Landscaping and replanting<br />

These activities would be a major source of jobs and economic activity, but they are also<br />

potential sources for impacts such as localized increases in traffic and delays, loss of parking,<br />

reduced access, increased noise, increased dust and dirt, and visual impacts. The removal of<br />

natural or built features from the existing landscape would also have the potential to impact<br />

ecosystems habitat, expose soils to erosion, and affect stormwater runoff with impacts to water<br />

quality, fish, and wildlife. Some of the removed soils or buildings could contain hazardous<br />

materials, requiring treatment and handling consistent with state and federal laws. <strong>Project</strong><br />

construction would also consume energy, and the use of combustible fuels would be a source of<br />

pollutants and greenhouse gases. The <strong>FEIS</strong> environmental and transportation chapters provide<br />

more details on these and other construction impacts and then identify best practices and<br />

mitigation commitments that the project will employ to minimize impacts and reduce their<br />

severity and duration.<br />

S.7 EVALUATION OF THE ALTERNATIVES<br />

This section summarizes the financial analysis in Chapter 5, which also examines the ability of<br />

the project to meet the purpose and need and related performance objectives.<br />

S.7.1 Financial Feasibility Analysis<br />

This section assesses the financial feasibility of the alternatives, given the costs of the<br />

alternatives and the current, anticipated, and potential sources of revenue. The financial<br />

feasibility analysis is divided into two elements, because each element would have a different<br />

financing plan:<br />

<strong>Project</strong> Capital Financial Feasibility Analysis focuses on whether there are adequate<br />

project capital resources currently available to construct light rail and, if not, the options for<br />

resolving the project capital need for additional resources.<br />
