Region can provide to you and your membership. The degree to which your<br />

<strong>Men's</strong> Club and synagogue can benefit from membership in the FJMC Middle<br />

Atlantic Region depends on your ability to take advantage <strong>of</strong> our programs and<br />

services. The directory is intended to provide you with the contact information for the<br />

leadership in our Region. Its accuracy depends on each <strong>of</strong> us to update the information<br />

The Advantages <strong>of</strong> Membership<br />

Because your club is an affiliate, you are eligible to receive many benefits:<br />

Outstanding training seminars for <strong>Men's</strong> Club leadership<br />

Innovative adult education programs, and an annual cycle <strong>of</strong> programming<br />

Membership retention and expansion programs<br />

Informative newspapers and newsletters for <strong>Men's</strong> Club members and leaders<br />

Membership support services provided by the FJMC's pr<strong>of</strong>essional staff and<br />

experienced volunteers as well as local support from regional <strong>of</strong>ficers<br />

Convention: Every two years, member <strong>Men's</strong> <strong>Clubs</strong> throughout North America gather to<br />

learn, teach, and be recognized for their achievements. At convention Torch Awards are<br />

presented to clubs to recognize outstanding programs. They are a valuable programming<br />

and membership tool for every <strong>Men's</strong> Club which takes the opportunity to use this<br />

valuable and practical resource. Summaries <strong>of</strong> winning entries are sent to every club<br />

president. The convention is the wellspring from which most <strong>of</strong> the following resources<br />

initially flow.<br />

Leadership Training Seminars: FJMC/MAR is committed to providing a significant<br />

number <strong>of</strong> leadership training seminars each year on the following topics: Membership,<br />

Motivation, Fund Raising, Programming, and Countering Hebrew Christianity. Learn what<br />

your club can do to stop the activities <strong>of</strong> Jews for Jesus and other missionary<br />

organizations from preying on your children and community. All affiliated <strong>Men's</strong> <strong>Clubs</strong><br />

should have received one free copy <strong>of</strong> the FJMC's Countering Hebrew Christianity<br />

Manual. Also available is a Club Officers Manual that provides guidelines for building<br />

and maintaining a successful <strong>Men's</strong> Club.<br />

Hearing <strong>Men's</strong> Voices: A Program Series Focusing on <strong>Men's</strong> Issues. The first<br />

installment, entitled Our Fathers Ourselves, explores men's roles in the <strong>Jewish</strong> family and<br />

provides programming to help men better understand and strengthen their relationships<br />

with their fathers and sons. The second installment discusses health issues that concern<br />

Men and will provide tips on how to live a healthier and happier life. The third installment<br />

focuses on <strong>Men's</strong> spiritual lives and examines the nature <strong>of</strong> our relationships with G-d.<br />

<strong>Men's</strong> Club Shabbat March 12-13<br />

A complete weekend <strong>of</strong> programs including attractive posters and promotional materials,<br />

Divrei Torah and social action suggestions.<br />

Yom HaShoah Yellow Candle Program April 11<br />

A unique and pr<strong>of</strong>ound experience, lighting a Yom HaShoah Yellow Candle encourages<br />

your family to commemorate the Holocaust in your own home. Hundreds <strong>of</strong> thousands<br />

have been distributed throughout North America by member clubs. <strong>Men's</strong> Club leaders<br />

are provided with an implementation guide that highlights new programs for increasing<br />

awareness <strong>of</strong> Yom HaShoah.<br />

The Art <strong>of</strong> <strong>Jewish</strong> Living Series<br />

This series consists <strong>of</strong> five books, each filled with programming specifically designed for<br />

lay people to teach fellow members <strong>of</strong> your community:<br />

The Shabbat Seder Hanukkah A Time to Mourn, A Time to Comfort The<br />

Passover Seder The Passover Seder: Special Edition for Russian Olim<br />

The Ties That Bind<br />

A new videotape and program kit to sensitize and involve as many people as possible to<br />

the mitzvah <strong>of</strong> tefillin.<br />

Shabbat Morning Torah Service Videotape<br />

A ground breaking tape which equips adults and teens with the skills and confidence they<br />

need to be called up to the Torah.<br />

The Hebrew Literacy Campaign<br />

An adult education program designed for lay people to teach lay people basic siddur<br />

Hebrew. Call for a free implementation guide.<br />

Your Home is Your Sanctuary: A Mezuzah Housewarming Party<br />

A wonderful way to integrate new members into the synagogue or to attract new<br />

members to the congregation.<br />

The Pidyon HaBen Kit<br />

A simple guide designed to train a Kohen how to <strong>of</strong>ficiate at this life-cycle event. An<br />

excellent program to increase interest in your <strong>Men's</strong> Club.<br />

The camaraderie and fellowship which arises from involvement in your individual<br />

<strong>Men's</strong> Club extends to your membership in the Middle Atlantic Region <strong>of</strong> the<br />

International <strong>Federation</strong> <strong>of</strong> <strong>Jewish</strong> <strong>Men's</strong> <strong>Clubs</strong>. Knowing that there are men similar to<br />

you and clubs similar to yours, welcoming you into the greater community <strong>of</strong> <strong>Jewish</strong><br />

<strong>Men's</strong> <strong>Clubs</strong>, fosters a sense <strong>of</strong> being a part <strong>of</strong> a greater organization with common<br />

goals.<br />

Involving <strong>Jewish</strong> Men in <strong>Jewish</strong> Life<br />

Our <strong>Men's</strong> <strong>Clubs</strong> support communities in need. Special appeals have helped to rebuild<br />

FJMC communities devastated by Hurricane Andrew and have assisted to strengthen<br />

our Movement's Masorti institutions in Israel and Europe.<br />

Involving <strong>Jewish</strong> Men in <strong>Jewish</strong> Life<br />

This past year, FJMC members supported religious pluralism in Israel by sending<br />

delegates to the World Zionist Congress to represent our growing Movement.<br />

Involving <strong>Jewish</strong> Men in <strong>Jewish</strong> Life<br />

FJMC <strong>of</strong>ficers work closely with the <strong>Jewish</strong> Theological Seminary, University <strong>of</strong><br />

Judaism, United Synagogue <strong>of</strong> Conservative Judaism, The Rabbinical Assembly, and<br />

Women's League for Conservative Judaism to provide you with a strong voice within<br />

the Conservative Movement supporting issues that are important to your <strong>Men's</strong> Club.<br />

The FJMC also speaks out for world Jewry by maintaining a non-governmental (NGO)<br />

status at the United Nations.<br />

Purposes:<br />

JOINT MEETING PROGRAM GRANTS<br />

1. To enhance individual club programming capabilities.<br />

2. To encourage inter-club camaraderie.<br />

3. To increase M.A.R. support to its member clubs.<br />

Guidelines:<br />

1. The joint program must be planned for at least two (2) clubs in good standing in<br />

the M.A.R. The application must be submitted at least 6 weeks in advance <strong>of</strong> the<br />

program.<br />

2. The program must be <strong>of</strong> <strong>Jewish</strong> content or be <strong>of</strong> relevant content to the <strong>Jewish</strong><br />

Community, and the program dates must not conflict with other planned regional<br />

activities.<br />

3. M.A.R. will grant up to $200 toward program speaker cost only. The clubs in this<br />

joint program will assume the responsibility for publicity, transportation costs <strong>of</strong> the<br />

speaker and other related costs <strong>of</strong> their program.<br />

4. Regional funds are budgeted and will be distributed on a first come basis. Grants<br />

from M.A.R. will be sent one week prior to the date <strong>of</strong> the program.<br />

5. If the club receives a grant from the Region and the program is canceled, the<br />

grant must be returned to the Region within 10 working days.<br />

6. <strong>Clubs</strong> that receive funds must submit appropriate receipts within 10 days <strong>of</strong> the<br />

subsidized program.<br />

ANNUAL MAR YOUTH SCHOLARSHIP AWARD<br />

ATTENTION CLUB PRESIDENTS: Your club may be among the next clubs<br />

selected to name a student to be awarded a Youth Scholarship Award.<br />

Background: The MAR Annual Youth Scholarship program was established in 1958 to<br />

memorialize MAR leaders Rabbi Jerome Labovitz and Irving Cohen. In subsequent years<br />

the names <strong>of</strong> Morton Tabas, Sidney Slepner and Milton Greenfield were added.<br />

Additional names will be added as appropriate.<br />

Procedure: The clubs eligible for the awards are selected, in turn, from a complete roster<br />

<strong>of</strong> all clubs. The next awards will be presented at the regional closing dinner on Sunday,<br />

June 13.<br />

If your club is among the next clubs to be chosen, you will be advised, by letter no later<br />

than April 30, 1998. You will be asked to nominate a student graduating from your<br />

congregational Hebrew School selected by your Rabbi and/or the school Principal and the<br />

President <strong>of</strong> the <strong>Men's</strong> Club. The selection will be based upon Scholarship, Leadership<br />

and/or Financial need. The student selected must pledge to use the monetary award to<br />

continue his studies in a higher school <strong>of</strong> Hebrew Education or Ramah. You will be<br />

required to furnish the name <strong>of</strong> the awardee and the educational institution that the<br />

awardee will attend by the deadline date stated in the letter <strong>of</strong> notification.<br />

Eligibility: To be eligible, your club will be required to be an in good standing in<br />

accordance with the rules <strong>of</strong> the MAR and the <strong>Federation</strong> <strong>of</strong> <strong>Jewish</strong> <strong>Men's</strong> <strong>Clubs</strong>. If you<br />

choose to reject the award for two consecutive years, your club will be placed at the end<br />

<strong>of</strong> the rotation list for future years.<br />

Presentation: The awardee will be invited to attend the MAR closing event at which time<br />

the awardee will receive public recognition and a check made payable to the learning<br />

institution designated by the awardee.<br />

Golden Kippah Youth Campaign<br />

The Golden Kippah Youth Campaign is the Middle Atlantic Region’s fund-raising<br />

activity to benefit the campers <strong>of</strong> Camp Ramah in the Pocono’s.<br />

Research has shown that one factor influencing the lifetime commitment to being<br />

<strong>Jewish</strong> is attendance at a <strong>Jewish</strong> overnight camp.<br />

The Golden Kippah Youth Campaign began in 1981. Over the years, the Concert<br />

has raised more than ONE MILLION DOLLARS and is a model for similar campaigns<br />

across the country. (Do the members <strong>of</strong> your synagogue know that its Men’s Club is<br />

part <strong>of</strong> an organization that has contributed so much to Camp Ramah) MAR has<br />

achieved nationwide recognition for its work on the campaign.<br />

The Campaign depends on your support, and your congregation support. There<br />

are a number <strong>of</strong> ways to provide that support - we have a variety <strong>of</strong> Patron levels and<br />

an Ad journal. More information will be sent to you during the year.<br />

Currently, the funds benefit MAR projects at Camp Ramah in the Pocono’s. This<br />

year’s funds will go to support the construction <strong>of</strong> the new SPORTS FIELDS. Over the<br />

past 25 years our efforts have provided for an INDOOR SPORTS ACTIVITIES<br />

CENTER, renovation <strong>of</strong> ALL the CAMPERS’ BUNKS and money for SCHOLARSHIPS.<br />

We look forward to your support for the GOLDEN KIPPAH CONCERT!<br />

BY-LAWS<br />

<strong>of</strong> the<br />

MIDDLE ATLANTIC REGION<br />

<strong>of</strong> the<br />

FEDERATION OF JEWISH MEN’S CLUBS<br />

Article I – Name<br />

The name <strong>of</strong> this organization is the Middle Atlantic Region (MAR) <strong>of</strong> the <strong>Federation</strong> <strong>of</strong> <strong>Jewish</strong> Men’s <strong>Clubs</strong><br />

(hereinafter referred to as FJMC).<br />

Article II – Area<br />

The MAR shall include Eastern Pennsylvania, Southern New Jersey and Northern Delaware or as defined by<br />

FJMC.<br />

Article III – Mission<br />

1. To maintain a regional organization <strong>of</strong> <strong>Jewish</strong> Men’s <strong>Clubs</strong> (MC) which are affiliated with the FJMC.<br />

These clubs are commonly constituent parts <strong>of</strong> a congregation dedicated to the ideals and principles <strong>of</strong><br />

Conservative Judaism. The activities and goals are consistent with the aims and programs <strong>of</strong> the<br />

component organizations that comprise the Leadership Council for Conservative Jewry.<br />

2. To promote a more thorough knowledge and appreciation <strong>of</strong> Conservative <strong>Jewish</strong> life.<br />

3. To stimulate social and cultural activities among the constituent MCs and in the community at large.<br />

Article IV – Purpose<br />

1. Organize, sponsor, develop, service, and affiliate MCs;<br />

2. Promote FJMC policies, products, and programs;<br />

3. Strengthen the bonds <strong>of</strong> the members throughout the Region;<br />

4. Develop leaders for the <strong>Jewish</strong> community, and<br />

5. Endeavor to comply, to the extent feasible and practicable, with all dictates <strong>of</strong> the FJMC with respect to<br />

operation <strong>of</strong> a regional component <strong>of</strong> the FJMC.<br />

Article V – Membership<br />

Any MC that meets the requirements <strong>of</strong> the FJMC By-Laws, MAR mission (Article III) and is within the<br />

geographic borders <strong>of</strong> this region (Article II).<br />

Article VI – MAR Board <strong>of</strong> Directors<br />

1. The MAR Board <strong>of</strong> Directors (MAR BOD) shall guide, manage, and direct the affairs <strong>of</strong> the Region.<br />

2. The MAR BOD shall consist <strong>of</strong> the following:<br />

a. Voting members:<br />

(1) All elected <strong>of</strong>ficers <strong>of</strong> the Region (see Article VII).<br />

(2) All Past Presidents <strong>of</strong> the Region (see Article VIII).<br />

(3) The chairmen <strong>of</strong> each <strong>of</strong> the standing committees (see Article X).<br />

(4) A representative from each constituent MC, selected by the MC.<br />

(5) Up to five (5) Directors to be appointed at the discretion <strong>of</strong> the MAR President and selected from<br />

members <strong>of</strong> MCs in good standing.<br />

b. Non-voting members:<br />

(1) Any <strong>of</strong>ficer or member <strong>of</strong> the Board <strong>of</strong> Directors <strong>of</strong> FJMC who is a member <strong>of</strong> a MC within this<br />

Region shall be, an ex-<strong>of</strong>ficio member.<br />

(2) A Spiritual Advisor (who is selected by the MAR President).<br />

Article VII – Officers<br />

The elected <strong>of</strong>ficers <strong>of</strong> MAR shall consist <strong>of</strong>:<br />

1. President – shall lead MAR, providing both short and long term goals; sign checks with the Treasurer;<br />

sign all contracts after approval <strong>of</strong> the MAR BOD; submit such reports to the FJMC President or FJMC<br />

Board <strong>of</strong> Directors as required.<br />

2. Executive Vice President – shall act in the place <strong>of</strong> the President in his absence; assist the president as<br />

requested; chair the Programming Committee and Convention Committee; shall oversee the adherence to<br />

the budget; coordinate MAR regional liaison activities.<br />

3. Three Vice Presidents – each shall perform such duties as the President may from time to time assign him.<br />

These duties shall include serving as a chair <strong>of</strong> one <strong>of</strong> the following committees: Man <strong>of</strong> the<br />

Year/Greenfield; Education; Yom HaShoah Yellow Candle. Each shall be responsible for visiting and<br />

maintaining a relationship with assigned clubs.<br />

4. Recording Secretary – shall be responsible for maintaining complete and accurate minutes <strong>of</strong> the MAR<br />

BOD, and the Executive Committee meetings, and distribute, through the Corresponding Secretary, MAR<br />

BOD minutes to the MAR BOD and MC Presidents not later than three weeks after the meeting and<br />

Executive Committee meeting minutes to that Committee and any other group as deemed appropriate in a<br />

timely manner but no later than one week before the next Executive Committee meeting.<br />

5. Corresponding Secretary – shall be responsible for the timely distribution <strong>of</strong> notice <strong>of</strong> meetings for the<br />

MAR BOD, and the Executive Committee and <strong>of</strong> events notices; obtain and maintain an accurate list <strong>of</strong> all<br />

names, addresses, phone number, and email address <strong>of</strong> the MAR BOD and MC Presidents. Distribution <strong>of</strong><br />

minutes and notices may be accomplished by the use <strong>of</strong> the US Postal Service, facsimile, or E-mail.<br />

6. Financial Secretary –shall follow up on accounts receivables and see that they are collected in a timely<br />

manner; ensure that MCs are current with their international dues; chair the Budget Committee and the<br />

Audit Committee.<br />

7. Treasurer – shall make payments where necessary upon approval and direction <strong>of</strong> the President for all<br />

proper obligations <strong>of</strong> the MAR, such payments shall be made promptly so as not to adversely affect the<br />

credit <strong>of</strong> the MAR; keep an accurate record <strong>of</strong> all financial matters pertaining to the MAR; be responsible<br />

for implementing an operational budget; prepare an annual financial statement and submit the same to the<br />

President; maintain a checking account in the name <strong>of</strong> the MAR for all MAR deposits and disbursements.<br />

All checks will require two <strong>of</strong> signatures <strong>of</strong> any <strong>of</strong> the following individuals: President, Treasurer, and<br />

Executive Vice President.<br />

Article VIII – Past Presidents<br />

1. All Past Presidents shall serve on the MAR BOD indefinitely.<br />

2. The immediate Past President shall be an <strong>of</strong>ficer <strong>of</strong> MAR, shall be appointed by the current President as a<br />

Trustee, and shall be designated Honorary President.<br />

3. All Past Presidents are Trustees <strong>of</strong> MAR and shall serve indefinitely in that capacity on the MAR Board <strong>of</strong><br />

Trustees (MAR BOT).<br />

4. The MAR BOT shall appoint one member, in addition to the Honorary President, to sit on the MAR<br />

Executive Committee.<br />

Article IX – Executive Committee<br />

1. The Executive Committee shall be responsible for the day-to-day operations <strong>of</strong> the MAR. It shall execute<br />

the desires <strong>of</strong> the MAR BOD.<br />

2. The Executive Committee shall consist <strong>of</strong> the following members:<br />

a. President.<br />

b. Each <strong>of</strong> the Vice Presidents (4).<br />

c. Recording Secretary.<br />

d. Corresponding Secretary.<br />

e. Financial Secretary.<br />

f. Treasurer.<br />

g. Honorary President.<br />

h. Representative <strong>of</strong> the MAR Board <strong>of</strong> Trustees.<br />

Article X –Committees<br />

1. Standing Committees<br />

The President shall appoint the following Standing Committees:<br />

These brief descriptions are meant to be general in nature and do not necessarily represent the committee’s<br />

entire scope <strong>of</strong> responsibility.<br />

a. Golden Kippah - Coordinates the annual concert which raises funds for the support <strong>of</strong> Camp Ramah.<br />

Administers the funds that are raised to include investment and distribution.<br />

b. Man <strong>of</strong> the Year Dinner /Greenfield Award - One <strong>of</strong> the Vice Presidents is Chairman <strong>of</strong> the<br />

committee. Man <strong>of</strong> the Year Dinner honors an outstanding member from each <strong>of</strong> the constituent clubs.<br />

Grenfield Award honors a club from the region which meets the established criteria. One <strong>of</strong> these<br />

events will be conducted each year.<br />

c. Publicity/Public Relations – will edit the Remarks or any other reoccurring bulletin. Will be<br />

responsible for the region web page and e-mail servers.<br />

d. Education (conclaves) - One <strong>of</strong> the Vice Presidents is Chairman <strong>of</strong> the committee. Coordinates a<br />

Region wide training program in one or more locations at least once a year.<br />

e. Membership (new MCs) – A joint committee <strong>of</strong> the executive committee and the trustees whose<br />

purpose is to solicit new clubs from within the region.<br />

f. Programming - Executive Vice President chairs this committee. The committee provides venues for<br />

Regional programming such as MAR BOD meetings, Executive Committee meetings and other<br />

activities as dictated by the Executive Committee and the MAR BOD<br />

g. Nominating - Chaired by the Honorary President. Responsibilities and makeup <strong>of</strong> this committee are<br />

outlined in Article XIII<br />

h. Scholarship – a committee <strong>of</strong> trustees responsibly distributing endowment funds through a scholarship<br />

for <strong>Jewish</strong> education.<br />

i. Yom HaShoah Yellow Candle - One <strong>of</strong> the Vice Presidents is Chairman <strong>of</strong> the committee. Coordinates<br />

the Region wide Yom HaShoah Candle program. Coordinates with the FJMC chair to insure a<br />

successful program. Coordinates the purchase <strong>of</strong> candles to maximize the use <strong>of</strong> the available<br />

discounts.<br />

j. Convention - Executive Vice President chairs this committee. This committee will promote the FJMC<br />

convention within the Region and coordination convention activities within the FJMC.<br />

k. Budget - Chaired by the Financial Secretary. This committee will annually provide a balanced budget<br />

to the MAR BOD for approval as outlined in Article XVIII<br />

l. Audit - Chaired by the Financial Secretary. This committee will conduct an audit <strong>of</strong> all <strong>of</strong> the MAR<br />

books at prescribe by Article XVIII, Para. 6.<br />

2. Special Committees<br />

The President may appoint such other Special Committees which he deems necessary or appropriate to<br />

carry out the work or administration <strong>of</strong> MAR or as may be directed by the MAR BOD.<br />

3. No Committee Chair or member shall have the authority to enter or commit into any contract, oral or<br />

written, whether made in the name <strong>of</strong> the MAR or the committee or member. The sole power to enter or<br />

commit into or for a contract shall rest with the President as approved by the MAR BOD (see Article VII<br />

para.. 1)<br />

4. The President and Executive Vice President sit ex-<strong>of</strong>ficio on all committees except for those which they<br />

chair.<br />

Article XI – Vacancies<br />

1. President – If the president’s <strong>of</strong>fice should become vacant for any reason, the Executive Vice President<br />

shall accede to the <strong>of</strong>fice <strong>of</strong> the President with all rights and responsibilities there<strong>of</strong>.<br />

2. MC representatives – will be appointed by the MC President.<br />

3. Officers and other board members – If any other <strong>of</strong>fice should become vacant for any reason, the<br />

President, shall nominate a replacement for approval by the MAR BOD.<br />

Article XII – Relief from Office<br />

1. An <strong>of</strong>ficer or MAR BOD member who does not fulfill his assigned responsibilities may be relieved <strong>of</strong><br />

<strong>of</strong>fice by a 2/3 vote <strong>of</strong> a quorum <strong>of</strong> the MAR BOD.<br />

2. Notice <strong>of</strong> an election to remove shall be served at least 15 days prior to the meeting at which the vote will<br />

take place.<br />

3. Such notice shall be provided by certified mail to the individual(s) sought to be relieved.<br />

4. Vacancies will be filled using the procedures outlined under Article XI – Vacancies.<br />

Article XIII – Nomination and Election <strong>of</strong> Officers<br />

1. The Nominating Committee shall consist <strong>of</strong> the following:<br />

a. Honorary President shall chair this committee<br />

b. The next two preceding Past Presidents<br />

c. The President shall appoint four additional members for this committee from the MAR BOD. These<br />

members shall not be incumbent elected <strong>of</strong>ficers <strong>of</strong> MAR.<br />

d. The current President, who will not continue in <strong>of</strong>fice, shall be a voting member.<br />

e. No constituent MC shall have more than one representative on the Nominating Committee.<br />

2. The Nominating Committee shall form in February and shall submit to the Corresponding Secretary, for<br />

dissemination to the MAR BOD and each constituent MC, at least one name for each elected <strong>of</strong>fice by the<br />

end <strong>of</strong> the first week <strong>of</strong> March.<br />

3. Any additional nomination for <strong>of</strong>ficer shall be made by petition, in writing, signed by not less then two<br />

MCs in good standing and returned to the Nominating Committee within 14 days from notification <strong>of</strong> the<br />

slate developed by the Nominating Committee.<br />

4. In the event <strong>of</strong> one or more valid nominations by petitions for <strong>of</strong>ficer(s) are presented, as provided, the<br />

Nominations Committee shall prepare a revised report containing all nominations and shall cause the<br />

complete report to be provided to each member at annual meeting (Article XVI Paragraph 4).<br />

5. Members <strong>of</strong> the Nominating Committee are not eligible for <strong>of</strong>fice.<br />

6. No person shall be eligible for <strong>of</strong>fice or membership on the MAR BOD unless he is a member in good<br />

standing <strong>of</strong> a MC as verified by the MC President and whose club is a member in good standing <strong>of</strong> the<br />

FJMC.<br />

7. The nominated President and Executive Vice President shall have served as President <strong>of</strong> a MC and shall<br />

be from different constituent MCs.<br />

8. The Nominating Committee should strive for geographic balance <strong>of</strong> <strong>of</strong>ficers.<br />

9. Election to any <strong>of</strong>fice other than President shall be by a plurality <strong>of</strong> the eligible votes.<br />

10. Election to President shall be by simple majority <strong>of</strong> those eligible to vote.<br />

11. Where no additional valid nominations by petition for an <strong>of</strong>ficer are presented, the nomination report <strong>of</strong><br />

the Nomination Committee shall constitute the electoral ballot for such <strong>of</strong>fice and election to such <strong>of</strong>fice<br />

shall be by acclamation.<br />

Article XIV – Term and Term Limits<br />

1. Term <strong>of</strong> <strong>of</strong>fice for all <strong>of</strong>ficers shall be one year, commencing on July 1st.<br />

2. No person shall be eligible to serve in the following <strong>of</strong>fices for more than the number <strong>of</strong> consecutive<br />

elected one-year terms as indicated, except for special circumstances as determined by the Executive<br />

Committee:<br />

Article XV – Fiscal Year<br />

The fiscal year <strong>of</strong> MAR shall commence on September1 and terminate on August 31 <strong>of</strong> the following year.<br />

All dates specified in these By-Laws are based on this fiscal year.<br />

1. MAR BOD meetings:<br />

Article XVI – Meetings<br />

a. Shall be held at least four times per year. The President may call special meetings as required;<br />

b. At a meeting, for the purposes <strong>of</strong> voting, eleven (11) eligible voting members <strong>of</strong> the MAR BOD shall<br />

constitute a quorum. For the purposes <strong>of</strong> a quorum, the Spiritual Advisor cannot be counted;<br />

c. Any action taken by the MAR BOD must be approved by a simply majority <strong>of</strong> its members present.<br />

2. Executive Committee meetings<br />

a. Shall be held at least once a calendar quarter. The President may call additional meetings as required.<br />

b. At the meeting, a simple majority <strong>of</strong> the members <strong>of</strong> the committee shall constitute a quorum.<br />

c. Any action taken by the Executive Committee must be approved by a simply majority <strong>of</strong> its members<br />

present.<br />

3. MAR BOT – shall meet annually with the MAR President and discuss the state <strong>of</strong> the region, in particular,<br />

the region’s strength and areas that require strengthening. The President may invite other members <strong>of</strong> the<br />

Executive Committee to this meeting.<br />

4. Standing Committees – shall meet at the discretion <strong>of</strong> the chairman.<br />

5. Annual<br />

a. Shall be held no later than June 15 th at a location designated by the MAR BOD.<br />

b. Election <strong>of</strong> <strong>of</strong>ficers shall be held at this meeting.<br />

c. At the meeting, eleven (11) eligible voting members <strong>of</strong> the MAR BOD shall constitute a quorum.<br />

d. Only members in good standing <strong>of</strong> MCs in good standing are eligible to vote.<br />

e. Notice <strong>of</strong> meeting shall be forwarded to the MAR BOD and constituent MCs no later that thirty days<br />

prior to the meeting.<br />

6. Officer Transition Meetings – Outgoing <strong>of</strong>ficers shall be available to meet with the newly elected <strong>of</strong>ficer<br />

for his position to facilitate a smooth transition.<br />

7. Meetings may be conducted using any one or more <strong>of</strong> the following means:<br />

a. Physical presence.<br />

b. Teleconference.<br />

c. Internet Chat room.<br />

Article XVII – Rule <strong>of</strong> Procedure – Robert’s Rules<br />

In the absence <strong>of</strong> rules <strong>of</strong> procedure in the By-Laws and where the MAR BOD has no adopted rules <strong>of</strong><br />

procedure, the proceedings at:<br />

MAR BOD meetings;<br />

Executive Committee meetings;<br />

Formal meetings <strong>of</strong> Standing or Special Committees<br />

shall be governed by the parliamentary procedures as set out in Robert’s Rules <strong>of</strong> Order.<br />

Article XVIII – Budget<br />

1. The MAR shall adopt and maintain a balanced budget.<br />

2. The MAR shall use the FJMC’s subventions for the administrative and operating expenses <strong>of</strong> the MAR.<br />

3. The budget shall include a line item to cover the full amount <strong>of</strong> the President’s standard costs for<br />

registration, transportation, and hotel expenses at the FJMC’s convention.<br />

4. The Budget Committee shall prepare a budget for the following year and present that budget in writing to<br />

the MAR BOD no later than the 4 th quarter’s MAR BOD meeting.<br />

5. The MAR shall submit its budget to FJMC, annually, for approval by the FJMC Treasurer.<br />

6. The Audit Committee shall audit all financial accounts <strong>of</strong> MAR annually and provide written report to the<br />

MAR BOD no later than the 2 nd quarter’s MAR BOD meeting.<br />

Article XIX – Questions <strong>of</strong> Synagogue and/or Religious Policy<br />

1. MAR, in all matters <strong>of</strong> <strong>Jewish</strong> law and practice, will follow the standards set and interpreted by the<br />

Spiritual Advisor.<br />

2. In the event that a dispute in matters not concerning <strong>Jewish</strong> law and practice between MAR and the<br />

Rabbi(s) <strong>of</strong> the MCs or Synagogue(s) develops, MAR may call on the Executive Director <strong>of</strong> FJMC or his<br />

representative to mediate.<br />

Article XX – Representation<br />

Consistent with the FJMC’s By-Laws, the president shall appoint members <strong>of</strong> the MAR BOD as<br />

representatives to the FJMC’s Board <strong>of</strong> Directors and to such other FJMC committees as he deems<br />

appropriate.<br />

Article XXI – Amendments<br />

These By-Laws may be amended or revised by an affirmative vote <strong>of</strong> two-thirds <strong>of</strong> a quorum <strong>of</strong> the MAR<br />

BOD present at a meeting designated for that purpose. Copies <strong>of</strong> proposed amendments shall be served on the<br />

members and individuals at least 15 days prior to the meeting.<br />

Article XXII – Effective Date<br />

These By-Laws shall take effect on July 1, 2003, following their passage at a meeting called for by the<br />

President and advertised for such purpose.<br />
