ACCREDITATION COUNCIL FOR PHARMACY EDUCATION<br />

REPORT OF PROCEEDINGS – JANUARY 18-22, 2012 MEETING<br />

I. Election <strong>of</strong> ACPE Officers <strong>for</strong> 2012-2013<br />

Officers <strong>for</strong> the January 23, 2012 – January 21, 2013 year, were elected by<br />

unanimous vote <strong>of</strong> the ACPE Board <strong>of</strong> Directors during the January 18-22, 2012<br />

meeting, and they are as follows: President Robert S. Beardsley; Vice President<br />

Donna S. Wall; Secretary-Treasurer Michael A. Moné. Anthony Provenzano was<br />

elected as the Board Liaison to the Continuing Pharmacy Education Commission<br />

<strong>for</strong> 2012. Outgoing Board President Heidi M. Anderson and outgoing Board<br />

Liaison to the CPE Commission Warren Narducci were thanked <strong>for</strong> their<br />

meritorious service to the ACPE Board.<br />

Public Interest Panel Review <strong>of</strong> Pr<strong>of</strong>essional Degree Programs The ACPE<br />

Public Interest Panel met on January 11, 2012, to discuss the pr<strong>of</strong>essional<br />

programs scheduled <strong>for</strong> review by the ACPE Board <strong>of</strong> Directors during its<br />

January 18-22, 2012. Evaluation team reports and other materials associated<br />

with the evaluation <strong>of</strong> the pr<strong>of</strong>essional degree programs were duly considered.<br />

The Board considered the comments and recommendations <strong>of</strong> the Panel. Panel<br />

members who attended the meeting were: Michael A. Diamond, James Hall and<br />

Jeffrey Tabares.<br />

<strong>Accreditation</strong> Actions <strong>for</strong> Pr<strong>of</strong>essional Degree Programs, taken at the ACPE<br />

Board <strong>of</strong> Directors Meeting, January 18-22, 2012:<br />

A list <strong>of</strong> accredited pr<strong>of</strong>essional degree programs <strong>of</strong> colleges and schools <strong>of</strong><br />

pharmacy, which designates the respective accreditation status <strong>of</strong> the programs<br />

and the academic year <strong>for</strong> the next currently scheduled evaluation, is posted on<br />

the ACPE web site at www.acpe-accredit.org.<br />

<strong>Accreditation</strong> Actions<br />

On the basis <strong>of</strong> self-studies, on-site evaluations, communications received from<br />

the institutions, ongoing review <strong>of</strong> North American Pharmacist Licensure<br />

Examination (NAPLEX) passing rates and entry class size, and the comments <strong>of</strong><br />

the Public Interest Panel, the Board <strong>of</strong> Directors determined the accreditation<br />

status <strong>of</strong> the following pr<strong>of</strong>essional programs, along with accreditation terms and<br />

conditions.<br />

In order to be eligible <strong>for</strong> initial or continuing accreditation, the Doctor <strong>of</strong><br />

Pharmacy program must be part <strong>of</strong> an independent College or School <strong>of</strong><br />

Pharmacy or a College or School <strong>of</strong> Pharmacy within a University, which is<br />

regularly incorporated and is a legally empowered postsecondary educational


institution. The institution housing the College or School, or the independent<br />

College or School, must be accredited by a regional/institutional accreditation<br />

agency recognized by the U.S. Department <strong>of</strong> Education or another agency<br />

acceptable to the <strong>Accreditation</strong> <strong>Council</strong> <strong>for</strong> Pharmacy Education (ACPE).<br />

<strong>Accreditation</strong> standards call <strong>for</strong> a College or School <strong>of</strong> Pharmacy as an<br />

organizational unit and the administrative structure <strong>of</strong> the College or School <strong>of</strong><br />

Pharmacy must provide <strong>for</strong> a Dean, who serves as the chief administrative and<br />

academic <strong>of</strong>ficer. Evaluation <strong>for</strong> purposes <strong>of</strong> initial or continued accreditation<br />

requires an invitation by the chief executive <strong>of</strong>ficer, or designate, <strong>of</strong> the<br />

institution.<br />

An action to “affirm” implies that a previously established accreditation term has<br />

been confirmed. An action to “continue” implies that the accreditation date has<br />

been extended. The customary cycle <strong>of</strong> review <strong>for</strong> established accredited<br />

programs beginning with Board actions at this meeting is eight years, while the<br />

customary review cycle <strong>for</strong> new programs achieving initial accreditation status is<br />

two years. The dates indicated in parentheses <strong>for</strong> each College or School are the<br />

academic year <strong>of</strong> the most recent determination <strong>of</strong> accreditation status and the<br />

academic year <strong>of</strong> the next scheduled determination <strong>of</strong> accreditation status, and<br />

thus define the present accreditation term <strong>for</strong> the Doctor <strong>of</strong> Pharmacy program.<br />

<strong>Accreditation</strong> Actions <strong>for</strong> Providers <strong>of</strong> Continuing Pharmacy Education<br />

ACPE Board <strong>of</strong> Directors accepted the report <strong>of</strong> the ACPE Continuing Pharmacy<br />

Education Commission at the January 2012 meeting.<br />

<strong>Accreditation</strong> <strong>of</strong> New Applications<br />

Organizations seeking ACPE-accredited provider status are asked to submit an<br />

Application <strong>for</strong> Initial <strong>Accreditation</strong>. This application asks questions regarding the<br />

applicant’s experience relative to areas addressed by ACPE’s Standards <strong>for</strong><br />

Continuing Pharmacy Education. Initial terms <strong>of</strong> accreditation are usually <strong>for</strong> two<br />

years with a First Review in one year, fall 2012, and a Second Review in two<br />

years, fall 2013.<br />

Five applications <strong>for</strong> Initial <strong>Accreditation</strong> were reviewed and accredited:<br />

Austin Community College Pharmacy Technician Program; South University<br />

School <strong>of</strong> Pharmacy; Chapter Health System; PCMA; and Medication<br />

Management Center.<br />

One application <strong>for</strong> Initial <strong>Accreditation</strong> was not reviewed because it did not meet<br />

eligibility criteria: The American University <strong>of</strong> Athens-Greece.<br />

Submission <strong>of</strong> First Review by Applicants Initially Accredited in Fall 2010<br />

Four applicants submitted first reviews (next review date is included in<br />

parentheses), including:<br />

Reviews<br />

The submitted Self-Assessment <strong>Report</strong> undergoes both a Commissioner review,<br />

an internal (ACPE staff) review, an external (Field reviewer) review, a review <strong>of</strong><br />

all records including correspondence, Activity Description Forms (ADFs), if any, a<br />

conference call with the provider and the reviewers, complaints and third party<br />

comments. The Comprehensive Review <strong>for</strong> Continued <strong>Accreditation</strong> provides the<br />

basis <strong>for</strong> the Board’s action to continue the provider’s term <strong>of</strong> accreditation. The<br />

standard term <strong>of</strong> accreditation is six years.<br />

Comprehensive Reviews from ten providers were considered and acted upon.<br />

The next Comprehensive Review <strong>for</strong> the following is fall 2017 and they include:<br />

American College <strong>of</strong> Apothecaries, Inc.; Aurora Health Care Department <strong>of</strong><br />

Pharmacy Services; CAMC Health Education and Research Institute;<br />

The reviews <strong>of</strong> the following ten Comprehensive Reviews resulted in shortened<br />

Consideration <strong>for</strong> Continued <strong>Accreditation</strong> on the Basis <strong>of</strong> Progress<br />

<strong>Report</strong>s<br />

Providers who have a shortened term <strong>of</strong> accreditation <strong>of</strong> one year are asked to<br />

submit a Progress <strong>Report</strong>. A Progress <strong>Report</strong> addresses only those issues that<br />

remain a concern following the previous Comprehensive Review or Interim<br />

<strong>Report</strong>. However, because the provider has been given a shortened term <strong>of</strong><br />

accreditation, the Progress <strong>Report</strong>, like the Comprehensive Review, serves as<br />

the basis <strong>for</strong> the Board to act to continue recognition as an accredited provider.<br />

Progress reports submitted by five providers were considered and acted upon by<br />

the Board. They are (next review date is included in parentheses):<br />

The CE Solution, Inc. (fall 2015); The Center <strong>for</strong> Pr<strong>of</strong>essional Advancement (fall<br />

2015); Innovatix, LLC (fall 2016); Minnesota Pharmacists Association (fall 2016);<br />

2016).<br />

The review <strong>of</strong> the following two Progress <strong>Report</strong>s resulted in a shortened term.<br />

Comprehensive Pharmacy Services, Inc. (fall 2012) and Duquesne University<br />

School <strong>of</strong> Pharmacy (fall 2012).<br />

The review <strong>of</strong> the following two Progress <strong>Report</strong>s resulted in a shortened term on<br />

Withdrawal <strong>of</strong> <strong>Accreditation</strong><br />

The review <strong>of</strong> the following Progress <strong>Report</strong> resulted in withdrawal <strong>of</strong> ACPE<br />

accreditation: University <strong>of</strong> Texas - El Paso<br />

Consideration <strong>for</strong> Continued <strong>Accreditation</strong> on the Basis <strong>of</strong> Interim <strong>Report</strong>s<br />

All providers with a standard term <strong>of</strong> accreditation <strong>of</strong> six years are asked to<br />

submit an Interim <strong>Report</strong>, usually in two or three years. The Interim <strong>Report</strong><br />

serves as an update on specific issues that were identified in the provider’s<br />

Comprehensive Review. Actions include affirm status and terms and determine<br />

additional reporting as needed or modify previously established terms and<br />

determine new reporting requirements. Interim reports submitted by 38<br />

providers were considered and acted upon by the Board. They included (next<br />
