The family of a Fall River Mills resident lives less than<br />

100 miles from the area where Mother Nature’s devastating<br />

forces disrupted the lives of millions of Japanese on<br />

Friday, March 11. A 20-mile deep, 9.0 Pacific Ocean earthquake<br />

caused a tsunami with 33-foot-high waves traveling<br />

six miles inland.<br />

“Life in the area that’s hit by the tsunami will probably<br />

never be the same,” said Yoshiko Sato Zimmerman. “What<br />

team, was killed in<br />

from his Shingletown<br />

home to an early-morning<br />

report of an armed woman<br />

barricaded in her Mountain<br />

Gate home. Sullivan,<br />

a father of three, was 41.<br />

“I served with both of<br />

these officers and I wanted<br />

to bring recognition to their<br />

service,” Bosenko said.<br />

“It’s a nice way to recognize<br />

these two officers<br />

for their service to our citizens<br />

and our county, and<br />

it’s a way to have it serve<br />

as a constant reminder of<br />

the ultimate sacrifice they<br />

made.”<br />

Both bridges will be<br />

marked with metal signs<br />

developed and installed by<br />

Caltrans.<br />

The project cost,<br />

which Bosenko estimated<br />

at $3,000, will be paid<br />

through contributions collected<br />

by the non-profit<br />

Shasta County Peace Officers’<br />

Memorial Coalition.<br />

More than $1,000 was<br />

raised toward the project<br />

in this week’s issue of<br />

Volunteers<br />

needed for<br />

groundwater<br />

monitoring<br />

Shasta County is seeking<br />

volunteers who will<br />

allow groundwater monitoring<br />

and the county<br />

water agency is sending<br />

letters to those located in<br />

one of the 10 recognized<br />

groundwater basins.<br />

On Nov. 6, 2009, Gov.<br />

Arnold Schwarzenegger<br />

signed Senate Bill 7-6<br />

requiring counties to monitor<br />

groundwater basins<br />

and report the results to<br />

the Department of Water<br />

Resources.<br />

Individual well owners<br />

are not required to participate,<br />

however the county<br />

is seeking volunteers, said<br />

Eric Wedemeyer, Shasta<br />

County Water Agency<br />

supervising engineer.<br />

Plans are to take three<br />

measurements per year<br />

of the groundwater elevations<br />

in area wells of those<br />

participating.<br />

Included with the letter<br />

is a Right of Entry permit<br />

granting the county and its<br />

agents access to the property<br />

for no longer than 10<br />

years.<br />

The data will be compiled<br />

in a statewide database<br />

made available to<br />

the public.<br />

Local, state, federal and<br />

all interested parties can<br />

use the data to evaluate<br />

and monitor groundwater<br />

conditions in California’s<br />

groundwater basins and<br />

subbasins.<br />

The goal of the program<br />

is to determine seasonal<br />

and long-term trends in<br />

groundwater levels within<br />

the basins.<br />

will fund bridge memorials for fallen deputies<br />

raised during that promotion,<br />

bringing the total for<br />

both tributes to more than<br />

$2,000.<br />

“It is anticipated the<br />

$2,100 donation will make<br />

the total contributions in<br />

excess of the $3,000 goal<br />

for the memorial bridges<br />

for the project,” Bosenko<br />

said.<br />

“However, any additional<br />

funds will be utilized<br />

for a memorial bridge<br />

project for Sheriff Albert F.<br />

Ross Sr. who was killed in<br />

January 1919.”<br />

“The tsunami waves will hit the Los Angeles<br />

area beaches about 8:15 a.m.,” the television<br />

news announcer stated on Friday morning,<br />

March 11.<br />

“Wow, a once in a lifetime event,” I thought.<br />

I was in Redondo Beach to bicycle from the<br />

southern terminus of the beachfront recreational<br />

trail running 22 miles past Santa Monica Pier to<br />

Will Rogers State Park near Malibu.<br />

My second thought was to grab my camera<br />

and be the only <strong>Intermountain</strong> area, maybe<br />

Shasta County, reporter with an eyewitness<br />

report.<br />

Like everyone in the hotel’s breakfast bar,<br />

I was watching television when forecasters<br />

extended the arrival of the Redondo Beach tsunami<br />

wave by 10 minutes.<br />

The newscast showed a live picture of a surfer<br />

bravely riding waves ignoring the fact beaches<br />

were closed and his life may be in jeopardy.<br />

First reports from Eureka were not good.<br />

I donned my <strong>Intermountain</strong> <strong>News</strong> hat,<br />

grabbed the camera and note pad and headed<br />

for the best beach location.<br />

Yes, I would stand close to the water to get a<br />

good photograph of Mother Nature’s phenomenon<br />

for this newspaper. A bit adventuresome<br />

or maybe crazy.<br />

I missed by four days the opportunity to provide<br />

an eyewitness account of the estimated millions<br />

of sardines that suffocated when trapped<br />

in the Redondo Beach marina. I wasn’t going to<br />

miss this opportunity.<br />

On the in-land side of King Harbor parking<br />

lot, local fire department volunteers and staff<br />

established an emergency response center.<br />

Further north, near the yacht club, the local<br />

fire department engine and police accessed the<br />

ocean on the paved marina break.<br />

With my usual confidence, I decided to follow<br />

the engine since that was likely going to the<br />

action location.<br />

Approaching the guarded entry, I walked to<br />

the Redondo Beach police officer to identify<br />

myself and, confidently, I thought, gain access<br />

to the site.<br />

He asked for my press identification. I pointed<br />

to the ball cap with the newspaper name emblazoned<br />

across it.<br />

“That is supposed to identify you as a<br />

reporter” he questioned without hesitation,<br />

almost laughing.<br />

He directed me to an unguarded beach area<br />

located behind a retaining wall.<br />

“You just missed the first wave. It was about<br />

one foot higher than normal,” stated Dave, a<br />

lifelong Redondo Beach resident.<br />

With my camera ready, we watched waves<br />

and shared personal health stories.<br />

As I later learned, the undertow wrecked<br />

havoc to boats along coastal communities from<br />

southern Oregon to Santa Cruz.<br />

Fortunately, tsunami waves had largely fizzled<br />

out by the time they reached L.A. beaches.<br />

A second story developed as Dave shared<br />

his captivating human-interest story.<br />

He pointed to the Charter House restaurant<br />

and mentioned he managed it before joining a<br />

major food distributor as a sales person.<br />

His financial success was rewarded with<br />

trips to Alaska, Hawaii and overseas locations,<br />

where he played golf and his wife shopped.<br />

Last fall, he was diagnosed with a pituitary<br />

gland tumor.<br />

After lengthy deliberation and discussions<br />

with his wife, he resigned his high-paying job<br />

to undergo treatment so he would be alive to<br />

enjoy his young children, then three years and<br />

two months of age.<br />

His colleagues didn’t understand and mocked<br />

his decision. He said they later expressed their<br />

admiration for his decision, sometimes with a<br />

bit of envy in their voice.<br />

Surgery last December determined the tumor<br />

was non-cancerous but could not be removed.<br />

Slowly it is shrinking and his formerly uncontrolled<br />

hormones, emotions and mood is stabilizing.<br />

Prognosis from the two-month, post-op examination<br />

is good with full recovery expected.<br />

Dave works part-time in less stressful jobs<br />

but spends most of his time with the children<br />

while his wife works.<br />

His mother called from Hawaii ending our<br />

conversation.<br />

Time wasted No, way.<br />

The purpose of my trip was to enjoy life while<br />

deciding a course of treatment for recurring<br />

prostate cancer.<br />

In life’s scheme, at the time, Dave’s story had<br />

more impact on me than watching the waves.<br />

of the bridges, Bosenko<br />

said he has asked Assemblyman<br />

Jim Nielsen, R-Gerber,<br />

to introduce the appropriate<br />

legislation.<br />

“We are fortunate to have<br />

dedicated legislators in the<br />

north state that will allow<br />

us to get that recognition,”<br />

Bosenko said.<br />

PERRIGO<br />

The shooting of Perrigo<br />

rocked the north state and its<br />

law enforcement community.<br />

It occurred late on a nearfreezing<br />

night after Perrigo,<br />

a resident deputy in Burney,<br />

had arrested Tomas Cruz<br />

and Carlos Estrada after he<br />

discovered them passed out<br />

in a car in front of the Inter-<br />

Mountain Fairgrounds in<br />

McArthur.<br />

While Perrigo was transporting<br />

the men to the jail in<br />

Redding, authorities believe<br />

the handcuffed suspects<br />

managed to reach under the<br />

patrol car’s dividing metal<br />

cage and grab Perrigo’s<br />

fanny pack which held his<br />

personal weapon.<br />

Cruz used the 9-mm handgun<br />

to shoot Perrigo through<br />

the Plexiglas screen that<br />

separated the front and rear<br />

seats.<br />

After the patrol car<br />

swerved, overturned and<br />

finally crashed, Estrada<br />

picked up the gun and shot<br />

Perrigo in the neck. Both suspects<br />

fled on foot, prompting<br />

the largest manhunt in<br />

Shasta County history.<br />

An estimated 500 officers<br />

from throughout California<br />

and Oregon participated in<br />

the search, which ended<br />

when both Estrada and Cruz<br />

were captured six days later<br />

at a rice mill 5 miles north of<br />

Fall River Mills.<br />

Both men were convicted<br />

of murder by a Sonoma<br />

County jury. Cruz remains on<br />

San Quentin Prison’s Death<br />

Row while Estrada is serving<br />

a life-without-parole sentence.<br />

“I think it was his life goal<br />

to be a police officer,” friend<br />

and now-retired Sheriff’s<br />

Capt. Dave Compomizzo<br />

said of Perrigo, who was the<br />

son of a state trooper. “He<br />

was doing what he wanted<br />

to do out there. It’s sad. Just<br />

horrible.”<br />

Compomizzo, who worked<br />

with Perrigo in Burney,<br />

described him as a quiet<br />

young man and a dedicated<br />

husband and father.<br />

“The whole community<br />

of Burney came out for this<br />

thing. We had agencies<br />

from all over showing up for<br />

the manhunt,” Compomizzo<br />

said. “It changed my life. It<br />

made me a different officer.<br />

After Kenny’s death, I try to<br />

go to every officer’s funeral,<br />

from Oregon to the Bay Area,<br />

because so many came to<br />

ours. A lot of people feel that<br />

way in our department.”<br />

‘SKIP’ SULLIVAN<br />

Sullivan was killed in the<br />

line of duty when the trailer<br />

of an eastbound truck tipped<br />

over and smashed his compact<br />

pickup truck. Sullivan<br />

was driving on Highway 44<br />

east of Shingletown when the<br />

2:45 a.m. accident occurred.<br />

He died instantly, according<br />

to the California Highway<br />

Patrol.<br />

Leonard Felter, a retired<br />

sheriff’s deputy, worked with<br />

Sullivan during Sullivan’s six<br />

years with the department.<br />

“He was hard working and<br />

a good guy to have with you<br />

on a case in an investigation,”<br />

Felter said. “He had a<br />

great sense of humor.”<br />

As a hostage negotiator,<br />

Felter said Sullivan had a<br />

unique talent.<br />

“Most guys can’t do it,” he<br />

said. “It’s not a simple operation.<br />

You’re usually talking to<br />

a guy at the worst point in his<br />

life. He had a lot of schooling<br />

and a lot of experience at it.”<br />

Sullivan was a patrol<br />

deputy who had been stationed<br />

at the Palo Cedro<br />

Sheriff’s substation since<br />

March of 1987. Prior to that<br />

he was a resident deputy in<br />

the Shingletown area. He<br />

went to work for the Sheriff’s<br />

geographical governmental<br />

area equivalent to a single<br />

state.<br />

A mountain range separates<br />

the tsunami damaged<br />

eastern coastal area from the<br />

western inland location of her<br />

family.<br />

Their location is west of<br />

the nuclear power plants<br />

and its emanating radiation,<br />

which has been traveling<br />

southeast.<br />

Zimmerman is surprised<br />

she immediately connected<br />

by cellular telephone with<br />

one of her two brothers at 3<br />

a.m. on Saturday, 12 hours<br />

after the earthquake.<br />

Three hours later she<br />

talked with her parents on<br />

their landline phone. “It went<br />

through easily, also, but my<br />

parents were surprised the<br />

phone worked since they<br />

didn’t have power.”<br />

Power was restored in four<br />

days. A well provides domestic<br />

and agricultural water.<br />

“There are a lot of earthquakes<br />

in the area” so the<br />

family home is built to withstand<br />

this geological force.<br />

The family agriculture<br />

mushroom business was disrupted<br />

but suffered “no huge<br />

damage.” However, the six or<br />

seven employees cannot get<br />

to work because of gasoline<br />

shortages.<br />

While living at home, Zimmerman<br />

did not worry about<br />

tsunamis because of the<br />

mountain range.<br />

“The entire coastline in<br />

Iwate and Miyagi prefectures<br />

was wiped out completely,”<br />

Zimmerman stated.<br />

“The lives of those who live<br />

outside the most devastated<br />

areas, including my family<br />

members in inland Iwate,<br />

seem to be slowly moving<br />

towards recovery.<br />

“However, the impact of<br />

the disaster is still felt in their<br />

daily lives from their simple<br />

daily routines that are disrupted<br />

due to the lack of<br />

resources, not to mention the<br />

psychological effect,” Zimmerman<br />

said.<br />

The Shasta College Japanese<br />

language instructor<br />

immigrated to the U.S. at 18<br />

years of age to attend college.<br />

She graduated from<br />

Pennsylvania State University<br />

and worked in the U.S.<br />

for a year.<br />

Zimmerman returned<br />

home to work for two years.<br />

She then moved to England<br />

in 2005 to pursue a Master’s<br />

degree.<br />

She moved to the U.S.<br />

as a permanent resident in<br />

autumn of 2006, locating in<br />

the <strong>Intermountain</strong> area with<br />

her American husband, Eric<br />

Zimmerman, a teacher at<br />

Fall River High School.<br />

Yoshiko said many of her<br />

college students “expressed<br />

sympathy for my country<br />

and my family. Some of my<br />

students told me that they<br />

were afraid of asking how my<br />

family was, since they knew I<br />

am from northeast Japan and<br />

that something terribly bad<br />

might have really happened<br />

to my family and friends.”<br />

Bulldogs struggle at the plate,<br />

finish Liberty tournament 1-2<br />

The Fall River Bulldogs<br />

were hoping to leave the<br />

Liberty Christian baseball<br />

tournament with a winning<br />

mark, but despite showing<br />

improvement in the field they<br />

squad struggled at the plate<br />

and finished the tourney a<br />

mark of 1-2.<br />

The Bulldogs (3-3) lost<br />

to the Hooopa Valley Warriors<br />

5-1 before clobbering<br />

the Faith Christian Lions 9-1.<br />

The squad had an opportunity<br />

to leave with a winning<br />

record but fell to the Point<br />

Arena Pirates 12-1 to end<br />

the tournament.<br />

“Defensively, I thought<br />

we played a lot better this<br />

week,” said Bulldog coach<br />

Leo Estes. “I thought we<br />

should have done better<br />

against Point Arena but it<br />

didn’t happen for us.”<br />

Hoopa Valley went on<br />

to win the tournament with<br />

won the consolation<br />

championship at the Liberty<br />

Christian softball tournament<br />

over the weekend<br />

and improve to 6-3 on the<br />

season.<br />

The squad opened the<br />

tournament with a rematch<br />

with the Hayfork Timberjacks<br />

losing 4-3, but bounced<br />

back to dominate their next<br />

two games defeating Liberty<br />

Christian 16-4 and Tulelake<br />

14-3.<br />

Fall River coach Hardy<br />

Vestal said the starting line<br />

up isn’t quite set and used<br />

the tournament to get his<br />

freshman players more field<br />

experience. Although the<br />

decision cost the team a few<br />

errors and a couple costly<br />

runs, there were no regrets.<br />

“We wanted to reward kids<br />

for a good week of practice,”<br />

he said, and every time we<br />

put our freshmen out there<br />

they get a little better.”<br />

Fall got off to a good start<br />

against Hayfork. Lauren<br />

Vestal led off with a triple<br />

to start the game and was<br />

knocked in by Mandy Lakey<br />

for a quick 1-0 lead.<br />

Hayfork tied the game<br />

in third when the left fielder<br />

misplayed a fly ball allowing<br />

Emily Arnold to reach third,<br />

who scored on a RBI single<br />

by Jamie Curry.<br />

The lady Bulldogs rallied<br />

with two out in the sixth to<br />

take a 3-1 lead. Catie Thompson<br />

hit a RBI double to plate<br />

Vestal and scored on a Leah<br />

Imhoff base hit. But some<br />

of the team’s inexperience<br />

showed up in the bottom of<br />

got the only hit for the Bulldogs,<br />

a solo homer in the<br />

fourth inning.<br />

Sterling Humphry was<br />

saddled with the loss striking<br />

out three and walking<br />

two in two innings of work.<br />

Kirk pitched three innings in<br />

relief fanning five with one<br />

free pass.<br />

Kirk had a monster game<br />

against Faith Christian with a<br />

grand slam home run while<br />

going 2-for-3 at the plate<br />

while holding the Lions to<br />

just one run on the hill fanning<br />

six along the way.<br />

On the up side, Estes<br />

said the younger players are<br />

showing improvement. Klay<br />

Pasqual is doing a good job<br />

on the mound pitching in<br />

relief. Jesse Lee is looking<br />

good at first base and is putting<br />

the bat on the ball.<br />

“He (Lee) is putting the ball<br />

in play they just aren’t falling<br />

in for him,” Estes said.<br />

Freshmen gain<br />

experience, Lady<br />

Bulldogs now 6-3<br />

Sarah Estes tossed a<br />

complete game against Liberty<br />

Christian. The freshman<br />

hurler struggled a little<br />

in the fourth inning allowing<br />

four runs, but had an<br />

overall strong performance<br />

with seven strikeouts in four<br />

innings of work.<br />

“She had a tough inning<br />

the fourth,” coach Vestal<br />

said,” coach Vestal said, “but<br />

she gutted through it and did<br />

a good job for a freshman.”<br />

The first Patriot batter<br />

sent a blast to the left-center<br />

gap, but Maryann Parker got<br />

a great jump and made the<br />

catch and Liberty went down<br />

in order. The lady Bulldogs<br />

came to the plate and scored<br />

four runs for an early lead.<br />

Fall River led 6-4 in the<br />

middle of the fourth, but rallied<br />

to score 10 runs in the<br />

home half of the inning to<br />

invoke the mercy rule.<br />

Against Tulelake, the lady<br />

Bulldogs chipped away scoring<br />

multiple runs in each of<br />

the five innings for another<br />

mercy rule victory. Fall River<br />

led 10-3 when they came to<br />

bat in the bottom of the fifth<br />

where they scored four more<br />

runs to end the game.<br />

Lakey fanned six from the<br />

circle and went 3-for-4 at the<br />

plate with a double and four<br />

RBI; Vestal was 3-for-3 with<br />

a double, triple and four runs<br />

scored. Parker hit a threerun<br />

triple in the third; Imhoff<br />

scored twice witha RBI.<br />

What a difference a week<br />

makes for the Burney lady<br />

Raiders. After a 0-6 start to<br />

the season, the squad went<br />

3-1 at the Liberty Christian<br />

softball tournament for a third<br />

place finish. The tourney was<br />

played in miserable, cold and<br />

rainy weather on Friday and<br />

Saturday with teams determined<br />

to get their games in.<br />

Burney (3-7) showed great<br />

improvement in defensive<br />

awareness and base running<br />

and had overcome adversity<br />

to get wins against Tulelake<br />

and U-Prep. The team failed<br />

to get one bunt down in the<br />

Anderson tourney, but turned<br />

to the small ball to get their<br />

first big win of season 10-running<br />

the host Patriots in the<br />

tournament opener.<br />

“The girls have been<br />

working really hard in practice,”<br />

said Burney coach<br />

Rich Fuentes. “We still have<br />

a long way to go but I’m<br />

very happy with the way we<br />

played. We bunted the ball<br />

well; we’re aggressive on the<br />

base paths and played better<br />

in the field.”<br />

Burney plated multiple<br />

runs in every inning in their<br />

opener with Liberty Christian<br />

en route to a 16-5 victory.<br />

Burney scored six runs in the<br />

first inning for a 6-2 lead. The<br />

Patriots were inching their<br />

The weather didn’t allow<br />

the Burney Raiders to get<br />

in all the games that were<br />

scheduled at the Liberty<br />

Christian baseball tournament<br />

over the weekend. But<br />

the two games they did play,<br />

their bats dominated. The<br />

Raiders defeated the<br />

U-Prep Panthers 16-2 and<br />

the Point Arena Pirates 10-1<br />

Friday and Saturday.<br />

The team started a game<br />

with Hayfork and held a 2-0<br />

lead when the game was canceled<br />

due to rain. The Raiders<br />

were awarded second<br />

place based on runs allowed<br />

with three. Hoopa Valley took<br />

first only giving up two runs.<br />

together,” he said. “What’s<br />

really fun to watch is they’re<br />

starting to do the little things<br />

What the Raiders are<br />

doing is hitting the ball well<br />

led by Michael Childers, who<br />

finished the tournament going<br />

7-for-7 at the plate knocking<br />

in eight runs.<br />

The Raiders (6-2) opened<br />

against the Panthers and<br />

jumped out to 13-0 first<br />

inning lead. Childers hit a<br />

grand slam homer in the first<br />

and the Raiders brought 17<br />

hitters to the plate. Childers<br />

had a three-run blast in the<br />

second to put the team up<br />

16-0.<br />

Macloud Luntey earned<br />

the win hurling 3 2/3 innings.<br />

hit a double and scored three<br />

runs and Cody Smith was<br />

2-for-2 and scored twice.<br />

knocked in a pair to help out.<br />

Against the Pirates, Burney<br />

trailed 0-1 in the second<br />

inning. But with two out and<br />

a runner on second the Raiders<br />

rallied and plated seven<br />

runs bringing 17 batters to<br />

the plate. George capped the<br />

inning with a 3-RBI double<br />

with base loaded and the<br />

Raiders never looked back.<br />

Smith fanned seven<br />

Pirates from the hill to earn<br />

the win and helped his cause<br />

with a RBI double in the<br />

fourth.<br />

Alex Courtight threw out<br />

two Pirates trying to swipe a<br />

bags.<br />

The Raiders will wrap up<br />

their preseason with a double<br />

dip at Fall River Friday.<br />

as the team’s starting<br />

pitcher.<br />

“She’s earned it,” Fuentes<br />

said.<br />

Mercy dropped out of the<br />

tournament so Burney was<br />

able to pick up an extra game<br />

against Tulelake. Burney<br />

overcame their first deficit<br />

of the year and thwarted<br />

a Honkers’ late comeback<br />

attempt for a 10-9 win.<br />

Burney struggled in the<br />

second inning and Tulelake<br />

scored eight runs to take an<br />

8-5 advantage. But the lady<br />

Raiders rallied in the top of<br />

the fourth to regain the lead.<br />

Robyn Garner and Benson<br />

earned walks and advanced<br />

on passed balls to set the<br />

table for Shakay Claire who<br />

double to left. Burney went to<br />

a small ball approach again<br />

and set the table again.<br />

Mariah Vancleave singled to<br />

left to score Hailey Ashe for<br />

a 10-8 lead and time running<br />

out.<br />

The Honkers threatened<br />

in the bottom of the fourth<br />

with runners on first and<br />

third with one out. Rosario<br />

Jaime hit a grounder through<br />

the right side to plate a run.<br />

However, right fielder Hailey<br />

Sibert charged the ball and<br />

gunned down the Jaime at<br />

first for the second out. With<br />

the tying run at third, Benson<br />

induced a pop up to short for<br />

the win.<br />

The lady Raiders are a<br />

ways off from competing with<br />

some of the division’s top<br />

teams and fell 10-0 to Hayfork.<br />

Burney brought nine<br />

batters to the plate and Emily<br />

Arnold fanned them all.<br />

Burney dominated U-Prep<br />

for four-and-a-half innings<br />

taking an 11-3 lead into the<br />

bottom of the fifth inning. But<br />

a slight melt down allowed<br />

the Panthers to plate eight<br />

runs and knot the score at<br />

11-all. The lady Raiders<br />

regained the lead in the sixth<br />

and Benson retired the side<br />

in order for the third place<br />

finish.

1. BID SUBMISSION: Sealed bids will be accepted until 11:00 a.m. local<br />

time, April 8, 2011, at the Office of the Clerk of the Board, 1450 Court<br />

Street, Suite 308B, Redding, CA 96001, County of Shasta, at which time<br />

they will be publicly opened and read. Proposals received after 11:00<br />

a.m. will not be considered responsive and will be returned to the bidder<br />

unopened. Telephone and telefax proposals will not be accepted.<br />

2. DESCRIPTION OF THE WORK: In general the project consists of<br />

two (2) construction sites and one (1) construction period. The first construction<br />

site is the Burney Veterans Hall, located at 37410 Main Street,<br />

Burney, CA, and consists of demolition of existing men’s and women’s<br />

restroom facilities, new construction of Americans with Disabilities Act<br />

(ADA) compliant multi-user men’s and women’s restroom facilities, remodeling<br />

of the stage area including a new ADA compliant access ramp,<br />

remodeling of a administrative office space, and a new fire wall adjacent<br />

to the mechanical space. The second construction site is the Fall River<br />

Mills Veterans Hall, located at 24843 Long Street, Fall River Mills, CA,<br />

and consists of remodeling of the existing men’s and women’s restroom<br />

facilities for ADA compliancy, demolition of the stage area, and new construction<br />

of an ADA compliant vestibule entry way.<br />

3. COUNTY’S PROJECT SUPERVISOR’S ESTIMATE: The Project Supervisor’s<br />

estimate is $310,000.00. This is an estimate only, and bidders<br />

should not rely upon this figure when preparing or submitting their bids.<br />

4. REQUIRED CONTRAC<strong>TO</strong>R’S LICENSE: At the time this contract is<br />

bid, the Contractor shall possess a California “B” Contractor’s License.<br />

Subcontractors shall possess the appropriate license for the work of their<br />

respective trades.<br />

5. INSTRUCTIONS: Bidders shall refer to Section 00200, “Instructions<br />

to Bidders” for required documents and items to be submitted in a sealed<br />

envelope.<br />

6. PRE-BID CONFERENCE AND SITE VISIT: County will conduct a<br />

pre-bid conference and site visit at:<br />

Burney Veterans Hall located at 37410 Main Street, Burney, CA, on<br />

March 31, 2011, at 9:00 a.m.; and<br />

Fall River Mills Veterans Hall located at 24843 Long Street, Fall River<br />

Mills, CA on March 31, 2011, at 1:00 p.m.<br />

Bidder is to note that the bid form requires the bidder to sign that they<br />

have familiarized themselves with the local conditions (as addressed during<br />

the Pre-Bid Conference and Site Visit) including: inspecting in and<br />

around the work areas; the limitations on noise during business hours;<br />

the designated staging areas; and all of the Contract Documents.<br />

7. BIDDING DOCUMENTS: BIDDING DOCUMENTS: each bid must be<br />

in accordance with the bid documents, construction drawings and specifications<br />

on file at the Shasta County Facilities Management Division,<br />

1958 Placer Street, Redding, California, 96001. These bid documents,<br />

construction drawings and specifications are available for viewing or<br />

downloading through the Shasta County Department of Public Works<br />

website at http://www.co.shasta.ca.us/html/Public_Works/pw_index.<br />

htm. Also through this website, a bidder may view and join a Document<br />

Holder’s List for this project. Joining the Document Holder’s List, and<br />

checking to see if there are addenda issued prior to bidding are the sole<br />

responsibility of the bidder. If any addendum is issued, the County will<br />

attempt to notify each document holder on the Document Holder’s List<br />

using the e-mail address and the FAX numbers entered onto the Document<br />

Holder’s List. County shall not in any way be responsible or liable<br />

for failure of a document holder to receive notification. It is the bidder’s<br />

responsibility, prior to submitting the bid, to check the website or otherwise<br />

inquire to determine whether the County has issued any Addenda.<br />

Note that there are local blueprinting companies that can download and<br />

sell paper copies of the bid documents, construction drawings and specifications.<br />

Bidders are responsible for arranging and purchasing these<br />

paper copies if they so choose.<br />

8. BID PREPARATION COST: Bidder’s are solely responsible for the<br />

cost of preparing their bids.<br />

9. EEO AND FEDERAL LABOR PROVISIONS: This project is under<br />

and subject to Executive Order 11246, as amended, of September 24,<br />

1965, and to the Equal Employment Opportunity (EEO) and Federal Labor<br />

Provisions. All labor on the project shall be paid no less than the<br />

higher of either the prevailing State Wage Rates established in by the<br />

Director of the State of California, Department of Industrial Relations, or<br />

the Federal Wage Rates established by the U.S. Secretary of Labor. To<br />

be eligible for award, each bidder must comply with the affirmative action<br />

requirements, which are contained in the Specifications. A Contractor<br />

having 50 or more employees and his subcontractors having 50 or more<br />

employees and who may be awarded a Contract of $50,000 or more will<br />

be required to maintain an affirmative action program, the standards for<br />

which are contained in the Specifications.<br />

10. BID BOND, PERFORMANCE BOND, AND PAYMENT BOND: Bid<br />

security must be submitted with the bid, as described in Section 00200,<br />

“Instructions to Bidders.” The successful bidder prior to execution of<br />

the Contract must submit a Performance Bond in the full amount of the<br />

Contract, using the form of Section 00502, “Performance Bond.” The<br />

successful bidder, prior to execution of the Contract, must submit a Payment<br />

Bond in the full amount of the Contract, using the form of Section<br />

00503, “Payment Bond.”<br />

12. RESERVATION OF RIGHTS: County specifically reserves the right,<br />

in its sole discretion, to reject any or all bids, or re-bid, or to waive inconsequential<br />

deviations for bid requirements not involving time, price<br />

or quality of the work. If no bids are received, the County reserves the<br />

right to identify interested Contractor(s) and negotiate directly without<br />

rebidding.<br />

13. SECURITIES IN LIEU OF RETENTION: Public Contract Code Section<br />

22300 gives the Contractor the option to deposit securities with an<br />

escrow agent as a substitute for retention earnings to be withheld by the<br />

County as per the contract documents.<br />
