e. a native Hawaiian organization;<br />

f. a non‐profit foundation, a non‐profit corporation, a non‐profit institution, or a nonprofit<br />

association;<br />

g. o<strong>the</strong>r non‐profit entities;<br />

h. <strong>for</strong>‐profit corporations;<br />

i. limited liability companies; or<br />

j. cooperative or mutual organizations.<br />

Note: All entities and organizations participating in a proposed<br />

project must be an eligible organization. Individuals, sole<br />

proprietorships and partnerships are not eligible <strong>for</strong> funding.<br />

In addition, all applicants, regardless of category, must (1) submit a fully completed application,<br />

and (2) agree to substantially complete <strong>the</strong> project within 2 years and fully complete <strong>the</strong><br />

project within three years. Additionally, applicants proposing broadband infrastructure<br />

projects must demonstrate <strong>the</strong> technical feasibility and long‐term financial sustainability of <strong>the</strong><br />

project.<br />

B. Eligible Cost Purposes<br />

As a general principle, grant funds must only be used to pay <strong>for</strong> eligible costs. Eligible costs are<br />

consistent with <strong>the</strong> cost principles identified in <strong>the</strong> applicable OMB circulars identified in <strong>the</strong><br />

NOFA and in <strong>the</strong> program’s authorizing legislation. In addition, costs must be reasonable,<br />

allocable, necessary to <strong>the</strong> project, and comply with <strong>the</strong> funding statute requirements. Any<br />

application that proposes to use any portion of <strong>the</strong> grant funds <strong>for</strong> any ineligible cost may be<br />

rejected. No grant will be awarded to an application that includes ineligible costs.<br />

i. Broadband Infrastructure Projects<br />

The NOFA lists several categories of eligible and ineligible costs <strong>for</strong> BIP and BTOP infrastructure<br />

projects and applicants should refer to <strong>the</strong> NOFA to determine whe<strong>the</strong>r <strong>the</strong> costs associated<br />

with <strong>the</strong>ir projects are eligible <strong>for</strong> funding. The eligible cost items are broadly crafted and<br />

include, among o<strong>the</strong>r things, expenses used to fund <strong>the</strong> construction or improvement of all<br />

facilities required to provide broadband service.<br />

Eligible expenses falling within this category may include, but are not limited to:<br />

network and access equipment (switching, routing, or transport);<br />

outside plant (cables, conduits, ducts, poles, tower, or repeaters);<br />

buildings and land (new construction, improvements, renovations, or lease);<br />

customer premise equipment (modems, routers, etc.);<br />
