A 2007 Fall River High<br />

<strong>in</strong> a German hospital<br />

from bomb blast <strong>in</strong>juries he<br />

susta<strong>in</strong>ed last week while<br />

serv<strong>in</strong>g <strong>in</strong> Afghanistan.<br />

<strong>in</strong> an email to The<br />

<strong>News</strong> Tues<strong>day</strong> morn<strong>in</strong>g.<br />

Colts was on a <strong>day</strong><br />

patrol with his explosive<br />

detection dog (ODDS)<br />

Torry when the can<strong>in</strong>e<br />

alerted his handler of<br />

an improvised explosive<br />

device on the side of the<br />

road.<br />

“When I went to <strong>in</strong>vestigate<br />

the spot, I saw the<br />

IED,” Colts stated. “It was<br />

a DFC (directional fragmentation<br />

charge, which<br />

is a highly sensitive explosive<br />

that will explode<br />

easily).”<br />

Colts was at the side of<br />

the road while Torry was at<br />

the front of the patrol.<br />

“It (IED) was po<strong>in</strong>ted<br />

toward the patrol so I gave<br />

the warn<strong>in</strong>g to get back,”<br />

Colts stated.<br />

“As I started to move<br />

away, it was detonated.<br />

He did his job well,” Colts<br />

stated <strong>in</strong> an email to Stuart<br />

Neblett of Burney.<br />

“I now know what it<br />

feels like to be shot by a<br />

cannon,” Colts added.<br />

His grandparents are<br />

Al and Sharon Colts of<br />

Cassel who spoke highly<br />

of their grandson and<br />

Torry.<br />

“(Rick) is an excellent<br />

dog handler and (Torry)<br />

was a magnificient dog,<br />

a big German shepherd,”<br />

Sharon said. “They had a<br />

fantastic relationship.”<br />

The corporal’s plans<br />

were to adopt Torry follow<strong>in</strong>g<br />

the dog’s tour of duty.<br />

Colts himself had 22<br />

<strong>day</strong>s left for his tour before<br />

the June 1 bomb blast.<br />

“I’m just very anxious<br />

to see him soon,” Sharon<br />

said.<br />

through 12th graders<br />

community clean-up project<br />

with a child under 14 and<br />

oral copulation with a<br />

victim under age 10, said<br />

Ray was arrested without<br />

<strong>in</strong>cident and taken to<br />

the Shasta County jail <strong>in</strong><br />

Redd<strong>in</strong>g where he was<br />

booked on the warrant and<br />

still be<strong>in</strong>g held Tues<strong>day</strong> on<br />

$1 million bail.<br />

77, of McArthur died on May<br />

24, 2011 after a short battle<br />

with leukemia.<br />

rancher,<br />

In Education Scholarships<br />

The Sierra Pacific Foundation, the philanthropic organization founded<br />

<strong>in</strong> 1979 by the Emmerson Family, recently marked its thirty-second<br />

year <strong>in</strong> grant<strong>in</strong>g scholarships to dependent children of Sierra Pacific<br />

Industries’ employees.<br />

The Foundation has awarded $403,250 to 177 students to assist them<br />

as they attend colleges, universities and trade schools dur<strong>in</strong>g the<br />

2011-2012 school year.<br />

“Our family is very proud of our scholarship program and we view our<br />

scholarship awards as an <strong>in</strong>vestment <strong>in</strong> the future. Consider<strong>in</strong>g our<br />

The Raymond Berry Intermounta<strong>in</strong> Pool is prepar<strong>in</strong>g<br />

for its season open<strong>in</strong>g on June 13 with swim lessons<br />

start<strong>in</strong>g the follow<strong>in</strong>g week, June 20.<br />

Swim passes may be purchased at the pool from<br />

June 6-10, Mon<strong>day</strong>-Fri<strong>day</strong>, from 9 a.m. to noon. But,<br />

before the regular swim season opens, there must<br />

be a party for everyone to come enjoy this wonderful<br />

local resource.<br />

This year’s pool party will take place on Sun<strong>day</strong>,<br />

June 12, from 1 p.m. to 4 p.m.<br />

Get there promptly at 1 p.m. to sign up for games.<br />

This year’s selection will be P<strong>in</strong>g Pong Puff for toddlers<br />

The best way for homeowners<br />

to stay protected<br />

from CO is to have a carbon<br />

monoxide detector <strong>in</strong>stalled<br />

on every floor and outside<br />

each sleep<strong>in</strong>g area.<br />

A recent study found that<br />

nearly n<strong>in</strong>e <strong>in</strong> 10 California<br />

households did not have a<br />

CO detector.<br />

“Hav<strong>in</strong>g a CO detector is<br />

a small <strong>in</strong>vestment that really<br />

can help save your life and<br />

the lives of your family,” said<br />

about the new law<br />

“CO Satur<strong>day</strong>” was a special<br />

<strong>day</strong>-long safety celebration<br />

to teach families how to<br />

prevent carbon monoxide<br />

poison<strong>in</strong>g. Though previous<br />

laws only required newlyconstructed<br />

homes to have<br />

CO alarms, the state’s new<br />

Carbon Monoxide Poison<strong>in</strong>g<br />

Prevention Act (Senate Bill<br />

183) requires owners of all<br />

exist<strong>in</strong>g s<strong>in</strong>gle-family homes<br />

with an attached garage or<br />

a fossil fuel source to <strong>in</strong>stall<br />

CO alarm devices with<strong>in</strong> the<br />

home by July 1.<br />

Owners of multi-family<br />

leased or rental dwell<strong>in</strong>gs,<br />

such as apartment build<strong>in</strong>gs,<br />

have until Jan. 1, 2013 to<br />

comply with the law.<br />

On Thurs<strong>day</strong>, the Shasta County<br />

Sheriff’s Office will host its annual<br />

Volunteer Appreciation Luncheon to<br />

honor the many citizens of Shasta<br />

County who volunteer countless<br />

hours to serve the community and<br />

the Sheriff’s Office.<br />

The luncheon will be held at<br />

noon at the Veterans Hall on Yuba<br />

Street <strong>in</strong> downtown Redd<strong>in</strong>g.<br />

Citizens <strong>in</strong> the community volunteer<br />

as Chapla<strong>in</strong>s, Lake Patrol<br />

on Shasta Lake, Citizen Volunteer<br />

Patrols <strong>in</strong> Burney, City of Shasta<br />

Lake, Cottonwood, Fall River Mills,<br />

Happy Valley, Sh<strong>in</strong>gletown, and Old<br />

Shasta.<br />

Search and Rescue is comprised<br />

of Communications Posse,<br />

Rescue Dirt Riders, Dive Team,<br />

Dog Team, Eastern Fly<strong>in</strong>g Posse,<br />

Ground Team, Jeep Posse and<br />

Auxiliary, Mounta<strong>in</strong> Rescue, Track<strong>in</strong>g<br />

Team, Mounted Posse, and<br />

Western Fly<strong>in</strong>g Posse.<br />

Others assist<strong>in</strong>g the Sheriff’s<br />

Office are Reserves, Explorers, the<br />

Asphalt Cowboys, and <strong>in</strong>dividuals<br />

who provide needed clerical support.<br />

These volunteers selflessly<br />

donate thousands of hours of<br />

service each year, benefit<strong>in</strong>g the<br />

Shasta County Sheriff’s Office and<br />

the residents of Shasta County.<br />

Shasta Women’s Refuge (SWR)<br />

has received a donation of $5,407<br />

from Catalyst, Redd<strong>in</strong>g Young Professionals<br />

as proceeds from the<br />

Banff Mounta<strong>in</strong> Film Festival held<br />

at the Cascade Theatre <strong>in</strong> April.<br />

Patrons of the film festival were<br />

able to vote with their ticket stub for<br />

one of three charities <strong>in</strong>clud<strong>in</strong>g the<br />

Foundation for Promot<strong>in</strong>g the Arts<br />

which received $2,100 and Shane’s<br />

Way which received $2,908.<br />

The donation was presented to<br />

SWR by Catalyst found<strong>in</strong>g member<br />

Ashley Wagar.<br />

The mission of the Shasta Women’s<br />

Refuge is to help end domestic<br />

violence and sexual assault <strong>in</strong><br />

of the Burney Jr/Sr High School Covered Walk Beam Repair.<br />

conducted. Further, the agency must certify that these employees do not have a pend<strong>in</strong>g<br />

crim<strong>in</strong>al proceed<strong>in</strong>g for a felony or have been convicted of a felony as def<strong>in</strong>ed <strong>in</strong> Education<br />

Code 45122.1. The Certification Pursuant to Education Code Section 45125.1 must be<br />

filed with the District prior to the contract<strong>in</strong>g agency beg<strong>in</strong>n<strong>in</strong>g work.<br />

The Contractor may elect to receive 100 percent of payments due under the Contract Documents<br />

from time to time, without retention of any portion of the payment by the Owner, by<br />

deposit<strong>in</strong>g securities of equivalent value with the Owner <strong>in</strong> accordance with the provisions<br />

of Section 22300 of the Public Contract Code. Such securities, if deposited by the Contractor,<br />

shall be valued by the Owner, whose decision on valuation of the securities shall<br />

be f<strong>in</strong>al. Securities eligible for <strong>in</strong>vestment under this provision shall be limited to those<br />

listed <strong>in</strong> Section 16430 of the Government Code, bank or sav<strong>in</strong>gs and loan certificates of<br />

deposit, <strong>in</strong>terest-bear<strong>in</strong>g demand deposit accounts, standby letters of credit, or any other<br />

security mutually agreed to by the Contractor and the Owner.<br />

Each bid shall be made <strong>in</strong> accordance with the Specifications and Proposal requirements<br />

thereof, and no bid will be received unless it is made on Proposal forms <strong>in</strong>cluded <strong>in</strong> the<br />

Contract Documents. Each bid must be accompanied by cash, certified check, or cashier's<br />

check or Bidder's Bond made payable to the Fall River Jo<strong>in</strong>t Unified School District<br />

for an amount equal to at least ten percent (10%) of the total amount of the bid as a<br />

guarantee that the Contractor will execute the Contract <strong>in</strong> conformance with his Proposal<br />

and the Specifica¬tions. Such guarantee shall be forfeited should the bidder to whom the<br />

Contract is awarded fail to enter <strong>in</strong>to the Contract.<br />
