Photos: Suomen Luonnonkuva-arkisto New EU environmental directives control product integration Regulation of products and their environmental impact is increasing dramatically in the EU. A key part of the EU Environmental Action Plan is the Integrated Product Policy (IPP), whose objective is to reduce the environmental impact of products throughout their lifecycle using a variety of means. Electrical appliances, electronics and IT industry equipment have been classified as a product group which has a major environmental impact. This group also includes welding equipment. The primary goal of the Integrated Product Policy is to develop standardised approaches for the assessment of product environmental impact, thus allowing for the identification and comparison of highly environmentally-hazardous products. The policy strives to steer companies toward reducing their environmental impact. The means used to achieve this include standards, taxation, directives, environmental impact assessment tools and product information. WEEE shifts responsibility from the consumer to the producer The main new environmental requirements applying to electrical and electronic equipment are specified in the WEEE, RoHS and EuP directives. The WEEE directive (Waste Electrical and Electronic Equipment) (2002/96/EU) came into force on 13 August 2005. Responsibility for the recycling of electrical and electronic waste is effectively shifted from the consumer to the producer. The producer is responsible for the recycling of electrical and electronic waste starting from collection points. In practice the consumer can return old equipment free of charge to an approved collection point, after which the producer assumes responsibility for the processing, recycling and, if possible, re-utilisation of said equipment. Producers in various EU member states have formed producer associations to pass responsibility on to professional waste management firms, which also handle a majority of the reporting required by the directive. RoHS specifies content levels The RoHS directive (Restriction of the use of certain Hazardous Substances in electrical and electronic equipment) (2002/95/EU) will come into force on 1 July 2006. Lead, cadmium, mercury, etc. levels in electrical and electronic equipment sold within the EU must remain within certain limits. The manufacturer of end products is responsible for ensuring that the product is compliant with the RoHS directive. It is for this reason that end product manufacturers require their suppliers to ensure that the chemical compound levels occurring in components used in end products fall below the maximum content levels specified in the RoHS directive. Correspondingly, component suppliers require their materials suppliers to use only materials that satisfy ” Kemppi and the Helsinki University of Technology are engaged in a joint project, whose goal is to develop a tool for the assessment of ecological product design.
