David Lucio died by homicide <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> June 7 th , 2007. Kelly Johns<strong>on</strong> died by<br />

suicide following <str<strong>on</strong>g>the</str<strong>on</strong>g> homicide of David Lucio <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> June 7 th , 2007. They had<br />

been police officers of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g>. Chief Murray Faulkner, LPS,<br />

<strong>on</strong> June 11 th , 2007, released <str<strong>on</strong>g>the</str<strong>on</strong>g> following report <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> public:<br />

“As a result of a case c<strong>on</strong>ference <str<strong>on</strong>g>and</str<strong>on</strong>g> extensive investigati<strong>on</strong><br />

involving members of <str<strong>on</strong>g>the</str<strong>on</strong>g> Regi<strong>on</strong>al Cor<strong>on</strong>ers Office, <str<strong>on</strong>g>the</str<strong>on</strong>g> Pathologist <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g>, <str<strong>on</strong>g>the</str<strong>on</strong>g> Cor<strong>on</strong>er has determined that retired<br />

Superintendent David Lucio died as a result of sustaining a single gunshot<br />

wound. The investigative findings indicate that <str<strong>on</strong>g>the</str<strong>on</strong>g> passenger of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

vehicle, Acting Inspec<str<strong>on</strong>g>to</str<strong>on</strong>g>r Kelly Johns<strong>on</strong>, fired <str<strong>on</strong>g>the</str<strong>on</strong>g> gunshot that killed David<br />

Lucio prior <str<strong>on</strong>g>to</str<strong>on</strong>g> taking her own life with a single gunshot. As a result this<br />

tragic incident has been determined <str<strong>on</strong>g>to</str<strong>on</strong>g> be a murder/suicide.”<br />

The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g>, as part of its resp<strong>on</strong>se, established a<br />

committee, with Dr. An<str<strong>on</strong>g>to</str<strong>on</strong>g><strong>on</strong> A. Leenaars, Dr. Peter Collins, <str<strong>on</strong>g>and</str<strong>on</strong>g> Ms. Deborah<br />

Sinclair, <str<strong>on</strong>g>to</str<strong>on</strong>g> investigate <str<strong>on</strong>g>and</str<strong>on</strong>g> examine this tragic murder/suicide. The background<br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> committee members is summarized in Appendix A of this report. On July<br />

9 th , 2007, Chief Murray Faulkner requested an examinati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> following:<br />

• “The extent <str<strong>on</strong>g>to</str<strong>on</strong>g> which <str<strong>on</strong>g>the</str<strong>on</strong>g> murder/suicide was predictable <str<strong>on</strong>g>and</str<strong>on</strong>g> preventable.<br />

• What safeguards could be in place <str<strong>on</strong>g>to</str<strong>on</strong>g> reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> risk of future incidents”<br />

A psychological au<str<strong>on</strong>g>to</str<strong>on</strong>g>psy was c<strong>on</strong>ducted as part of this review. A<br />

psychological au<str<strong>on</strong>g>to</str<strong>on</strong>g>psy involves an analysis of available data <str<strong>on</strong>g>and</str<strong>on</strong>g> evidence, such<br />

as pers<strong>on</strong>al documents, reports, electr<strong>on</strong>ic mail, <str<strong>on</strong>g>and</str<strong>on</strong>g> third-party interviews <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

underst<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> reas<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> dynamics underlying a tragedy. In this matter <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

psychological au<str<strong>on</strong>g>to</str<strong>on</strong>g>psy was developed in <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>text of David Lucio’s <str<strong>on</strong>g>and</str<strong>on</strong>g> Kelly<br />

Johns<strong>on</strong>’s lives <str<strong>on</strong>g>and</str<strong>on</strong>g> addressed <str<strong>on</strong>g>the</str<strong>on</strong>g> fundamental questi<strong>on</strong>s, ‘Why did <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

homicide-suicide happen’ <str<strong>on</strong>g>and</str<strong>on</strong>g> ‘What can we do <str<strong>on</strong>g>to</str<strong>on</strong>g> prevent a similar<br />

occurrence’<br />

Throughout our investigati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> committee has taken its resp<strong>on</strong>sibilities<br />

very seriously <str<strong>on</strong>g>and</str<strong>on</strong>g> acted diligently with <str<strong>on</strong>g>the</str<strong>on</strong>g> charge of not <strong>on</strong>ly underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

tragedy but also for making recommendati<strong>on</strong>s that will hopefully save lives in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

future with regard <str<strong>on</strong>g>to</str<strong>on</strong>g> suicide <str<strong>on</strong>g>and</str<strong>on</strong>g> homicide-suicide at <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g><br />

or o<str<strong>on</strong>g>the</str<strong>on</strong>g>r police services who may face similar circumstances.<br />

Homicide-suicide is a complex <str<strong>on</strong>g>and</str<strong>on</strong>g> multi-determined event. People are<br />

naturally perplexed, stressed, c<strong>on</strong>fused <str<strong>on</strong>g>and</str<strong>on</strong>g> overwhelmed when <str<strong>on</strong>g>the</str<strong>on</strong>g>y are<br />

c<strong>on</strong>fr<strong>on</strong>ted by a homicide-suicide. These thoughts <str<strong>on</strong>g>and</str<strong>on</strong>g> feelings are especially<br />

true in <str<strong>on</strong>g>the</str<strong>on</strong>g> tragic David Lucio/Kelly Johns<strong>on</strong> homicide-suicide, both well-known<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> respected senior police officers. Underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ably, homicide-suicide, given its<br />

complexity, is most difficult <str<strong>on</strong>g>to</str<strong>on</strong>g> underst<str<strong>on</strong>g>and</str<strong>on</strong>g>. It is a rare event <str<strong>on</strong>g>and</str<strong>on</strong>g> even more rare<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> have <str<strong>on</strong>g>the</str<strong>on</strong>g> perpetra<str<strong>on</strong>g>to</str<strong>on</strong>g>r a woman. There is in fact, <strong>on</strong>ly <strong>on</strong>e study <strong>on</strong> female<br />

perpetra<str<strong>on</strong>g>to</str<strong>on</strong>g>rs of homicide-suicide. In a recent US study, 95% of <str<strong>on</strong>g>the</str<strong>on</strong>g> perpetra<str<strong>on</strong>g>to</str<strong>on</strong>g>rs in<br />

a homicide-suicide were men who acted most often in <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>text of family <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

intimate relati<strong>on</strong>ships.<br />

There were a number of c<strong>on</strong>tributing fac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs in <str<strong>on</strong>g>the</str<strong>on</strong>g> Lucio/Johns<strong>on</strong><br />

homicide-suicide: emoti<strong>on</strong>al disturbance, his<str<strong>on</strong>g>to</str<strong>on</strong>g>rical stressors (diagnosis of her<br />

mo<str<strong>on</strong>g>the</str<strong>on</strong>g>r’s illness), stress (<str<strong>on</strong>g>the</str<strong>on</strong>g> loss/rejecti<strong>on</strong> of David Lucio that probably resulted<br />

in unbearable distress <str<strong>on</strong>g>and</str<strong>on</strong>g> anxiety), alcohol abuse, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> availability of a<br />

firearm. There are comm<strong>on</strong> aspects of homicide-suicide, such as domestic<br />

violence, that were not evident in this case. There was no evidence of domestic<br />

violence between David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> Kelly Johns<strong>on</strong>.<br />

Kelly Johns<strong>on</strong> was unable <str<strong>on</strong>g>to</str<strong>on</strong>g> adjust <str<strong>on</strong>g>to</str<strong>on</strong>g> her life’s dem<str<strong>on</strong>g>and</str<strong>on</strong>g>s. At <str<strong>on</strong>g>the</str<strong>on</strong>g> time<br />

before her death, she was “desperate”. She had not been eating or sleeping, was<br />

experiencing “panics”, was drinking alcohol often, was depressed <str<strong>on</strong>g>and</str<strong>on</strong>g> was not<br />

coping well. She appears <str<strong>on</strong>g>to</str<strong>on</strong>g> have had both generalized anxiety <str<strong>on</strong>g>and</str<strong>on</strong>g> separati<strong>on</strong><br />

anxiety. She was observed <str<strong>on</strong>g>to</str<strong>on</strong>g> be depressed <str<strong>on</strong>g>and</str<strong>on</strong>g> “emoti<strong>on</strong>al” at times, but also<br />

masked or hid her emoti<strong>on</strong>s, thoughts <str<strong>on</strong>g>and</str<strong>on</strong>g> intenti<strong>on</strong>s. Kelly Johns<strong>on</strong> was<br />

observed <str<strong>on</strong>g>to</str<strong>on</strong>g> be a capable friend <str<strong>on</strong>g>and</str<strong>on</strong>g> employee <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>re were no clues <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

suicide or homicide-suicide. No professi<strong>on</strong>al involved with Kelly Johns<strong>on</strong>, her<br />

friends, family or colleagues had any foresight of <str<strong>on</strong>g>the</str<strong>on</strong>g> lethal circumstances <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

impending tragedy.<br />

A main c<strong>on</strong>clusi<strong>on</strong> is that at <str<strong>on</strong>g>the</str<strong>on</strong>g> time of her death, Kelly Johns<strong>on</strong><br />

possessed <str<strong>on</strong>g>the</str<strong>on</strong>g> characteristics <str<strong>on</strong>g>and</str<strong>on</strong>g> dynamics more like a pers<strong>on</strong> who died by<br />

suicide than a female perpetra<str<strong>on</strong>g>to</str<strong>on</strong>g>r of homicide. Kelly Johns<strong>on</strong>’s death was a<br />

suicide; <strong>on</strong>e must adopt that point of view <str<strong>on</strong>g>to</str<strong>on</strong>g> underst<str<strong>on</strong>g>and</str<strong>on</strong>g> her. She had <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

following intrapsychic characteristics of suicide: unbearable psychological pain,<br />

cognitive c<strong>on</strong>stricti<strong>on</strong> (or narrow thinking), indirect expressi<strong>on</strong>s (or ambivalence),<br />

emoti<strong>on</strong>al disturbance, <str<strong>on</strong>g>and</str<strong>on</strong>g> a feeling of being vulnerable. She had <str<strong>on</strong>g>the</str<strong>on</strong>g> following<br />

interpers<strong>on</strong>al characteristics: problematic relati<strong>on</strong>ships, rejecti<strong>on</strong>-aggressi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> wish <str<strong>on</strong>g>to</str<strong>on</strong>g> escape. In <str<strong>on</strong>g>to</str<strong>on</strong>g>o many Canadians, suicide becomes <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>ly soluti<strong>on</strong>,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> in a very small group, homicide-suicide becomes <str<strong>on</strong>g>the</str<strong>on</strong>g> best soluti<strong>on</strong>. These<br />

terms are defined in Appendix B of this report. She also had some of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

markers for intimate partner homicide-suicide, such as frustrated pers<strong>on</strong>al<br />

elati<strong>on</strong>ships, ambivalence, jealousy, separati<strong>on</strong>, depressi<strong>on</strong>, helplessness, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

guilt. However many aspects of Kelly Johns<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se circumstances were<br />

rare <str<strong>on</strong>g>and</str<strong>on</strong>g> unique <str<strong>on</strong>g>and</str<strong>on</strong>g> made any predicti<strong>on</strong> difficult. Suicide am<strong>on</strong>g police, in<br />

Canada, occurs but is less than in <str<strong>on</strong>g>the</str<strong>on</strong>g> general populati<strong>on</strong>. The incidences of<br />

suicide in policing is higher in o<str<strong>on</strong>g>the</str<strong>on</strong>g>r countries.<br />

Although <str<strong>on</strong>g>the</str<strong>on</strong>g>re is little research <strong>on</strong> homicide-suicide, am<strong>on</strong>g police <str<strong>on</strong>g>the</str<strong>on</strong>g>re<br />

appears <str<strong>on</strong>g>to</str<strong>on</strong>g> have a higher occurrence than in <str<strong>on</strong>g>the</str<strong>on</strong>g> general populati<strong>on</strong>. We hope<br />

our report <str<strong>on</strong>g>and</str<strong>on</strong>g> recommendati<strong>on</strong>s are a step <str<strong>on</strong>g>to</str<strong>on</strong>g>wards a better underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing of<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>se complex issues.<br />

Executive Summary<br />

During <str<strong>on</strong>g>the</str<strong>on</strong>g> summer of 2004 David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> Kelly Johns<strong>on</strong> were both<br />

married <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir l<strong>on</strong>g-term spouses. It was during this summer that Kelly<br />

Johns<strong>on</strong>’s mo<str<strong>on</strong>g>the</str<strong>on</strong>g>r was diagnosed with cancer. This diagnosis was devastating<br />

for Kelly Johns<strong>on</strong> as she <str<strong>on</strong>g>and</str<strong>on</strong>g> her mo<str<strong>on</strong>g>the</str<strong>on</strong>g>r were very close. Shortly after this<br />

diagnosis Kelly Johns<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> David Lucio began an intimate extramarital<br />

relati<strong>on</strong>ship. This relati<strong>on</strong>ship c<strong>on</strong>tinued until June 2007 <str<strong>on</strong>g>and</str<strong>on</strong>g> led <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> dissoluti<strong>on</strong><br />

of both marriages. During this time a number of o<str<strong>on</strong>g>the</str<strong>on</strong>g>r significant events occurred,<br />

which had a traumatic effect <strong>on</strong> Kelly Johns<strong>on</strong>. In December of 2005 Kelly<br />

Johns<strong>on</strong>’s mo<str<strong>on</strong>g>the</str<strong>on</strong>g>r succumbed <str<strong>on</strong>g>to</str<strong>on</strong>g> her illness <str<strong>on</strong>g>and</str<strong>on</strong>g> passed away. Her pet of fifteen<br />

years also passed away, <str<strong>on</strong>g>and</str<strong>on</strong>g> she also dealt with <strong>on</strong>-going relati<strong>on</strong>ship issues as<br />

she <str<strong>on</strong>g>and</str<strong>on</strong>g> David Lucio parted ways so that she could attempt rec<strong>on</strong>ciliati<strong>on</strong> with<br />

her husb<str<strong>on</strong>g>and</str<strong>on</strong>g>. This attempt was short lived as David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> Kelly Johns<strong>on</strong><br />

c<strong>on</strong>tinued <str<strong>on</strong>g>the</str<strong>on</strong>g>ir relati<strong>on</strong>ship during this rec<strong>on</strong>ciliati<strong>on</strong>.<br />

During this time Kelly Johns<strong>on</strong> had sought professi<strong>on</strong>al counseling, first<br />

through <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> Employee Assistance C<strong>on</strong>sortium, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>n with a private<br />

counselor. In <str<strong>on</strong>g>the</str<strong>on</strong>g> weeks preceding June 7 th , 2007, a number of things occurred <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

create additi<strong>on</strong>al stress for her. Kelly Johns<strong>on</strong>’s ex-husb<str<strong>on</strong>g>and</str<strong>on</strong>g> was retiring from his<br />

positi<strong>on</strong> as Inspec<str<strong>on</strong>g>to</str<strong>on</strong>g>r of <str<strong>on</strong>g>the</str<strong>on</strong>g> Professi<strong>on</strong>al St<str<strong>on</strong>g>and</str<strong>on</strong>g>ards Branch, which meant Kelly<br />

Johns<strong>on</strong> would no l<strong>on</strong>ger have ready access <str<strong>on</strong>g>to</str<strong>on</strong>g> him at work. To complicate<br />

matters Kelly Johns<strong>on</strong> was being promoted <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> rank of Inspec<str<strong>on</strong>g>to</str<strong>on</strong>g>r <str<strong>on</strong>g>and</str<strong>on</strong>g> was<br />

taking over for her ex-husb<str<strong>on</strong>g>and</str<strong>on</strong>g> in Professi<strong>on</strong>al St<str<strong>on</strong>g>and</str<strong>on</strong>g>ards as his retirement<br />

facilitated her promoti<strong>on</strong>.<br />

At <str<strong>on</strong>g>the</str<strong>on</strong>g> same time David Lucio’s daughter, who worked outside <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

country, was in <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> for two weeks. David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> his estranged wife spent<br />

time with <str<strong>on</strong>g>the</str<strong>on</strong>g>ir daughter as a family, which meant David Lucio was less available<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> Kelly Johns<strong>on</strong>. The Lucio’s re-c<strong>on</strong>nected during this time <str<strong>on</strong>g>and</str<strong>on</strong>g> decided <str<strong>on</strong>g>to</str<strong>on</strong>g> give<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>ir marriage ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r chance. David Lucio <str<strong>on</strong>g>to</str<strong>on</strong>g>ld friends that he was ending his<br />

relati<strong>on</strong>ship with Kelly Johns<strong>on</strong> after his daughter left <str<strong>on</strong>g>to</str<strong>on</strong>g> return <str<strong>on</strong>g>to</str<strong>on</strong>g> work. There is<br />

no doubt that <str<strong>on</strong>g>the</str<strong>on</strong>g> relati<strong>on</strong>ship between David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> Kelly Johns<strong>on</strong> ended <strong>on</strong><br />

M<strong>on</strong>day June 4 th , although some may argue about who ended <str<strong>on</strong>g>the</str<strong>on</strong>g> relati<strong>on</strong>ship. It<br />

is clear that <strong>on</strong> June 5 th <str<strong>on</strong>g>and</str<strong>on</strong>g> 6 th Kelly Johns<strong>on</strong> was in a very fragile state. She<br />

was highly perturbed <str<strong>on</strong>g>and</str<strong>on</strong>g> was not eating or sleeping. Close friends were<br />

c<strong>on</strong>cerned about her. Up<strong>on</strong> analysis after <str<strong>on</strong>g>the</str<strong>on</strong>g> tragedy, her electr<strong>on</strong>ic mail<br />

reflected emoti<strong>on</strong>ality, narrow thinking <str<strong>on</strong>g>and</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r indica<str<strong>on</strong>g>to</str<strong>on</strong>g>rs of suicidal ideati<strong>on</strong>.<br />

On June 6 th Kelly Johns<strong>on</strong> went <str<strong>on</strong>g>to</str<strong>on</strong>g> David Lucio’s residence for <str<strong>on</strong>g>the</str<strong>on</strong>g> evening <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

sent an electr<strong>on</strong>ic mail <str<strong>on</strong>g>to</str<strong>on</strong>g> David Lucio from his own computer (David Lucio was<br />

not at his residence when <str<strong>on</strong>g>the</str<strong>on</strong>g> electr<strong>on</strong>ic mail was sent). The electr<strong>on</strong>ic mail was<br />

very desperate in nature, requesting that David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> Kelly Johns<strong>on</strong><br />

rec<strong>on</strong>cile under whatever terms David Lucio would find acceptable. This<br />

electr<strong>on</strong>ic mail was opened by David Lucio at 9:50PM <str<strong>on</strong>g>and</str<strong>on</strong>g> no <strong>on</strong>e knows what<br />

occurred between this time <str<strong>on</strong>g>and</str<strong>on</strong>g> just prior <str<strong>on</strong>g>to</str<strong>on</strong>g> midnight when Kelly Johns<strong>on</strong> had<br />

David Lucio drive her <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> Headquarters where she<br />

retrieved her service pis<str<strong>on</strong>g>to</str<strong>on</strong>g>l <str<strong>on</strong>g>and</str<strong>on</strong>g> subsequently shot David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>n herself.<br />

The Independent Review Committee is of <str<strong>on</strong>g>the</str<strong>on</strong>g> view that <str<strong>on</strong>g>the</str<strong>on</strong>g>se deaths were<br />

nei<str<strong>on</strong>g>the</str<strong>on</strong>g>r predictable nor preventable by <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> or o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

individuals associated with David Lucio <str<strong>on</strong>g>and</str<strong>on</strong>g> Kelly Johns<strong>on</strong>. These findings are<br />

based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> following facts.<br />

1. Kelly Johns<strong>on</strong> was seen by a mental health professi<strong>on</strong>al just prior <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

tragedy <str<strong>on</strong>g>and</str<strong>on</strong>g> that professi<strong>on</strong>al did not document Kelly Johns<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> be at risk<br />

for suicide or homicide. Although she attended appointments, with<br />

professi<strong>on</strong>als, overall it appears that she was n<strong>on</strong>-compliant with<br />

treatment. The n<strong>on</strong>-compliance reference is in relati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> fact that she<br />

was attending counseling but perhaps not discussing <str<strong>on</strong>g>the</str<strong>on</strong>g> depth of her<br />

problems, as well as, being prescribed medicati<strong>on</strong>, but c<strong>on</strong>cerned about<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> side effects <str<strong>on</strong>g>and</str<strong>on</strong>g> did not follow through with <str<strong>on</strong>g>the</str<strong>on</strong>g> prescribed treatment.<br />

2. Kelly Johns<strong>on</strong> had been seen by her family doc<str<strong>on</strong>g>to</str<strong>on</strong>g>r, who diagnosed her as<br />

having an adjustment disorder relating <str<strong>on</strong>g>to</str<strong>on</strong>g> her mo<str<strong>on</strong>g>the</str<strong>on</strong>g>r’s illness. She was<br />

also perceived <str<strong>on</strong>g>to</str<strong>on</strong>g> be depressed but was not viewed as being a threat <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

herself or o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs. She was also seen by <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g><br />

employee assistance plan, <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> Employee Assistance C<strong>on</strong>sortium<br />

counsellor who did not deem her a risk <str<strong>on</strong>g>to</str<strong>on</strong>g> herself or o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs in prior years.<br />

3. David Lucio was a highly skilled retired senior police officer <str<strong>on</strong>g>and</str<strong>on</strong>g> apparently<br />

did not suspect anything <strong>on</strong> June 7 th , 2007, in spite of <str<strong>on</strong>g>the</str<strong>on</strong>g> recent<br />

relati<strong>on</strong>ship break up. He was aware of Kelly Johns<strong>on</strong>’s distress about <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

break up. He also spent <str<strong>on</strong>g>the</str<strong>on</strong>g> evening with her <str<strong>on</strong>g>and</str<strong>on</strong>g> drove her <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> police<br />

stati<strong>on</strong> enroute <str<strong>on</strong>g>to</str<strong>on</strong>g> her residence. Clearly he did not suspect that she would<br />

be picking up her service pis<str<strong>on</strong>g>to</str<strong>on</strong>g>l.<br />

4. Kelly Johns<strong>on</strong> received <strong>on</strong>going positive evaluati<strong>on</strong>s from supervisors<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> peers <str<strong>on</strong>g>and</str<strong>on</strong>g> had just been promoted <str<strong>on</strong>g>to</str<strong>on</strong>g> Acting Inspec<str<strong>on</strong>g>to</str<strong>on</strong>g>r of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Professi<strong>on</strong>al St<str<strong>on</strong>g>and</str<strong>on</strong>g>ards Branch. There were no warning signs in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

workplace of a pending tragedy.<br />

Although this tragedy was nei<str<strong>on</strong>g>the</str<strong>on</strong>g>r predictable nor preventable in our opini<strong>on</strong>,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>re are a number of issues that Kelly Johns<strong>on</strong> was dealing with which have<br />

<strong>on</strong>ly come <str<strong>on</strong>g>to</str<strong>on</strong>g> light with <str<strong>on</strong>g>the</str<strong>on</strong>g> benefit of hindsight <str<strong>on</strong>g>and</str<strong>on</strong>g> access <str<strong>on</strong>g>to</str<strong>on</strong>g> critical informati<strong>on</strong><br />

from professi<strong>on</strong>als, friends, family, colleagues, <str<strong>on</strong>g>and</str<strong>on</strong>g> most importantly, informati<strong>on</strong><br />

gleaned from <str<strong>on</strong>g>the</str<strong>on</strong>g> psychological au<str<strong>on</strong>g>to</str<strong>on</strong>g>psy. The psychological au<str<strong>on</strong>g>to</str<strong>on</strong>g>psy that<br />

reviewed all <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> after <str<strong>on</strong>g>the</str<strong>on</strong>g> tragedy c<strong>on</strong>cluded she was suicidal. These<br />

issues were identified <str<strong>on</strong>g>and</str<strong>on</strong>g> followed by recommendati<strong>on</strong>s, which flow from <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

facts of this tragedy.<br />

Recommendati<strong>on</strong>s<br />

These recommendati<strong>on</strong>s flow from <str<strong>on</strong>g>the</str<strong>on</strong>g> findings of <str<strong>on</strong>g>the</str<strong>on</strong>g> Review Committee. The<br />

recommendati<strong>on</strong>s are based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> facts as we underst<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>m. One of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

major reflecti<strong>on</strong>s in our review is in <str<strong>on</strong>g>the</str<strong>on</strong>g> area of mental health <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> stigma<br />

surrounding mental health, which in many cases leads <str<strong>on</strong>g>to</str<strong>on</strong>g> barriers <str<strong>on</strong>g>to</str<strong>on</strong>g> seeking<br />

help. <str<strong>on</strong>g>Police</str<strong>on</strong>g> officers are no different from society at large in facing problems in<br />

regards <str<strong>on</strong>g>to</str<strong>on</strong>g> mental health. <str<strong>on</strong>g>Police</str<strong>on</strong>g> are not exempt from being perpetra<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

potential victims of domestic violence. The Review Committee believes that<br />

preventi<strong>on</strong> is <str<strong>on</strong>g>the</str<strong>on</strong>g> best interventi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> educati<strong>on</strong> is <str<strong>on</strong>g>the</str<strong>on</strong>g> best <str<strong>on</strong>g>to</str<strong>on</strong>g>ol <str<strong>on</strong>g>to</str<strong>on</strong>g> achieve this<br />

outcome. The Review Committee supports educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> initiatives through<br />

training opportunities, which would reduce barriers <str<strong>on</strong>g>to</str<strong>on</strong>g> seeking help.<br />

1. The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> should c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> be committed <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> mental<br />

health <str<strong>on</strong>g>and</str<strong>on</strong>g> well being of all its members. The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> could<br />

explore an expansi<strong>on</strong> of services by innovative models such as <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Psychological <str<strong>on</strong>g>Service</str<strong>on</strong>g>s Secti<strong>on</strong> in some larger police services (e.g.<br />

Calgary <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g>). The m<str<strong>on</strong>g>and</str<strong>on</strong>g>ate of this secti<strong>on</strong> could include being a<br />

support <str<strong>on</strong>g>to</str<strong>on</strong>g> members experiencing emoti<strong>on</strong>al difficulties through early<br />

interventi<strong>on</strong>. The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> could c<strong>on</strong>sider hiring a <str<strong>on</strong>g>Police</str<strong>on</strong>g><br />

Psychologist <str<strong>on</strong>g>to</str<strong>on</strong>g> manage <str<strong>on</strong>g>the</str<strong>on</strong>g> secti<strong>on</strong>. We recommend that a committee be<br />

established <str<strong>on</strong>g>to</str<strong>on</strong>g> determine <str<strong>on</strong>g>the</str<strong>on</strong>g> framework for such a secti<strong>on</strong>, realizing that<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> may not have <str<strong>on</strong>g>the</str<strong>on</strong>g> need for a full time<br />

psychologist or <str<strong>on</strong>g>the</str<strong>on</strong>g> resources <str<strong>on</strong>g>to</str<strong>on</strong>g> fund a full time secti<strong>on</strong> based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

model of larger police services.<br />

2. The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> should c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> build liais<strong>on</strong>s with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

<str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> Employee Assistance C<strong>on</strong>sortium <str<strong>on</strong>g>and</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r community services,<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> help prevent, intervene <str<strong>on</strong>g>and</str<strong>on</strong>g> address aftermaths of suicide <str<strong>on</strong>g>and</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

traumatic events.<br />

3. The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> should c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> support ready access <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

psychological, medical <str<strong>on</strong>g>and</str<strong>on</strong>g> empirically based interventi<strong>on</strong>s. Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>rmore,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> should prepare a list of senior counselors in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

community with experience in dealing with police officers. This list should<br />

be re-compiled <strong>on</strong> an <strong>on</strong>-going basis <str<strong>on</strong>g>and</str<strong>on</strong>g> be readily available <str<strong>on</strong>g>to</str<strong>on</strong>g> officers <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

compliment <str<strong>on</strong>g>the</str<strong>on</strong>g> existing employee assistance plan.<br />

4. On <str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> committee, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> has<br />

already implemented a more comprehensive psychological assessment<br />

for recruiting, <str<strong>on</strong>g>the</str<strong>on</strong>g> Minnesota Multiphasic Pers<strong>on</strong>ality Inven<str<strong>on</strong>g>to</str<strong>on</strong>g>ry-2 (MMPI-2),<br />

with inclusi<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> revised clinical scales. The latter scales are most<br />

effective in screening a wide array of risks. Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>rmore, <str<strong>on</strong>g>the</str<strong>on</strong>g> committee<br />

recommends that additi<strong>on</strong>al re-assessment be undertaken at <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

promoti<strong>on</strong>al level <str<strong>on</strong>g>and</str<strong>on</strong>g> when members are transferred <str<strong>on</strong>g>to</str<strong>on</strong>g> higher stress<br />

areas such as Emergency Resp<strong>on</strong>se Secti<strong>on</strong>, Drug Units, Cyber Crime<br />

Units, Forensic Identificati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> fatal mo<str<strong>on</strong>g>to</str<strong>on</strong>g>r vehicle collisi<strong>on</strong><br />

investigati<strong>on</strong>s.<br />

5. The committee recognizes <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> document,<br />

“H<str<strong>on</strong>g>and</str<strong>on</strong>g>ling of Firearms”; it clearly articulates <str<strong>on</strong>g>the</str<strong>on</strong>g> safe s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage, discharge,<br />

h<str<strong>on</strong>g>and</str<strong>on</strong>g>ling <str<strong>on</strong>g>and</str<strong>on</strong>g> transportati<strong>on</strong> of firearms. Kelly Johns<strong>on</strong>’s behaviour was a<br />

clear violati<strong>on</strong> of this procedure. We do not advocate fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r gun c<strong>on</strong>trols<br />

measures. We recommend that <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> remove<br />

access <str<strong>on</strong>g>to</str<strong>on</strong>g> firearms for officers who are off duty due <str<strong>on</strong>g>to</str<strong>on</strong>g> a stress related<br />

illness or mental disturbance. Policies should be developed <str<strong>on</strong>g>to</str<strong>on</strong>g> determine if<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> when officers should have access <str<strong>on</strong>g>to</str<strong>on</strong>g> firearms up<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir return <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

work.<br />

Notwithst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing our review, it is important <str<strong>on</strong>g>to</str<strong>on</strong>g> note ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r police officer<br />

homicide-suicide in Eastern Ontario in 2004. Up<strong>on</strong> review, <str<strong>on</strong>g>the</str<strong>on</strong>g> Chief<br />

Cor<strong>on</strong>er suggested supervised c<strong>on</strong>trol of issue firearms when officers are<br />

off duty. While police services have not found this policy change <str<strong>on</strong>g>to</str<strong>on</strong>g> be a<br />

feasible <str<strong>on</strong>g>and</str<strong>on</strong>g> practical soluti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> date, <str<strong>on</strong>g>the</str<strong>on</strong>g> Lucio-Johns<strong>on</strong> tragedy affords<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r police services <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity <str<strong>on</strong>g>to</str<strong>on</strong>g> reexamine<br />

this issue. The costs <str<strong>on</strong>g>and</str<strong>on</strong>g> practical implicati<strong>on</strong>s of such a new<br />

policy may make this recommendati<strong>on</strong> difficult <str<strong>on</strong>g>to</str<strong>on</strong>g> implement but we feel<br />

that a study <str<strong>on</strong>g>to</str<strong>on</strong>g>ge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r organizati<strong>on</strong>s such as <str<strong>on</strong>g>the</str<strong>on</strong>g> Ontario<br />

Associati<strong>on</strong> of Chiefs of <str<strong>on</strong>g>Police</str<strong>on</strong>g> may be helpful <str<strong>on</strong>g>to</str<strong>on</strong>g> thoroughly address <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

issue. As with all policies regarding weap<strong>on</strong>s, it is necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> weigh <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

practical, physical, <str<strong>on</strong>g>and</str<strong>on</strong>g> financial implicati<strong>on</strong>s of undertaking changes for<br />

such a large police service against <str<strong>on</strong>g>the</str<strong>on</strong>g> obvious likelihood that supervised<br />

c<strong>on</strong>trol might have altered <str<strong>on</strong>g>the</str<strong>on</strong>g> outcome of this particular tragedy.<br />

6. The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> should develop a clear policy <strong>on</strong> c<strong>on</strong>flict of<br />

interest; regulati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> procedures need <str<strong>on</strong>g>to</str<strong>on</strong>g> be developed <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

implemented. We recommend that <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> develop a<br />

committee <str<strong>on</strong>g>to</str<strong>on</strong>g> establish such regulati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> procedures including a clear<br />

pers<strong>on</strong>nel policy regarding c<strong>on</strong>flict of interest involving related members.<br />

These should not restrict officers’ rights, but also <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g>’s<br />

policies need <str<strong>on</strong>g>to</str<strong>on</strong>g> eliminate any actual or potential c<strong>on</strong>flict of interest in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

workplace, which may arise from a working relati<strong>on</strong>ship between<br />

immediate family members <str<strong>on</strong>g>and</str<strong>on</strong>g>/or intimate partners.<br />

7. The <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g> should develop new initiatives <str<strong>on</strong>g>to</str<strong>on</strong>g> deal with<br />

vicarious trauma <str<strong>on</strong>g>and</str<strong>on</strong>g> stress management for police pers<strong>on</strong>nel. There<br />

needs <str<strong>on</strong>g>to</str<strong>on</strong>g> be greater awareness <str<strong>on</strong>g>and</str<strong>on</strong>g> recogniti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> unique dem<str<strong>on</strong>g>and</str<strong>on</strong>g>s<br />

facing female police officers in a male dominated police professi<strong>on</strong>.<br />

8. Postventi<strong>on</strong> refers <str<strong>on</strong>g>to</str<strong>on</strong>g> those interventi<strong>on</strong>s after <str<strong>on</strong>g>the</str<strong>on</strong>g> tragic event has<br />

occurred <str<strong>on</strong>g>and</str<strong>on</strong>g> deals with <str<strong>on</strong>g>the</str<strong>on</strong>g> traumatic after-effects. In this case, <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />

effects refer not <strong>on</strong>ly <str<strong>on</strong>g>to</str<strong>on</strong>g> family, friends <str<strong>on</strong>g>and</str<strong>on</strong>g> fellow officers, but <str<strong>on</strong>g>the</str<strong>on</strong>g> entire<br />

<str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> community. We recommend that <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>L<strong>on</strong>d<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Police</str<strong>on</strong>g> <str<strong>on</strong>g>Service</str<strong>on</strong>g>,<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g>ge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with community experts, develop comprehensive efforts for<br />

postventi<strong>on</strong> in resp<strong>on</strong>se <str<strong>on</strong>g>to</str<strong>on</strong>g> this tragedy.<br />

Cognitive C<strong>on</strong>stricti<strong>on</strong> (or Narrow Thinking):<br />

Tunnel visi<strong>on</strong>, or rigid thinking, is comm<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>e of <str<strong>on</strong>g>the</str<strong>on</strong>g> deadliest aspects of<br />
