A word from the Councils<br />

WORKING IN PARTNERSHIP<br />

With the advent of the Building Act 2004 five Councils in the Welling<strong>to</strong>n Region decided <strong>to</strong> work <strong>to</strong>gether on the implementation<br />

of the new Act. Representatives from Kapiti Coast District Council, Porirua <strong>City</strong> Council, <strong>Hutt</strong> <strong>City</strong> Council, <strong>Upper</strong> <strong>Hutt</strong> <strong>City</strong> Council<br />

and Welling<strong>to</strong>n <strong>City</strong> Council <strong>building</strong> control units have been working jointly this past year on a quality management system<br />

that will give cus<strong>to</strong>mers a consistent approach throughout the region. Since 31 March 2005 when the first stage of the new Act<br />

became operative they have shown consistency in the use of application forms and the joint release of information <strong>to</strong> cus<strong>to</strong>mers.<br />

This will continue through future stages of the implementation of the Building Act 2004 and beyond.<br />

Welling<strong>to</strong>n <strong>City</strong> Council Building Consents and Licensing services is<br />

committed <strong>to</strong> providing our cus<strong>to</strong>mers with quality advice and efficient<br />

service. We appreciate that the decision <strong>to</strong> build or alter your <strong>home</strong> can be<br />

stressful and at times confusing. It is our aim <strong>to</strong> help our cus<strong>to</strong>mers as best we<br />

can through the consent process.<br />

You can contact us by telephoning our Cus<strong>to</strong>mer service staff on 801 3542,<br />

by email at BCLSls@wcc.govt.nz, or by visiting the Council website on<br />

www.welling<strong>to</strong>n.govt.nz where you can download our forms and checksheets<br />

along with instructions <strong>to</strong> assist with completing the forms. You can also<br />

visit our offices on the first floor of the Wakefield Street Council <strong>building</strong> in<br />

Welling<strong>to</strong>n where we can help with enquiries for <strong>building</strong>, planning, fencing<br />

of swimming pools, dog control, health licences, liquor licences, Land<br />

Information Memorandums, property reports and other information. To save<br />

you time we also offer an appointment system that allows you <strong>to</strong> set aside<br />

a time with our technical officers, who can help with <strong>building</strong> issues and<br />

fees, and ensure that you have all the information needed <strong>to</strong> process your<br />

application.<br />

INSPECTIONS<br />

Welling<strong>to</strong>n <strong>City</strong> Council has a highly skilled team of inspec<strong>to</strong>rs. This team will<br />

carry out inspections at times arranged with you during the <strong>building</strong> phase of<br />

your project. An assessment of the number of inspections required and the<br />

fees for these is made at the time your <strong>building</strong> consent application is lodged<br />

with the Welling<strong>to</strong>n <strong>City</strong> Council. The team aims <strong>to</strong> work alongside you<br />

until the Code of Compliance Certificate is issued at the completion of your<br />

project. Inspections can be booked by telephoning 04 801 3813.<br />

The staff of the Regula<strong>to</strong>ry Services Department consider themselves as part<br />

of your <strong>building</strong> team.<br />

WHAT WE DO<br />

The main function of the department is <strong>to</strong> administer the Building Act 2004,<br />

and the Resource Management Act, and ensure <strong>building</strong>s are constructed <strong>to</strong><br />

meet the minimum requirements set out in the New Zealand Building Code.<br />

With the knowledge of the legislation and years of practical experience, the<br />

staff here are an excellent source of information <strong>to</strong> start any <strong>building</strong> project.<br />

While we cannot do design work for you, we can advise on how <strong>to</strong> go<br />

about organising <strong>building</strong> and resource applications. doing research early<br />

can save time and money later, by identifying the need for specific design or<br />

other technical reports.<br />

APPLICATIONS<br />

Applicants that provide clear, accurate drawings and documentation are<br />

the ones that will be smiling at the end of the job. Not only does this allow<br />

for faster, efficient processing of applications, it helps trades people provide<br />

quotations for the supply of materials and labour that you actually want,<br />

cutting out a lot of the disputes that can arise.<br />

INSPECTIONS<br />

Council cannot offer a complete supervision service; it is up <strong>to</strong> the property<br />

owner, or their appointed agent <strong>to</strong> supervise the day-<strong>to</strong>-day construction.<br />

When Council issues a <strong>building</strong> consent it will contain a list of strategic<br />

inspections that are <strong>to</strong> be carried out and the notice required before<br />

inspection, usually 24 hours. Each inspection should be notified and any<br />

remedial work advised by the inspec<strong>to</strong>r carried out before proceeding <strong>to</strong><br />

the next stage.<br />

DOS AND DON’TS<br />

Missed inspections or work covered up prematurely could mean Council will<br />

not be able <strong>to</strong> issue a Code Compliance Certificate for the completed work.<br />

This can be a costly oversight when it comes <strong>to</strong> selling. Avoid the hassles and<br />

talk <strong>to</strong> the team. There are staff on hand from 8am till 5pm, Monday-Friday.<br />

regulations and processes involved in <strong>building</strong> projects, as well as referencing<br />

suppliers and professional services. Remember, “If in doubt - ask!”<br />
