disadvantaged.” NTIA may request documentation supporting <strong>the</strong> applicant’s status as an SDB<br />

be<strong>for</strong>e granting an award.<br />

NOTE: Consistent with Department of Commerce policy, no award of Federal funds shall be<br />

made to an applicant that has an outstanding delinquent Federal debt until:<br />

(1) The delinquent account is paid in full;<br />

(2) A negotiated repayment schedule is established and at least one payment is received; or<br />

(3) O<strong>the</strong>r arrangements satisfactory to <strong>the</strong> Department of Commerce are made.<br />
