Helping America’s Small Communities Meet Their Wastewater Needs<br />

This past spring, the <strong>National</strong> <strong>Environmental</strong><br />

<strong>Services</strong> <strong>Center</strong> (NESC) held it’s annual joint State<br />

Onsite Wastewater Regulators and Captains of Industry<br />

conference in Orlando, Florida (pg. 13).<br />

Thirty-eight states sent representatives—that’s not<br />

enough; we need all 50. And I know there are<br />

more than 21 manufacturers in the onsite industry.<br />

This conference is the only one of its kind in the<br />

entire water industry, and I’d like to tell you why<br />

it’s so valuable.<br />

It’s the only time when regulators from all the<br />

states can come together and discuss the issues they all are dealing<br />

with—face to face, no e-mail, no phone bills, for five days. They can<br />

talk with EPA regional coordinators eye to eye, with no one getting in<br />

the way—no chains of command to negotiate through. Both of these<br />

groups are hearing the same presentations on timely and crucially important<br />

topics that both need to deal with. During networking sessions,<br />

they can find out who thinks what about the issue that was<br />

presented. You learn a lot more about people from watching them<br />

talk to you than just hearing their voices or reading their words. To<br />

further cement these relationships, regulators form into groups according<br />

to shared interests from among the topics presented and<br />

plan joint white papers to be written about those subjects after the<br />

conference. Those position papers are sent to the EPA coordinators<br />

who attended the conference. That won’t happen anywhere else.<br />

Any company in the onsite industry can send representatives who<br />

will have the opportunity not only to network with each other, but<br />

also with these same state regulators and EPA regional coordinators.<br />

They hear the same presentations as the other two groups and go<br />

into the same networking sessions. The conference also includes facilitated<br />

joint forums.<br />

These three groups are going to be the prime movers behind any<br />

progress that is going to occur in the onsite industry. Our environmental<br />

health hangs on what they do. This conference holds the<br />

promise of jump-starting that progress.<br />

greater attendance of the conferences, I would also like to invite any<br />
