Implementing Guidelines for <strong>the</strong> Conduct <strong>of</strong> RSSPC 20lt.70l2<br />

1.<br />

A registration fee <strong>of</strong> Three Hundred Fifty Pesos {Php. 350.00) shall be charged<br />

each participart to help defray expenses for honoraria <strong>of</strong> <strong>the</strong> judges, food for <strong>the</strong><br />

guests, use <strong>of</strong> venue, conference materials and o<strong>the</strong>r expenses relative to <strong>the</strong><br />

conduct <strong>of</strong> <strong>the</strong> conference. Said amount is payable to SED c/o Mrs. Josephine<br />

Emma Reyes, Supervisor in-charge <strong>of</strong> Joumalism, on or before September 19,<br />

2011. List <strong>of</strong> participants should be submitted upon payment. School papers<br />

(ei<strong>the</strong>r this year's or last year's) should also be presented during registration.<br />

No Registration will be allowed on September2L, 2011.<br />

Additional P 60.00 shall be charged each adviser as membership fee, thirty pesos<br />

<strong>of</strong> which will go to <strong>the</strong> regional association and <strong>the</strong> o<strong>the</strong>r thirty pesos will go to<br />

<strong>the</strong> NSSA. An additional P30.00 shall be charged for each campus joumalist,<br />

fifteen pesos <strong>of</strong> which will go to <strong>the</strong> Regional Editors Guild and <strong>the</strong> o<strong>the</strong>r fifteen<br />

pesos will go to <strong>the</strong> National Editors Guild, payable directly to <strong>the</strong> designated<br />

.<strong>of</strong>ficer <strong>of</strong> <strong>the</strong> association.<br />

2.<br />

Registration and mernbership fees, travel expenses and o<strong>the</strong>r related expenses <strong>of</strong><br />

<strong>the</strong> delegates can be charged against MOOE /local funds or Joilmalism Fund, if<br />

available, subject to <strong>the</strong> usual,acoounting and auditing rules and procedures.<br />

To avoid untoward incidents and to facilitate preparation, all participants are<br />

Prior to each contest is a one-hour lecture to be given by a pr<strong>of</strong>essional joumalist<br />

who shall also judge <strong>the</strong> entries in <strong>the</strong> category.<br />

.Sophisticated cameras (with zoonr lens, wide angle, telephoto and <strong>the</strong> like) may<br />

be allowed but not digital carneras" Films shall be rnado available to participants<br />

a few minutes before <strong>the</strong> contest. Loadrng <strong>of</strong> films shall be done on cue, in front<br />

<strong>of</strong> SPAs designated as proctors<br />

For ths convenience <strong>of</strong> contestants sharing <strong>of</strong> camera is discouraged.<br />

Illustration boards will be provided on fhe day that joumalists will lay out <strong>the</strong><br />

pictures (September 28). However, <strong>the</strong> o*rer materials, (paste, glue, pentel pens,<br />

rulers etc.) shall be provided by <strong>the</strong> participants<br />

Contestants in Cartooning shall'provide <strong>the</strong>ir own drawing instruments. Oslo<br />

papers shall be provided by <strong>the</strong> organizers.<br />

During <strong>the</strong> contests, contestafits will NOT write nunrbers in <strong>the</strong> answer sheets<br />

and in dre attached stubs. Proctoring Supervisors shall assign and write all ttre<br />

entry numbers at <strong>the</strong> end <strong>of</strong> each contest. Contestant number in <strong>the</strong> stub and in<br />

<strong>the</strong> answer sheet should tally. Contestants will not be told <strong>of</strong> <strong>the</strong> numbers<br />

assigned to <strong>the</strong>ir entries.<br />

Teacher advisers are not allowed to mingte wrth <strong>the</strong>ir students during tre<br />

viewing <strong>of</strong> <strong>the</strong> sports event, at <strong>the</strong> photo session and during altr contests.<br />

Contestants must be in <strong>the</strong>ir school uniform and wear <strong>the</strong>ir school lD. and tre<br />

I.D. to be distributed during pre-regisffation. Advisers are likewise required to<br />

wear <strong>the</strong> Conference ID.<br />

Only Students from schools that have published school papers, (at teast in 2010<br />

or201l can join *reRSSPC.<br />

Ten (10) winners will be declared per category. However" only <strong>the</strong> top three (3)<br />

regional winnen in each <strong>of</strong> <strong>the</strong> 14 catogories will join <strong>the</strong> NSPC in February or<br />

Aprtl2012.<br />

Top Three schools and individual highestpointers will also be declared.<br />

16. Each division may send a team composed <strong>of</strong> seven (7) members (ei<strong>the</strong>r in<br />

English or Filipino) for <strong>the</strong> Radio Broadcasting contest. Eveqy member should be<br />

17, Last year's criteria for <strong>the</strong> Search lbr <strong>the</strong> Outstanding Campus Journalist and<br />

Outstanding Secondary School Paper Adviser will be applied in this year's<br />

Search.<br />

18. Contest mafnx indicafing schedule, room assignment, proctors and convenors<br />

will be released I week before <strong>the</strong> contest. Proctors and convenors af,e strongly<br />

advised to be at <strong>the</strong>ir posts during <strong>the</strong> contest.<br />

elected division school paper advisers can join <strong>the</strong> election<br />

3, The ten (10) DSSPA Officers who have dre right to vote and to be elected are tte<br />

President, Internal and Extemal Vice hesident, Vice President for Finance'<br />

, Treasurer, secretary, Auditor, Business Manager and two (2) PRos.<br />
