Verbal shootout <strong>at</strong><br />

Winters’ library<br />

You think you’ve had bad days? I’ll tell<br />

you wh<strong>at</strong> a real bad day is.<br />

The D-Q University Board of Trustees<br />

meeting was scheduled for Oct. 17 <strong>at</strong> the<br />

Winters Library. The reason? We have no<br />

power or w<strong>at</strong>er <strong>at</strong> D-Q. We are in the process<br />

of figuring out a solution. Until th<strong>at</strong><br />

happens, we must meet <strong>at</strong> some other<br />

loc<strong>at</strong>ion.<br />

I had learned Friday night th<strong>at</strong> our<br />

board chairperson would not be able to<br />

<strong>at</strong>tend because of a broken down car.<br />

Another board member had to <strong>at</strong>tend a funeral. Th<strong>at</strong> still left us<br />

with a quorum: Our secretary, who would have to chair the meeting,<br />

myself and our “Judas” board member. Our chair would be<br />

able to vote in case of a tie. Th<strong>at</strong> possibility seemed entirely likely<br />

since our Judas has gone to the “dark side” in the past several<br />

months.<br />

To set the stage for this scenario you need to know th<strong>at</strong> we,<br />

the D-Q board, have been assailed from all sides for months. We<br />

have had to take on the powers th<strong>at</strong> be of Yolo County, those<br />

who are trying to take the land, and some who supposedly are on<br />

our side. Well, with friends like some of these l<strong>at</strong>ter individuals,<br />

we don’t need enemies. Another group called Mecha wants to<br />

take over D-Q. They are Chicano, but cla<strong>im</strong> they are “indigenous”<br />

people.<br />

Right now, Noel Boaz, an ers<strong>at</strong>z “savior” of D-Q University, is<br />

trying to get the <strong>at</strong>torney general to kick us off the board. If he succeeds,<br />

he will select a new quasi-board and begin setting in place<br />

his “medical facility” <strong>at</strong> D-Q. He says he represents the Shasta<br />

people. He is non-Indian. Interestingly enough, Shasta people<br />

whom we have contacted deny he is affili<strong>at</strong>ed with them.<br />

For the life of me, I cannot understand why Indian people won’t<br />

stand up and take people like this to task. In 2006, Boaz tried to<br />

run his scam with the Siskiyou County Board of Supervisors. They<br />

shut h<strong>im</strong> down, yet he continues to oper<strong>at</strong>e. Now he wants D-Q<br />

land.<br />

The Shasta people need to come forward and clear the record.<br />

The <strong>at</strong>torney general’s office needs to do some investig<strong>at</strong>ing and<br />

then fulfill its job in protecting the legal rights of the all California<br />

people. But the job of documenting, investig<strong>at</strong>ing and checking up<br />

on these people has fallen to the D-Q board, essentially just three<br />

women of the D-Q board. We have had to depend on just our<br />

guts, brains and experience. Albeit, we are made of pretty stern<br />

stuff, but why aren’t these salaried people doing their jobs?<br />

It’s about 160 miles down to Winters. I left a little before seven<br />

in the morning so I could save on gas by keeping my speed under<br />

65. I was almost to Anderson, listening to my traveling music,<br />

when I noticed a Highway P<strong>at</strong>rol car coming the other way. He<br />

was cutting across the divider strip. This all registered in my brain,<br />

but not much.<br />

Then my cell phone rang. My brain was still in duh mode.<br />

I picked it up and instantly the red light came on behind me. I<br />

dropped my phone and pulled over. It was the secretary of the<br />

board telling me th<strong>at</strong> she was ill and would not be able to come<br />

to the meeting. She called right back because I had dropped my<br />

phone. The officer said, “You might as well answer th<strong>at</strong> now.”<br />

I informed the secretary th<strong>at</strong> I was receiving a ticket for talking<br />

on the cell while driving. But if I thought th<strong>at</strong> was the end of my<br />

troubles, I only had to assess the situ<strong>at</strong>ion: We would not have a<br />

quorum for the meeting so I was making a long trip for nothing.<br />

Besides, the other board member was Judas.<br />

I arrived <strong>at</strong> the Winters’ library where a librarian volunteer and<br />

her helpers were organizing books to be moved to their new facilities.<br />

A few people trickled into the meeting. I informed them th<strong>at</strong> we<br />

wouldn’t have a quorum, but th<strong>at</strong> I wanted to discuss some of the<br />

topics. We just couldn’t do any voting.<br />

Then our secretary called and said th<strong>at</strong> she wanted to give<br />

me a 10 minute warning: Our Judas and his entourage were on<br />

their way to the meeting. I began to consider “security.” Maybe the<br />

library volunteers could help throw books <strong>at</strong> any hoodlums.<br />

Judas and his cohorts have apparently decided to bring D-Q to<br />

its knees, while making money doing it. Yes, it is conflict of interest,<br />

but Judas does not see it th<strong>at</strong> way. He has joined forces with<br />

just about any group th<strong>at</strong> is working against us - Mecha and the<br />

Boaz group to be exact.<br />

Shortly thereafter the Mecha et al group entered some six or<br />

seven of them. One tried to stare me down. I’ve never seen her<br />

before, but I am familiar with the <strong>at</strong>titude. I can stare anybody<br />

down.<br />

The Judas group handed out their 40 item manifesto. I ignored<br />

it. I am good <strong>at</strong> th<strong>at</strong> also.<br />

I have been toughened by teaching junior high for some 35<br />

years. In order to survive, one has to learn a few tricks of the trade<br />

(most definitely not politically correct): Diplomacy seldom works<br />

and profiling saves a lot of t<strong>im</strong>e and trouble. The first allows the<br />

subject to blame somebody or something else. The other often<br />

heads off trouble before it starts. Above all, show no fear or indecision.<br />

They will e<strong>at</strong> you alive if you do.<br />

As the meeting progressed, it became reminiscent of a junior<br />

high playground fight: a whole lot of yelling, blaming, lying, and<br />

irrelevant posturing. (Show no fear. Put on the drill sergeant persona,<br />

“Now listen up, worms).<br />

They tried to hit me with the “history of D-Q” saying th<strong>at</strong> it was<br />

supposed to be for indigenous people. They wanted to get back to<br />

th<strong>at</strong> st<strong>at</strong>us of having Chicano constitute half the board. I had to do<br />

an <strong>im</strong>promptu history lesson on wh<strong>at</strong> the word indigenous meant,<br />

the conquistadors, the cla<strong>im</strong>ing of California from the real indigenous<br />

people, the California Indians, and how D-Q was occupied.<br />

(I know the history of California Indian people and wh<strong>at</strong> happened<br />

to them. Don’t challenge me on this one).<br />

I sensed th<strong>at</strong> there was some thought th<strong>at</strong> because I was a<br />

woman, I could be int<strong>im</strong>id<strong>at</strong>ed. I informed them of the st<strong>at</strong>us of<br />

strong Indian women in our culture. (Th<strong>at</strong> covered the subject of<br />

gender equality, past, present and future).<br />

They tried to hit me with alleged wrong-doing of the present<br />

board. At this point I was aided by a man who has submitted his<br />

credentials to be admitted to the board. He showed his logic under<br />

fire. He told them they had to document charges, not just make<br />

accus<strong>at</strong>ions. I figured th<strong>at</strong> I might just survive the onslaught yet.<br />

I had one person to back me up. Somet<strong>im</strong>es th<strong>at</strong> is all one can<br />

hope for in Indian business.<br />

Then Judas tried to pull the “parliamentary procedure” infractions<br />

trick. Now th<strong>at</strong> really got “my Injun up.” I informed h<strong>im</strong> th<strong>at</strong><br />

parliament was European; th<strong>at</strong> we were dealing with Indian stuff,<br />

the Indian way.<br />

Then he tried the judicial justice slant. I informed h<strong>im</strong> I was not<br />

too <strong>im</strong>pressed with the present justice system. We were dealing<br />

with Indian justice: truth, accountability and correcting any wrongs<br />

we do.<br />

One even pulled the Christian card on me: We must “forgive”<br />

everyone. I informed h<strong>im</strong> I did not have to forgive anybody. Th<strong>at</strong><br />

people who did wrong had to admit it, and fix any problem or<br />

damage they caused. Th<strong>at</strong> is the Indian way. It is not my duty to<br />

forgive someone so he can continue doing wrong.<br />

Then I played my ace in the hole: the elder card. I told them<br />

wh<strong>at</strong> elders were supposed to be doing. Maybe if elders were<br />

doing their job, they (the accusers) would know how to act; th<strong>at</strong><br />

they would not be doing things to bring shame on themselves,<br />

their families and their people. (Th<strong>at</strong> pretty much took care of anything<br />

in the past).<br />

I was on a roll. I figured I needed to make my final stand. No<br />

more be<strong>at</strong>ing around the bush with fake entente. The edict was<br />

laid out: either they were with us, or they were against us. We<br />

would not give up D-Q to anybody. If they wanted to help us, they<br />

could, but we had no t<strong>im</strong>e for people who were not committed to<br />

saving D-Q.<br />

Four of the young men came and shook my hand afterward.<br />

I would like to take th<strong>at</strong> as a token of assent. I may have been<br />

bloodied, but I was not be<strong>at</strong>en.<br />

Okay, Indian people, it is now your turn to show some guts. On<br />

Nov. 7 we will be holding the Veteran’s Celebr<strong>at</strong>ion <strong>at</strong> D-Q. We will<br />

be having a board meeting th<strong>at</strong> morning, beginning <strong>at</strong> 9 a.m. You<br />

need to be there to see wh<strong>at</strong> we are trying to do on our own. We<br />

could use a little help. Then we can all celebr<strong>at</strong>e.<br />

Within the next month and a half we will hold the Elders G<strong>at</strong>hering.<br />

It may not be all sweet and gentle. We are going to take<br />

ourselves to task on wh<strong>at</strong> we need to do to help save our people,<br />

especially our young. It’s a big job, but it needs to start with us.<br />

We’ll be calling on all Indian elders.<br />

Kenneth W. Phillips, of<br />

Tokyo, Japan departed this<br />

life on October 1, 2009. Ken<br />

was born November 3, 1932<br />

in Winters, Texas to James<br />

and Maddie Phillips. He grew<br />

up in Rush Springs, Oklahoma<br />

where he <strong>at</strong>tended<br />

Rush Springs High School.<br />

Ken accepted Jesus Christ<br />

as his Savior and Lord <strong>at</strong> the<br />

age of 12.<br />

In 1956 Ken began a<br />

long and illustrious 29 year<br />

career in the United St<strong>at</strong>es<br />

Navy. During his t<strong>im</strong>e in the<br />

United St<strong>at</strong>es Navy, Ken was<br />

st<strong>at</strong>ioned in places such as<br />

Oppama, Japan, Beeville,<br />

Texas, Norfolk, Virginia, Millington,<br />

Tennessee, Lemoore,<br />

California, Atsugi,<br />

Japan, Alameda, California,<br />

Whidbey Island, Washington,<br />

Midway Island, the USS<br />

Independence, Adak, Alaska,<br />

Iwakuni, Japan, Misawa,<br />

Japan and Mountain View,<br />

California to name a few<br />

places. After retiring from the<br />

United St<strong>at</strong>es Navy Ken spent<br />

many years with Grumman<br />

Aerospace in various capacities<br />

which took h<strong>im</strong> to Japan,<br />

Taiwan and all across the<br />

United St<strong>at</strong>es. During these<br />

tours of duty Ken also found<br />

the t<strong>im</strong>e to gradu<strong>at</strong>e from the<br />

University of Maryland.<br />

This godly and compassion<strong>at</strong>e<br />

man had a love for<br />

life th<strong>at</strong> revealed itself in his<br />

gre<strong>at</strong> love of am<strong>at</strong>eur radio<br />

and travel. Ken had many<br />

friends spread all across<br />

the globe and he spoke with<br />

many of them frequently on<br />

the radio or during his travels<br />

across the world. In all<br />

th<strong>at</strong> he did in life, his love of<br />

God, family, friends and his<br />

compassion for others were<br />

always in the forefront.<br />

de<strong>at</strong>h by his f<strong>at</strong>her, James<br />

Phillips and his mother,<br />

Maddie Phillips. He is survived<br />

by his wife, Toshiko<br />

Phillips of Tokyo, Japan, his<br />

sons, J<strong>im</strong> Phillips of Whittier,<br />

California and Ken Phillips<br />

of Mt. Maunganui, New<br />

Zealand, his granddaughters,<br />

Marisa, Alison and Sara<br />

Phillips, his sisters, Maxine<br />

Aux. There will be no graveside<br />

services and she will be<br />

buried in Burney cemetery<br />

with her husband in a priv<strong>at</strong>e<br />

ceremony.<br />

Irene was born in Durango,<br />

Colorado on March<br />

24, 1925 and passed away<br />

peacefully <strong>at</strong> home on October<br />

17, 2009. Irene moved to<br />

Shasta County in the 1970’s.<br />

She worked as a real est<strong>at</strong>e<br />

agent in the <strong>Intermountain</strong><br />

area for many years. She<br />

was predeceased by her parents<br />

Homer and C<strong>at</strong>herine<br />

Beebe of Paradise, CA and<br />

her husband Wilmer Ickes,<br />

her son John Pryor, her sister<br />

Melda Benefiel of Vallejo, her<br />

brother Charles Beebe of Arizona.<br />

She is survived by her<br />

brother David Beebe of Chico,<br />

her daughter Sharon Harris<br />

of Ukiah, her daughter-in-law<br />

Sharon Pryor of Burney, and<br />

sons Stacy (Sandy) Graham<br />

of Roseville, Roger Pryor<br />

For most of her life Irene<br />

was a very active person.<br />

She gradu<strong>at</strong>ed High School<br />

in Paradise, CA. In her<br />

younger years she was a<br />

waitress, and volunteered as<br />

a Pink Lady <strong>at</strong> the Red Bluff<br />

hospital. Over the years she<br />

raised 6 children, 1 girl and<br />

5 boys and she was very<br />

<strong>at</strong>tached to her very large<br />

extended family.<br />

She played on a bowling<br />

league in Burney for many<br />

years, she loved n<strong>at</strong>ure and<br />

being outdoors, she loved to<br />

work in her yard and on her<br />

home.<br />

She was very active in the<br />

VFW Aux and served <strong>at</strong> least<br />

two terms as the President of<br />

the ladies aux for VFW Post<br />

5689 in Burney. She with her<br />

husband received numerous<br />

awards for outstanding<br />

volunteer service the Burney<br />

VFW Post.<br />

Irene was a very generous<br />

person don<strong>at</strong>ing to numerous<br />

charities rel<strong>at</strong>ed to America’s<br />

Veterans. Irene was artistic<br />

and liked to paint ceramics,<br />

sew, read, and enjoyed word<br />

puzzles, and when she got a<br />

computer she became quite<br />

<strong>at</strong>tached to emailing friends<br />

and family and loved to play<br />

the electronic version of the<br />

card game Solitaire.<br />

Irene and her husband<br />

always worked on their<br />

dreams. They oper<strong>at</strong>ed a<br />

large ranch and campground<br />

in Montgomery Creek, CA for<br />

many years.<br />

They also loved to build<br />

things such as the construction<br />

of two houses th<strong>at</strong> she<br />

helped her husband build in<br />

CA. One home was built in<br />

The Lassen County Resource Advisory Committee announces round eight<br />

of requests for concept papers for use of funding in 2010 provided by the<br />

Secure Rural Schools and Community Self-Determin<strong>at</strong>ion Act (PL 110-<br />

343).<br />

Funds may be used for projects on n<strong>at</strong>ional forest land. Examples of eligible projects<br />

include:<br />

• W<strong>at</strong>ershed restor<strong>at</strong>ion<br />

• Road and trail maintenance<br />

• Wildlife and fi sh habit<strong>at</strong> <strong>im</strong>provement<br />

• Control of noxious and exotic weeds<br />

• Soil productivity <strong>im</strong>provement<br />

• Improvement in forest ecosystem health<br />

• Re-establishment of n<strong>at</strong>ive species.<br />

Funds may also be used on adjacent priv<strong>at</strong>e lands so long as the project benefi ts the<br />

adjoining n<strong>at</strong>ional forest land. Projects which leverage the funds with in kind and cash<br />

m<strong>at</strong>ching funds are highly encouraged. Projects must be loc<strong>at</strong>ed within Lassen County.<br />

Eligibility: Communities, organiz<strong>at</strong>ions, tribes, and government agencies are eligible for<br />

funding.<br />
