4. Citizen Citation: Ms. Kate Welch
Inspector Goodine presented background information on the Citation, then Chair
Deeb and Chief Duncan presented the framed Award to Ms. Welch.
Chair Deeb thanked Ms. Welch, advising her that she is an extension of what LPS
does here, that she leant her time and her heart to a wounded soul. Chair Deeb
conveyed that she should be proud of herself as the London Police Service’s
Board and the London Police Service are very proud of her.
5. Promotions
Inspector Goodine introduced today’s three promotions:
1) Acting Sergeant Scot Chantler to the rank of Sergeant
2) Acting Sergeant Ron Grasman to the rank of Sergeant
3) Acting Sergeant Marcel Marcellin to the rank of Sergeant
Chief Duncan presented to them their badges.
6. Lorna Martin Award – Detective D. Spence
Inspector Goodine introduced this year’s Lorna Martin Award recipient, Detective Derek
Spence. Chief Duncan presented the award to Detective Spence. This award is
presented annually to a civilian or sworn member of the London Police who has
demonstrated a particularly significant act in the promotion of police/race relations in our
community.
7. Commendation - Sergeant Trevor Pool and Constable Andrew Stanley
(Canine Unit)
Inspector Goodine introduced the commendation of Sergeant Trevor Pool and
Constable Andrew Stanley of the LPS Canine Unit for assistance beyond the call of duty
which they provided to a London grade five student in connection with her school
project on service dogs.

Following this commendation, Chief Duncan made an unscheduled presentation
related to the LPS Colour Guard.
A Canadian flag, now framed and hanging outside of the LPS Executive Office,
beside a United States flag that was flown at Ground Zero, was presented to the
London Police Service in recognition of being the Honour Guard for the National
Police and Peace Officer Memorial in Ottawa. LPS attends the Memorial every
year and for the last 12 years has been the official guard during the ceremony,
out of all police services in Canada, including the RCMP.
Chief Duncan recognized Sergeant Pool and Constable Montero for their work
with the LPS Colour Guard.
Chair Deeb introduced LPS’s new Media Officer, Constable Ken Steeves, who
recently started in this role.

Deputy Chief Shea noted that LPS’s traffic enforcement initiatives have
been increased in recent months.

11. Revenue Offsetting Personnel Costs Report
Deputy Chief Pare noted that news has just been received from the Ministry that
Bail Safety Project Funding has been extended for another year until March 31,
2014.

12. Contract Renewal: Safer Communities – 1,000 Officers Partnership Program

Partnership Program contract, and further that the Administration be
directed to facilitate the review and execution of the contract by City
Council.”

for their signature December 18, 2012.
13. Contract Renewal: Community Policing Partnership Program

14. Amendment to the Bail Safety Project Funding Agreement

Agreement.”

15. LPS/LPA Charity Golf Classic
Chief Duncan thanked the Committee Members involved in this annual
fundraising event and noted that $208,000 has been raised in the last seven
tournaments.
16. Disposition of Forfeited Money to Seized Property Management Directorate
Considerable discussion occurred among Members with respect to the need to
invest in the Proceeds of Crime initiative to ensure that some of the assets
forfeited by LPS stay in our community, as opposed to the approximate 18 cents
of every dollar seized, the formula utilized now by the Ministry.

for informational purposes and that the Board undertake to explore the
submission of a request to the Ministry to review the equity of this program
and how it might be better aligned to the outcomes generated by individual
police services.”

Member J. Bryant added that she recently attended the March Past at the Ontario
Police College at which Chief Duncan spoke and was honoured by LPS’s Pipes and
Drums Band, with the new “Bradley Duncan March”. J. Bryant advised that the
ceremony was a moving experience and a great day, overall.
