GENERAL ENTRY GUIDELINES – ELIGIBILITY<br />

Delegates Awards Eligibility<br />

1. The Delegates Awards are open to all <strong>NASPL</strong> members, including the event host.<br />

2. All entries must have been produced or implemented between May 1, 2011 <strong>and</strong> April 30, 2012.<br />

3. Entries submitted in previous years for <strong>NASPL</strong> Annual Conferences are prohibited.<br />

4. An individual lottery is limited to one entry per subcategory per year. Multiple entries from an individual lottery in<br />

the same award subcategory will be returned. All entries must be submitted in the requested entry format.<br />

5. A minimum of three entries must be received from multiple lotteries in any award subcategory for judging to take<br />

place in that subcategory.<br />

6. A completed Awards <strong>Entry</strong> Summary form listing all entries must accompany each package shipped to <strong>NASPL</strong><br />

Headquarters. All entries may be listed on a single entry form.<br />

Powers Awards Eligibility<br />

1. Nominations for the Powers Awards may be made by any member of a lottery’s Executive Management team with<br />

the concurrence of the CEO. Nomination forms must be signed by the lottery CEO.<br />

2. The number of Powers Awards Submissions is not limited. Multiple entries in each category are acceptable for<br />

Powers Awards nominations, but only one award will be given in each category.<br />

3. Individual lottery <strong>and</strong> vendor employees are eligible for nomination for the Powers Awards. Individuals associated<br />

with the event host are also eligible.<br />

4. Judges will only consider nominee performance during the period from May 1, 2011 through April 30, 2012.<br />

5. Past Powers Awards winners or nominees may be nominated again but only for new achievements.<br />

Ott Brown <strong>NASPL</strong> Scholarship Eligibility<br />

1. Eligible applicants must be from the North American lottery industry <strong>and</strong> must have served in a formal, professional<br />

capacity for at least two years.<br />

2. Only one applicant per lottery jurisdiction per year will be accepted.<br />

GENERAL ENTRY GUIDELINES – FORMATS AND LABELING<br />

PRINT ENTRIES<br />

1. Actual print material are required for judging.<br />

2. In addition to the hard advertising pieces, a single graphic image (i.e. main POS image) of each entry must be<br />

submitted on CD-ROM, saved in pdf or jpg format. This graphic will only be used for identification of the entry<br />

in the awards program video segments.<br />

3. ONE ORIGINAL plus ONE COPY of discs are required for each entry. A disc should only contain one entry.<br />

4. All non-English entries should include an accompanying printed document translating text to English.<br />

5. All hard copies of print media <strong>and</strong> each disc or tape must also be labeled as required.<br />

GENERAL ENTRY GUIDELINES – ENTRY SUBMISSIONS <strong>and</strong> FEES<br />

All entries in all categories must be received on or before May 31, 2012<br />

Entries received after the deadline will be returned to the sender unopened. All entries become the property of <strong>NASPL</strong><br />

<strong>and</strong> will not be returned. For International submissions, in order to meet established deadlines please allow adequate<br />

time <strong>and</strong> proper documentation to facilitate processing through United States Customs.<br />

<strong>NASPL</strong> <strong>and</strong> the host lottery assume no responsibility for lost or damaged entries.<br />

ENTRY FEES<br />

There is a $125 US entry fee for each Delegates Award entry submitted. There is no entry fee for Powers Award or Ott<br />

Brown <strong>NASPL</strong> scholarship nominations.<br />

Delegates Awards - Categories<br />

The Delegates Awards are presented for outst<strong>and</strong>ing design creativity in the use of point-of-sale <strong>and</strong> br<strong>and</strong> support<br />

material. These awards are named for the manner in which winners are selected. Delegates Awards entries<br />

will be displayed at the 2012 Professional Development Seminar. Using a peer review process, the selection of<br />

the winner in each category is made by a majority of votes cast by all registered delegates in attendance at the<br />

seminar. The event Host lottery is eligible to submit Delegates Awards entries.<br />

Delegates Awards Categories:<br />

1. Special Point-of-Sale Materials<br />

This category is for point-of-sale materials designed for limited use as product merch<strong>and</strong>ising, special promotion<br />

signs or take-one material, or as part of an education program. Examples include: game launch kits,<br />

special promotion tent cards, danglers, brochures, floor st<strong>and</strong>s <strong>and</strong> educational booklets. Multiple items may<br />

be submitted as part of an overall campaign or theme.<br />

2. Promotional Premium Items<br />

This category is for promotional items designed to promote a product line, special event or to help br<strong>and</strong><br />

the lottery. Examples of promotional premium items include: T-shirts, jackets, mugs, ball caps <strong>and</strong> other<br />

types of merch<strong>and</strong>ise.<br />

Delegates Awards entries should include any information necessary to help conference attendees underst<strong>and</strong> the<br />

items <strong>and</strong> their usage. Materials submitted for Delegates Awards must be the actual P.O.S. materials or promotional<br />

items produced. Include duplicate copies of any items that must be viewed from multiple sides.<br />

Powers Awards<br />

The Powers Awards are presented in recognition of the significant contributions lottery <strong>and</strong> vendor employees have made through exceptional<br />

job performance. These awards are named in honor of the late Edward J. Powers, the “Father of U.S. Lotteries.” Ed spent more than 25<br />

years in the lottery industry helping to define the most effective organizational structures that have become a blueprint for today’s lotteries.<br />

Ed Powers’ name is synonymous with success. The drive, commitment <strong>and</strong> integrity he demonstrated set the st<strong>and</strong>ard of excellence exhibited<br />

by lottery <strong>and</strong> vendor employees nominated for this prestigious award. Each year, lottery directors <strong>and</strong> members of lottery executive<br />

management teams have the opportunity to nominate employees <strong>and</strong> vendor personnel who have made outst<strong>and</strong>ing contributions to<br />

their lottery organizations or to the industry.<br />

All lottery <strong>and</strong> vendor employees, with the exception of lottery directors, general managers, commissioners, board members or vendor<br />

chief executive officers, are eligible to be nominated for the Powers Awards. Conference Host staff members are also eligible.<br />

The Powers Awards entries are represented within five main categories: Sales, Marketing, Operations, Administration, <strong>and</strong> Public <strong>and</strong> Community<br />

Relations.<br />

A total of 15 awards may be presented – one each to a Lottery Employee, an Online Vendor Employee <strong>and</strong> an Offline Vendor Employee, in<br />

each of five categories:<br />

1. Sales<br />

Sales, corporate accounts, telemarketing, field reps., etc.<br />

2. Marketing<br />

Marketing, promotions, special events, etc.<br />

3. Operations<br />

Prize validation, purchasing, information systems, security, inventory, warehouse, etc.<br />

4. Administration<br />

Human resources, accounting, legal, legislative liaison, contracts, research, training, etc.<br />

5. Public <strong>and</strong> Community Relations<br />

Criteria for Judging Powers Awards<br />

All nominations will be reviewed by a panel of judges who are not currently serving as lottery CEOs, but who have done so in the past.<br />

Nominations for Powers Awards will be evaluated <strong>and</strong> winners will be selected by a panel of former lottery directors.<br />

Judges will select winners who have demonstrated sustained achievement <strong>and</strong> exceptional performance in any of these important areas:<br />

• Organization or supervision of other employees’ performance leading to outst<strong>and</strong>ing accomplishments.<br />

• Recognizable cost savings or sales increases.<br />

• Originality in developing <strong>and</strong> improving procedures, equipment or products.<br />

• Significantly exceeding job requirements <strong>and</strong>/or enhancing favorable public relations with external organizations.<br />

Nomination Requirements<br />

• The individual(s) nominated must meet eligibility requirements.<br />

• Nominations for the Powers Awards may be made by any member of a lottery’s Executive Management team with the concurrence of<br />

• Attach a one-page statement (electronic word document only) about the nominated individual that details the major distinguishing<br />

accomplishment performed within the period <strong>and</strong> why the individual should be considered for this award. Describe the circumstances<br />

that led to the action or achievement, the role the nominee played or how the results affected the organization. Indicate how the<br />

accomplishment impacted the nominee’s personal growth.<br />

• Include one photo (electronic format only) with the nominee’s name affixed for each nomination.<br />

Ott Brown <strong>NASPL</strong> Scholarship<br />

The Ott Brown <strong>NASPL</strong> Scholarship was established in recognition of Ott Brown, the late President of the Connecticut<br />

Lottery Corporation. This award represents much of what was important to Ott <strong>and</strong> much of how he lived his life – creating<br />

opportunities for people to learn <strong>and</strong> grow. <strong>NASPL</strong> awards one lottery professional the Ott Brown <strong>NASPL</strong> Scholarship<br />

each year. The scholarship enables the recipient to participate in the week-long <strong>NASPL</strong> Lottery Leadership Institute at no<br />

cost.<br />

The <strong>NASPL</strong> Scholarship Review Committee, appointed by the current President of <strong>NASPL</strong>, will have the task of reviewing<br />

all applications to determine the c<strong>and</strong>idate who best deserves this opportunity.<br />

Application Requirements<br />

• Eligible applicants must be from the lottery industry <strong>and</strong> must have served in a formal, professional capacity for at<br />

least two years.<br />

• Applicants must write <strong>and</strong> attach a paragraph (electronic word document only) demonstrating why he or she<br />
