4. Citizen Citation: Ms. Kate Welch<br />
Inspector Goodine presented background information on the Citation, then Chair<br />
Deeb and Chief Duncan presented the framed Award to Ms. Welch.<br />
Chair Deeb thanked Ms. Welch, advising her that she is an extension <strong>of</strong> what LPS<br />
does here, that she leant her time and her heart to a wounded soul. Chair Deeb<br />
conveyed that she should be proud <strong>of</strong> herself as the <strong>London</strong> <strong>Police</strong> <strong>Service</strong>’s<br />
Board and the <strong>London</strong> <strong>Police</strong> <strong>Service</strong> are very proud <strong>of</strong> her.<br />
5. Promotions<br />
Inspector Goodine introduced today’s three promotions:<br />
1) Acting Sergeant Scot Chantler to the rank <strong>of</strong> Sergeant<br />
2) Acting Sergeant Ron Grasman to the rank <strong>of</strong> Sergeant<br />
3) Acting Sergeant Marcel Marcellin to the rank <strong>of</strong> Sergeant<br />
Chief Duncan presented to them their badges.<br />
6. Lorna Martin Award – Detective D. Spence<br />
Inspector Goodine introduced this year’s Lorna Martin Award recipient, Detective Derek<br />
Spence. Chief Duncan presented the award to Detective Spence. This award is<br />
presented annually to a civilian or sworn member <strong>of</strong> the <strong>London</strong> <strong>Police</strong> who has<br />
demonstrated a particularly significant act in the promotion <strong>of</strong> police/race relations in our<br />
community.<br />
7. Commendation - Sergeant Trevor Pool and Constable Andrew Stanley<br />
(Canine Unit)<br />
Inspector Goodine introduced the commendation <strong>of</strong> Sergeant Trevor Pool and<br />
Constable Andrew Stanley <strong>of</strong> the LPS Canine Unit for assistance beyond the call <strong>of</strong> duty<br />
which they provided to a <strong>London</strong> grade five student in connection with her school<br />
project on service dogs.<br />

Following this commendation, Chief Duncan made an unscheduled presentation<br />
related to the LPS Colour Guard.<br />
A Canadian flag, now framed and hanging outside <strong>of</strong> the LPS Executive Office,<br />
beside a United States flag that was flown at Ground Zero, was presented to the<br />
<strong>London</strong> <strong>Police</strong> <strong>Service</strong> in recognition <strong>of</strong> being the Honour Guard for the National<br />
<strong>Police</strong> and Peace Officer Memorial in Ottawa. LPS attends the Memorial every<br />
year and for the last 12 years has been the <strong>of</strong>ficial guard during the ceremony,<br />
out <strong>of</strong> all police services in Canada, including the RCMP.<br />
Chief Duncan recognized Sergeant Pool and Constable Montero for their work<br />
with the LPS Colour Guard.<br />
Chair Deeb introduced LPS’s new Media Officer, Constable Ken Steeves, who<br />
recently started in this role.<br />

been increased in recent months.<br />

Deputy Chief Pare noted that news has just been received from the Ministry that<br />
Bail Safety Project Funding has been extended for another year until March 31,<br />
2014.<br />

15. LPS/LPA Charity Golf Classic<br />
Chief Duncan thanked the Committee Members involved in this annual<br />
fundraising event and noted that $208,000 has been raised in the last seven<br />
tournaments.<br />
16. Disposition <strong>of</strong> Forfeited Money to Seized Property Management Directorate<br />
Considerable discussion occurred among Members with respect to the need to<br />
invest in the Proceeds <strong>of</strong> Crime initiative to ensure that some <strong>of</strong> the assets<br />
forfeited by LPS stay in our community, as opposed to the approximate 18 cents<br />
<strong>of</strong> every dollar seized, the formula utilized now by the Ministry.<br />

and how it might be better aligned to the outcomes generated by individual<br />
police services.”<br />

Member J. Bryant added that she recently attended the March Past at the Ontario<br />
<strong>Police</strong> College at which Chief Duncan spoke and was honoured by LPS’s Pipes and<br />
Drums Band, with the new “Bradley Duncan March”. J. Bryant advised that the<br />
ceremony was a moving experience and a great day, overall.<br />
