4. Improve strategic coordination both in future and in Dolo Ado currently.<br />
In particular:<br />
n Improve linkages and strengthen participation in refugee TF and UNHCR<br />
participation in coordination meetings (e.g. cluster leads, HCC); UN/IPs.<br />
n UNHCR should call upon and benefit from technical expertise available<br />
with partners and ensure strong coordination.<br />
n Strengthen link between refugee response and support for host community; UN/IPs.<br />
n Curb turnover of technical leadership at Dolo level; UN/IPs.<br />
n Minimum deployment two months to Dolo in order to avoid interruption<br />
of institutional memory of context/actions; UN/IPs.<br />
n Proliferate model of UNICEF/HCR LoU to clarify roles and annual plan of action<br />
for each sector. UN/IPs.<br />
n NGOs need to be facilitated (e.g. access to airport) in order to ensure<br />
R&R policies provide sufficient leave; UN.<br />
n UNHCR head of office needs to be on site (e.g. Dolo) for four to six months<br />
straight (R&R policy change). UNHCR.<br />
5. Ensure there is a comprehensive policy in place for food and nutrition<br />
for refugees. In particular:<br />
n Convene immediate focus group discussions (camp specific) with refugees on needs: to<br />
prevent inappropriate basket and sale of rations for emergency needs, e.g. clothing; WFP.<br />
n In-depth study of nutritional impact of GF rations, especially wheat (in different camps). WFP.<br />
n Food distribution needs to be faster (four days target), and food distribution<br />
modalities improved; WFP.<br />
n Policy change needed on food distribution system: decentralised food distribution shoots<br />
in camps (approved by ARRA); WFP/ARRA.<br />
n Need more WFP/HCR monitors in camps to assess food situation and verification<br />
of information on population; WFP/UNHCR.<br />
n Immediate formation of food coordination committee for food distribution;<br />
UN High Commission for Refugees/WFP/ARRA/IPs.<br />
n Need accurate information (and data validation) on food pipeline to avoid<br />
programming being affected by incorrect data; WFP.<br />
