“those who have been subjected to racial or ethnic prejudice or cultural bias because of their
identity as a member of a group without regard to their individual qualities,” and economically
disadvantaged individuals as “those socially disadvantaged individuals whose ability to compete
in the free enterprise system has been impaired due to diminished capital and credit
opportunities as compared to others in the same business area who are not socially
disadvantaged.” NTIA may request documentation supporting the applicant’s status as an SDB
before granting an award.

NOTE: Consistent with Department of Commerce policy, no award of Federal funds shall be
made to an applicant that has an outstanding delinquent Federal debt until:
(1) The delinquent account is paid in full;
(2) A negotiated repayment schedule is established and at least one payment is received; or
(3) Other arrangements satisfactory to the Department of Commerce are made.
