Disclosure <strong>of</strong> Interest – NoneChair Deeb took a moment to speak about the <strong>March</strong> 17 th and 18 th events whichoccurred on Fleming Drive, just <strong>of</strong>f the Fanshawe College Campus. Heexpressed that people must be accountable for their actions. The Board is veryproud <strong>of</strong> the way in which the incident was handled and contained by the<strong>Service</strong>, recognizing that outcomes to person and property could have beenmuch worse if the LPS had not responded the way they did. Looting andfatalities could have occurred, however due to the efforts <strong>of</strong> the <strong>London</strong> <strong>Police</strong><strong>Service</strong>, this was prevented.Public <strong>Minutes</strong> – <strong>March</strong> 22, <strong>2012</strong> Page 1


Chair Deeb explained that moments like this define the character andpr<strong>of</strong>essionalism <strong>of</strong> a police service. He also stated that it cannot always be left tothe police to manage people’s social conscience. He thanked the Chief and allmembers <strong>of</strong> the LPS for their efforts. The Board has received many emails andtelephone calls <strong>of</strong> support from the community and is more than proud <strong>of</strong> the<strong>London</strong> <strong>Police</strong> <strong>Service</strong> for the way in which they handled an extremelydangerous and volatile situation.3. Introduction <strong>of</strong> Addendum Items and New BusinessChair Deeb called for inclusion <strong>of</strong> a special presentation by Salvation Army SpecialEvents Coordinator, Mike Couture.Mr. Couture presented an award to Dana Harriss, the wife <strong>of</strong> late LPS InspectorRick Harriss who passed away suddenly more than one year ago. InspectorHarriss was an avid supporter <strong>of</strong> the Salvation Army Christmas Kettle Drive andvolunteered many hours manning kettles and organizing LPS <strong>of</strong>ficers to volunteer.One year after her husband’s death, Dana organized a run/walk fundraiser whichmany LPS members participated in. Significant dollars were raised in the run andtoday, Mr. Couture thanked Dana for her husband’s significant and extensivecontribution to the Salvation Army and presented Dana with a plaque in herhusband’s memory.Chair Deeb also called for inclusion <strong>of</strong> an additional New Business Item for thePublic Agenda, raised by P. 5. RAPP/TAPP PresentationChair Deeb introduced Wendy Acton <strong>of</strong> Vanier Children’s <strong>Service</strong>s.Wendy provided a presentation related to the RAPP/TAPP program.RAPP = Referrals to Alternative Pathways ProgramTAPP = The Arson Prevention ProgramThe program began as a 3-year pilot project for <strong>London</strong> and Middlesex Countyfunded by the Federal Ministry <strong>of</strong> Public Safety - National Crime PreventionCentre. The target population for the program was children under the age <strong>of</strong> 12years coming to the attention <strong>of</strong> police and fire services, with the intention <strong>of</strong>diverting them from further antisocial behavior that would result in criminalcharges after they turn 13 years <strong>of</strong> age. As <strong>of</strong> November 1, 2011, 94 familieshad received RAPP-TAPP-C services from Vanier.The program has now concluded however due to the success <strong>of</strong> the program,Vanier has continued to provide “assertive outreach” to any youth who come totheir attention and are labeled as high risk.Chair Deeb thanked Ms. Acton for attending the meeting and relaying theprogram’s successes to the Board, and noted that he has a deep appreciation forthe services Vanier provides.J. Fontana congratulated Ms. Action on this fabulous early intervention program.6. Passport to Prosperity Employer Champion Award - VerbalKathryn Tull, Youth Projects Manager, Passport to Prosperity, Workforce Planningand Development Board introduced Dr. James Koropatnick, Provincial PartnershipCouncil Member & Pr<strong>of</strong>essor and Director at Cancer Research LaboratoryProgram, <strong>London</strong> Regional Cancer Program. Dr. Koropatnick noted that theawards committee was eager to present <strong>London</strong> <strong>Police</strong> <strong>Service</strong> with this award asthey stood out from others as leaders in such initiatives. As a memento <strong>of</strong> today’spresentations, and to symbolize the work LPS has done to lead the way in theseinitiatives, Dr. Koropatnick presented Chief Duncan with an Innukshuk.Dr. Koropatnick recognized representatives <strong>of</strong> <strong>London</strong> <strong>Police</strong> <strong>Service</strong>:• Chief Bradley S. Public Sector Salary Disclosure for 2011Deputy Chief Pare reported that 21 <strong>of</strong> the 114 LPS members listed would not beincluded in this list if not for hire-ons (which are paid for by a third party with100% cost recovery for the LPS). 17. New BusinessNew Business Item raised by P. Paolatto during Public Agenda Item # 3, CostRecovery, was discussed.P. Paolatto raised the issue <strong>of</strong> cost recovery in the wake <strong>of</strong> the Fleming Drive riot<strong>of</strong> <strong>March</strong> 17 th /18 th , <strong>2012</strong> asking LPS Executive if there are any cost recoverymechanisms for requesting restitution, either through initiating legal actionagainst the <strong>of</strong>fenders or parents <strong>of</strong> the <strong>of</strong>fenders, or otherwise?Chief Duncan advised that there are some measures in place to requestrestitution, noting that repairs to cruisers alone are now estimated at $55,000 andovertime costs were tremendous as a result <strong>of</strong> expending a significant number <strong>of</strong>additional <strong>of</strong>ficers. Chief Duncan advised that he concurs with P. Paolatto’srecommendation for the Board to pursue cost recovery for the <strong>March</strong> 17 th /18 thincidents on Fleming Drive.J. Fontana expressed his support for seeking cost recovery as a result <strong>of</strong> theseincidents, noting that he does not feel that taxpayers should have to pay for this.Chair Deeb asked if there was a motion to be brought forward that would havethe LPSB Chair seek out ways that cost recovery could take place.MOVED BY:Seconded by:P.
