The project does promote UDP, good seed and Alterne Wetting and Drying (AWD) as<br />

cost saving technologies. But farmers are forced to sell their product into a low priced<br />

market. This is a conundrum – keeping the rice price low for consumers but high enough to<br />

provide the incentive for farmers to produce.<br />

Estimated Budget and Actual Expenditure<br />

The <strong>AAPI</strong> project is incurring costs as planned. Following a reduced level of<br />

expenditures (which is normal during the first month of each year because of factors related<br />

to obligation of funds), the <strong>AAPI</strong> project has accelerated activities and is performing the<br />

Scale-Up Operational Plan at the planned rate. The approved budget as per the Scale-Up Plan<br />

for Year 2 was estimated at US $7.59 million; USAID obligated the entire Year 2 budget<br />

amount. Actual expenses totaled US $4.28 million through <strong>June</strong> <strong>2012</strong>, equivalent to<br />

56 percent of the obligated fund for Year 2. Some advances made against project activities<br />

such as farmers’ training program, crop cuts, motivational meetings, demo plots and trials in<br />

<strong>June</strong> <strong>2012</strong> are yet to be adjusted. Including these expenses, the actual expense will be around<br />

60 percent.<br />
