burney.
“I now know what it
feels like to be shot by a
cannon,” Colts added.
His grandparents are
Al and Sharon Colts of
Cassel who spoke highly
of their grandson and
Torry.
“(Rick) is an excellent
dog handler and (Torry)
was a magnificient dog,
a big German shepherd,”
Sharon said. “They had a
fantastic relationship.”
The corporal’s plans
were to adopt Torry following
the dog’s tour of duty.
Colts himself had 22
days left for his tour before
the June 1 bomb blast.
“I’m just very anxious
to see him soon,” Sharon
said.
Some 200 students take part in town clean-up
On Friday, the Burney
High student body of seventh
through 12th graders
took part in their annual
community clean-up project
as their way to show
appreciation for all the
support they receive from
businesses and individuals
in Burney.
Each junior and senior
high class was assigned
an area to work with staff
advisers.
More than 75 30-gallon
plastic trash bags were
filled. The school thanked
the Burney Lions Club
for providing lunch and

A 48-year-old man was
arrested June 1 by Shasta
County deputies for
alleged

molestation
involving
two victims.
Christopher
Robin
Ray was
arrested
at 11 a.m. when detectives
and deputies served
the arrest warrant at Ray’s
residence, which wasn’t
disclosed by the sheriff’s
department.
The warrant alleges
lewd and lasciious acts
with a child under 14 and
oral copulation with a
victim under age 10, said
Det. John Meeker.
Ray was arrested without
incident and taken to
the Shasta County jail in
Redding where he was
booked on the warrant and
still being held Tuesday on
$1 million bail.

Valley FHA-HERO Awards
and Installation Banquet.
The appetizer for the evening
was an antipasto plate.
The main dishes on the
menu were lasagna, chicken
alfredo, chicken parmigiana,

Donald Eugene Morris,
77, of McArthur died on May
24, 2011 after a short battle
with leukemia.
He was born in Casa
Grande,
Arizona
April 24,
1934 and
grew up as
a cowboy
rancher,
t h e n
became
a contract
logger, well
driller and did fence construction.
Donald had been a resident
of McArthur since 1954.
He is survived by his wife of
54 years, four children, nine
grandchildren, and five great
grand children.
A memorial service will be

$403,250
In Education Scholarships
The Sierra Pacific Foundation, the philanthropic organization founded
in 1979 by the Emmerson Family, recently marked its thirty-second
year in granting scholarships to dependent children of Sierra Pacific
Industries’ employees.
The Foundation has awarded $403,250 to 177 students to assist them
as they attend colleges, universities and trade schools during the
2011-2012 school year.
“Our family is very proud of our scholarship program and we view our
scholarship awards as an investment in the future. Considering our
current challenging economic times, we are especially pleased to help
these outstanding young people further their education beyond high
school and become tomorrow’s leaders,” said Carolyn Emmerson
Dietz, Foundation President.
In addition to scholarships, the Sierra Pacific Foundation contributes to

The Raymond Berry Intermountain Pool is preparing
for its season opening on June 13 with swim lessons
starting the following week, June 20.
Swim passes may be purchased at the pool from
June 6-10, Monday-Friday, from 9 a.m. to noon. But,
before the regular swim season opens, there must
be a party for everyone to come enjoy this wonderful
local resource.
This year’s pool party will take place on Sunday,
June 12, from 1 p.m. to 4 p.m.
Get there promptly at 1 p.m. to sign up for games.
This year’s selection will be Ping Pong Puff for toddlers
in the wading pool and youngsters in the shallow
end of the large pool.

silent killer, each year claiming
the lives of an average
of 480 people,” said Acting
State Fire Marshal Tonya
Hoover.
“And sending more than
20,000 people to emergency
rooms across the nation.”
Carbon monoxide (CO)
is a colorless, odorless gas
that is produced from heaters,
fireplaces, furnaces and
many types of appliances
and cooking devices.
The best way for homeowners
to stay protected
from CO is to have a carbon
monoxide detector installed
on every floor and outside
each sleeping area.
A recent study found that
nearly nine in 10 California
households did not have a
CO detector.
“Having a CO detector is
a small investment that really
can help save your life and
the lives of your family,” said
Chief Hoover.
To help educate homeowners
about the new law
and to encourage them to
install a carbon monoxide
detector, Cal Fire / Office
of the State Fire Marshal
teemed up with fire departments
across the state, the
Home Safety Council, First
Alert and Lowe’s to host “CO
Saturday” last Saturday.
“CO Saturday” was a special
day-long safety celebration
to teach families how to
prevent carbon monoxide
poisoning. Though previous
laws only required newlyconstructed
homes to have
CO alarms, the state’s new
Carbon Monoxide Poisoning
Prevention Act (Senate Bill
183) requires owners of all
existing single-family homes
with an attached garage or
a fossil fuel source to install
CO alarm devices within the
home by July 1.
Owners of multi-family
leased or rental dwellings,
such as apartment buildings,
have until Jan. 1, 2013 to
comply with the law.

On Thursday, the Shasta County
Sheriff’s Office will host its annual
Volunteer Appreciation Luncheon to
honor the many citizens of Shasta
County who volunteer countless
hours to serve the community and
the Sheriff’s Office.
The luncheon will be held at
noon at the Veterans Hall on Yuba
Street in downtown Redding.
Citizens in the community volunteer
as Chaplains, Lake Patrol
on Shasta Lake, Citizen Volunteer
Patrols in Burney, City of Shasta
Lake, Cottonwood, Fall River Mills,
Happy Valley, Shingletown, and Old
Shasta.
Search and Rescue is comprised
of Communications Posse,
Rescue Dirt Riders, Dive Team,
Dog Team, Eastern Flying Posse,
Ground Team, Jeep Posse and
Auxiliary, Mountain Rescue, Tracking
Team, Mounted Posse, and
Western Flying Posse.
Others assisting the Sheriff’s
Office are Reserves, Explorers, the
Asphalt Cowboys, and individuals
who provide needed clerical support.
These volunteers selflessly
donate thousands of hours of
service each year, benefiting the
Shasta County Sheriff’s Office and
the residents of Shasta County.

Donation of
$5,407 to SWR
Shasta Women’s Refuge (SWR)
has received a donation of $5,407
from Catalyst, Redding Young Professionals
as proceeds from the
Banff Mountain Film Festival held
at the Cascade Theatre in April.
Patrons of the film festival were
able to vote with their ticket stub for
one of three charities including the
Foundation for Promoting the Arts
which received $2,100 and Shane’s
Way which received $2,908.
The donation was presented to
SWR by Catalyst founding member
Ashley Wagar.
The mission of the Shasta Women’s
Refuge is to help end domestic
violence and sexual assault in
Shasta County. We are committed
to providing victims of domestic violence
and sexual assault with the
resources needed for safety, healing
and prevention of further victimization.

The Fall River Joint Unified School District invites separate sealed bids for the construction
of the Burney Jr/Sr High School Covered Walk Beam Repair.
The work consists of construction of replacing 90 feet of decayed beams and associated
framing. Replacing siding, gutters, and downspouts. Detaching and reattaching of existing
vinyl roofing and associated waterproofing and painting.
Bids and DVBE forms will be received at the Fall River Joint Unified School District Office,
20375 Tamarack Avenue, Burney, CA, 96013, until 2:30 p.m., local time, June 14, 2011,
and then at said office publicly opened and read aloud.
The Contract Documents may be examined at the following location:

Copies of the Contract Documents, excluding General Provisions and Standard Technical
Specifications, may be obtained at PACE Engineering upon payment of $35 for each set
(non-refundable).
The general prevailing rate of per diem wages, holidays, and overtime work for each craft,
classification, or type of workman needed to execute the Contract are established by the
State of California, Department of Industrial Relations, and are on file at the Fall River
Joint Unified School District Office, 20375 Tamarack Avenue, Burney, CA, 96013. It shall
be mandatory for the Contractor to whom the Contract is awarded and any Subcontractor
to pay not less than the said specified prevailing rates of wages to all workmen employed
by him in the execution of the Contract. Contractors shall pay rates not less often than
once per week.
Copies of the Prevailing Wage Schedules may be obtained from the Division of Labor
Statistics and Research, P.O. Box 420603, San Francisco, CA 94101, or www.dir.ca.gov/
dlsr/pwd.
Agencies that contract with the District must certify that a criminal background check of
their employees and/or subcontractors whom will have contact with students has been
conducted. Further, the agency must certify that these employees do not have a pending
criminal proceeding for a felony or have been convicted of a felony as defined in Education
Code 45122.1. The Certification Pursuant to Education Code Section 45125.1 must be
filed with the District prior to the contracting agency beginning work.
The Contractor may elect to receive 100 percent of payments due under the Contract Documents
from time to time, without retention of any portion of the payment by the Owner, by
depositing securities of equivalent value with the Owner in accordance with the provisions
of Section 22300 of the Public Contract Code. Such securities, if deposited by the Contractor,
shall be valued by the Owner, whose decision on valuation of the securities shall
be final. Securities eligible for investment under this provision shall be limited to those
listed in Section 16430 of the Government Code, bank or savings and loan certificates of
deposit, interest-bearing demand deposit accounts, standby letters of credit, or any other
security mutually agreed to by the Contractor and the Owner.
Each bid shall be made in accordance with the Specifications and Proposal requirements
thereof, and no bid will be received unless it is made on Proposal forms included in the
Contract Documents. Each bid must be accompanied by cash, certified check, or cashier's
check or Bidder's Bond made payable to the Fall River Joint Unified School District
for an amount equal to at least ten percent (10%) of the total amount of the bid as a
guarantee that the Contractor will execute the Contract in conformance with his Proposal
and the Specifica¬tions. Such guarantee shall be forfeited should the bidder to whom the
Contract is awarded fail to enter into the Contract.
No bid will be accepted from a Contractor who does not hold a Class B license in accordance
with the provisions of Section 3300 of the California Public Contract Code.
