10 DEVELOPING A CULTURAL PLAN FOR WARRINGAH ABOVE: ‘Prayer Flags’ at the Oxford Falls Peace Park Anniversary Event
11 What is culture? What is culture? For many of us, culture means the ‘Arts’ – music, dance, theatre, opera etc. But culture is more than just entertainment. Culture is who we are as a community. It is an expression of our beliefs and values, our ideas, aspirations and our humanity. Culture is all around us, it is on the street and at the beach, on the football field and in our backyards. Culture is the expression of the way we live and how we want to live together. Why is local government involved? Local government is the level of government that works most closely with its community. Many people still think local government responsibilities are confined to ‘roads, rates and rubbish’, however, Council also provides a broad range of services and activities which encompass social concerns, environmental responsibilities and cultural planning. “Culture is not a pile of artefacts – it is us. The living, breathing, sum of us” Hawkes:2004:23 What is a Cultural Plan? Cultural planning gives Council a clearer sense of a community’s aspirations and values. By finding out what matters to our community, a Cultural Plan can define the way we provide for the cultural life of our community. A Cultural Plan can underpin and connect other policy documents to improve the quality of life in Warringah. Cultural planning can help build safe, vibrant, diverse and creative communities. In 2004, The NSW Department of Local Government and the Ministry for the Arts produced Cultural Planning Guidelines for Local Government. Along with the NSW Cultural Accord, these guidelines recognise the importance of a whole of government approach to cultural planning and underpin all NSW Ministry for the Arts funding programs relating to local government. The Cultural Planning Guidelines encourage local councils to develop cultural plans to set strategic directions and increase funding opportunities.
