Autumn Edition
Welcome to the Autumn Edition of The EIC.
With the summer holidays over (what summer I hear you say) we can now look
forward to Christmas and in this edition we are already publishing Christmas
Events !!.
Before that we do once again have the East Ilsley Firework Extravaganza taking place
on 27 th October.
Thanks to all who are involved with this event and to all who made the Sheep Fair
Jubilee celebrations such a memorable occasion. You will see that Mike Spearing
steps down as Chairman of the Sheep Fair Committee and we are indebted to him for
his hard work in keeping this village event going for that past 6 years. Good luck and
best wishes to Alan Harris for taking over this role - I am sure you know Mike will be a
hard act to follow but I have no doubt you can do it.
As usual you will be able to see a full colour version of this edition and previous
editions of the EIC at http://www.ilsleys.net/eic_files/EIC_55_final.pdf or the East
Ilsley Parish Council website www.eastilsley-pc.gov.uk
Don’t forget you can use the EIC to pass on your Christmas messages to villagers
and then contribute the money saved to a charity of your choice. If you would like to
do this send your chosen words for publishing in the next edition.
Happy reading
East Ilsley We Need your Email Address
We are hoping to improve overall communication about all sorts of subjects the Parish Council
becomes involved with. Including such things as, the dates of PC meetings, minutes of meetings, the
effects of the new localism bill (including the creation of a village design statement), planning
applications, police updates, social activities, volunteers needed etc.
While statutory issues are always on the notice board, not everyone gets the chance to stop and read
it, or check the village website. So we are hoping to create a “Village” email list that we can send
relevant information to, dates of meetings etc.
So if you would like to be kept informed drop your email address to the Parish Clerk
eastilsleypc@gmail.com in the subject line put VILLAGE EMAIL LIST.
We will then keep you on the list until you let us know you no longer want to receive updates, simply
email the clerk asking to be removed. The more people who sign up the easier it will be to be kept
informed so do please join up - your village needs you!
Andrew Sharp - East Ilsley Parish Councilor
The Ilsleys Primary school has a vacancy for a Community Governor.
Community governors are appointed by the governing body to represent community interests. They
can be individuals who
• live or work in the community served by the school
• are committed to the good governance and success of the school even though they do not
work or live close to it.
The definition of community governor is wide. People from a business or professional background
and minor authority representatives can be appointed as community governors.
If anyone would like more information on becoming a school governor and making a real contribution
to our fantastic village school then feel free to contact either myself, Rich Fielding (Chair)
richfielding@gmx.com or the Headteacher Kate House headteacher@ilsleys.w-berks.sch.uk or finally
East Ilsley Parish Council
Dear Parishioner,
SUPERFAST BROADBAND IN WEST BERKSHIRE- EAST ILSLEY
We hope you will have all heard about Superfast Broadband whether from the flyer sent
round by the Parish Council, articles in the local paper, national press or even the Prime
Minister talking about its importance to the economic recovery of the UK.
East Ilsleys’ Parishioners have truly embraced the future and registered in large numbers in
the last few weeks, over 124 at the last count. But, we need more, to ensure East Ilsley and
West Berkshire don’t get left in the slow lane and miss out on future developments that
could affect young and old alike. So, if you haven’t registered yet – it only takes the two
minutes to register on the site - please go and do it now! Equally, if there is more than one
person with a distinct email address living at your house, please ask them to also register.
The web address for registration is below. Remember, this is only a registration of interest it
doesn’t commit you to anything. However, it might be the difference between our village
getting Superfast Broadband and not getting it! So, go to the site below, click on the register
button on the top menu and fill in the form, it’s very straightforward.
http://www.superfastberkshire.org.uk/
There is also an interactive map on the site that, if you zoom right in to East Ilsley, will show
you how many houses per postcode have registered. Ahead in our village at the moment
are: Stanmore Road, The High Street and Abingdon Road. Where we need to get more
registrations from are: Fidlers Lane, Cow Lane, The Gallops, The Square and Church Hill.
So, if you have already registered, ask the neighbours if they have. While East Ilsley is
doing well we’re a long way behind Kintbury that has nearly 400 registrations - the roll out of
the service will almost certainly be linked to the levels of interest shown.
If anyone has any questions or would like some help registering, please do contact me by
email or phone, or speak to one of the Parish Council and we will try to help.
Best Regards
Hello Villagers,
The East Ilsley Sheep Fair Committee would like to thank all of you who turned up for
the Sheep Fair and Jubilee celebrations. Although the weather was atrocious for the
Sheep Fair, the turn out of villagers and visitors astounded even some of the old
stalwarts of the committee, a very big thank you!
Although a complete wash out outside, apart from the stocks, (big thanks to Pete and Barry for the
entertainment) the inside was heaving in the marquee. Phil’s Bar was very busy and in the tea tent, the tea
and cake were flying out. However, a special thanks to Kenny and team for staying out in the wet and
stoically carrying on with the burgers and sausages, above and beyond the call of duty! We would also like
to give a great big thank you for all of you who helped set up and take down the field as well as giving your
time in all areas to help make the Sheep Fair the success it is. Without you, we could not do it on our own.
Now for Sheep Fair 2013! Our Chairman since 2006 has been Mike Spearing and I think we all agree he
has done an outstanding job during that time. Regrettably, due to work commitments, Mike has now
resigned and will be sadly missed by us all although he has agreed to help on the day. We have already held
a Committee Wash Up and going Forward meeting and I have now been elected as the new Chairman.
Hope I can live up to the high standard Mike has set but with the help of the Committee I am sure we can
produce a Sheep Fair matching and hopefully exceeding expectations.
With new members on the committee from last year and this, bringing new ideas to the melting pot, together
with us old timers we are looking at additional features for the 2013 Sheep Fair. More details of these later
in the year.
We always need help with the organising and build up to the day so if anyone would like to be involved or on
the working parties on the day, we would love to hear from you, just contact me on the number below or
email ahsafety@netscape.net. Even an hour on the day would be much appreciated.
Bye for now and watch this space for more news from the Sheep Fair Committee in future EIC’s.
As you will have seen above I have stepped down as Chairman this year so want to take this opportunity to thank
everyone and anyone who has supported the Fair in what ever way during my 6 years at the helm. It has been the
most amazing experience in so many ways and been an absolute treat being able to contribute to the village in
this way - its been my pleasure. I do need to say a special thank you to anyone that sat on the Committee over
the last 6 years as without them the Fair wouldn’t be half the event it is today - big gorgeous thank.
Lastly I would like to wish Alan Harris every success as the new Chairman going forward.
The Ilsleys Primary School
Where did the summer holidays go! Time has flown by and here we are
again at the start of a new school year. We have been very lucky with the
weather coming back to school and have been able to get outside. We
welcome all our new children to the school and they have certainly added an air of excitement
to the school. They looked so smart on their first day and are already getting to be very much a part of the
school community. You forget how young they are when they first start. You will probably see them playing out
on the bikes in the front part of the school. The topics for this term are places people go, how the brain works
and space in KS2. Already, the children have been telling me what they want to get better at this year and we
will certainly be helping them achieve this. Christmas is the next big event on our calendar dare I mention it!
Mrs Pearce is organising a Crib and Carol service at the church and we will be holding our own celebration in
the form of a Christmas production. There are certainly some budding stars amongst the new children. Please
feel free to come to any events we hold including anything the FIPS committee arrange. It is really important
we get as much support as we can from the village as the school is very much part of the community.
Kate House
It's been a busy summer for the group. Each week throughout the school summer holidays the group have met up
at our local village parks, East Ilsley, West Ilsley and Compton. Each week we had a great attendance especially
if the sun was shinning! Our families seem to really enjoy the group meeting each week even through the school
holidays, giving families at least one activity to do each week, giving the children time to play and meet their
friends and mums to catch up and socialise.
Now the new term has begun again we are back to our usual routine of meeting each week in the hall.
Ilsley Under 5's is a well established parent and carer playgroup which in partnership with Surestart provides a
great place to play in a friendly safe atmosphere and fun environment. We meet every week, most weeks of the
year, in West Ilsley village hall between 10am and 11.30am. The children have a snack and drink half way
through the session, with tea and coffee available for mums dads and carers. Every week we offer a new activity
table; painting, drawing, play dough etc, not forgetting the regular toys that are available and suit all ages of
toddler or baby. And we finish the session with a group sing along.
If you are planning a party or event remember the small tables and chairs as well as our toys are available for hire
throughout the year for a donation of £10. Please call myself for more details.
From the Team Minister for Compton & East Ilsley: The Rev’d Martin Cawte
By the time you are reading this Jill, Lizzie and I will have said our farewells to Compton and East Ilsley, as we move
to Lambourn where I will take up the post of Priest in Charge of Eastbury, East Garston and Lambourn. We have had
nearly six very happy years here and have much to be grateful for, for many kind and lovely people it has been a
privilege to be amongst and serve. As we have given thanks for the harvest, even though yields are down because of
the inclement weather, we turn our minds towards toward celebrating the season of the Kingdom.
The Kingdom of God is eternally here but not yet here. In this world all Christians are citizens of the Kingdom of God
but also citizens of the earthly realms in which they continue to live. The Bible makes it clear that Christians have
nothing to fear from good governance here on earth and that they should play their full part in ensuring that the
secular world does not go off, by being salt and light in the world. It is vitally important that the Christian voice should
be heard in the counsels of government, particularly in a world which at times seems to be doing its best to cut free
from its moorings and the framework of common understanding which has given us, in this land at least, relatively
good governance for a thousand years. However the glories of this world are nothing in comparison with the
splendour of heaven. This is not pie in the sky when we die, we are called to bring in the Kingdom of God wherever
we are and to work to make this land better resemble God’s kingdom. Secure in the knowledge of our future we can
afford to take risks for the Kingdom in this present realm as we take the lead in helping this world to reform itself in
Godly ways.
Building a culture of gracious invitation is perhaps the Church’s most urgent task. Everyone should feel welcome in
their Parish church whether or not they feel confident in expressing any faith. It is essential that everyone who is
working for good feels able to draw upon the spiritual resources available in and through our churches. Faith grows
as it is practised; few of us feel confident about relying on the promises of God until we have some experience of
having done so. The key message I would like to leave with Compilations and Communicator readers is that you are
welcome at your parish church whoever you are, whether you have much faith, little faith or none. There you will find
others just like you. As the hymn puts it “We are pilgrims on a journey, fellow travellers on the road; we are here to
help each other walk the mile and share the load.”
Martin Cawtete
Blewbury Brass Band
Blewbury band has been very busy in the last 12 months, playing at village fetes, supporting school PTA fundraising
events and hosting a concert with the local primary school brass groups.
The new brass band year starts in September and we now have a learner band open to those who have some
brass experience. For complete beginners we can also provide professional tuition to get you started, which leads
into playing with the learner band - you don't even need to be able to read music.
So if you just fancy having a go at music, or want to return after a break, we'd love to hear from you. It won't be long
before we're playing carols and you could be a part of it!
Man’s Best Friend!!!? (On seeing a dog walker one very rainy morning.)
Up in the morning to more heavy rain
Still, need to walk my dog again.
It’s just something you have got to do,
Because dogs need a walk to have a poo.
I love my dog, I REALLY do
The walks the smells and all that poo.
Today the weather is really good to see,
After walking the dog, let’s book a tee,
A relaxing game of golf for you and me.
But wait, can’t leave the dog for all those hours,
That game of golf was nearly ours.
I love my dog, I REALLY do
The walks the smells and all that poo.
I know my dog thinks that I’m a clown
Who gives him treat for just sitting down.
Yes, he must think I am really thick
For giving him a bone for catching a stick
I love my dog, I REALLY do
The walks the smells and all that poo.
This morning I woke to a terrible smell,
And I knew right away the dog’s not well.
So it is clear up the mess then off to the vet
Where a small jab and a large bill is all we will get.
I love my dog, I REALLY do
The walks the smells and all that poo.
But now the time has come, it’s nearly the end,
To say goodbye to my doggy friend
I can’t let him suffer in pain you see,
That’s only good enough for you and me.
I miss my dog I REALLY do
The walks the smells and all that poo.
Now lets get real, I’ve not gone soft,
I brought my gun down from the loft.
The walks the smells and all that poo
I knew exactly what I had to do.
I loved my dog, I REALLY did,
But the daft brute should have run and hid!
East Ilsley 120 years ago (extracts from Newbury Weekly News)
As there was again not much news in September and October1912 so I have extracted some from further back
8 th September 1892
PETTY SESSIONS, FRIDAY SEPT. 2 nd James Bartholomew, of East Ilsley was charged with using obscene
language towards P.C. Miles on August 26 th . fined 9s. 6d. and 10s. 6d. costs or 14 days imprisonment. The money
was paid.
15 th September 1892
MUSICAL – At the recent examination, held at the London College of Music, Miss K. Y. Marriott gained the
diploma of associate. She has the distinction of being one of the youngest associates of the college.
22 nd September 1892
SUNDAY SCHOOL TREAT. – On Monday September 12 th , the children attending St Mary’s Church Sunday
School had their annual summer feast in the rectory meadow. In addition to an excellent tea, there were various
amusements.
HARVEST THANKSGIVING SERVICES were held on Sunday, at the Baptist chapel, East Ilsley. The chapel was
very prettily decorated with flowers, fruit, &c. previous to the evening service the brass band assembled in the
open air and creditably played selections of sacred music. There was a large congregation in the evening when
Mr. Bond, of Reading, preached.
THE EAST ILSLEY CRICKET CLUB brought their season to a close on Saturday, when the Married and Single
played their return match, and like the first game the bachelors had to put up with defeat by 26 runs. The married
batted first and ran up a respectable score of 87, Pickard and Ward getting the majority. The single scored 61,
Hibbert and Baker scoring 21 and 14 not out. The feature of the game was the bowling of the old veteran G.
Matthews, (being 64 years of age), who captured 8 wickets at small cost. Only one innings each was played owing
to the cold weather, the married only batted 8 men. During the season the Club had played 10 matches, 6 have
been won and 4 lost. The bat kindly presented by Dr. Main has been won by H. A. Pickard with an average of
19.64 for 14 completed innings, H.V. Lowe being second with 16.60. A ball given by Mr. H.V. Lowe for those taking
LOCAL BANKRUPTCY – Re GEORGE CHARLTON of Streatley, Berks, farm bailiff, late of East Ilsley, Berks,
innkeeper.- The first meeting of the creditors was held at the office of the Official Receiver, Oxford, on Friday, the
14 th inst., for the purpose of receiving a report by the Official Receiver upon the position of the estate. The debtor
has been adjudged bankrupt and an order for summary administration has been made by the court. The public
examination of the debtor is fixed for Thursday, the 17 th prox., at the County Hall Oxford. The summary of debtor’s
statement of affairs discloses liabilities amounting to £223 1s., and assets nil. The debtor alleges the causes of his
failure to be:- Want of capital, losses by death of cattle, and bad seasons. Official Receiver’s observations:- “The
Receiving Order was made on debtor’s own petition. The debtor who is 34 years old tells me he was born at
Beenham, near Reading, and that for the first 30 years of his life he lived there, helping his father,, a farmer and
innkeeper, during his life, and managing for his mother afterwards. On leaving Beenham he repaid £300 which he
had borrowed. He then went to Colnbrook, in Middlesex, to East Ilsley, and to other places until May 1891, when
he settled at Streatley as a farm bailiff. He never kept any books or banking account, and, as appears above, he
says he has literally no estate, his wife and seven children using her sister’s furniture in his small cottage. When at
Beenham, on his own account, he had some money, but he lost many cattle from 1881 to 1885, and was unlucky
with his farm. A brother-in-law found him the fees for filing this petition. Two small creditors had obtained
judgements in the County Court, but had not issued execution. Of his two large debts the one was contracted in
1888 for rent, and the other in 1891 for beer (he then kept an Inn). His deficiency account shows bad debts, £4
18s. 7d., one year’s household expenses, £54 6s. ; and losses by death of cattle and bad seasons (no date being
given), £210 12s. 5d.; against these, besides the deficiency above of £233 1s., credit is given for £46 16s. for his
last year’s earnings. This seems a hopeless case for the creditors.”
The Crown & Horns Refurbishments
Many of you will have seen the builders and interior designers move into the Crown & Horns and started work on
the refurbishments.
Punch Taverns, which owns the Crown and Horns have provided me with the following statement on their plans
to greatly improve the image of pub :
“The Crown and Horns closed on Tuesday 28 th August and will remain closed for 12
weeks whilst major refurbishment work is carried out.
A joint investment of £500,000 will give the pub a new lease of life, with full internal and
external decoration throughout. The pub will be updated with new furniture and fittings
whilst retaining the traditional character and charm of the 17 th century coaching house.
The letting rooms will also be given a makeover, each with an individual, bespoke
theme using pictures from the local area.
We intend to reposition the pub as a destination for premium good quality food and
drink.
There will also be a new licensee at the pub who is an exceptional operator.”
Here is the latest update for the Downlands neighbourhood from Neighbourhood Officer PC Matthew Allen.
The latest crime statistics can be found by visiting www.police.uk. This website provides you with helpful
information about crime and policing in your area. Enter your postcode, town, village or street into the search
box, and get instant access to street-level crime maps and data, as well as details of the neighbourhood police
team and ‘Have Your Say Events’. The level of crime and anti-social behaviour in the area remains below
average compared with the rest of England and Wales. Crime in your neighbourhood for the months of April to
July 2012 as opposed to the same period in 2011 is down 15% in total, with burglaries to houses down from
twelve in 2011 to two in 2012.
Darren Chambers, a 28 year old male from Brimpton has been found guilty of assault at West Berkshire
Magistrates Court following an incident on 4 th August in Eling. He received a 12 month conditional discharge
and was fined £185. Jack Baker a 19 year old male from Compton has been bailed to West Berkshire
Magistrates Court on 12 th September following an incident on 16 th June in East Ilsley where a man was
assaulted.
Currently there are no neighbourhood priorities. If however you do have some concerns about crime or
disorder in the Downlands neighbourhood please email me at the address below or call me on the non
emergency number for Thames Valley Police, 101.
The mobile police station is coming to a street near you. On Saturday 8 th September the police station will be
on Broad Street, East Ilsley between 1000and 1030am, Main Street, West Ilsley between 1040 and 1110am,
outside Farnborough Church between 1120 and 1150am, outside Chaddleworth village school between 1200
and 1230pm, in Brightwalton village hall car park between 1240 and 1.10pm and in Leckhampstead village hall
car park between 1.20 and 1.50pm. On Saturday 29 th September it will be parked in The Westons, Beedon,
outside the primary school between 1.10 and 1.30pm and outside Peasemore village hall between 1.40 and
2.10pm. You can meet your local police team and discuss any issues with us you may have.
Please make sure you report all suspicious activity and any instances of crime to Thames Valley Police so we
can deal accordingly. Too often I am receiving calls from your parish councilors of incidents that should be
reported to the police and too much time has passed by to be able to deal effectively.
Community Messaging is a free service provides information to subscribers about crime and police activity in
their area via phone or email. It also includes information on what we and our partner services are doing to
bring offenders to justice or combat anti-social behaviour, and information on opportunities for local residents to
raise concerns with their local policing teams. More information can be obtained via our website, and you can
