Foreword<br />

This report results from high degrees of collaboration between <strong>the</strong> National Occupational<br />

Health and Safety Commission (N<strong>OHS</strong>C), <strong>in</strong>dustry, unions and state jurisdictions to drive <strong>the</strong><br />

development of positive performance <strong>in</strong>dicators for <strong>the</strong> construction <strong>in</strong>dustry.<br />

It is <strong>the</strong> report from an extensive project undertaken by N<strong>OHS</strong>C, with a work<strong>in</strong>g group of<br />

employer and union representatives drawn directly from <strong>the</strong> construction <strong>in</strong>dustry and<br />

representatives from a number of state <strong>OHS</strong> authorities. It was part of <strong>the</strong> work program<br />

overseen by <strong>the</strong> <strong>Performance</strong> <strong>Measurement</strong> Advisory Committee of N<strong>OHS</strong>C. The report<br />

would not have been possible without this level of shared commitment to enhanc<strong>in</strong>g <strong>the</strong><br />

base of knowledge and response <strong>in</strong> occupational health and safety (<strong>OHS</strong>) <strong>in</strong> Australia.<br />

The report conta<strong>in</strong>s timely <strong>in</strong>formation for <strong>the</strong> construction <strong>in</strong>dustry which is traditionally<br />

relied on outcome measures for assessment of <strong>the</strong>ir <strong>OHS</strong> performance. The report does not<br />

advocate <strong>the</strong> abandon<strong>in</strong>g of outcome-oriented <strong>in</strong>dicators for monitor<strong>in</strong>g <strong>OHS</strong> performance.<br />

To <strong>the</strong> contrary, it seeks to contribute to an ongo<strong>in</strong>g debate about <strong>the</strong> importance of<br />

develop<strong>in</strong>g positive performance measures to permit <strong>the</strong> use of an appropriate mix of<br />

positive and outcome <strong>in</strong>dicators when monitor<strong>in</strong>g <strong>OHS</strong> performance.<br />

The development and use of positive performance <strong>in</strong>dicators will allow construction<br />

enterprises to assess how successfully <strong>the</strong>ir enterprise is perform<strong>in</strong>g. They offer <strong>the</strong><br />

opportunity to <strong>in</strong>tervene <strong>in</strong> a mean<strong>in</strong>gful way to permit immediate identification of where<br />

improvement strategies can be targeted.<br />

The <strong>Construction</strong> Work<strong>in</strong>g Group recommended that positive performance <strong>in</strong>dicators<br />

identified <strong>in</strong> this report be <strong>the</strong> basis of <strong>the</strong> development of <strong>the</strong> positive performance<br />

measurement framework at <strong>the</strong> enterprise level <strong>in</strong> <strong>the</strong> construction <strong>in</strong>dustry <strong>in</strong> Australia.<br />

A number of state jurisdictions have <strong>in</strong>dicated <strong>the</strong>ir enthusiasm for facilitat<strong>in</strong>g that<br />

recommendation <strong>in</strong> <strong>the</strong>ir respective states.<br />

As Chair of <strong>the</strong> <strong>Performance</strong> <strong>Measurement</strong> Advisory Committee and <strong>the</strong> <strong>Construction</strong><br />

Work<strong>in</strong>g Group it has been my great pleasure to work with <strong>in</strong>dividuals dedicated to <strong>the</strong><br />

cause of improved health and safety performance <strong>in</strong> Australian workplaces. The<br />

construction companies who so generously participated <strong>in</strong> case studies to test <strong>the</strong> positive<br />

performance <strong>in</strong>dicators are thanked for <strong>the</strong>ir support of <strong>the</strong> project. Fur<strong>the</strong>r research is<br />

now planned to consider issues <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> validity and practicality of positive<br />

performance <strong>in</strong>dicator frameworks. My express appreciation for <strong>the</strong> excellent work<br />

undertaken by Rebecca Mitchell, Senior Officer, Epidemiology Unit, National Occupational<br />

Health and Safety Commission as Co-ord<strong>in</strong>ator for <strong>the</strong> project. She was very ably supported<br />
