Congratulations to Past President Sarah Kerrigan and husband Garth Giesbrecht on the birth <strong>of</strong> their daughter Abby<br />

Kerrigan on August 15. She arrived a little earlier than expected, weighing 5 lb. 7.5 oz (note the analytical precision they<br />

sent with that measurement), but parents and baby are doing well.<br />

All candidates made significant contributions to CAT recognized by their colleagues and peers. After much<br />

consideration by the Board <strong>of</strong> Directors and Committee members, Michelle Sandberg was selected to<br />

receive the AAFS Regional award in Seattle, WA in February 2006. Congratulations Michelle!<br />

Opportunity for Service to CAT as Recording Secretary/Proceedings Editor<br />

In 2006, CAT will be electing a new Recording Secretary/Proceedings Editor. This position on the Board <strong>of</strong> Directors is<br />

responsible for taking minutes at Board and business meetings and teleconferences involving CAT business. <strong>The</strong> second<br />

portion <strong>of</strong> the position involves the preparation <strong>of</strong> the Proceedings using Micros<strong>of</strong>t Word, and working with the CAT<br />

Assistant to finalize paper and electronic versions for mailing and website posting. Time required is attending at least two<br />

<strong>of</strong> the three CAT meetings per year, and approximately 12 hours <strong>of</strong> work three times per year for preparation <strong>of</strong> the<br />

Proceedings. This is a Board position that requires three brief periods <strong>of</strong> work rather than year-round ongoing<br />

responsibilities.<br />

<strong>The</strong> rewards <strong>of</strong> the position, in addition to providing the membership <strong>of</strong> CAT with good communication, include working<br />

with other Board members and committee chairs, and learning new writing and computer skills which come in quite handy<br />

for preparation <strong>of</strong> documents and technical materials in your “day job”.<br />

<strong>The</strong> documents and process for the Proceedings are well-developed and highly documented. <strong>The</strong> work can be done on<br />

either the PC or Mac platform. <strong>The</strong> skills needed are typing, decent pro<strong>of</strong>-reading, using email and telephone, and<br />

keeping track <strong>of</strong> files on your computer. Complete training will be provided by the current Editor during spring and<br />

summer <strong>of</strong> 2006 (no travel required).<br />

Pre-registration deadline for the workshop and meeting is January 13, 2006. Parking is complimentary. Payments and<br />

registration forms must be received by January 13 to guarantee lunch and avoid the late fees. Do not fax “intent to register’.<br />

Payment by mail must be check or cash – NO credit or ATM cards are accepted. Make check payable to “CAT”. Preregistration<br />

received after January 13 will be charged a $20 late fee per day attended. Payment cannot be refunded for<br />

cancellations received after January 13, 2006. <strong>The</strong>re is no written acknowledgement <strong>of</strong> pre-registration unless a stamped, selfaddressed<br />

<strong>The</strong> meeting will be held at the Shelter Pointe Hotel on San Diego Bay. <strong>The</strong> address is 1551 Shelter Island Drive, San<br />

Diego, CA 92106. <strong>The</strong>re is a courtesy shuttle from the airport. <strong>The</strong> CAT conference rate is $139 per night (10.5% taxes)<br />

for a deluxe single or deluxe double room. All room reservations must be placed by January 4 to receive this rate.<br />

Reservations will be accepted after this date, but only available hotel rates will apply. Reservations must be cancelled up<br />

CAT QC/QA SPECIMEN SURVEY<br />

<strong>The</strong> QC/QA program exists because <strong>of</strong> strong involvement with 35 laboratories over 14 different states participating in this<br />

unique inter-laboratory exchange pr<strong>of</strong>iciency program. It has become a way for host laboratories to test participants on<br />

problematic analytes or a way to introduce new drugs or trends that they are experiencing in their geographical region.<br />

<strong>The</strong>re is minimal amount <strong>of</strong> work involved with hosting a pr<strong>of</strong>iciency sample and volunteers are obviously needed to keep<br />

this program striding in the right direction. If you are interested in hosting a survey or participating in the CAT pr<strong>of</strong>iciency<br />

BOARD OF DIRECTORS MEETING<br />

<strong>The</strong> CAT Board <strong>of</strong> Directors (BOD) was called to order on<br />

August 26, 2005 at 7:45 pm by president Dan Anderson. In<br />

attendance were BOD members Dan Anderson, Jim Bourland,<br />

John Hughes, Kristina Takeshita, and guests Paul Crowley <strong>of</strong><br />

Ventura Co. and Jose Gonzales <strong>of</strong> LAPD. Board members<br />

Greg Priebe, Kristina Fritz, Sarah Kerrigan and Dan Coleman<br />

were unable to attend.<br />

VP/Programs and Meeting host Jim Bourland<br />

• This meeting had 77 pre-registered and 12 onsite<br />

registrations (including 8 speakers) for the Friday workshop,<br />

and 60 pre-registered for Saturday. <strong>The</strong> financials look like<br />

the meeting will break even or show a slight pr<strong>of</strong>it. <strong>The</strong>re<br />

were extra expenses <strong>of</strong> making handouts for Saturday at<br />

Kinko’s, and extra food for the Friday reception. <strong>The</strong> board<br />

approved by voice vote reimbursing the speaker from<br />

Germany for his lodging. <strong>The</strong> board congratulated Jim on an<br />

excellent program and venue.<br />

• <strong>The</strong> January 2006 meeting in San Diego hosted by Carrie<br />

Kirkton, Dawn Parker, and Kathy Hamm, San Diego Medical<br />

Examiner, will be held at the Shelter Point Hotel. <strong>The</strong> Friday<br />

workshop on pain and analgesia has a full program; the<br />

Saturday program has a focus <strong>of</strong> postmortem cases, for<br />

which some speakers are still needed.<br />

• <strong>The</strong> hotel for the Summer 2006 workshop/meeting in San<br />

Francisco has been determined. <strong>The</strong> previous host is<br />

unable to serve and so another is needed.<br />

• Dan will conduct the vote on the bylaws change to add a<br />

Student membership classification at the business meeting.<br />

<strong>The</strong>re have been four nominations for the AAFS Regional<br />

award; they will be submitted by email for a vote <strong>of</strong> Board<br />

members and committee chairs, in order to get a<br />

representative voting population.<br />

• Dan has compared the listings <strong>of</strong> CAT committees in various<br />

documents and found that they are not consistent. He has<br />

prepared a listing <strong>of</strong> the current committees, and will forward<br />

these to the Proceedings Editor, website chair, and<br />

Bylaws/Records chair for updating all places where this<br />

listing is found. <strong>The</strong>re are currently 15 commitees as shown<br />

in the Proceedings.<br />

• SOFT Tox Talk editor Pat Monforte has requested to have a<br />

single person send information for upcoming CAT meetings<br />

for each Tox-Talk deadline <strong>of</strong> 1 st day <strong>of</strong> February, May,<br />

August, and November. Jim Bourland, VP/Programs will<br />

take care <strong>of</strong> this on an ongoing basis.<br />

• Website enhancements originally planned are postponed<br />

due to the change in management/ownership <strong>of</strong> the firm that<br />

was to do this for CAT, SOFT and AAFS. CAT will await a<br />

decision by SOFT in order to be able use features like online<br />

registration and dues payment which will be developed for<br />

the larger organizations.<br />

• Does CAT qualify as a “Chartable organization (501c3)<br />

instead <strong>of</strong> a “trade” Organization (501c6)? Sarah Kerrigan<br />

reported to the BOD that there was virtually no advantage to<br />

changing the status because CA requires a charitable<br />

organization to pay the sales tax, unlike other states.<br />

• AACC/continuing education chair Kenton Wong sent<br />

information about online registration for CE credits. This will<br />

be announced at the Business meeting and published in his<br />

report in the Proceedings.<br />

Membership Secretary Greg Priebe<br />

Greg forwarded the list <strong>of</strong> members for approval. All<br />

candidates were recommended to the membership for a vote<br />

in the business meeting.<br />

Treasurer Kristina Fritz<br />

<strong>The</strong> June meeting had income <strong>of</strong> $11,970 and expenses <strong>of</strong><br />

$12,800, for a net loss <strong>of</strong> $831, near-break-even. Detailed<br />

reports for the meeting and 4 th quarter are included in<br />

<strong>of</strong>ficers/chairs reports. As <strong>of</strong> June 1, CAT had a checkbook<br />

balance <strong>of</strong> $30,168 and a money market account with $14,205,<br />

so the organization continues to be quite financially sound.<br />

Recording Secretary/Proceedings Editor John Hughes<br />

<strong>The</strong> Proceedings continue to be more quickly mailed and on<br />

the website thanks to improvements in the editorial process by<br />

the Editor, CAT Assistant and the website chair. Mailing labels<br />

are prepared in advance, and the CAT roster has been<br />

cleaned up to minimize the number <strong>of</strong> returned mailings. <strong>The</strong><br />

website chair now has Adobe Acrobat so that other postings<br />

can be made more quickly as well. <strong>The</strong> Proceedings and<br />

presentations can now be posted before the mailing goes out.<br />

Member-at-Large North, Dan Coleman<br />

Dan sent a proposal to somehow post on the website, our<br />

compilation <strong>of</strong> New Drugs articles. See his report for details.<br />

Dan Anderson will undertake this. Dan also suggested naming<br />

the three-times-per-year meetings for the month in which they<br />

are held, but it was pointed out that the “winter” meeting varies<br />

in month according to venue costs and other conflicting<br />

meetings.<br />

<strong>The</strong> Los Angeles Police Department is hosting the <strong>California</strong><br />

<strong>Association</strong> <strong>of</strong> Criminalists Fall Seminar the week <strong>of</strong> October<br />

11-15, 2005. <strong>The</strong>re will be an Alcohol Workshop on Tuesday<br />

October 11 th titled “Recent Developments in Alcohol<br />

Impairment Research”. <strong>The</strong> General Session will include the<br />

following presentations:<br />

ACCENT Credits Committee Chair<br />

CAT Members who regularly obtain their 24 Continuing<br />

Education Units (CEU) required for DHS Licensure over a twoyear<br />

calendar through CAT Meetings have noticed that AACC<br />

has gone to a new on-line format as <strong>of</strong> the Garden Grove<br />

meeting in Southern <strong>California</strong> this past June. After a bumpy<br />

inaugural start to this new format whereby some CAT<br />

Members experienced difficulty in obtaining the CE Certificates<br />

on-line, AACC Education Coordinator April Gascon ensures us<br />

that it will improve this next time around for the Las Vegas<br />

meeting.<br />

In addition, the CAT BOD and future Meeting Hosts should be<br />

aware that AACC has greatly s<strong>of</strong>tened their stance with regard<br />

to accreditation <strong>of</strong> a program for CE Units. Namely, presenters<br />

no longer have to fill out the old Speaker Qualification Form<br />

and merely need to jot down a condensed CV/Bio, along with<br />

signing the traditional Disclosure Form and indicating a/few<br />

Learning Objectives for students. More importantly AACC<br />

mandated that in the past, CE Certificates could only be<br />

obtained by attending the entire program session, with<br />

presentation <strong>of</strong> the Certificate at the very end <strong>of</strong> the meeting.<br />

With the new on-line format, AACC indicates they are now<br />

trusting attendees to be honest in attending the entire meeting.<br />

<strong>The</strong>y do however suggest that Meeting Hosts might withhold<br />

providing attendees with access to the internet site for the CE

Certificates at the end <strong>of</strong> the meeting to keep everyone honest.<br />

On a logistical note, some attendees have noted that it is also<br />

inconvenient to remember the speakers name and particular<br />

topic in filling out the on-line speaker evaluations as opposed<br />

to being able to do so immediately at the end <strong>of</strong> a speaker’s<br />

presentation during the meeting.<br />

Bylaws and Records, Review and Revision<br />

CAT documents are once again under revision to reflect<br />

updates and new information. Following the membership vote<br />

at the September meeting, the CAT Bylaws will be updated as<br />

necessary. Revisions are also underway to the Host<br />

Guidelines document. <strong>The</strong>se changes update key information<br />

relating to the Proceedings, and transfer <strong>of</strong> information to and<br />

from the Website Committee Chair and the CAT Assistant. <strong>The</strong><br />

CAT Policies and Procedures (P&P) Manual is also being<br />

updated to reflect changes in committee structure, duties and<br />

responsibilities, as directed by the President. Although some <strong>of</strong><br />

the documents were updated as recently as last year, careful<br />

maintenance <strong>of</strong> these documents, including regular review and<br />

revisions are necessary to facilitate new meeting hosts and<br />

ensure that the <strong>Association</strong> adheres to both the guidelines and<br />

the spirit <strong>of</strong> CAT. To ease confusion, all three updated<br />

documents (Bylaws, P&P, and Host Guidelines) will be made<br />

available at the same time, after the September 2005 vote on<br />

the proposed Bylaws revision. Once this is complete, the new<br />

documents will be posted on the CAT website.<br />

Forensic Alcohol Advisory Committee<br />

Halle Weingarten & Paul Sedgwick (submitted by Halle)<br />

<strong>The</strong> Department <strong>of</strong> Health Services Forensic Alcohol Review<br />

Committee will hold its first meeting on August 25, 2005 in<br />

Richmond. <strong>The</strong> agenda, which can be accessed on the DHS<br />

website: www.dhs.ca.gov/fdlb/asas/committee/Agenda<br />

2005Forensic Alcohol Review Committee.pdf includes a<br />

number <strong>of</strong> administrative and procedural items <strong>of</strong> business as<br />

well as proposed regulatory changes.<br />

summary <strong>of</strong> the forensic alcohol program status and activities,<br />

which may assist labs in determining the degree <strong>of</strong> DHS<br />

Legislative Liaison<br />

<strong>The</strong> following Bills may be <strong>of</strong> interest to members <strong>of</strong> CAT<br />

AB 71 Deals with reporting <strong>of</strong> safety and effectiveness <strong>of</strong><br />

prescription drugs (pending).<br />

AB 275 Deals with penalties in possession, sale, and<br />

manufacture <strong>of</strong> illegal drugs (passed July 2005).<br />

AB 380 Deals with requiring a licensed health care provider to<br />

report all adverse drug events (pending).<br />

AB 571 Deals with lowering the DUI alcohol enhancement<br />

BAC from 0.20% to 0.15% (passed July 2005).<br />

And, <strong>of</strong> course, the Supreme Court upheld the Federal<br />

Government’s right to make marijuana illegal in all states (not<br />

new news, but notable in our state <strong>of</strong> <strong>California</strong>).<br />

January 2006 CAT board/general meeting. I am interested in<br />

I appreciate everyone’s patience with me in getting items on to<br />

the website. I am trying to get a handle on the web-scripting<br />

lingo when instructing Daren what we want. I am trying to<br />

have things posted to the website as packets rather than<br />

piece-by-piece. If the Proceedings and the new agenda with<br />

registration came in at about the same time, we would be<br />

charged with one posting rather than being charged for two or<br />

more postings.<br />

BUSINESS MEETING<br />

August 27, 2005, Las Vegas, NV<br />

<strong>The</strong> meeting was called to order at 8:10am by President Dan<br />

Anderson. Dan <strong>of</strong>fered congratulations to Past President<br />

Sarah Kerrigan on the birth <strong>of</strong> her daughter Abby on August<br />

15. He thanked meeting host Jim Bourland <strong>of</strong> Quest<br />

Diagnostics for a great program and venue for this meeting,<br />

with good meals and the microbrewery reception on Friday<br />

night.<br />

<strong>The</strong> Bylaw amendment to add a Student membership<br />

category, with reduced dues, was proposed and passed by a<br />

show <strong>of</strong> hands <strong>of</strong> members present. <strong>The</strong> change had been<br />

published in the June Proceedings for member review before a<br />

vote.<br />

Dan announced that there were four nominations for the<br />

regional AAFS award, which includes registration and<br />

expenses for attending the AAFS meeting in Seattle in<br />

February 2006. <strong>The</strong> awardee will be selected by a vote <strong>of</strong> the<br />

Board <strong>of</strong> Directors and CAT committee chairs, and will be<br />

announced in the Proceedings and on the website.<br />

Dan pointed out that the listing <strong>of</strong> CAT committees will be<br />

updated in the Bylaws, Policies and Procedures, Proceedings<br />

and website to reflect the current 15 committees.<br />

<strong>The</strong> proposed upgrades to the CAT website for features such<br />

as online registration and dues payment are on hold after a<br />

merger <strong>of</strong> web services businesses that resulted in significantly<br />

increased cost estimates. CAT will await the implementation <strong>of</strong><br />

such features by SOFT and AAFS which are also considering<br />

new member s<strong>of</strong>tware.<br />

Vice President for Programs Jim Bourland announced the<br />

excellent attendance at Friday’s workshop (68 paid<br />

registrations plus 9 speakers and 4 Board members). He<br />

asked for volunteers to take over the Summer 2006 San<br />

Francisco meeting, whose host had to withdraw. <strong>The</strong> hotel has<br />

been already selected. Jim presented candidates for CAT<br />

membership on behalf on Membership Secretary Greg Priebe.<br />

It was moved, seconded and passed by voice vote to accept<br />

the new members. <strong>The</strong> listing is published in the Reports<br />

section <strong>of</strong> the Proceedings.<br />

Recording Sec’y/Proceedings Editor John Hughes thanked<br />

the <strong>of</strong>ficers, chairs, and CAT Assistant for making the<br />

publication <strong>of</strong> the Proceedings a quicker and smoother process<br />

this year. He announced the search for a new Editor for the<br />

2006-2007 membership year; needed are organizational skills,<br />

good with Micros<strong>of</strong>t Word, able to attend 2 CAT meetings per<br />

year, and 8 hours/three times per year to compose and edit the<br />

Proceedings. Free training, no travel needed, is available.<br />

Treasurer Kristina Fritz’s report was given by Dan Anderson.<br />

<strong>The</strong> June meeting had a net loss <strong>of</strong> approximately $800,<br />

considered break-even. <strong>The</strong> substantial checking and money<br />

market balances may allow a reduction in meeting costs if the<br />

trend <strong>of</strong> break-even or pr<strong>of</strong>itable meetings continues in 2006.<br />

Dan reminded labs to encourage students and interns to apply<br />

for the CAT Research Grant, which provides funds for research<br />

supplies and expenses to attend a CAT meeting to present<br />

their work.<br />

Vendor Liaison Michelle Sandberg thanked vendors for<br />

$8700 support for this meeting, and a total <strong>of</strong> $23,750 for the<br />

last three meetings. Our vendor support and attendance<br />

depends on timing with other meetings and the vendors’ other<br />

commitments.<br />

<strong>The</strong> meeting was adjourned to the scientific sessions at 8:35<br />
