REQUEST FOR FORMAL WRITTEN PRICE QUOTATIONS
(Over R 30 000.00 up to a transaction value of 200 000.00 VAT included)

DESCRIPTION: Water Safety Plan including the water supply schemes of the towns / settlements
Willowmore, Steytlerville, Zaaimanshoek, Fullarton, Rietbron, Vondeling, Miller
Formal Written Quotations are hereby invited from the Professional Engineering Firms registered with CESA
for the compilation and completion of a Water Safety Plan for Baviaans Municipality.
Quotations must be submitted on the company business letterhead as per enclosed specification/schedule.

The quotation must be clearly marked with reference number and description of work, and submitted
either by fax or hand delivered for the attention of Supply Chain Management Office to:

The municipality will not be liable for undelivered/delayed quotes, due to power failure, engaged faxes, or
any other reasons. It is a service provider’s responsibility to ensure that the quotation/s has reached the
municipality on time. All formal quotations are closing at 12:00, therefore quotations received after 12 will
not be considered.
NB: No quotations/bids will be considered from persons in the service of the state

General Conditions of Contract
Price(s) quoted must be valid for at least thirty (30) days from date of your offer, and inclusive off all
the costs.
Price(s) quoted must be firm and must be inclusive of VAT if VAT registered.
A firm delivery period must be indicated.
This quotation will be evaluated in terms of the 80/20 preference point system as prescribed in the
Preferential Procurement Policy Regulations of 2011. The Preference Points Claim Form must be
scrutinized, completed and submitted together with your quotation with all necessary
documents/proof.
A valid tax clearance certificate, issued by the South African Revenue Services (SARS), must
accompany your quotation. Order will only be issued against receipt of original valid tax clearance
certificate.
This bid will also be evaluated and adjudicated according to the following: Relevant/specified
specifications, Value for Money, and Capability to execute the contract.
The municipality reserves the right to withdraw any invitations to tender and or to re-advertise or to
reject any tender or to accept a part of it due to internal decision. The municipality does not bind itself
to accepting the lowest bidder or award a contract to a bidder scoring the highest number of points.
The municipality reserves the right not to award tenders to prospective suppliers who are not listed on
its database. It is a service provider’s responsibility to complete the Municipality’s Accredited
Supplier Database Registration Form that is obtainable from the Supply chain Management Office.

Scope of Work
The Water Safety Plan for Baviaans Municipality must comply with the requirements under the Blue Drop
Regulations, Department of Water Affairs and should address the following key items:
* Roles, Responsibilities and Legal Aspects
* Water Supply Description
* Understanding the Hazards and Threats
* Control Measures and Priorities
* Limits and Monitoring
* Management Procedures
* Documentation and Record Keeping
* System Assessment, Upgrading Systems and New Suppliers
* Water Safety Plan Review, Approval and Audit
The Water Supply Schemes to be addressed in the Water Safety Plan are:
1. Willowmore Town
* Bulk Water Source – Wanhoop borehole scheme 35 km south west of town
* Wanhoop WTW
* Water Main – Wanhoop to Willowmore
* 4 No Storage Reservoirs
* Distribution Network with individual erf connections
2. Steytlerville Town
* Bulk Water Sources – Southern Borehole Scheme 40 km south of town and Northern
Borehole Scheme 20 km north of town
* Water Mains from Southern and Northern Schemes to town
* 4 No Storage Reservoirs
* Distribution Network with individual erf connections

3. Zaaimanshoek Rural Settlement, 90 km south east of Willowmore in Baviaanskloof
* Bulk Water Source – 2 No Boreholes
* Rising Mains
* 1 No Reservoir
* Distribution Network with individual erf connections
4. Rietbron Town, 50 km north west of Willowmore
* Bulk Water Source – 2 No Boreholes
* 1 No Reservoir
* Distribution Network with individual erf connections
5. Vondeling – 35 km west of Willowmore
* Bulk Water Source – 1 No Borehole
* 1 No elevated storage tank
* Communal water taps
6. Fullarton Rural Settlement – 40 km north east of Willowmore
* No bulk water source, water transported from Willowmore
* Storage Tank
* Communal water taps
7. Miller Rural Settlement – 55 km north east of Willowmore
* Bulk Water Source – 1 No Borehole
* Elevated storage tank
* Communal water taps

The quotations must allow for gathering of all existing information, visiting the sites to obtain as built
information, discussions with relevant authorities (Baviaans Municipality, Cacadu District Municipality, etc.)
and submission of all documentation for the Water Safety Plan.
