GENERAL ENTRY GUIDELINES – ELIGIBILITY
Delegates Awards Eligibility
1. The Delegates Awards are open to all NASPL members, including the event host.
2. All entries must have been produced or implemented between May 1, 2011 and April 30, 2012.
3. Entries submitted in previous years for NASPL Annual Conferences are prohibited.
4. An individual lottery is limited to one entry per subcategory per year. Multiple entries from an individual lottery in
the same award subcategory will be returned. All entries must be submitted in the requested entry format.
5. A minimum of three entries must be received from multiple lotteries in any award subcategory for judging to take
place in that subcategory.
6. A completed Awards Entry Summary form listing all entries must accompany each package shipped to NASPL
Headquarters. All entries may be listed on a single entry form.
Powers Awards Eligibility
1. Nominations for the Powers Awards may be made by any member of a lottery’s Executive Management team with
the concurrence of the CEO. Nomination forms must be signed by the lottery CEO.
2. The number of Powers Awards Submissions is not limited. Multiple entries in each category are acceptable for
Powers Awards nominations, but only one award will be given in each category.
3. Individual lottery and vendor employees are eligible for nomination for the Powers Awards. Individuals associated
with the event host are also eligible.
4. Judges will only consider nominee performance during the period from May 1, 2011 through April 30, 2012.
5. Past Powers Awards winners or nominees may be nominated again but only for new achievements.
Ott Brown NASPL Scholarship Eligibility
1. Eligible applicants must be from the North American lottery industry and must have served in a formal, professional
capacity for at least two years.
2. Only one applicant per lottery jurisdiction per year will be accepted.

GENERAL ENTRY GUIDELINES – FORMATS AND LABELING

PRINT ENTRIES
1. Actual print material are required for judging.
2. In addition to the hard advertising pieces, a single graphic image (i.e. main POS image) of each entry must be
submitted on CD-ROM, saved in pdf or jpg format. This graphic will only be used for identification of the entry
in the awards program video segments.
3. ONE ORIGINAL plus ONE COPY of discs are required for each entry. A disc should only contain one entry.
4. All non-English entries should include an accompanying printed document translating text to English.
5. All hard copies of print media and each disc or tape must also be labeled as required.

All entries in all categories must be received on or before May 31, 2012
Entries received after the deadline will be returned to the sender unopened. All entries become the property of NASPL
and will not be returned. For International submissions, in order to meet established deadlines please allow adequate
time and proper documentation to facilitate processing through United States Customs.
NASPL and the host lottery assume no responsibility for lost or damaged entries.
ENTRY FEES
There is a $125 US entry fee for each Delegates Award entry submitted. There is no entry fee for Powers Award or Ott
Brown NASPL scholarship nominations.

Delegates Awards - Categories
The Delegates Awards are presented for outstanding design creativity in the use of point-of-sale and brand support
material. These awards are named for the manner in which winners are selected. Delegates Awards entries
will be displayed at the 2012 Professional Development Seminar. Using a peer review process, the selection of
the winner in each category is made by a majority of votes cast by all registered delegates in attendance at the
seminar. The event Host lottery is eligible to submit Delegates Awards entries.
Delegates Awards Categories:
1. Special Point-of-Sale Materials
This category is for point-of-sale materials designed for limited use as product merchandising, special promotion
signs or take-one material, or as part of an education program. Examples include: game launch kits,
special promotion tent cards, danglers, brochures, floor stands and educational booklets. Multiple items may
be submitted as part of an overall campaign or theme.
2. Promotional Premium Items
This category is for promotional items designed to promote a product line, special event or to help brand
the lottery. Examples of promotional premium items include: T-shirts, jackets, mugs, ball caps and other
types of merchandise.
Delegates Awards entries should include any information necessary to help conference attendees understand the
items and their usage. Materials submitted for Delegates Awards must be the actual P.O.S. materials or promotional
items produced. Include duplicate copies of any items that must be viewed from multiple sides.

Powers Awards
The Powers Awards are presented in recognition of the significant contributions lottery and vendor employees have made through exceptional
job performance. These awards are named in honor of the late Edward J. Powers, the “Father of U.S. Lotteries.” Ed spent more than 25
years in the lottery industry helping to define the most effective organizational structures that have become a blueprint for today’s lotteries.
Ed Powers’ name is synonymous with success. The drive, commitment and integrity he demonstrated set the standard of excellence exhibited
by lottery and vendor employees nominated for this prestigious award. Each year, lottery directors and members of lottery executive
management teams have the opportunity to nominate employees and vendor personnel who have made outstanding contributions to
their lottery organizations or to the industry.
All lottery and vendor employees, with the exception of lottery directors, general managers, commissioners, board members or vendor
chief executive officers, are eligible to be nominated for the Powers Awards. Conference Host staff members are also eligible.
The Powers Awards entries are represented within five main categories: Sales, Marketing, Operations, Administration, and Public and Community
Relations.
A total of 15 awards may be presented – one each to a Lottery Employee, an Online Vendor Employee and an Offline Vendor Employee, in
each of five categories:
1. Sales
Sales, corporate accounts, telemarketing, field reps., etc.
2. Marketing
Marketing, promotions, special events, etc.
3. Operations
Prize validation, purchasing, information systems, security, inventory, warehouse, etc.
4. Administration
Human resources, accounting, legal, legislative liaison, contracts, research, training, etc.
5. Public and Community Relations
Criteria for Judging Powers Awards
All nominations will be reviewed by a panel of judges who are not currently serving as lottery CEOs, but who have done so in the past.
Nominations for Powers Awards will be evaluated and winners will be selected by a panel of former lottery directors.
Judges will select winners who have demonstrated sustained achievement and exceptional performance in any of these important areas:
• Organization or supervision of other employees’ performance leading to outstanding accomplishments.
• Recognizable cost savings or sales increases.
• Originality in developing and improving procedures, equipment or products.
• Significantly exceeding job requirements and/or enhancing favorable public relations with external organizations.
Nomination Requirements
• The individual(s) nominated must meet eligibility requirements.
• Nominations for the Powers Awards may be made by any member of a lottery’s Executive Management team with the concurrence of
the CEO. Nomination forms must be signed by the lottery CEO.
• Attach a one-page statement (electronic word document only) about the nominated individual that details the major distinguishing
accomplishment performed within the period and why the individual should be considered for this award. Describe the circumstances
that led to the action or achievement, the role the nominee played or how the results affected the organization. Indicate how the
accomplishment impacted the nominee’s personal growth.
• Include one photo (electronic format only) with the nominee’s name affixed for each nomination.

Ott Brown NASPL Scholarship
The Ott Brown NASPL Scholarship was established in recognition of Ott Brown, the late President of the Connecticut
Lottery Corporation. This award represents much of what was important to Ott and much of how he lived his life – creating
opportunities for people to learn and grow. NASPL awards one lottery professional the Ott Brown NASPL Scholarship
each year. The scholarship enables the recipient to participate in the week-long NASPL Lottery Leadership Institute at no
cost.
The NASPL Scholarship Review Committee, appointed by the current President of NASPL, will have the task of reviewing
all applications to determine the candidate who best deserves this opportunity.
Application Requirements
• Eligible applicants must be from the lottery industry and must have served in a formal, professional capacity for at
least two years.
• Applicants must write and attach a paragraph (electronic word document only) demonstrating why he or she
should be selected to receive the Ott Brown NASPL Scholarship.
• Each application must be accompanied by an “endorsement” or “letter of support” authored by the Lottery Director
or member of the lottery’s executive management team. (electronic word document only)
• Each applicant must include a current resume and a current job description. (electronic word document only)
