Implementing Guidelines for the Conduct of RSSPC 20lt.70l2
1.
A registration fee of Three Hundred Fifty Pesos {Php. 350.00) shall be charged
each participart to help defray expenses for honoraria of the judges, food for the
guests, use of venue, conference materials and other expenses relative to the
conduct of the conference. Said amount is payable to SED c/o Mrs. Josephine
Emma Reyes, Supervisor in-charge of Joumalism, on or before September 19,
2011. List of participants should be submitted upon payment. School papers
(either this year's or last year's) should also be presented during registration.
No Registration will be allowed on September2L, 2011.
Additional P 60.00 shall be charged each adviser as membership fee, thirty pesos
of which will go to the regional association and the other thirty pesos will go to
the NSSA. An additional P30.00 shall be charged for each campus joumalist,
fifteen pesos of which will go to the Regional Editors Guild and the other fifteen
pesos will go to the National Editors Guild, payable directly to the designated
.officer of the association.

Registration and mernbership fees, travel expenses and other related expenses of
the delegates can be charged against MOOE /local funds or Joilmalism Fund, if
available, subject to the usual,acoounting and auditing rules and procedures.
To avoid untoward incidents and to facilitate preparation, all participants are

Illustration boards will be provided on fhe day that joumalists will lay out the
pictures (September 28). However, the o*rer materials, (paste, glue, pentel pens,
rulers etc.) shall be provided by the participants
Contestants in Cartooning shall'provide their own drawing instruments. Oslo
papers shall be provided by the organizers.
During the contests, contestafits will NOT write nunrbers in the answer sheets
and in dre attached stubs. Proctoring Supervisors shall assign and write all ttre
entry numbers at the end of each contest. Contestant number in the stub and in
the answer sheet should tally. Contestants will not be told of the numbers
assigned to their entries.
Teacher advisers are not allowed to mingte wrth their students during tre
viewing of the sports event, at the photo session and during altr contests.
Contestants must be in their school uniform and wear their school lD. and tre
I.D. to be distributed during pre-regisffation. Advisers are likewise required to
wear the Conference ID.
Only Students from schools that have published school papers, (at teast in 2010
or201l can join *reRSSPC.
Ten (10) winners will be declared per category. However" only the top three (3)
regional winnen in each of the 14 catogories will join the NSPC in February or
Aprtl2012.
Top Three schools and individual highestpointers will also be declared.

16. Each division may send a team composed of seven (7) members (either in
English or Filipino) for the Radio Broadcasting contest. Eveqy member should be
17, Last year's criteria for the Search lbr the Outstanding Campus Journalist and
Outstanding Secondary School Paper Adviser will be applied in this year's
Search.
18. Contest mafnx indicafing schedule, room assignment, proctors and convenors
will be released I week before the contest. Proctors and convenors af,e strongly
advised to be at their posts during the contest.

Guidefines on Election of NCRSSPAA Officers
l. The NCRSSPAA Election of officers will be held on the opening day of the
Regtonal Secondary Schools Press Conftrence'
2. Only incumbent NCRSSPAA officefs and coordinato$, plus ttre ten (10) cunent
elected division school paper advisers can join the election
3, The ten (10) DSSPA Officers who have dre right to vote and to be elected are tte
President, Internal and Extemal Vice hesident, Vice President for Finance'
, Treasurer, secretary, Auditor, Business Manager and two (2) PRos.
4. A COMELEC composed of four (4) members and a Chair win t+e charge of the
election.
