subscriber utilization projections that are consistent with any additional services <strong>the</strong> applicant<br />

plans to offer in Question #49. For wireless broadband services, this speed should be an<br />

average of <strong>the</strong> speeds available across an entire cell. Beyond <strong>the</strong>se general guidelines, due to<br />

<strong>the</strong> multiplicity of technical solutions that may be proposed, <strong>the</strong> applicants must use discretion<br />

to determine <strong>the</strong> most reasonable manner in which to estimate actual speeds on <strong>the</strong>ir network.<br />

Applicants should be prepared to provide <strong>the</strong> underlying documentation and assumptions used<br />

to calculate <strong>the</strong> speed in <strong>the</strong> due diligence verification process.<br />

Example of Proposed Last Mile Services Table<br />

To submit <strong>the</strong> data requested in Question #19, NTIA recommends that you create a<br />

spreadsheet similar to <strong>the</strong> example provided in <strong>the</strong> application, modified as necessary to<br />

accommodate <strong>the</strong> details of your proposal, including any variation of <strong>the</strong> service offering across<br />

<strong>the</strong> proposed funded service area. Applicants that intend to offer broadband service bundled<br />

with o<strong>the</strong>r services (e.g., phone or video) are strongly encouraged to also include at least one<br />

unbundled broadband service offering. The review of technical feasibility will look to see that<br />

<strong>the</strong> network, as designed, will be capable of delivering <strong>the</strong> advertised and average speeds<br />

submitted in Question #19.<br />

20. Service Offerings <strong>for</strong> Middle Mile Project: Please download and upload Attachment B<br />

describing <strong>the</strong> service offerings including speed, price, and o<strong>the</strong>r facts that demonstrate <strong>the</strong> value<br />

of your service. In addition, please provide a description of how you will make it available to <strong>the</strong><br />

broadest group of users (e.g. libraries, hospitals, educational institutions, public safety, etc.) and if<br />

<strong>the</strong>re are any restrictions on use. (Two Page Limit).<br />

Note: Last mile applicants are not required to complete this question.<br />

Attachment B will be available online. Applicants can download <strong>the</strong> attachment, complete <strong>the</strong><br />

<strong>for</strong>m, and upload <strong>the</strong> <strong>for</strong>m back to <strong>the</strong> online tool.<br />

Scope of In<strong>for</strong>mation<br />

For each proposed funded service area <strong>for</strong> middle mile projects, <strong>the</strong> applicant must identify<br />

<strong>the</strong>ir service offerings – which include distance band, minimum peak load network bandwidth<br />

capacity, monthly pricing, and o<strong>the</strong>r relevant in<strong>for</strong>mation to describe <strong>the</strong> middle mile service<br />

offering.<br />

If you have different pricing plans across multiple proposed funding areas, <strong>the</strong>n submit a<br />

separate pricing schedule and identify <strong>the</strong> service area(s) associated with that pricing plan.<br />
