JRM TRIPPURA REPORT, 18-26 <strong>June</strong>, <strong>2013</strong><br />

As per guidelines issued by the MHRD, GOI, the cost of lifting of food grains is paid directly <strong>to</strong><br />

the Area Manager, FCI, Agartala after bills are received duly certified by the Department of<br />

Food Civil Supplies & Consumer Affairs (FCS&CA Deptt.). Bills are paid on a quarterly basis.<br />

The JRM team visited the FCI Godown at Nandannagar , Agartala.which had a s<strong>to</strong>rage capacity<br />

of 10,000 MT in all. The Godown had fully covered four structures of 2500 MT capacity each,<br />

Grains were s<strong>to</strong>red Grains were s<strong>to</strong>red in jute bags, stacked with plastic sheets on the floor.<br />

Grain quality was found <strong>to</strong> be good and reportedly was of Grade A quality and was always<br />

available in adequate quantity.<br />

3. Management and moni<strong>to</strong>ring of the scheme from the State <strong>to</strong> school level<br />

The present Management structure of <strong>Mid</strong>-<strong>Day</strong> <strong>Meal</strong> is <strong>to</strong>tally under the Direc<strong>to</strong>rate of School<br />

Education Department. At the State level Principal Secretary, School Education Department,<br />

Govt. Of Tripura controlled all the financial transaction regarding MDM and there is a Senior<br />

Research Officer working as Branch Officer of <strong>Mid</strong>-<strong>Day</strong>-<strong>Meal</strong> Section who are assisting the<br />

Direc<strong>to</strong>r, School Education Department <strong>to</strong> oversee the implementation of MDM. However, at the<br />

District and the Block level, the implementation of the scheme is supervised and moni<strong>to</strong>red by<br />

the District Education Officer and the Inspec<strong>to</strong>r of Schools who are commonly implementing all<br />

schemes of the Department. There are no separate supervisory at these level. The existing<br />

management structure for implementation of the scheme has been shown in the following<br />

diagram.<br />
